The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

본 논문에서는 홈네트워크 기술을 통해 원격의료 원격진료 원격검침 원격제어 등 편리한 생활이 가능하고, 대화형 TV VOD(Video On Demand) 온라인 게임 등의 각종 오락을 가정에서 편리하게 즐길 수 있어 여가 시간을 효율적으로 활용 가능하게 하여 즐거운 가정을 이룰 수 있다. 방범 방재 안전한 개인 정보 관리 등을 통해 개인 및 가정의 프라이버시를 보장받고, 도난 재난 등을 24시간 방지하여 안전한 생활을 보장받을 수 있을 뿐 아니라, 양방향 홈쇼핑 홈뱅킹 에너지 관리 등 개인의 경제 활동을 가정에서 처리하고 전기 가스 등의 공공 자원을 외부에서 효율적으로 관리함으로써 윤택한 가정을 누릴 수 있는 국내외 홈네트워크 기술 동향 및 국내 기술개발 정책에 대해 연구하였다.

As Korea's low birth rate has become a serious social problem, various government-level policy initiatives have been proposed to introduce and expand family-friendly personnel systems for work-family balance. The main causes of low birthrates in Korea are the increased participation of women in economic activities and the difficulties of work-family balance. As part of women's policy, support policies were introduced at various levels such as family-friendly institutions and flexible working systems, but they did not have much effect as an alternative to low birth rates. The implications of family-friendly institutions within the organization beyond low birthrates, which are continuously present, have greater implications at the time of new social transformation. This paper will investigate and discuss the implications of family-friendly policies and the implications of the flexible working system in the civil services.

Using data from the 2014 Survey on Internet Addiction performed by the National Information Society Agency, this study aimed to examine the influences of closeness with parents and awareness of Internet policies on Internet Addiction among adolescents in multicultural families in South Korea. Descriptive analyses showed that multicultural adolescents had on average 2.09 points on the whole scale of 15 items, but had on average 2.20 points on the sub-scale of withdrawal symptoms and on average 2.18 points on the sub-scale of tolerance symptoms. Multiple regression analyses revealed that multicultural adolescents' closeness with parents was significantly associated with lower levels of Internet addiction. Also, multicultural adolescents' awareness of Internet policies was also significantly associated with lower levels of Internet addiction. Based on the findings, this study suggested the necessity of providing parent education programs and enhancing awareness of Internet policies to reduce Internet addiction among adolescents in multicultural families.

이 연구는 동아시아 한중일 3개국을 대상으로, 낮은 출산율을 공통의 특징으로 하면서도 서구 선진사회들에 비해 저출산 문제를 해결하기 위한 일-가정 양립 지원 정책이 미비한 이유를 3개국에서 각기 다른 형태를 보이는 젠더레짐(gender regime) 개념을 통해 탐구하려고 하였다. 연구를 위한 분석대상 자료는 2012년 국제 사회조사(ISSP)의 '가족과 변화하는 젠더 역할 모듈(Family and Changing Gender Roles)'이다. 연구결과, 전통적 성역할 고정관념과 노동시간은 3개국 모두에서 일-가정 양립 갈등과 정적인 관계를 보이는 것으로 나타났다. 그런데 전통적 성역할 고정 관념과 노동시간, 연령대를 제외한 모든 영향요인은 한국에서만 차이를 보인 것도 특징이다. 한편 임금과 교육수준이 일-가정 갈등에 유의미한 영향을 미치지 않는다는 사실은 일-가정 갈등이 전체 사회 구성원들에게 보편적인 문제라는 점을 보여주었다. 연구의 결론에 따라 세 가지 정책 제안을 하였다. 일-가정 양립의 문제가 전통적 성역할 고정관념과 중요하게 연관된다는 점을 확인한 점은 이 연구의 중요한 의의이다. 연구의 역사가 긴 서구사회에 비해 관심의 주변부에 있던 동아시아 국가들 역시 젠더 레짐의 정책적 성격에 따라 분류될 수 있음을 밝힌 것도 의미가 있다.

This study explores the discoures of family and family policy in the legislative process of Strong Family Act. Critical discourse analysis was used. The results are follows. The Strong Family Act made family issue as a political agenda in spite of much critics. The characteristics of the family discourse in "strong family camp": 1) The emphasis on the moral principle in family 2) denial of deinstitutionalization of family 3) regarding the family problem as a moral and individual problem 4) regarding the state as managing and controling the family. The characteristics of the family discourse in "critical camp": 1) strong family discourse is related to "the family" ideology 2) regarding the family problem as a social, structural problem 3) regarding the state as subsiding, supplementing families. The characteristics of the family policy discourse in "strong family camp": 1) casual efficiency as justifying logics 2) family policy as means to recover family values 3) deunifying the family policy. On the one hand, the characteristics of the family policy discourse in "critical camp": 1) social consensus and academic discussion as justifying logics 2) regarding the family policy as a means of gender equality and strategical point of welfare state expansion. The discourse of family and family policy, especially 'Strong Family Discourse" resulted in conjugation of nationalism and neoliberalism.

The purpose of this study is to evaluate the present workfamily balance policy and suggest a vision for moving forward. First, this study identified the scope of the workfamily balance policy and assessed the importance of this policy in relation to other family-related policies. Second, we evaluated the workfamily balance policy from the perspective of family resource management. Third, we suggested orientations and strategies for better policymaking from this same viewpoint.

The purpose of this study is to suggest family policy for enactment of Healhty Family Act. Throuh this thesis 2 points are suggested. One point is the orientation and subjects of family policy are contextulized by governancial policy viewpoint. Another point is that family supporting programs are able to povided by 6 areas : Fostering family network and community and family culture, Protecting family(home) and family functin, Developing family strength, Preventing family problems and recovering family(home), Providing information for healthy family and Intigrating of network-nation policy, local government, community and family etc.
