지난 3월 28일, '8.31 부동산대책'의 하나로 도입된 기반 시설 부담금 제도의 근거법령인 '기반시설부담금에관한법령'이 폐지됐다. 새 정부가 국정 '100일 과제'로 선정.추진한 결과다. 주택 사업 추진의 큰 장애 요인 하나가 사라진 셈이다. 그러나 주택 개발 사업 승인의 조건으로 승인권자가 사업자에게 기부 채납을 요구하는 경우 과도한 요구로 인해 사업 승인이 지연되거나 사업자의 초기 부담이 크게 증가하는 문제점은 크게 해소되지 않고 있다. 학교 시설 설치 요구 또한 계속되고 있다. 기부 채납 요구의 문제점과 개선 방안에 대해 알아보자.

기존의 객체 분석 메소드에서는 사용자 이해 수준에서 요구사항이 명세되지 않으며 또한 요구사항이 만족되는가를 검증하기도 어렵다. 요구사항이 잘 반영된 좋은 품질의 분석 모델을 개발하기 위해서는 사용자 수준에서 이해될 수 있는 요구사항을 명세해야 하며, 이를 기반으로 클래스를 식별하는 작업이 필요하다. 이를 개선하기 위해 정보 구조 모델링 기반 분석 클래스 식별 절차를 제안하였다. 비교 연구결과, 본 논문에서 제안한 절차는 정적 모델 명세에 치중된 경향은 있으나, 제품의 반복성이 우수하며, 품질 부-부특성들을 평가하는 것이 가능하여, 좋은 품질의 분석 모델을 개발할 수 있다.

본 연구는 전자선거 프로토콜의 요구사항을 규정해 보고, 컴퓨터 통신상에서 이를 충족시키기 위한 암호기법 들을 분석해 본다. 전자선거의 도입이 선거 비용을 절감시키고 투표 장소의 제약을 획기적으로 개선하지만 매표방지등의 문제로 아직은 완전한 이동성을 제공하지는 못한다. 그리고 투표결과의 정확성 검증과 매표방지는 서로 상충되는 요구사항이기도 하다. 실제선거에서는 효율성의 문제로 영지식증명기법등의 사용이 제약 받을 수도 있다. 이러한 문제들을 정리하고, 실제의 선거 절차와 선거 속성들이 전자선거 프로토콜로 어떻게 구현되었는지 비교 검토함으로써, 규정한 요구사항들의 선택적인 적용에 활용코자 한다.

건설재해 감소를 위해서는 첫째, 관리자의 안전교육 이수 시간의 준수 및 안전교육 내용의 충실화가 요구된다. 둘째, 제도의 규제 이전에 자발적, 다각적인 안전점검의 시행이 요구된다. 셋째, 안전회의 및 교육과 점검이 이루어져야 할 것이며, 지정된 시기에 반드시 이루어져야 할 것이다. 넷째, 안전교육 및 회의의 활성화가 요구된다. 다섯째, 효율적인 건설 안전 관리를 위하여 건설 안전 기술 개발을 위한 연구개발, 투자의 확충 등이 요구된다.

The management of user requirements for information system development is a key element. The traceability has been studied in a specific method as using a traceability table or SOA related to the requirement management. But there are few case about proposing a objective and quantified evaluation method and judgement criterion for none-technical business managers. This researcher has proposed, easy to access by unprofessional and objective and qualifiable, evaluation methods and criteria of Judging for adequacy of requirements reflection in the development process of information system for the government office through a previous case study. In this study, I will give consideration to study the limitations of previous studies and improve the evaluation formula for measuring the reflection of the requirements and derive, reviewed to provide a variety of criteria for each business, through business case analysis.

This study aims at developing standardized needs assessment tool for school library facilities. To find common properties of school library facilities, this study explored KLA's Standards for Korean Libraries, IFLA's The School Library Guidelines and AASL's Empowering Learners. Through these standards 10 common properties are selected to include in the assessment tool. As the result, this study proposed needs assessment tool for school library facilities in form of survey and several ways to apply it according to each library situation.

It is very important to track whether software is properly developed according to requirements. This study suggests a method to track requirements by using a tracking table. In this study, the tracking table indicates why such requirements are included by detailing the content of requests for proposals and proposals. The table also facilitates verification of the consistency between outputs and the integrity by having ID codes of each requirement mapped to each output. Furthermore, as this study was conducted, it was found that some factors were required to be added or supplemented to the outputs at the requirement gathering stage of MaRMI-Ⅲ v.4.0 methodology. Thus, this study seeks to present this additional result along with the enhanced tracking table. By verifying outputs, the tracking table presented in this study will help to reduce all kinds of risks and problems that may occur in software development due to the lack of management of requirements. In addition, the output of the requirement-gathering stage of MaRMI-Ⅲ v.4.0 methodology will be improved/supplemented according to the creation of tracking tables; this will increment the applicability of the MaRMI-III methodology.

The purpose of this study was to examine parental perceptions on the importance, performance level, and satisfaction with foodservice quality at daycare centers in the Compensation and Welfare Service institute. The questionnaire was developed to measure thirty-two attributes of foodservice operations are administered to 598 parents and 23 foodservice supervisors from June 22, 2009 to July 10, 2009. The parents placed a high importance on the need for foodservices, earning 4.70 points out of 5 points. Their perceptions of foodservice quality menu, foodservice ingredients and effects, facilities, sanitation, and service scored even higher than performance. The overall satisfaction level for foodservice compared to performance was 4.33 and 4.03 points out of 5 points, respectively. Multiple regression analysis indicated that 98.6% of the variance in parents' overall satisfaction scores was explained by six dimensions.

This study aims to present directions for improving information services of medical libraries in small and medium-sized hospitals by exploring the information use behavior and information needs of nurses, medical technicians, and pharmacists who had not been studied. The research design was conducted based on the reviewing theoretical background studies, and in-depth semi-structured interviews were conducted with nurses, medical technicians, and pharmacists working in small and medium-sized hospitals. The results show their information needs, information use behavior, and perceptions of the medical library in the hospital. Based on these results, this study suggests ways to improve the information services provided by medical libraries in hospitals. This research is meaningful because it was first to explore the information use behavior and information needs of health care professionals working in small and medium-sized hospitals.

This study is on the design and performance evaluation of a multi medium access control(MAC) protocol for multimedia access in the wireless ATM network. In general, MAC protocols for multimedia data transmission are classified into the fixed slot allocation algorithm that allocates base-station slots equally over terminals, and the dynamic slot allocation algorithm that with flexible penetration. The conventional slot allocation algorithms assign slots based on the average bandwidths required for various services types. Although the algorithms have a wide bandwidth for real-time-variant services, the slots are being wasted due the service types. To improve the slot waste problem, this thesis proposes a method that minimizes the waste by assigning variable slots based on the most appropriate bandwidth after a base-station analyzes the service type requested from terminals.
