A Study on the System of Confidential Record Management of the USA (미국의 비밀기록관리제도에 관한 연구 -대통령의 행정명령(EO)을 중심으로-)

  • This study aims to analyze the details of the executive order of the president of the United States, which have been developed in the country's administrative system to institutionalize the guarantee of the people's right to know the classified records, as well as to protecting national secrets. This study also aims to present any implications for the development of the classified record management system of Korea. To this end, the previously issued EO concerning the classified records management were reviewed in terms of its classification, safeguard, and declassification. The analysis results showed that the EO by the president established and prescribed the special access program for national secrets, the system to exempt and suspend the automatic declassification, and the sanctions for protecting national secrets. The EO also established and prescribed the appointment system for the person with the authority to classify record, automatic declassification program, and Mandatory declassification review system, as well as the procedures for historical researcher and certain former government personal to access the classified records with the purpose of guaranteeing people's right to know. As a result, this study identified implications for the development of Korea's classified record management system, as follows : First, it is necessary to restructure the current classified record management system, by changing the operations that is dependent on the director of the National Intelligence Service to the one that is dependent on the President. Second, it is necessary to legislate a separate special law for the classified record management system. Third, a standing supervisory body should be established for the integrated management and for the consistent and routine supervision of the classified record management. Fourth, it is necessary to establish procedures to further review the classification of classified record to correct the defects of the current classification system, which has been abused and mismanaged by the national agencies and organizations that produce classified record.

  • This study examined the effect of the theratainment swiss ball exercise on the upper limb function, pain, and daily activities of a patient with axillary nerve injury. The research duration was from November 5th, 2019 to February 25th, 2020. The research subject was a 23-year-old female patient living in the metropolitan city of G in South Korea, and the A-B-A' type of single-subject experimental research design was used. In this study, repeated training was provided to the patient in the form of exercises employing different directions and gradually increased weights. The training increased the structural stability and mobility of the shoulder and was effective for pain relief as it strengthened shoulder function. The training helped the subject improve her posture change adaptability and reaction ability in different environments and ultimately enabled her to increase and maximize her performance of independent daily activities. This study thus demonstrated the positive effect of the Swiss ball exercise on the upper limb function, pain and disability, daily activities of a patient with axillary nerve injury and confirmed the potential of the exercise as an intervention method. Continued investigation to develop and test the effect of the Swiss ball exercise will be required for it to be used professionally as a therapeutic approach by occupational therapists in treating a variety of patients.

Estimation of Mechanical Representative Elementary Volume and Deformability for Cretaceous Granitic Rock Mass: A Case Study of the Gyeongsang Basin, Korea (경상분지 백악기 화강암 암반에 대한 역학적 REV 및 변형특성 추정사례)

  • This study employed a 3-D numerical analysis based on the distinct element method to estimate the strength and deformability of a Cretaceous biotite granitic rock mass at Gijang, Busan, Korea. A workflow was proposed to evaluate the scale effect and the representative elementary volume (REV) of mechanical properties for fractured rock masses. Directional strength and deformability parameters such as block strength, deformation modulus, shear modulus, and bulk modulus were estimated for a discrete fracture network (DFN) in a cubic block the size of the REV. The size of the mechanical REV for fractured rock masses in the study area was determined to be a 15 m cube. The mean block strength and mean deformation modulus of the DFN cube block were found to be 52.8% and 57.7% of the intact rock's strength and Young's modulus, respectively. A constitutive model was derived for the study area that describes the linear-elastic and orthotropic mechanical behavior of the rock mass. The model is expected to help evaluate the stability of tunnels and underground spaces through equivalent continuum analysis.

  • Modern medical science tends to categorize addiction as a kind of disease, but a Taoist world-view would not consider addiction to be a disease. Taoists do not have a concept of addiction as an eternal substance. Within the Taoist world-view, human beings are meant to live in harmony with the transformative cycles of nature. Human beings achieve self-realization through balancing themselves with nature. This is what is meant by Self-Realization in Harmony with Nature. There is no disease known as addiction when one's life is in harmony with nature. There are two main principles in the Taoist medical worldview. First, is the theory of correspondences. This theory of correspondences is the foundational to Taoism's value-neutral world-view wherein humans are seen as working together with Heaven and Earth in correlative relationships to create harmonious societies. Second, is the principle of harmony and balance in the Universe. One creature can be in harmony with other creatures and learn to appreciate the interconnectedness of all living beings. Survival of the forest is vital to the survival of natural harmony, balance, morality, and environment. The vitality of the human body depends on the movement of Qi energy. According to the principles of Korean traditional medicine, all human problems stem from the mind. There is no madness, no illness, no tempting fate, and even no death outside of what stems from the mind. Within the human body, there are two principles behind energy systems: harmony and balance. When human beings achieve the state of homeostasis, they obtain Qi flows which are associated with the various organs. In doing so, they can always maintain a healthy state of life in accordance with the cosmic rhythm. Taoist philosophy contains advice that prevents addiction. Empty your mind of all thought. Let your heart be peaceful. Finally, all worries are washed away by the cosmic wave.

Directions for Legislative Improvement for the Creation and Operation of Ecological Parks (생태공원의 조성과 운영 내실화를 위한 법제적 개선 방향)

  • Despite the increasing importance of urban parks' ecological functions in dealing with the climate crisis, ecological parks are not clearly defined in Korea's legal system. Numerous ecological parks created nationwide cannot be systematically designated and managed due to various legal bases and varying management authorities. It is important to clarify the legal status of ecological parks in order to lead the ecological paradigm shift of urban parks and to improve the natural park system for a comprehensive and integrated approach to protect the national ecosystem. To this end, related laws were analyzed to identify problems and to draw directions for legislative improvement. Through the literature review of relevant laws, acts, and ordinances, six major directions for improvement were suggested based on the analysis of problems. First, the legal status of ecological parks in the administrative dichotomy of the current park system is ambiguous, and ecological parks should be clarified through the revision of park-related laws. Second, an ecological park can be defined as a sustainable park created and managed in an ecological manner, promoting the protection and restoration of the ecosystem, conservation, and promotion of biodiversity, and balancing nature observation, ecological learning, and leisure activities. Third, the role of the state and local governments should be systematically revised to lead to a new park planning and management model through new governance. Fourth, since the characteristics of ecological parks are affected by individual laws, the possibility of overlapping ecological parks for other uses should be allowed. Fifth, detailed guidelines and standard ordinances need to be enacted to meet the goals, principles, and facilities of ecological parks. Lastly, along with the revision of the laws, ordinances by local governments also need to be more concrete. This study, which tracks various legal realities related to ecological parks, can contribute to policymaking that can systematize the foundation for the creation of ecological parks to preserve nationwide ecosystems and provide citizens with opportunities to experience and learn about nature.

Short-term Prediction of Travel Speed in Urban Areas Using an Ensemble Empirical Mode Decomposition (앙상블 경험적 모드 분해법을 이용한 도시부 단기 통행속도 예측)

  • Short-term prediction of travel speed has been widely studied using data-driven non-parametric techniques. There is, however, a lack of research on the prediction aimed at urban areas due to their complex dynamics stemming from traffic signals and intersections. The purpose of this study is to develop a hybrid approach combining ensemble empirical mode decomposition (EEMD) and artificial neural network (ANN) for predicting urban travel speed. The EEMD decomposes the time-series data of travel speed into intrinsic mode functions (IMFs) and residue. The decomposed IMFs represent local characteristics of time-scale components and they are predicted using an ANN, respectively. The IMFs can be predicted more accurately than their original travel speed since they mitigate the complexity of the original data such as non-linearity, non-stationarity, and oscillation. The predicted IMFs are summed up to represent the predicted travel speed. To evaluate the proposed method, the travel speed data from the dedicated short range communication (DSRC) in Daegu City are used. Performance evaluations are conducted targeting on the links that are particularly hard to predict. The results show the developed model has the mean absolute error rate of 10.41% in the normal condition and 25.35% in the break down for the 15-min-ahead prediction, respectively, and it outperforms the simple ANN model. The developed model contributes to the provision of the reliable traffic information in urban transportation management systems.

  • Impact echo method estimating the soundness of concrete measures the dynamic elastic modulus of specimens which are different with static elastic modulus tested by uni-axial compression test. Thus, this paper investigates the relationships between dynamic and static elastic modulus based on in-situ concrete cores. Also, dynamic elastic modulus was compared with compressive strength. Concrete cores were obtained from about 20 to 70 years concrete structures at three different harbors which were Incheon, Wando, and Masan in Korea. In order to investigate the influence of exposure condition on the relationship, air zone, splash zone, and tidal zone were selected. Different harbors showed the different relationships between dynamic and static elastic modulus, but exposure conditions have no influence on the relationship between dynamic and static elastic modulus. Also, the relationship between dynamic elastic modulus and compressive strength has the same tendency as the relationship between dynamic and static elastic modulus. The relationship equations were proposed to estimate the relationships properly.

  • 경제발전 과정에서 급격한 도시화로 인해 건기의 하천 수량은 줄어들고, 비점오염 발생량은 증가하였으며 심지어 하천이 복개되고 직강화되어 홍수 피해 및 수질오염은 더욱 증가하고 있다. 다행히 최근 소득수준의 증가와 여가시간이 확대됨에 따라, 그 동안의 도시화와 산업화로 인한 오염된 하천을 다시 복원하려는 운동이 활발하게 진행되고 있다. 안양천은 이 같은 하천 중 가장 대표적인 하천 중 하나이다. 본 연구에서는 다속성선택법(CE: choice experiments)을 적용하여 안양천이 어떠한 속성을 갖고 있으며 각각의 속성에 대해 안양천 유역주민들의 사회적인 경험과 인식, 그리고 각 속성의 수준간의 상쇄관계(trade-off)를 고려함으로써 소비자선호에 근거한 한계가치(marginal value)를 추정하였다. 2차례에 걸친 예비조사를 통해 안양천이 가진속성을 홍수피해위험, 가뭄시 하천유량, 수질등급, 하천형태로 설정하였고 설문지 작성을 위해 개별 속성들간의 직교성(orthogonality)을 보장해 주는 주효과 직교설계(orthogonal main effects design) 방법을 이용하였다. 작성된 설문지를 이용해 안양천 유역 10개 지자체 거주민을 대상으로 설문조사를 실시하였고 설문조사 결과를 통해 추정된 각 속성에 대한 가구당 매월 한계지불의사액은 하류구간의 잠재적 홍수피해(PFD가 0.5)가 보통일 경우는 1,764.8원/월, 낮을(PFD가 0.5이하) 경우는 1,783.8원/월, 가뭄시 하천수가 목표유지유량보다 는 작지만 매말라 있지 않은 경우에는 1,496.8원/월, 가뭄시 하천수가 목표유지유량 이상 유지될 경우에는 2,274.9원/월, 수질 등급 3등급일 경우 1,721.5원/월, 수질 등급 2등급일 경우 1,764.4원/월, 하천둔치를 체육공원과 산책로를 조성할 경우 2,078.1원/월, 하천둔치를 자연친화형 하천으로 보존할 경우 2,441.7원/월으로 분석되었다. 또한 추정된 가구당 매월 한계지불의사액을 통해 각 지자체별 정책대안의 기대효과에 대한 편익을 추정하였다. 각 기대효과는 치수, 수량확보, 수질, 생태로서 각각의 기대효과에 대해 가장 높은 편익을 나타내는 것은 부천시의 하수처리장 건설로서 이는 매년 926.8억원의 편익이 발생되며 그 다음으로는 부천의 하수관거정비(역곡)로서 이는 매년 601.5억원의 편익이 발생하는 것으로 추정되었다.

  • The purpose of this study is to investigate Chinese e-Learning development strategies based on the analysis of Korean Industry-Academia e-Learning cooperation. Literature review and interview with experts about the subject regarding this study were the main research methods for the study. The results of the study are as follows 1. Chinese government should amend and complement the e-Learning policy of the chinese enterprise continuously through the Korean government's experience about the e-Learning policy such as enterprise e-Learning system, standardization of LMS, and quality assurance. 2. Korean government's policy about e-Learning has emphasized on practical development of e-Learning contents and LMS. And we have found they have good effects from the policy in terms of human resource development. However, Chinese government generally has emphasized on external extension of the scale and administration.nte, Chinese government should follow the practical policy in the e-Learning development as Korean government has done. 3. The way of Individualized learning, cooperative learning, team work, WBI, standardized LMS, and Blended Learning in Korea could be well adapted in Chinese e-Learning.

The Conservation Value of Coral Communities in Moonseom Ecosystem Protected Area (문섬 등 주변해역 생태계보호구역 내 산호군락지의 보전가치)

  • The Korean government has been trying to conserve a marine ecosystem that has been shifting due to climate change. As part of this effort, the government designated seventy-seven marine species that have been disappearing and deserve to be protected as endangered managing them specially. To generate basic data to guide policy for these endangered species, their value must be measured. OOf the species declared endangered, coral is particularly threatened by climate change, and its management is important. Accordingly, understanding the potential value of reefs, can be an effective way of proving the benefits of continuous management to decision makers and the general public alike. To this end, we have applied the contingent valuation method (CVM), an economic technique of for valuing a environmental and non-market goods such as a coral reef. A national face-to-face survey of 1,000 randomly selected households was conducted in order to determine the public's willingness to pay (WTP) for conserving coral reefs. A one-and-one-half-bound (OOHB) model was adopted to interpret WTP responses, and a spike model was employed to deal with zero WTP responses. The results show that the conservation value of a coral reef can be estimated at 3,016 won per household per year, statistically significant at the 1 % level. Expanding values to the national population gives an annual value of 58.9 billion won. We can conclude that the public is willing to pay a significant amount to conserve coral reefs.
