The Cooperatives Act was enacted. This enabled people to establish easily cooperatives at various fields. A cooperative is an important vehicle for rural community development. Therefore, the enactment of the Cooperatives Act can be a significant chance for rural policy. The Cooperatives Act have made three significant changes. First, cooperatives can start businesses at all the fields except for financial and insurance business. Second, requisites for people to establish cooperatives have been alleviated exceptionaly. Third, the Cooperatives Act introduced a new cooperative organization, social cooperative which aims to serve the socially excluded class. The self-help approach places rural community members at the core of a development process with two goals: to improve the quality of life within the community and to facilitate the community's capacity building. Community cooperatives contribute to accomplish those goals. One of the roles for cooperatives is to provide products and services at competitive prices. Providing a good or service at a competitive price bcomes increasingly important in some rural communities declines. Cooperative development processes have bic impacts on the ablility of community members to increase human asset and social capital. We conducted a survey targeting rural community businesses to grasp inclinations toward establishing cooperatives. The Cooperatives Act has gained low level of recognition. But so many community businesses wanted to establish cooperatives. This means there is a possibility for many community businesses to establish cooperatives without sufficient understanding. We suggested some policy issues for coping with this situation, as followings. First, the governments should provides rural community residents with opportunities to learn about cooperatives. Second, the current legal systems and regulations about business and social service should be reviewed to do away with the possible discrimination between the new cooperatives and the other forms of incoporation. Third, the cooperation of cooperatives should be encouraged and facilitated in rural communities.

Open GIS Consortium(OGC) provides with Simple Features Specification for OLE/COM which is a system object technology of interoperability and reusable capability. In this research, the Spatial Reference System(SRS) component is developed based on the OGC specification using ATL. The component presents 44 map projections and transformations between different geographic coordinate systems utilizing the seven parameter(Bursa Wolf) and Molodenski's methods, a user can set up all objects and its attributes comprising SRS and can create SRS and save its setting using predefined text, WellKnownText. The Spatial Reference System component can be easily implemented into the variety of GIS software so that it reduces the developing time for a system and defines new reference system without difficulty.

In this study, we analyzed the accessibility of open platform Android mobile banking applications, based on Korean mobile application accessibility KS standard, Section 508 technical standard of Rehabilitation Act, and European BBC guidelines. Experimental result showed that there are no mobile banking applications of 8 commercial banks in Korea that satisfy all guidelines of three standards. Typical violations included missing alternative text, keyboard focus violations, control size and spacing non-compliance, and low contrast ratio. These violations are fatal in that they make the accessibility of the blind, the disabled and the low vision and the elderly impossible. The reason that mobile banking applications do not comply with accessibility is that mobile application developers and providers have low awareness of accessibility and do not know how to implement accessibility properly. Comparing Korea mobile application accessibility guidelines with the revised standard of the Section 508 of Rehabilitation Act and the BBC standard, many guidelines are missing. Also, evaluation criteria are ambiguous and abstract, making it difficult for developers to refer specifically. Therefore, improving mobile application accessibility requires developer and government efforts and complementation of standards.

A case of cavitary pulmonary tuberculosis with persistent positive bacilli due to resistant strain was treated successfully with artificial pneumothorax with antituberculosis chemotherapy. Negative conversion of Tubercle bacilli was noticed by four months on sputum smears and by 11 months on sputum cultures after the starting of artificial pneumothorax. The cavitary lesion was collapsed by 13 months. Artificial pneumothorax is one of the collapse therapies of pulmonary tuberculosis which had been used widely in the early 20th century before the era of antituberculosis chemotherapy. Nowadays, this method is almost neglected due to its inferiority in efficacy as compared to chemotherapy and complications. But we recommend considering this method when no other measure is likely to be useful in open cavitary lesion.

Gu-il-jip is a mathematical book of Chosun dynasty in the 18c. It consists of nine chapters including more than 473 problems and their solutions. Analyzing the problems and their solutions, we can appreciate the mathematical researches by the professional mathematicians of Chosun. Especially, it is worth noting the followings: - units for measuring and decimal notations - $\pi$, area of circle, volume of sphere - naming the powers - counting rods - excess and deficit: calculation technique for excess-deficit relations among quantities - rectangular arrays: calculation technique for simultaneous linear equations - 'Thien Yuan' notation: method for representing equations - 'Khai Fang': algorithm for numerical solution of quadratic, cubic and higher equations Based on these analyses, some pedagogical applications are proposed.

기상청(KMA, Korea Meteorological Administration)에서는 기상수치예보모델을 적용하여 수치예보를 하고 있으며 전지구 모델로는 GDAPS(Global Date Assimilation and Prediction System)를 지역모델은 RDAPS(Regional Date Assimilation and Prediction System)를 사용하고 있다. 수치예보결과를 이용하여 유출량을 예측할 경우 일반적으로 해상도가 높은 지역모델인 RDAPS의 수치예보 결과값을 사용한다. RDAPS는 00UTC와 12UTC에 3시간으로 누적된 자료를 30km 격자에 대하여 예측시간으로부터 48시간에 대하여 자료를 생성한다. 일강우자료를 입력자료로 사용하는 강우-유출 모형의 경우 3시간 누적 자료를 나타나는 RDAPS 수치예보 결과를 이용 시 3시간 scale에서 일(day)시간 scale로 변환시켜주어야 한다. 본 연구에서는 RDAPS의 수치예보 결과의 일(day)시간 scale 변환 방법에 따른 정확도를 비교하여 RDAPS 수치예보 결과의 일(day)시간 scale 변환에 대한 정확도를 비교하여 일(day)시간 scale 변환에 대한 지침을 제공하고자 한다. RDAPS 수치예보 결과값의 특징을 이용하여 RDAPS 결과값을 일(day)시간 scale로 변환하는 방법으로 총 9개방법을 적용하였으며, 참 값으로는 기상청 강수자료를 사용하였으며, 금강유역을 대상으로 유역평균강수량을 계산하여 각 변환 방법에 따른 정확도를 비교하였다.

국내의 주요 물류기업들 중 16개 기업이 '종합물류기업'이라는 인증을 받기위해 건설교통부로부터 심사를 받고 있다. 올 상반기중에 우리나라를 대표하는 종합물류기업이 탄생할 것으로 기대된다. 이들 기업을 비롯하여, 물류기업들이 국내시장 규모만을 바라보고 경쟁하기 보다는 보다 넓은 해외진출을 꾀하여 글로벌 물류기업으로 다시 태어나야 할 것이다. '물류'라는 단어가 우리나라에 들어온지 불과 30년도 채 안되는 시점에서 동북아 물류중심을 외치는 우리의 물류산업은 비약적인 발전을 이뤘으며, 국내 시장이 아닌 중국을 비로한 해외 각국으로 진출하는 국제물류에 대한 관심이 높아지고 있다. 최근 21세기에는 북한, 아시아, 중국의 항만, 도로, 철도 등 하부구조를 크게 성장시켜, 권역 운송을 광역화하고 복합운송을 발전시켜야 한다는 의견과 더불어 물류시장의 개방을 통한 외국 운송업체들의 참여를 유도하여 국내 업체의 경쟁력을 키워야 한다는 업계의 의견이 조심스럽게 흘러나오고 있다. "만약 물류시장이 개방될 경우 우리나라 물류기업은 생존 대응능력은 있는가!"하는 의문은 종합물류기업들을 보면 답이 나올 것이다. 해외시장 개척을 적극적으로 펼치면서 외국 물류기업과 어깨를 나란히 하고자 하는 국내의 우수 물류기업들이 많다. 그 중 몇몇 기업들을 살펴보면 대한통운, 글로비스, 한솔CSN, 현대택배, 한진, 현대상선 등은 해외현지법인화를 통하여 글로벌 물류기업으로 도약을 꾀하고 있는 기업도 많다. 이번호에는 "국내외 물류기업의 해외진출 방향, 전략 및 사례"를 통하여 글로벌 물류기업으로 성장하고 있는 업체들의 해외진출현황을 간략히 살펴보고, 전략에 대해 물류전문가로부터 의견을 들어본다.

개방형 네트워크를 통한 전자거래는 무엇보다도 거래의 신뢰성 제고 측면에서 집중적으로 논의되고 있는데 이를 확보하기 위한 중요한 수단으로서 전자서명과 인증제도 방안이 가장 주목을 받고 있다. 전자서명은 기술적으로 암호기술을 이용하여 통신내용의 무결성과 기밀성을 보장받고, 법적으로는 근거법의 제정을 통하여 전자문서와 전자서명의 효력을 부여받아 그 신뢰성을 확보하게 되는 것이다. 특히 P2P기반의 개방형 시스템 환경에서 신뢰성, 무결성, 부인금지와 같은 각종 기술적 선결과 제들을 해결하고 거래의 신뢰성을 제고하기 위한 여러 가지 전자서명 방안들 중에서도 현재까지 공개키 암호화방식과 일방적 해쉬함수의 추출물 알고리즘을 결합한 디지털서명이 가장 믿을 만한 전자서명 방안으로 인정받고 있는 실정이다. 본 연구는 P2P 전자서명 모델에 개인 간 전자서명모델 이론을 조명하고 P2P 전자문서를 안전하고 신뢰성 있게 이용 할 수 있는 여건을 조성 할 수 있도록 공개키 암호기술에 기반을 두었으며 P2P상에서 전자서명 프로그램이 원활히 작동하도록 설계하고 전자 서명된 문서가 변질되지 않고 상호간의 사용자에게 신뢰할 수 있도록 하였다.

최근 많이 주목을 받고 있는 웹 2.0은 사용자의 참여, 개방, 네트워크 효과에 기반하여 누구나 데이터를 생산하고 공유할 수 있는 사용자 중심의 인터넷 환경이다. openAPI는 웹 2.0의 근본 개념인 데이터의 개방 및 공유를 구현할 수 있는 핵심 기술로 포털은 자신의 서비스를 공개한다. 하지만 기존의 웹서비스와 openAPI 검색은 효율적인 검색 방법을 제공하지 않았다. 본 논문에서는 Lee[1]의 논문에서 제공하는 효율적인 웹서비스 검색 방법을 이용하여 검색 엔진을 개발하였다. 하지만 이 연구는 웹서비스와 유사한 구조를 가지는 openAPI를 수용하지 못한다. 따라서 본 논문에서는 openAPI의 정의 및 사용법이 웹서비스와 유사하다는 점을 활용하여 openAPI의 효과적인 검색을 위한 검색기법을 개발하였다. 이러한 검색기법은 사용자가 키워드를 입력하여 키워드 기반 검색을 통해 원하는 서비스를 찾아주고, 매쉬업 서비스나 다른 openAPI와의 조합(Composition)을 위해 템플릿 기반 검색을 통해 효과적인 검색을 제공해준다.

국가적 차원에서 저소득 청소년을 위한 교육프로그램이 많은 아동보호센터 및 지역센터를 중심으로 시행되고 있지만 그 취지와 목적에 부합하는 방과 후 교육이 제공되고 있는지 그 효과성에 대해서는 주목하지 않아왔다. 본 연구는 저소득 청소년을 위한 방과 후 교육의 질 관리에 대한 필요성이 대두되고 있는 시점에서 영재교육의 일환으로 여겨져 왔던 창의성 교육을 조명하였다. 저소득층 청소년의 창의력 인성을 양성하기 위한 교육용 게임 프로그래밍 수업의 효과성에 대해 조사하였다. A시 5곳의 아동보호시설에서 운영되고 있는 게임프로그래밍 수업에 참여하고 있는 학생과 참여하지 않는 학생을 대상으로 창의적 인성검사를 실시하여 비교 분석하였다. 창의적 인성검사는 크게 자기확신(Self Confidence), 호기심(Curiosity), 인내(Patience), 개방성(Openess), 모험심(Adventure)으로 구분하여 t검증을 통해 유의한가를 분석하였다. 다섯 가지 영역의 평균은 실험집단이 높았으나, 이 중 '인내' 영역이 두드러진 차이를 보였고, 이로 인해 게임프로그래밍 수업을 받은 학생들이 수업을 받지 않은 학생들에 비해 과제 수행에 있어 인내와 끈기를 가지고 도전하는 경향을 보였다. 그러나 자기 확신, 호기심, 개방성, 모험심 네 가지 영역에 대해서는 두드러지는 차이가 나타나지 않았다. 이에 대한 개선책으로 학생들에게 이 네 가지 영역을 균형적으로 길러주기 위하여 체계적으로 강사진의 교수법 연수, 교육과정의 개선, 학생 동기 유발, 학생 독려 및 관리 등 다양한 방법을 통해 수업의 질을 개선시켜 학생들의 창의적 인성 양성에 도움을 줄 수 있을 것으로 기대된다.
