A Study on the Solution of Cadastral Resurvey Project's Conflict based on Conflict Model (갈등모형을 이용한 지적재조사사업의 갈등관리에 관한 기초연구)

  • 현재 우리내의 지적제도는 도해지적이 가진 문제점으로 인해 도상과 현지경계가 불일치하는 지적불부합지를 양산함으로써 많은 문제점을 야기 시키고 있다. 이를 해결하고자 지적재조사 사업 추진에 대한 논의가 활발하게 이루어지고 있지만, 사업 시행 시 예상되는 갈등영향은 청산이내 경계분쟁 위주의 지엽적 논의로 이루어져왔다. 따라서 본 연구에서는 갈등이론을 토대로 갈등현황 및 한계를 도출 및 해소하기 위해, 지적재조사 사업에 대한 갈등영향평가, 조정기구의 도입, 전담추진기구 창설, 청산과 관련한 법제도의 정비, 사업소요비용의 국가전액 부담과 같은 해소방안을 제시하였으며, 사업의 원활한 추진을 위해 갈등영향평가 실시에 대한 정책적 필요성을 제안하였다. 이를 통해 지적재조사 사업 시 예상되는 강등에 대해 대처하고자 한다.

대학등록금 인상 문제, 그 원인과 해결방안

  • 등록금 인상 문제를 둘러싼 갈등이 지속되고 있는 올해 각 정당과 교육단체들은 등록금 인상에 대한 정책적 대안을 제시하고 있다. 반복되는 등록금 인상의 악순환을 근절시키기 위해서는 보다 구체적이고 현실적인 대안이 요구된다. 우선 우리 정부와 국회에서 등록금 인상 억제방안의 입법화를 추진할 수 있어야 한다. 이와 함께 정부차원에서 교육예산 확보를 위한 구체적 방안을 수립해야 한다. 그리고 사학의 예·결산을 산출근거까지 상세히 공개하여 학교당국과 학생들 간에 상호 신뢰감을 든든히 해야 한다.

Conflict analysis and countermeasures due to construction of very-deep tunnels in urban area (도심지 대심도 터널건설에 따른 갈등분석 및 대책)

  • Underground space, especially very-deep tunnel development in urban area, is a good alternative to solve the problem of insufficient ground space, and the need for underground space development is steadily increasing. However, due to the complex and time-consuming nature of design and construction, public conflicts related to the deep tunnel project are getting aggravating and more complex. In addition, since the public budget is mainly invested, when civil complaints arise, they often respond passively, resulting in amplification of conflicts or prolonging the deadlock in many cases. In this study, by analyzing the progress of major conflicts related to the construction of very-deep tunnels in urban area, the causes of conflicts, factors prolonging conflicts, and solutions are reviewed. Through a survey targeting ordinary citizens and tunnel experts, thoughts about the deep tunnel construction and major conflict factors were analyzed, and suggestions for minimizing conflicts were presented. The results of this study can be used to prepare alternatives such as various public involvement measures and improvement of project procedures to form a civic consensus on the construction of very-deep tunnels, and to prepare measures to improve prejudice against very-deep tunnels.

Research on Influencing Factors on Conflicts between Client and Designer in CI Development and Conflict Resolution Strategies (CI개발에 있어 의뢰인과 디자이너간 갈등의 영향요인과 해소방안연구)

  • The objectives of this research are to examine the relationships among designers' characteristics, mutual communication, conflicts between CI designer and client, to test the impacts of conflicts and four type of resolution strategies on the performance of CI development, and to recommend proper strategies for successful CI process and output management. The survey results show as follows. First, CI designers' confidentiality on clients' internal information and creative designing ability were found to affect mutual communication between them. Second, proper communication was found to lessen the conflict level which in turn yielded the positive performance of CI development, especially for the clients' side. Third, it is suggested that the conflict level be first reduced and conflict resolution strategies be applied depending upon the conflict level and related party of designer or client position, respectively.

Analysis of conflict cases and suggestions for cooperation in order to activate street performances (거리공연활성화를 위한 갈등사례분석과 협력방안 제안 연구)

  • This study aims to analyze the causes of conflict between street performing subjects and identify methods to induce their collaboration in promoting a creative city. This study proposes preventive mechanisms after identifying potential problems in performances on the streets of Jeju, which aims to become "the island of culture and art". To this aim, the type and relationship between the subjects of conflict, characters of conflict, solutions, extent and role of tolerance, responses of the subjects, and type of conflict management employed were examined and analyzed. We employed an in-depth interview method involving cases of conflict occurring during street performances in Jeju. were categorized into 6 types. First is conflict resulting from the lack of facilities. Second is conflict caused by non-designated performance venues. Third is conflict due to exclusive ambiance. Fourth is conflict resulting from direct engagement by neighboring residents. Fifth is conflict between residents and police during performances. Sixth is conflict by lack of definite relationship with relevant institutes. To systematically resolve these conflicts, we propose the following management methods: (1) behavioral approach of pretraining through a registration system; (2) establishment of busking zones and allocation after registration; (3) training of facilitators to manage street performances and extended roles; (4) establishment of standards for street performances through the systematic approach of ordinance; (5) training to secure tolerance of residents; and (6) simplification of deliberation process by building a collaborative system among institutes.

  • The conflict between upstream and downstream regions is a representative social conflict in Korea. It is important issues in the economic and environmental aspects related to interests of property rights and water quality conservation. however, it is insufficient for studies on the economic damage and benefits between upstream and downstream by policy. We studied validity for drinking water protect zone, one of the major water conflict in Korea, by comparison between social loss by property rights restriction in the upstream and social benefits in the downstream and we proposed integrated water management policy in basin level.

The Influence of Self-compassion, Conflict Resolution Strategy on the Adaptation of Clinical Practice in Nursing College Students (간호대학생의 자기자비, 갈등해결전략이 임상실습 적응에 미치는 영향)

  • This study was conducted to explore the effects of self-sufficiency and conflict resolution strategies on clinical practice adaptation for 4th graders in nursing college and provide basic data when preparing education and training measures for positive clinical practice adaptation. The data of 243 4th graders in nursing students were analyzed using the SPSS/WIN 22.0 program. As a result of exploring factors that affect clinical practice adaptation, the higher clinical practice satisfaction, the more self-isolated, the less over-identical, and the use of compromise as a conflict resolution strategy and the use of avoidance and domination. These variables were 43.3% influential in explaining the adaptability of nursing students to clinical practice.

A Study on Strategic Plan for Conflict Management in Family Travel by Age (연령에 따른 가족관광시 갈등관리전략방안에 관한 연구)

  • This study attempted to identify the strategic factors of conflict management in making decisions of family travel by age focusing on the different conflicts occurred in the family travel currently in Korea. by doing this, it tried to provide the basic data that can draw out constant participation, higher involvement and commitment by identifying the strategies for conflict management centering around not only tourism studies of tourist psychology and behavior but also the strategic variables of conflict management in terms of the promotion of tourism industry. To examine the result of this study, first, it was found that in all age groups, strategies of compromise and moderation strategy to meet the needs of surrounding people and the person him/herself were used as a strategic plan for conflict management between decision-makers and conflicting groups. Second, it was analyzed that when a conflict is caused, from order to negotiation strategies; from authority to democratic strategy, they turned out to make efforts to solve the conflicts occurred during family travel by collecting the opinions of the surrounding people; tune the opinions; and make decisions by majority. Lastly, it was found that they turned out to make efforts to ease the conflicts caused during family travel through active problem-solving regarding internal/interpersonal/structural restriction factors.

The Present Conditions and Measures for Ocean Dumping of Livestock Excreta Wastes in Korea (국내 가축분뇨 해양배출의 현황과 대책)

  • In order to take measures for solving conflicts between the relevant Ministries of Korean government such as MOMAF(Ministry of Maritime Affairs and Fisheries) and MAF(Ministry of Agriculture and Forestry) and the relevant industry circles such as KSA(Korea Swine Association) and KODA(Korea Ocean Dumping Association) regarding the prohibition of ocean dumping of livestock excreta wastes from land, the present conditions of marine disposal of livestock excreta wastes and the standpoints of MOMAF, MAF, KSA and KODA were reviewed in Korea. As measures for solving the conflicts, the followings were proposed; A prior examination into the possibility of the treatment and/or disposal on shore for the total amount of livestock excreta wastes in Korea, measures for solving civil appeals against the problems arising from the treatment and/or disposal on shore of livestock excreta wastes, a prior examination into the possibility of the execution of the amendments to the relevant rules and regulations of Korean marine pollution prevention law for the prohibition of ocean dumping of livestock excreta wastes, measures for supporting the relevant industry circles such as KSA and KODA which were expected to suffer from the prohibition of ocean dumping, and an overall review of the national system for ocean dumping of terrestrial wastes in nationwide level.

Governance-Based Measures to Solve the Conflicts in Pyeongtaek-Dangjin Port (평택당진항의 갈등 원인과 거버넌스 접근을 통한 해결방안)

  • There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.
