Review of Medical Act Article 34 the Amendment (의료법 34조 개정(안)에 대한 소고)

  • The Korean Government said that it issued advance notice of the amendment of medical act article 34 on Oct. 29 of last year. Another issue at the heart of controversy in 2009 was telemedicine between doctors and patients for the purpose of helping those in the dead zone of medicine and supporting medical service industry. It failed, however, to enact legislation due to the strong opposition from medical profession as well as the apprehension about abuse of medical treatment and the rise of medical expenses. To amend and legislate a law, it is needed in advance to examine and analyze the rationality, propriety and feasibility of it. In particular, when it comes to amending a medical act, the validity should be acknowledged only when the right to life and health of the people is protected. Medical act article 34 is in the state of drift because of stiff resistance from medical and civic groups. This study purpose of analyze and to explain the amendment of recent proposition of Medical Act Article 34 and to suggest possible improvement methods.

전기용품안전관리법의 전자파 관련 기술기준개정

  • 국립기술품질원은 최근 전기용품안전관리법에 의한 전기용품기술기준의 내용 중 전자파장해와 관련된 시험기준 및 측정방법을 대폭 개정하였다. 이 개정은 국립기술품질원 고시 제 1997-140호(1997. 7. 9.)에 의해 이루어졌는데 개정내용의 주요골자는 기존 전자파장해 분야의 기준 및 측정방법을 전면적으로 수정, 보완하고 전자파내성분야의 기준 및 측정방법을 신규로 추가 삽입한 것으로 판단된다. 주지하다시피 전자파장해와 관련해서 우리나라의 국가규격은 전파법에 의한 기술규격과 전기용품 안전관리법에 의한 기술규격으로 양분화되어 있다. 전파법에 의한 기술규격은 작년에 정보통신부 고시 제1996-78, -79, -80, -81호(1996. 10. 9.)에 의해 종전의 전자파장해검정규칙에 따른 시험방법을 CISPR에 의한 모든 대상기기에 대해 전자파장해 및 전자파내성 관련 기술기준 및 시험방법을 대폭 개정한바 있으며, 본 전기용품안전관리법에 의한 기술기준 개정은 전자파장해 및 내성에 관련 내용을 최근의 국제기술동향에 부응하도록 망라하여 정리한 것이라는 관점에서는 전파법에 의한 개정내용과 유사한 것으로 여겨지나, 다만 그 대상기기가 전기 용품으로 한정된 것이 다른 것으로 사료된다. 종전의 전기용품안전관리법에 의한 전자파장해 기술규격은 국제규격인 CISPR의 권고사항을 따르되, 국내 산업계의 의견을 반영하여 측정주파수 범위, 기술기준, 측정방법 등의 내용에 있어서 다소의 수정을 가하였으며, 정보기술기기에 대해서는 미국의 FCC기술기준을 위주로 하여 제정된 것이었다. 금번 기술기준 개정은 전자파장해 분야에 있어서 이와 같은 종전의 기술기준을 최초의 CISPR 기술동향을 최대한 여과없이 반영시키도록 수정하였으며, 전자파내성 분야에 대해서는 전체적으로 IEC 1000-4-Series의 내용을 기본으로 하였으나, 여기에 추가적으로 디지털 무선전화기에 대한 방사내성 시험항목을 ENV55024의 내용을 위주로 하여 신규로 작성한 것으로 볼 수 있다. 따라서 기술기준의 개정사항은 주로 전자파장해 분야로 국한되어 있으며, 전자파내성 분야는 신규 제정한 것으로서 본고에서는 종전의 기술기준에서 전자파장해분야의 변경사항과 신규로 제정된 전자파내성 측정방법과 시험기준을 소개하는 거승로 하겠다.

A Study on Analyzing the Features of 2019 Revised RDA (2019 개정 RDA 특징 분석에 관한 연구)

  • This study is to analyze the characteristics of 2019 revised RDA and suggest the consideration in aspects of cataloging using the literature reviews. The following 3 things are suggested with analyzing the revised RDA. First, high quality data such as supplementing cataloging data and constructing vocabulary encoding schemes should be needed to transform bibliographic data to linked data for the semantic web. Second, MARC should be expanded to accept the new conept of LRM and linked data being reflected in revised RDA because MARC is the unique encoding format untile linked data will be transformed from MARC data. Third, the policy statement and the application profile are needed for describing resource consistently because each entity and element has own condition and option, and there are different elements for applying rules in revised RDA. Based on this study, the RDA related researches should be in progress such as exapanding BIBFRAME as well as MARC to accept the new concepts in revised RDA, and, also, reflecting and accepting RDA being able to use revised RDA rules and registries in libraries and nations that have been faced to revise their own cataloging rules.

  • The purpose of this study is to suggest improvement directions by analyzing the meaning of the 2022 revised curriculum. Research methods include literature research, surveys, and interviews. The conclusion is as follows. First, The background of the promotion has been revised to cultivate the competencies necessary for the future society and to strengthen the learner-tailored education. Second, what characterizes the 2022 revised curriculum is that it is being created in collaboration with people as a future-oriented curriculum for the first time in history. Third, the implementation of the 2022 revised curriculum is being directed towards individuality and diversity, decentralization and autonomy, digitally based education, and public performance and accountability. Fourth, the principal contents are curriculum innovation in response to future changes, cultivating community values and capacity building for learners, strengthening education for elementary, middle, and high school students to develop digital and AI literacy, and strengthening the curriculum for all.

A Study for the Improvement of the Way to Reform Mathematics Curriculum (수학과 교육과정 개정방식 개선을 위한 연구)

  • This study, in the view of the particulars on mathematics, tried to criticize the way how they have reformed mathematics curriculums, which moreover have been executed without any official investigation of the ways up to the recent curriculum. On the basis of these critics, this study suggested a few desirable ideas about how to reform the mathematics curriculum which were investigated from a mathematics educational standpoint. For this purpose this study was executed as followings : first, there has been reflective investigations about the existing ways of reforming mathematics curriculums ; second, there suggested a new way of reforming the mathematics curriculum which we may consider as the way for the future mathematics curriculum reform.

Achievement Standards of Geometry According to the 2011 Revision of the National Mathematics Curriculum (2009 개정 교육과정에 따른 중학교 수학과 교육과정의 기하 성취기준에 대한 논의)

  • The 2011 Revision of the National Mathematics Curriculum, amended based on the 2009 Curriculum version, focuses on three important issues: 1) 20% reduction of the previous curriculum contents; 2) improvement of students' creativity through mathematical processes; 3) flexible management of curriculum. Despite the importance in applications, it has not provided a manual for textbook authors and teachers. Consequently, they are likely to encounter difficulties in interpreting goals of learning achievements. This paper identifies the purposes and contents of achievement standards, and discusses how to implement it at school.

Analysis of the 2015 Revised and 2022 Revised Elementary School Science Achievement Standards Using the TIMSS 2023 Scientific Cognitive Domain Analysis Framework (TIMSS 2023 과학 인지 영역 분석틀을 활용한 2015 개정 및 2022 개정 초등 과학과 성취 기준 분석)

  • The purpose of this study is to analyze the achievement standards of the 2015 revision and 2022 revision of the science curriculum using the TIMSS 2023 science cognitive domain analysis framework. The subject of the study is the achievement standards for all elementary school areas in the 2015 and 2022 revised science curriculum. Three field teachers and one elementary science education expert who majored in elementary science education participated in the research analysis. The results of this study are as follows. First, in the 2022 revised movement and energy field, the ratio of the 'knowing' area was about 16% higher than the 2015 revision, and the ratio of the 'reasoning' area also increased by about 5.8%. Second, in the material field, the proportion of TIMSS 2023 cognitive domains was in the order of 'knowing', 'applying', and 'reasoning' regardless of grade group and curriculum revision period. Third, in the field of life sciences, the proportion of TIMSS 2023 cognitive domains differed depending on grade group and curriculum revision period. Fourth, in the Earth and Space field of the 2022 revision, similar to the other three fields, the proportion of the 'Knowing' field increased and while the 'Applying' field decreased. However, in the 2022 revision, the 'reasoning' area in all three other fields increased, but decreased only in the earth and space fields. Fifth, the 2015 revised integrated unit and the 2022 revised science and society field only covered the elements of 'recognizing' and 'presenting examples' in the 'knowing' area, 'making relationships' and 'explaining' in the 'applying' area and 'Synthesize' in the 'reasoning' area. In the 2022 revised elementary school science field, the proportion of the 'knowing' section was 52.5%, the proportion of the 'applying' section was 33.8%, and the proportion of the 'reasoning' section was 13.7%. In conclusion, in the 2022 revised elementary science achievement standards, the ratio of the 'applying' and 'reasoning' areas was low because the reliance on the 'knowing' area was too high.

Aspects of Classical Literary Materials in Secondary School Korean Textbooks and Literature Textbooks in the 2009 Revised Curriculum (2009 개정 교육과정 시기 국어·문학 교과서 고전문학 제재 수록 양상 연구)

  • The purpose of this study is to examine the change in literary materials in secondary school Korean textbooks and literature textbooks as per the 2009 revised curriculum. Literary materials in secondary school Korean textbooks have increased student awareness of literary canons because these have been taught and learned through public education. Seodongyo, Gemangmega, and Gasiri in classical poetry and the tale of Heungbu, Pongsan Mask Dance, the Tale of Ch'unhyang and the tale of Honggildong(by Heo Gyun) in classical prose are published in secondary school Korean textbooks and literature textbooks as per the revised curriculum of 2009. A three-verse Korean ode and a classical novel are the most chosen genres in classical literature.

법규 및 정책동향 - 가스안전 규제의 합리화 추진

  • 지식경제부는 법 개정(2009.3.25)에 따른 위임사항을 정비하고, 기업활동에 불편을 초래하는 규제를 대폭 완화하며, 가스사고 예방을 위한 관련 제도를 개선하는 등 가스안전 규제의 합리화를 도모하기 위해 "액화석유가스의 안전관리 및 사업법" 및 "도시가스사업법" 시행령 시행규칙 개정령안을 마련하여 5월21일 입법예고하였다. 동 하위법령 개정령안은 이해관계자의 의견을 수렴하고, 규제개혁위원회 및 법제처 심사와 국무회의 심의를 거쳐 9월26일 시행될 예정이며, 동 개정령안이 공포 시행되면서 합리적인 규제완화를 통해 다수의 사업자와 소비자의 편익이 향상되고, KS인증 가스용품의 안전확보, 연료전환 시설 및 공급자 취급부주의로 인한 가스사고 예방 등을 통해 국민생활의 안전에 기여할 것이다.
