  • This study focused on the role of the center for private information, which can manage and share the personal data from data breach incidents. Especially, this study addresses on the importance of establishing information management systems for preventing secondary misappropriation of breached personal data and private information. The database of breached personal data can be used for reducing privacy worries of potential victims of secondary misuse of personal data. Individuals who use the same IDs and passwords on multiple websites may find this service more effective and necessary. The effectiveness of this breached data center on reducing secondary privacy infringement may differ depending on the extend of data being shared and the conditions of data submission. When businesses experienced data breach and submission of data to this center is required by the law, the accuracy and effectiveness of this service can be enhanced. In addition, centralized database with high quality data set can increase matching for private information and control the secondary misappropriation of personal data or private information better.

  • For social demand and technological development, systematic private information management and security guidance have been enhanced; however, the issue of leakage and invasion of private information is shown in many ways. In the management of such private information, the issue of how to protect such information is one of the sensitive key elements. As a criterion to decide the management policy of each property information consisting of private information, this article suggests Dynamic-Security-Level-Measurement for property information. DSLM adopts the variable characteristics of property information as the element of measurement. By applying this method, it is possible to provide information management functions to cope with the changes of each property information security level of an individual actively. It is expected that this will improve the security of previous information management methods even more and also contribute to the improvement of security in integrated systems such as the integrated ID management system and electronic wallet.

  • Recently, as personal information has been used as data, various new industries have been discovered, but cases of personal information leakage and misuse have occurred one after another due to insufficient systematic management system establishment. In addition, services that use personal information anonymously and anonymously have emerged since the enforcement of the Data 3 Act in August 2020, but personal information issues have arisen due to insufficient alias processing, safety measures for alias information processing, and insufficient hate expression. Therefore, this study proposed a new PbD principle that can be applied to the pseudonym information life cycle based on the Privacy by Design (PbD) principle proposed by Ann Cavoukian [1] of Canada to safely utilize personal information. In addition, the significance of the proposed method was confirmed through a survey of 30 experts related to personal information protection.

  • The information security management system (ISMS) and the personal information management system (PIMS) have been integrated into a personal information & information security management system (ISMS-P) certification scheme in response to requests to reduce the time and cost to prepare certification schemes. Integration of the certification system has made it possible for the system operator to gain the advantage of easy management of the ISMS-P certification system, and the certification target organization can enjoy the advantage of easy acquisition and maintenance of certification. However, ambiguity in the application criteria of the target organization, and ambiguity in the certification criteria control items require the target organization to operate an excessive management system, and the legal basis to be applied to the certification target organization is ambiguous. In order to improve these problems, this paper uses case studies to identify the types of certification bodies that apply the certification criteria, and to change the control items applied during certification audits based on the types of certification bodies. Institutions that wish to obtain only ISMS certification have proposed three solutions, excluding controls covered by the ISMS-P. This paper suggests ways to operate an efficient certification system, and can be used as a basis for improving problems in the ISMS-P certification system.

  • This paper reviews Privacy Impact Assessments in order to perform preventing and diagnosis against potential threats focused on the C-Shopping mall case. The quality of protection in C-shopping mall shows that the corporations itself is 29.2, the system is 68.8, the life cycle of the privacy is 25.5 and CCTV is 60.0. The lowest levels are the corporation's management 16.7, the life-cycle's saving and keeping 12.5, usage and offer 11.5 and destruction 16.7 among the life cycle of the privacy. The result of risk analysis shows that the highest levels are saving and keeping 13.3 and destruction 13.0. From the result, dangerous duplications are saving and keeping and destructions.

  • Providing trading partners with personal information to establish an e-commerce financial transaction is inevitable. Most e-commerce companies keep personal information and transaction data for user's convenience and develop additional services as their applications. However, keeping personal information increases the likelihood of identity theft causing direct or indirect damage while it may simplify repetitive financial transactions. This study introduces risk management methods based on quantitative and qualitative analysis including demand-supply curve model and Gordon & Loeb model to analyze the risks for security management. The empirical analysis with survey results from KISA (Korea Information Security Agency) shows that the root cause of different statistics of personal information leakage incidents according to core business of internet companies is the difference in their Loss Expectancy caused by them. Also we suggest disciplinary compensation and higher standard for personal information protection as a solution to prevent the variation of investment on it between individual companies.

  • Many domestic organizations are introducing and operating various information security management systems capable of coping with technical, administrative, and legal issues comprehensively and systematically, in order to prevent various infringement incidents such as personal information disclosure and hacking preemptively and actively. However, empirical analyses regarding the extent to which an information security management system contributes to information security performance have not been fully conducted, even though enterprises and organizations are actively introducing such systems in order to achieve their information security objectives as a part of their organizational management activities in line with their respective business, by investing considerable effort and resources in developing and operating these systems. This approach can be used to apply, develop, and operate the information management system actively within an organization. this study focused on analyzing how each specific phase of the information security management system affects information security performance, compared with previous studies, which generally focus on the information security control item in analyzing information security performance. The information security management system was analyzed empirically to determine how the Security PCDA cycling model affects information security performance.

  • This study is to suggest improvements of personal information protection in South Korea, according to requiring the safety of process and protection of personal information. Accordingly, based on data collection and analysis through literature research, this study derived the issues and suitable standards of personal information for major artificial intelligence services. In addition, this cases studies were reviewed, focusing on the legal compliance and porcessing compliance for personal information proection in major countries. And it suggested the improvement plan applied in South Korea. As the results, in legal compliance, it is required reorganization of related laws, responsibility and compliance to develop and provide AI, and operation of risk management for personal information protection laws in AI services. In terms of processing compliance, first, in pre-processing and refining, it is necessary to standardize data set reference models, control data set quality, and voluntarily label AI applications. Second, in development and utilization of algorithm, it is need to establish and apply a clear regulation of the algorithm. As such, South Korea should apply suitable improvement tasks for personal information protection of safe AI service.
