  • We investigate the current situation and development trend of domestic smart city and emergency vehicle priority signal control system analyzing the existing effectiveness of 1) emergency vehicle priority signal control system and 2) control emergency vehicle priority signal, based on domestic and foreign prior research for signal control system security. The effectiveness of time reduction was analyzed through actual application and test operation to emergency vehicles after establishing the system. In addition, for security management and stable service of real-time signal system control we propose improvement for the technical control items of the ISMS-P certification system to secure golden time to protect citizens' precious lives and property in case of emergency by classifying and mapping the existing ISMS-P certification system and the Korea Internet & Security Agency's cyber security guide according to the items of security threats.

  • 통신서비스의 QoS에 대한 관심이 증가하면서 서비스품질보증협약(SLA)의 중요성도 증대하고 있다. 통신사업자는 기업 사용자들의 QoS에 대한 요구수준을 만족시켜 주기 위해서 SLA의 제공을 확대하고 있으나, 여전히 통신사업자의 입장에서 SLA의 제공 내용을 설계하는 경향이 있다. SLA의 제공을 통해 달성하고자 하는 목적이 기업 사용자들의 통신서비스에 대한 서비스품질의 개선과 이를 통한 로열티 개선에 있다고 하면 이와 같은 접근과 시도는 앞으로 개선되어야 할 것으로 판단된다. 이와 같은 문제점을 극복하기 위해서 SLA의 제공과 관련, 기업 사용자에 대한 설문조사를 통해 요구사항과 개선방향을 파악해 보는 것은 현재 시점에서 SLA 제공 과정에서 적절한 시도라고 판단된다. 이에 본 논문에서는 SLA 제공과정에서 통신사업자가 고려해야 하는 사항에 대해 주로 서비스품질보증항목 (SLO), 측정(Measurement), 보상(Penalty) 등 SLA의 주요 구성요소 와 차세대 네트워크의 구축에 따라 향후 추가적으로 요구될 수 있는 요소들에 대해 점검해 보고자 한다. 이를 통해 QoS 보장에 대한 가장 유용한 도구로서의 SLA 제공의 활용성과 극대화를 기대해 본다.

  • 해운선사들은 IMO를 비롯한 많은 연구단체에서 제시하고 있는 에너지 효율성 개선방안을 기반으로 선사의 실정과 유가의 등락 상황에 따라 투자환수(payback) 기간을 고려하여 에너지 효율성 개선방안을 결정하고 있다. 그러나 저유가 시대에서는 갈수록 투자환수 기간이 늘어나고 있어 현존 운항선에 대한 레트로피트(Retrofit)는 극히 1~2년 내 투자비용 회수가 가능한 항목에 국한되는 경향이다. 특히 용선 선박의 경우 설비의 투자를 통한 에너지 효율성 개선은 용선계약 특성상 이해관계 및 인센티브 차이로 인하여 매우 어려운.

  • 국내 건설공사의 기획 설계 시공 유지관리 전 단계에서 발생하는 방대한 정보를 제공 중인 건설CALS시스템은 국토해양부 뿐만 아니라 건설사 및 1,400여 곳 이상의 건설현장에서 사용 중인 시스템이다. 그러나 건설CALS를 구성하고 있는 단위 시스템들의 개발 시기 및 주체가 달라 통합 기능개선 운영 단계에서 DB의 논리적 구조가 복잡하게 변경되어 데이터 누락, 처리속도 저하 등의 문제가 발생하고 있다. 이에 본 논문에서는 건설CALS를 구성하고 있는 4개 시스템의 DB를 분석하여 개선이 필요한 항목을 도출하고 취약한 부분의 개선방안을 제시하였다. 제시된 방안은 DB시스템을 운영하는데 있어 가장 기본적인 방법으로써 쿼리문의 처리속도 및 DB장애 발생 시 복구능력 향상 등을 통해 시스템의 안정적이고 효율적인 운영이 가능하다.

Design of Audit Model in Web-based Information System (웹 기반 정보시스템에서의 감리모형 설계)

  • Web applications are widely used by the development of the Internet, but there are no separate audit model for a web-based information systems. Information business has a wide variety of characteristics. So, web-based information system audit model is needed. Therefore, a web-based information system audit model was proposed to enhance the effectiveness of audit and to increase the quality. Audit check lists were applied based on three sets of existing information audit check framework. An audit point of time was defined as analysis, design, and implementation. An audit domain was defined as contents, design, and process. Moreover, audit viewpoint and inspection standards were defined by setting standards of process, product, and performance. Moreover, this paper proposes differences between an existing model of information system development methodology and web-based information system. It also deduced audit checklists according to audit domains for web-based information system audit. The deduced audit checklists were verified for its suitability by conducting surveys, and the modified audit inspection model, in which the deduced audit checklists were applied, was proposed.

Comparative Analysis of the Prerequisite Items Applicable to the HACCP in Livestock Processing Plants (축산물가공장 HACCP 선행요건 평가항목 개선을 위한 비교분석)

  • We analyze the HACCP Prerequisites of National Veterinary Research and Quarantine Service (NVRQS), Korea Food and Drug Administration(KFDA), and US Food Safety and Inspection Service (FSIS) and recommend contents and ranges to be complemented and used for the preparation of guidelines. We used the HACCP Notice of the Processing Livestock Act, the HACCP Application Manual for Livestock Processing Plants, the HACCP Notice of the Food Sanitation Act, US GPO 9 CFR and 21 CFR, US FSIS Directive 11,000.1, and HACCP-based Inspection reference guide of Consumer Services, North Carolina Department of Agriculture. The Prerequisites of NVRQS and KFDA are composed of 66 and 84 items respectively, without detailed guidelines for their application. This may decisively affect the application in the field and the evaluation activities. Water supplies, washing and disinfection monitoring tools, and examining and correcting plan are required to be improved. If the standards of compliance of each Prerequisite item as well as performance guidelines are given, the application and evaluation will be performed more effectively. The evaluation items should be associated with Prerequisite operations such as non-compliance complement, self-evaluation, and record keeping. Hazards found during official inspection should be promptly controlled not to contaminate the work places and processing items. As the HACCP is expected to spread from farms to tables, the standardized Prerequisite program among the official governments should be prepared.

Development of Ex-post Cost Benefit criteria and Analysis Plan for an Urban Stream Restoration Project: The Case of Cheonggyecheon Restoration Project (도심 하천복원사업을 위한 사후 비용편익 항목 및 분석방안 제시: 청계천 복원사업을 사례로)

  • The Ministry of Environment in Korea has been promoting the urban stream restoration project for paved streams in cities as the restored Cheonggyecheon. As an elementary study for suggesting policy implications for the project, cost and benefit criteria for an ex-post analysis on the Cheonggyecheon project is suggested in this study. The ex-ante analysis were reviewed critically by focusing on the cost and benefit criteria. Ex-post analysis plan in this study is developed considering the standard guideline of pre-feasibility, the theory of cost-benefit analysis, and the review results. The costs for compensating lands, amending conflicts, researching rivers, and maintaining water quantity were also included. For the benefits, this study proposes to estimate the benefits with the assessment on naturalness of stream. The results are expected to contribute to increase the efficiency of the urban stream restoration project and evaluate the project to match better with the meaning of the river restoration.

Metadata Analysis of Open Government Data by Formal Concept Analysis (형식 개념 분석을 통한 공공데이터의 메타데이터 분석)

  • Public open data is a database or electronic file produced by a public agency or government. The government is opening public data through the open data portals and individual agency websites. However, it is a reality that there is a limit to search and utilize desired public data from the perspective of data users. In particular, it takes a great deal of effort and time to understand the characteristics of data sets and to combine different data sets. This study suggests the possibility of interlinking between data sets by analyzing the common relationship of item names held by public data. The data sets are collected from the open data portal, and item names included in the data sets are extracted. The extracted item names consist of formal context and formal concept through formal concept analysis. The format concept has a list of data sets and a set of item name as extent and intent, respectively, and analyzes the common items of intent end to determine the possibility of data connection. The results derived from the formal concept analysis can be effectively applied to the semantic connection of the public data, and can be applied to data standard and quality improvement for public data release.

  • The purpose of this research is to seek political implications for management and activation of National Forest Complex Management(NFCM). Survey method was utilized for workers as respondents to measure importance and performance of NFCM. As a result, it turned out that the respondents' performance was very high. In addition, out of 14 items, two items -1) activation of e-commerce and direct business transaction, 2) production and sales marketing information, which intensive management strategy, were derived from results. Also, 6 items were derived for on-going maintenance, 3 items were derived for low priority order, and other 4 items were derived for discouragement against excessive efforts. This research may contribute to providing fundamental sources that can be utilized for promoting direction establishment and system improvement of NFCM.

An Evaluation of Constitutional Factors of Logistics System under the Consideration of Environmental Changes (환경변화를 고려한 우리나라 물류시스템 분석요소 평가)

  • The aim of this paper is to evaluate weight and priority values for 'inner consisted factors' and 'outer requested factors' of logistics system using the AHP(Analytic Hierarchicy Process) method. As for analysis regarding inner consisted factors, the results were shown as follows: a road transportation (0.312) as first rank; a marine transportation (0.269) as second rank; a railway transportation (0.239) as third rank; an air transportation (0.118) as fourth rank, and a pipeline transportation (0.063) as fifth rank. In terms of analysis regarding outer requested factors, the results were came out as follows: an infrastructure (0.322) as first rank; a performance (0.206) as second rank; an information system (0.151) as third rank; a human resources (0.121) as fourth rank, a business environment (0.075) as fifth rank; a connectivity (0.073) as sixth rank, and a political environment (0.052) as seventh rank.
