A Machine Learning-based Total Production Time Prediction Method for Customized-Manufacturing Companies (주문생산 기업을 위한 기계학습 기반 총생산시간 예측 기법)

  • Due to the development of the fourth industrial revolution technology, efforts are being made to improve areas that humans cannot handle by utilizing artificial intelligence techniques such as machine learning. Although on-demand production companies also want to reduce corporate risks such as delays in delivery by predicting total production time for orders, they are having difficulty predicting this because the total production time is all different for each order. The Theory of Constraints (TOC) theory was developed to find the least efficient areas to increase order throughput and reduce order total cost, but failed to provide a forecast of total production time. Order production varies from order to order due to various customer needs, so the total production time of individual orders can be measured postmortem, but it is difficult to predict in advance. The total measured production time of existing orders is also different, which has limitations that cannot be used as standard time. As a result, experienced managers rely on persimmons rather than on the use of the system, while inexperienced managers use simple management indicators (e.g., 60 days total production time for raw materials, 90 days total production time for steel plates, etc.). Too fast work instructions based on imperfections or indicators cause congestion, which leads to productivity degradation, and too late leads to increased production costs or failure to meet delivery dates due to emergency processing. Failure to meet the deadline will result in compensation for delayed compensation or adversely affect business and collection sectors. In this study, to address these problems, an entity that operates an order production system seeks to find a machine learning model that estimates the total production time of new orders. It uses orders, production, and process performance for materials used for machine learning. We compared and analyzed OLS, GLM Gamma, Extra Trees, and Random Forest algorithms as the best algorithms for estimating total production time and present the results.

A Study on Daytime Transparent Cloud Detection through Machine Learning: Using GK-2A/AMI (기계학습을 통한 주간 반투명 구름탐지 연구: GK-2A/AMI를 이용하여)

  • Clouds are composed of tiny water droplets, ice crystals, or mixtures suspended in the atmosphere and cover about two-thirds of the Earth's surface. Cloud detection in satellite images is a very difficult task to separate clouds and non-cloud areas because of similar reflectance characteristics to some other ground objects or the ground surface. In contrast to thick clouds, which have distinct characteristics, thin transparent clouds have weak contrast between clouds and background in satellite images and appear mixed with the ground surface. In order to overcome the limitations of transparent clouds in cloud detection, this study conducted cloud detection focusing on transparent clouds using machine learning techniques (Random Forest [RF], Convolutional Neural Networks [CNN]). As reference data, Cloud Mask and Cirrus Mask were used in MOD35 data provided by MOderate Resolution Imaging Spectroradiometer (MODIS), and the pixel ratio of training data was configured to be about 1:1:1 for clouds, transparent clouds, and clear sky for model training considering transparent cloud pixels. As a result of the qualitative comparison of the study, bothRF and CNN successfully detected various types of clouds, including transparent clouds, and in the case of RF+CNN, which mixed the results of the RF model and the CNN model, the cloud detection was well performed, and was confirmed that the limitations of the model were improved. As a quantitative result of the study, the overall accuracy (OA) value of RF was 92%, CNN showed 94.11%, and RF+CNN showed 94.29% accuracy.

A Study on Calculation of Air Pollutant Emissions from ships at Incheon Port and the Effects of Eco-Friendly Policies (인천항 선박 대기오염물질 배출량 산정 및 친환경 정책 효과에 대한 연구)

  • In the past, interest in air pollution was concentrated on greenhouse gases, but in recent years, interest in fine dust has been increasing. The media and environmental organizations continue to emphasize air pollution caused by fine dust. The awareness of fine dust is increasing, and air pollution generated at ports is analyzed to be serious as a domestic factor excluding foreign inflows. Recognizing this, in order to reduce air pollution generated at ports, special laws on improving air quality, such as port areas, have been enacted in Korea, and attempts are being made to curb air pollution caused by ports. In this law, it is a policy that regulates air pollutants generated not only by ships but also throughout ports such as vehicles and unloading machines, and representative are ECA, VSR, and AMP. This study attempted to analyze the effects of these eco-friendly policies at Incheon Port. First of all, a study was conducted to calculate emissions assuming that there was no policy, analyze each policy, and finally calculate and compare actual emissions reflecting all policies. The methodology presented by the European Environmental Administration and the U.S. Environmental Protection Agency was used, and pollutants to be analyzed were analyzed for sulfur oxides (SOX), carbon monoxide (CO), nitrogen oxides (NOX), total floating substances (TSP), fine dust and ultrafine dust (PM10, PM2.5) and ammonia (NH3). As a result of the analysis, it was analyzed that the actual emission reflecting all policies was about 4,097 tons/year, which had an emission reduction effect of about 760 tons/year compared to about 4,857 tons/year when the policy was not reflected. When the effects of each policy were analyzed individually, it was found that ECA 4,111 tons/year, VSR 4,854 tons/year, and AMP 4,843 tons of air pollutant emissions occurred The results of this study can be used as basic data and evidence for policy establishment related to the atmospheric environment at Incheon Port.

Development and Assessment of a Non-face-to-face Obesity-Management Program During the Pandemic (팬데믹 시기 비대면 비만관리 프로그램의 개발 및 평가)

  • Objective: This study evaluated the effects of a non-face-to-face obesity management program, implemented during the pandemic. Methods: The non-face-to-face obesity management program used the Intervention mapping protocol (IMP). The program was put into effect over the course of eight weeks, from September 14 to November 13, 2020 in 48 overweight and obese adults, who applied to participate through the Daegu Citizen Health Support Center. Results: IMP was first a needs assessment was conducted; second, goal setting for behavior change was established; third, evidence-based selection of arbitration method and performance strategy was performed; fourth, program design and validation; fifth, the program was run; and sixth, the results were evaluated. The average weight after participation in the program was reduced by 1.2kg, average WC decreased by 3cm, and average BMI decreased by 0.8kg/m2 (p<0.05). The results of the health behavior survey showed a positive improvement in lifestyle factors, including average daily intake calories, fruit intake, and time spent in walking exercise before and after participation in the program. A statistically significant difference was seen (p<0.05). The satisfaction level for program process evaluation was high, at 4.57±0.63 point. Conclusion: The non-face-to-face obesity management program was useful for obesity management for adults in communities, as it enables individual counseling by experts and active participation through self-body measurement and recording without restriction by time and place. However, the program had some restrictions on participation that may relate to the age of the subject, such as skill and comfort in using a mobile app.

Reading the Landscape through the Perception of Residents of Banwol and Bakji Island - Based on the Change before and after the Purple Island - (반월·박지도 주민의 인식과 태도를 통해 경관 읽기 - 퍼플섬(Purple Islands) 사업 전후의 변화를 중심으로 -)

  • As of 2019, for the 'Island I Want to Visit' project, Banwol and Bakji Islands, located in Shinan-gun, started color marketing to create a tourist attraction by painting roofs, buildings, and facilities purple. As this landscape change was evaluated as a 'dangerous but beautiful attempt,' it was recognized as the 'World's Best Tourism Village' in 2021, drawing attention from domestic and foreign tourists. However, the residents of the islands, who created and enjoy the benefits of the landscape, were alienated from the planning stage. This study investigated the meanings and symbols of residents' perceptions of the purple landscape. The cultural landscape frame of new cultural geography, which interprets the landscape's symbolic meaning and ideological signs, was utilized. In addition, a holistic approach was applied to understand the residents' perceptions of the multi-layered environment. Therefore, the perception of purple, the main color of the islands, the overall landscape and individual places, and the general perception of the Purple Island project were investigated. After the Purple Islands Project, the main senses for recognizing the villages focused on sight, and the residents were satisfied with the purple landscape as it improved the underdeveloped village environment. This satisfaction was based on lessening the negative memories experienced as an island rather than a value judgment on the purple color. In addition, the perception of the symbolic landscape, which has a social and universal system, has been subdivided and reorganized, including for tourism functions. It can be understood as an aspect of the spectacle landscape that appears in cosmopolitanism. However, in the process of transforming into a tourist attraction, it was discovered that the residents recognize the value of local resources and create a new cultural landscape. In addition, the perception of the relationship between Banwol and Bakji has also changed around tourism.

A Study on Family Services and Program Administration of Family Centers Related to Family Diversity: Focusing on Family Center Practitioners (가족다양성을 고려한 가족센터 사업 운영에 대한 연구: 가족센터 실무자를 중심으로)

  • The purpose of this study is to explore the family diversity-related service experiences of Family Center practitioners under the main policy goal of recognizing family diversity set out in the Fourth Master Plan for Healthy Families. To this end, a focus group interview was conducted with 12 Family Center practitioners in multiple cities and districts who had extensive family service experiences. The focus group interview data were analyzed using thematic analysis. The analysis found that Family Center practitioners understood the concept of family diversity according to the changes in the family policy environment and applied it in various forms to the administration of their respective centers. However, while administering the family support services considering the aspect of family diversity, they experienced a lack of resources for various family service programs, conflicts between each family service goal and the family diversity-related program goal, and difficulties in identifying the recipients. To expand family diversity-related services in the future, the interviewees emphasized the need for education programs about family diversity targeted at Family Center practitioners, and family support services that reflect regional characteristics. They also stressed the need for changes in program operation methods, such as expanding family diversity education, and developing family service programs appropriate for diverse families. Lastly, they highlighted the need for mounting a publicity campaign for Family Centers, widening the target recipients of family programs, and expanding the budget for the administration of the family diversity project. The results of this study can serve as a basis for restructuring family services for the application and expansion of family diversity practices, and as educational material that can be used to strengthen the capacity of family service practitioners to plan and execute family support programs that take family diversity into consideration.

Analyzing the Socio-Ecological System of Bees to Suggest Strategies for Green Space Planning to Promote Urban Beekeeping (꿀벌의 사회생태시스템 분석을 통한 도시 양봉 활성화 녹지 계획 전략 제시)

  • Pollinators are organisms that carry out the pollination process of plants and include Hymenoptera, Lepidoptera, Diptera, and Coleoptera. Among them, bees not only pollinate plants but also improve urban green spaces damaged by land use changes, providing a habitat and food for birds and insects. Today, however, the number of pollinating plants is decreasing due to issues such as early flowering due to climate change, fragmentation of green spaces due to urbanization, and pesticide use, which in turn leads to a decline in bee populations. The decline of bee populations directly translates into problems, such as reduced biodiversity in cities and decreased food production. Urban beekeeping has been proposed as a strategy to address the decline of bee populations. However, there is a problem asurban beekeeping strategies are proposed without considering the complex structure of the socio-ecological system consisting of bees foraging and pollination activities and are therefore unsustainable. Therefore, this study aims to analyze the socio-ecological system of honeybees, which are pollinators, structurally using system thinking and propose a green space planning strategy to revitalize urban beekeeping. For this study, previous studies that centered on the social and ecological system of bees in cities were collected and reviewed to establish the system area and derive the main variables for creating a causal loop diagram. Second, the ecological structure of bees' foraging and pollination activities and the structure of bees' ecological system in the city were analyzed, as was the social-ecological system structure of urban beekeeping by creating an individual causal loop diagram. Finally, the socio-ecological system structure of honey bees was analyzed from a holistic perspective through the creation of an integrated causal loop diagram. Citizen participation programs, local government investment, and the creation of urban parks and green spaces in idle spaces were suggestedas green space planning strategies to revitalize urban beekeeping. The results of this study differ from previous studies in that the ecological structure of bees and the social structure of urban beekeeping were analyzed from a holistic perspective using systems thinking to propose strategies, policy recommendations, and implications for introducing sustainable urban beekeeping.

A Study on Improvements on Legal Structure on Security of National Research and Development Projects (과학기술 및 학술 연구보고서 서비스 제공을 위한 국가연구개발사업 관련 법령 입법론 -저작권법상 공공저작물의 자유이용 제도와 연계를 중심으로-)

  • Korea is among the ten countries with the largest R&D budget and the highest R&D investment-to-GDP ratio, yet the subject of security and protection of R&D results remains relatively unexplored in the country. Countries have implemented in their legal systems measures to properly protect cutting-edge industrial technologies that would adversely affect national security and economy if leaked to other countries. While Korea has a generally stable legal framework as provided in the Regulation on the National R&D Program Management (the "Regulation") and the Act on Industrial Technology Protection, many difficulties follow in practice when determining details on security management and obligations and setting standards in carrying out national R&D projects. This paper proposes to modify and improve security level classification standards in the Regulation. The Regulation provides a dual security level decision-making system for R&D projects: the security level can be determined either by researcher or by the central agency in charge of the project. Unification of such a dual system can avoid unnecessary confusions. To prevent a leakage, it is crucial that research projects be carried out in compliance with their assigned security levels and standards and results be effectively managed. The paper examines from a practitioner's perspective relevant legal provisions on leakage of confidential R&D projects, infringement, injunction, punishment, attempt and conspiracy, dual liability, duty of report to the National Intelligence Service (the "NIS") of security management process and other security issues arising from national R&D projects, and manual drafting in case of a breach. The paper recommends to train security and technological experts such as industrial security experts to properly amend laws on security level classification standards and relevant technological contents. A quarterly policy development committee must also be set up by the NIS in cooperation with relevant organizations. The committee shall provide a project management manual that provides step-by-step guidance for organizations that carry out national R&D projects as a preventive measure against possible leakage. In the short term, the NIS National Industrial Security Center's duties should be expanded to incorporate national R&D projects' security. In the long term, a security task force must be set up to protect, support and manage the projects whose responsibilities should include research, policy development, PR and training of security-related issues. Through these means, a social consensus must be reached on the need for protecting national R&D projects. The most efficient way to implement these measures is to facilitate security training programs and meetings that provide opportunities for communication among industrial security experts and researchers. Furthermore, the Regulation's security provisions must be examined and improved.

A Study on Market Expansion Strategy via Two-Stage Customer Pre-segmentation Based on Customer Innovativeness and Value Orientation (고객혁신성과 가치지향성 기반의 2단계 사전 고객세분화를 통한 시장 확산 전략)

  • R&D into future technologies should be conducted in conjunction with technological innovation strategies that are linked to corporate survival within a framework of information and knowledge-based competitiveness. As such, future technology strategies should be ensured through open R&D organizations. The development of future technologies should not be conducted simply on the basis of future forecasts, but should take into account customer needs in advance and reflect them in the development of the future technologies or services. This research aims to select as segmentation variables the customers' attitude towards accepting future telecommunication technologies and their value orientation in their everyday life, as these factors wilt have the greatest effect on the demand for future telecommunication services and thus segment the future telecom service market. Likewise, such research seeks to segment the market from the stage of technology R&D activities and employ the results to formulate technology development strategies. Based on the customer attitude towards accepting new technologies, two groups were induced, and a hierarchical customer segmentation model was provided to conduct secondary segmentation of the two groups on the basis of their respective customer value orientation. A survey was conducted in June 2006 on 800 consumers aged 15 to 69, residing in Seoul and five other major South Korean cities, through one-on-one interviews. The samples were divided into two sub-groups according to their level of acceptance of new technology; a sub-group demonstrating a high level of technology acceptance (39.4%) and another sub-group with a comparatively lower level of technology acceptance (60.6%). These two sub-groups were further divided each into 5 smaller sub-groups (10 total smaller sub-groups) through two rounds of segmentation. The ten sub-groups were then analyzed in their detailed characteristics, including general demographic characteristics, usage patterns in existing telecom services such as mobile service, broadband internet and wireless internet and the status of ownership of a computing or information device and the desire or intention to purchase one. Through these steps, we were able to statistically prove that each of these 10 sub-groups responded to telecom services as independent markets. We found that each segmented group responds as an independent individual market. Through correspondence analysis, the target segmentation groups were positioned in such a way as to facilitate the entry of future telecommunication services into the market, as well as their diffusion and transferability.

The Effectiveness of Fiscal Policies for R&D Investment (R&D 투자 촉진을 위한 재정지원정책의 효과분석)

  • Recently we have found some symptoms that R&D fiscal incentives might not work well what it has intended through the analysis of current statistics of firm's R&D data. Firstly, we found that the growth rate of R&D investment in private sector during the recent decade has been slowdown. The average of growth rate (real value) of R&D investment is 7.1% from 1998 to 2005, while it was 13.9% from 1980 to 1997. Secondly, the relative share of R&D investment of SME has been decreased to 21%('05) from 29%('01), even though the tax credit for SME has been more beneficial than large size firm, Thirdly, The R&D expenditure of large size firms (besides 3 leading firms) has not been increased since late of 1990s. We need to find some evidence whether fiscal incentives are effective in increasing firm's R&D investment. To analyse econometric model we use firm level unbalanced panel data for 4 years (from 2002 to 2005) derived from MOST database compiled from the annual survey, "Report on the Survey of Research and Development in Science and Technology". Also we use fixed effect model (Hausman test results accept fixed effect model with 1% of significant level) and estimate the model for all firms, large firms and SME respectively. We have following results from the analysis of econometric model. For large firm: i ) R&D investment responds elastically (1.20) to sales volume. ii) government R&D subsidy induces R&D investment (0.03) not so effectively. iii) Tax price elasticity is almost unity (-0.99). iv) For large firm tax incentive is more effective than R&D subsidy For SME: i ) Sales volume increase R&D investment of SME (0.043) not so effectively. ii ) government R&D subsidy is crowding out R&D investment of SME not seriously (-0.0079) iii) Tax price elasticity is very inelastic (-0.054) To compare with other studies, Koga(2003) has a similar result of tax price elasticity for Japanese firm (-1.0036), Hall((l992) has a unit tax price elasticity, Bloom et al. (2002) has $-0.354{\sim}-0.124$ in the short run. From the results of our analysis we recommend that government R&D subsidy has to focus on such an areas like basic research and public sector (defense, energy, health etc.) not overlapped private R&D sector. For SME government has to focus on establishing R&D infrastructure. To promote tax incentive policy, we need to strengthen the tax incentive scheme for large size firm's R&D investment. We recommend tax credit for large size film be extended to total volume of R&D investment.
