Due to the increasing fiscal burden and structural unbalanced premium/benefit costs, the new reform on the government employees pension system (GEPS) was considered even after the recent reform in 2009. This article examines the various effects of recent amendment in 2015 on GEPS using a simple probabilistic model. We consider effects on both sides, the pensioners and the government. First of all, the expected net value of pension payment for an individual employee was calculated based on the supposed survival distribution. The fairness of individual pension holders was compared using the benefit-cost ratio. Secondly, from pension system users' point of view, the default probability and the government subsidy were examined by Monte-carlo simulation. From the simulation experiment, we could see that the 2015 reform plan indeed reduces the default probability and the size of the fiscal burden of government by increasing the premium and decreasing the benefit. However, the size of the effect is not very standout at this moment because the number of new employees who are fully subject to the reform will be much smaller than the number of previous employees for a while. Thus, the effect of the reform is expected to appear in a slow manner.

This study analyzes the revision bills of the National Assembly Law in the 19th National Assembly in which the National Assembly Advancement Act was enacted, with the question "who are involved in the revision of the procedural rules, and what motivates them?" The cosponsor network analysis focusing on primary sponsors of the revision bills shows that the network was constructed by party affiliations. A small number of members with high degree centrality attempted to cooperate with each other at the cosponsoring stage, but the legislation did not pass through the related committee. In addition, this study tests the four competitive hypotheses (the committee hypothesis, the distributive politics hypothesis, the ideological distance hypothesis, and the partisan affiliation hypothesis) about the motivation to propose amendments by using the regression models which include newly measured variables. Only the committee hypothesis and the partisan affiliation hypothesis are empirically supported. This implies that partisan consideration is still significant in amending the National Assembly Law even after the National Assembly Advancement Act, and thus party leaders' willingness to seek bipartisan compromises is at the heart of problem-solving.

In the beginning of KBC-2005, many structural engineers had have difficulty in designing the flat plate structures. Recently KBC-2005 has been revising. At this point, we need to study the lateral resisting systems which are based on KBC-2008 draft and applicable to the flat plate structure. When the RC structure system of KBC 2008 draft is compared with that of KBC-2005, there are some differences. (1) Structural system and height limitations according to seismic design category (2) Special Requirement such as special RC shear wall (3) New lateral force resisting system such as shear wall-frame interaction system The KBC-2008 will give structural engineers to choose the various lateral force resisting system

The "Information and Communication Technology Education Guidelines" were revised in December, 2005. However, the revised guidelines are not propagated in the elementary school. One of the reasons is that the textbook is not faithful to the revised guidelines. We analyzed the elementary computer textbooks published on and after June 2006. In the result, the contents of many textbooks are not based on the "Information and Communication Technology Education Revised Guidelines". Especially, "Understanding of the Information Processing" and "Comprehensive Activities" areas are not faithful to the revised guidelines. Therefore, the systematization of the textbook screening system, participation of the computer education expert, development of the detailed curriculums, and training of the elementary teachers are essentials for invigorating of the elementary computer education.

Recently, amendments to the e-Sports Act have been proposed in the Korea National Assembly. To evaluate the amendments, this study provided five factors of the e-sports industry: the high accessibility, the instability of the game, the difficulty of professional e-sports players, the fierce competition, and the lack of government policy. Based on these factors, this study suggested improvement in which the e-Sports Act should proceed for professional e-sports players, e-sports teams, and e-sports establishments.

96년 6월 25일 제245차 원자력위원회에서 `원자력 사업 추진 체제 조정 방안`을 확정함에 따라, 그 후속 조치로서 개정 추진하게 된 제13차 원자력법 중 개정 법률안이 96년 11월 30일 제17차 국회 본회의에서 의결되었다. 이번 개정으로 원자력 연구 개발에 필요한 재원을 안정적으로 확보하게 되었음은 물론, 원자력안전위원회의 신설로 58년 원자력법 제정에 따라 설치된 원자력위원회의 기능이 분리되었으며, 방사성 폐기물 관리 사업의 추진 체제가 효율적으로 정비되었다. 12월중 공포될 예정인 개정 원자력법의 주요 내용을 중심으로 개정 취지 및 배경, 개정 내용, 앞으로의 운영 방향 등에 대해 알아본다.

이제 커피자동판매기에서 국내산 차를 판매하지 않아도 된다. 현행 커피자판기에 국내산 차를 강제적으로 1/3 이상 적용 판매하라는 규정이 삭제되게 되는 것이다. 보건복지부 식품정책과는 7월 19일 이같은 내용을 담은 "식품위생법 시행령 및 시행규칙" 개정안을 입법예고 했다. 이번 개정안이 마련된게 된 것은 한국자동판매기 공업협회의 적극적인 개정건의 작업의 결과이다. 한국자동판매기공업협회는 커피자판기 국내산 차 판매로 인한 여러 문제점들과 민원이 야기되자, 지난 2009년 11월초 보건복지부 식품정책과를 대상으로 "다류 식품자동판매기 국내산 차 의무 판매 규정"을 삭제해 줄 것을 개정 건의한 바 있다. 협회는 대형 커피자판기의 경우 커피의 판매 규정이 국내산 차 1/3 이상이어야 한다는 의무규정으로 인해 단일 커피자판기에도 싫든 좋든 국내산 차를 적용 판매함으로서 자판기 운영에 있어 큰 애로점으로 작용해 왔다고 주장했다. 또한 국내산 차 적용 판매가 소비자들에서 위생에 대한 취약성을 더 노출시킨다는 사실을 적극 어필을 했다. 이같은 협회의 주장을 보건복지부 식품정책과는 합리적으로 수용했다. 커피자판기의 국내산 차 적용 판매가 영업의 재량권만 침해할 뿐 규제 명분을 상실했다고 판단했다. 또 서울시나 식약청의 자판기 위생검사시에 상대적으로 국내산 차의 불량률이 높게 나타난 점도 주요인으로 작용했다. 이번 국내산 차 판매 의무 조항 삭제 입법예고로 커피자판기 시장은 새로운 흐름이 주도될 수 있을 것으로 보여진다. 업계에서 원하지 않는 조항이 삭제된 만큼 커피자판기 시장 활성화에도 적지 않은 도움을 주리라 기대된다. 이번에 입법예고된 개정안을 세부적으로 살펴보고, 과연 시장에 어떠한 긍정적 영향들을 미칠지를 분석해 봤다.
