This study illustrates the process of the development of founding collection in public libraries. Specifically, this study surveys such cases of ten public libraries recently opened. It also analyzes current laws and standards about library collection and compares the criteria with the ones in various manuals and reports. For the study, supplementary data were also collected through qualitative interviews and brain-storming discussions with public librarians and other regional government officials who were in charge of the library construction project. For the suggestion to improve the quality of such founding collection, the researcher put the emphasis on the construction of collection development policy for the library, on the official collection plan, on the adequate volume of founding collection, and on the strategies for collection programs about regional studies.

Public Libraries in Seoul have been steadily increasing their numbers from 4 libraries in 2004 to 15 libraries in 2009. On the contrary, the size of recently established public libraries have been reduced compared to the previous ones. Because of their limited space, which cannot manage increasing collection, public libraries started collection disposal. This research investigated public libraries' disposal standards and present conditions of collection items. Based on this investigation, enhance way of the collection disposal was suggested.

This paper reviews digital collection development policies of academic libraries in America which attempted to digitize their collections in order to preserve their analog collections and to provide easy access to their digital collections. Such factors as selecting materials for digitization, sustainable size of digital collection, bibliographic control and collection management, coordinated digital collection project are discussed in order to be fully integrated into traditional collection development policies of academic libraries.

공공도서관은 지역주민의 다양한 정보요구와 관심사를 충족시키기 위해 필요한 각종 정보자료를 광범위하게 구성하여야 한다. 이렇듯 공공도서관은 방문하는 이용자들의 배경이 다양하고 도서관을 찾는 목적 또한 다양하기 때문에 모든 이용자의 요구를 충분히 만족시키기에 어려움을 겪고 있으며, 이를 극복하기 위한 노력으로 공공도서관 자료의 만족 수준을 높일 수 있는 장서개발정책 연구가 필요하다. 이에 따라 본 연구는 공공도서관의 장서개발정책을 제안하기 위해 서울특별시 소재 구립 공공도서관 10개관 이용자들을 대상으로 설문조사를 실시하여 이용자의 장서 이용 행태를 파악하고, 이를 바탕으로 서울시 구립 공공도서관을 위한 장서개발정책을 제안한다.

In public libraries, there are many difficulties in fulfilling requests by users, as typically have from diverse backgrounds and purposes for visiting the library. To overcome this problem, collection development for public libraries is required to enhance the satisfaction level of users regarding public library materials. Thus, in this study, a survey was conducted of users of 10 public libraries located in Seoul to analyze their collection-use behaviors and the study finally presents collection development for public libraries in Seoul based on data acquired.

Public Libraries should be open at times when the community can make the most effective and convenient use of library collections and services. In other words, public library must provide adequate open hours for local residents. In this respect, this study analyzed the minimum opening hours per week in public library standards of international organizations(IFLA/UNESCO) and major countries (USA, Canada, UK, France, Australia, China, Taiwan, Japan, Korea) and suggested a desirable minimum standards(under 10,000 population-45 hours ; over 10,000~20,000 population-50 hours ; over 20,000~50,000 population-55 hours ; over 50,000~100,000 population-60 hours ; over 100,000~300,000 population-65 hours ; over 300,000 population-70 hours) for opening hours per week of public library based on population size in Korea.

The paper analyzes local children's libraries' status of application of classification scheme and problems and difficulties in its application in order to be used as basic material for development of classification scheme for exclusive use of children's libraries. Through survey, the paper researched 96 local children's libraries, and the results showed that KDC-applied libraries numbered 53 and were the highest, libraries which developed their own classification scheme numbered 22, and libraries which applied classification scheme for children's library numbered 13. Further, many asserted that there needs to be a development of standard classification scheme to be used in children's library. On problems and difficulties in applying classification scheme, notes such as difficulty of accommodating various forms of children's books(such as comic books and picture books), placing too much emphasis on collection of books on certain topic, and lack of topic categories appropriate for characteristics of collected books were voiced, and by holding additional discussion on these, the paper raised the usefulness of the dissertation to be used as basic materials for developing classification scheme for exclusive use of children's library in the future.

Small libraries, with their insufficient quantities of materials and lack of diversity within the collection compared to larger general public libraries, may need to be assessed and develop collections based on empirical analysis. This study suggests a method for collection evaluation with other cases analyzing ILL (interlibrary loan) data, which is especially heavy in Small libraries in addition to the holdings and circulation data that are traditionally used in collection development. Collecting and analyzing materials proceeded from 14 Small libraries which operate ILL in a city and tried to figure out features of each library comparing collection statistics with usage statistics including circulation and interlibrary loans. It also identified subject areas heavily used in a Small library, based on the analysis of collection and usage statistics, for the purpose of formulating future policy.

국민복지에 대한 사회적 관심과 복지실현의 핵심 요소로 도서관이 인식되면서 공공도서관의 수가 2000년대 들어 급격히 증가하고 있다. 1980년에 79개관에 불과했던 전국 공공도서관이 2013년 말 기준으로 885개관에 이르고 있으며, 공공도서관의 효율적 공간구성에 대한 이용자 요구가 증대되고 있다. 특히 이용자의 요구에 부응하기 위한 디지털열람실과 문화교육실의 증가는 2000년 전 후의 변화에 따른 시사점으로 나타나고 있으며, 기존 공간구성 비율에서 벗어나 시대에 적합한 도서관 공간계획이 필요한 시점이다. 이 연구는 1980~1990년대 준공된 공공도서관과 2000년 이후 설립된 공공도서관을 중심으로 시대별 공공도서관의 공간구성 형태를 상호 비교분석하였다. 장서보존과 열람 기능이 강조되었던 1980~1990년대와 이용자의 측면을 고려하여 문화영역 기능이 확대된 2000년대 이후 공공도서관의 소요시설별 면적비율의 차이를 살펴봄으로써 시대요구와 부합할 수 있는 면적기준을 제시하였다.

The ultimate mission of the university library is to provide the various information services in support of the teaching, research, and public service missions of the university. The achievement of the mission requires the optimal development and timely revision of university library standard that can be used as an operating guidelines and assessment tools. On the basis of this justification, this study has compared the trend and feature of library standards in major countries(USA, Canada, UK, Japan, Taiwan), analysed the problems and limitations of legal and recommended standards in Korea, and suggested the revised plan of Korean university library standard focusing on collections, staffs, and facilities.
