Even though the efficiency of a point based black spot improvement project has been low, none of solid methodology, which is based on section not point, and is considered as one of the promising substitute, has not been come up with yet. Thus, this research aims at proposing the adequate length of a hazardous section and a method to set segment length over which the project needs to be performed on rural highways by analyzing the distances from project-conducted sites to new black spots in the following year and distances between project needed but not conducted sites and new black spots in the following year. According to the analysis, the probability of being a new black spot near the project conducted intersection is higher than that of a non-conducted intersection within 2km, however, no strong relationships between project types and distance distribution have been found. Based on those findings, a method to determine the target segment including adjacent black spots within 2 kilometers-range was proposed.

출연기관 감사업무 효율화 방안은 네가지 측면에서 정리하여 볼 수 있다. 첫째, 법률적 측면에서 보면 감사원법에서 출연금은 감사대상에 포함되어 있어 출연기관은 감사제도를 운영하게 되어있다. 둘째, 정책적 측면에서 국회에 의한 국정감사는 연 1 회 총 20일간에 걸쳐 수행되므로 시간적 제약과 함께 지속성, 일관성 있는 적절한 감사가 이루어지기 어려운 측면이 있다. 셋째, 행정적 측면에서의 필요성은 일반적으로 이공계 연구개발 업무를 수행하고 있는 과학기술부 산하의 출연연구소는 정부기관이나 지방자치단체 또는 보조금 지원 기관과는 그 성격이 완연히 다른 연구기관임으로 연구생산성 제고에 적합한, 기관 특설에 맞는 자체 규정의 보완이 필요하다. 마지막으로 사회문화적으로 감사업무는 능률우선주의보다는 서류체계 및 규제중심으로 편향되기 쉬운 특성이 있어 이에 대한 개선방안 노력이 매우 중요하다. 출연기관의 감사기능은 내부.외부감사에 의하여 수행되고 있으나, 감사(監査)의 핵심적 기능은 역시 출연기관 자체의 감사(監事)에 의하여 수행되며 성격상 공정성(Fairness), 객관성(Objectivity), 신뢰성(Reliability)의 확보가 필수적이다. 출연기관 감사제도의 개선방향은 합법성, 합목적성을 근거로 기관운영의 효율성을 제고시키는데 초점을 맞춘 감사제도로 개선되어야한다. 감사조직체계의 개선, 전문 교육의 실시, 동일업무의 기준 마련, 상급기관과의 역할분담 정립 등으로 감사업무의 질적수준 및 효율성을 제고해야 한다. 감사평가제도는 그동안 실시된 사항이 없으므로 긍정적인 측면과 부정적인 측면이 공존하므로 평가제도의 도입 및 적용에 대해서는 보다 심층적인 검토가 필요하다. $[$감사조직의 평가요소$]$ ■ 투입요소측면 - 감사인력 - 장비 및 고정자산 - 예산(년도별) - 정보수집관리 - 조직운영방식 -전통 및 관습 - 관계법령, 규정, 감사업무지침 ■ 산출요소측면 - 감사운영 실적 - 감사보고 실적 - 감사제도 개선 및 자체개혁 실적 - 기관운영 효율화 기여도 - 기관의 연구성과 및 업적 향상 기여도 - 경영관리 고도화 기여도 등의 항목설정이 가능 출연기관 감사업무의 효율화 방안으로 감사제도 개선의 기본방향, 감사조직 및 인력운영의 개선, 감사업무 운영체계의 개선 등을 중심으로 발전방향을 제시하였다. 그러나 여기에서 제시된 개선방안들을 추진하기 위해서는 전문인력을 보강하고 상부체계에서의 수용이 요구되므로 출연기관 권역에서만으로의 힘으로는 한계가 있을 것이며 무엇보다도 감사제도 변화의 필요성과 미래지향적인 환경이 조성되어야 할 것이다.

The use of technical proposal tendering has been expanding recently with the aim of effecting cost reduction, quality enhancement, technological development and value realization centered on multifunctional administrative cities, innovation cities, and the Yongsan relocation project. In line with the increasing interest towards life cycle cost improvement measures as an important evaluation category concerning technical proposal tendering, efforts in preparing measures that can execute the security of credibility and objective evaluation concerning architectural life cycle cost are being made. However, problems such as lack of applicable cases of design development and detail design, distortion of initial construction costs concerning the original plan, combination of constant price and current price, the ambiguity of the calculation standards between tendering corporations, inaccuracy of terms, and insufficient compositional formats concerning life cycle improvement measures are being cited. Accordingly, this study sought to propose a measure to improve the compositional guidelines, format, and standards so that a systematic life cycle cost evaluation can be executed for the reliable distinction of each participating corporation, enhanced credibility and objective evaluation of the life cycle cost improvement measure for technical proposals.

바람직한 해상교통안전진단제도 정립을 위해 보다 종합적이고 체계적인 검토가 필요한 바, 본 연구에서는 메타평가에 관한 이론을 적용하여 설계된 메타평가 모형을 그동안 실시된 우리나라 해상교통안전진단에 적용, 종합적으로 분석 평가하여 해상교통 안전진단제도의 개선방안을 도출하였다. 메타평가는 평가의 질적 개선을 통한 평가결과의 활용도를 제고하기 위하여 평가수행뿐만 아니라 전반적인 평가시스템을 포함한 평가로 그 타당성을 규명하는 일련의 작업으로서 본 연구에서는 문헌연구와 전문가검토, 설문조사 등의 방법을 활용하여 진단활동에 대한 전반적인 평가를 실시하여 개선방안을 마련하였다. 특히, 개선의 시급성을 정량화함으로써 개선 우선순위에 대한 정책적 시사점이 클 것으로 기대한다.

This study is to analyze open work status and conditions of cadastral surveyors and suggest improvement plans for working area of cadastral surveyors. The results are as below. Based on the analysis, this study suggests expansion of confirmation surveying for cadastral target range, ease of confirmation surveying standard for cadastral, and broader participation opportunities for cadastral surveyors in the cadastral re-survey project as improvement plans. If the Ministry of Land, Infrastructure, and Transport seeks legislative and policy improvement that can create more rational and ideal cadastral surveying conditions based on various reviews on improvement plans for working area of cadastral surveyors in this study will promote symbiotic development among cadastral surveyors.

By measuring satisfaction index of the users of Information System, it is possible not only to estimate ROI(Return on Investment) but also to draw the device for the efficiency and improvement of the System. This study tries to give User Satisfaction Index Model for the System, and present operators and managers of the system with the method for improving satisfaction and efficiency by measuring the User Satisfaction Index of representative information systems. For this, the survey was carried out for the representative information systems. On the basis of the analysis, Satisfaction Index was drawn and through Matrix Analysis, the strategy for system improvement was derived.

무기체계 국제협상의 본질과 개념, 협상전략, 협상자의 자세와 유의사항, 그리고 협상사례를 제시하고 완성장비와 수리부속품 획득방법 및 계약방법을 소개한다. 또 최근 주요국가 대외군사판매 현황과 문제점을 분석, 개선방안을 찾고자 한다. 국제계약개선 방안으로 미 국방부의 주요 판매업체와의 직접 계약체결 방식, 인터넷 전자상거래 방식 활용실태, 그리고 국방부 조달본부의 전자상거래 방식 도입 활용계획을 소개한다. 머지않아 우리 군도 문서없는 계약, 즉 인터넷 전자상거래 시스템이 획기적으로 발전되어 국방조달 업무의 투명성과 효율성이 크게 향상될 수 있을 것이다.

조달청은 지난 11월 15일 혁신적인 입찰제도 개선 내용들이 들어있는 $\ulcorner$부실방지 및 입찰질서 확립제도 개선방안$\lrcorner$을 발표, 앞으로 이 제도의 시행을 위해 법제화를 건의할 방침이다. 본고는 부대입찰공사에 대해서는 원도급자의 낙찰률과 관계없이 하도급은 공사예정금액의 85$\%$ 이상에 주도록 법제화하기로 했으며, 부대입찰로 계약된 하도급부분은 해당공사 대금을 하도급자에게 직불하도록 하는 등의 주요내용이 들어있는 조달청이 발표한 $\ulcorner$입찰제도방안$\lrcorner$을 전면 게재한 것이다.

항만 물류 관련 업무처리의 효율화를 위해 EDI가 도입되고 활용되고 있으나 많은 문제점들이 야기되고 있다. 본 연구에서는 우리나라 EDI 활용실태를 실증적으로 조사하여 그 원인을 정확하게 분석함으로써 개선방안을 도출하고자 하였다. 조사결과 나타난 문제점들 중 중요한 내용을 살펴보면, 무역망과 물류망의 분리 운영, 항만 물류 관련 기관들 사이의 데이터베이스의 독립적 운영, 사용자시스템상의 문제 등이다. 이중에서도 사용자들에게 많은 부담을 주고있는 부분이 PORT-MIS EDI 사용자시스템인 것으로 판단되어 이에 대한 구체적 수준의 문제점 분석과 개선방안을 도출하여 제시하였다.
