  • The transition to wartime operational control during the term of office, which was the promise of the Moon Jae Inn administration, fell through. More than 70 years after it was transferred during the Korean War in 1950, the policy of converting wartime operational control has been repeatedly decided and reversed several times. This conversion of wartime operational control is a national policy directly related to our security, and it is most important to understand the determinants of the administration's conversion to wartime operational control. This paper selects two cases of adjustment of wartime operational control policy during the Lee Myung Bak administration in 2006 and 2010 during the Roh Moo Hyun administration as the subject of the study and expects to gain not only policy predictive power but also successful policy execution at the time of the two administration' policy changes.

  • The purpose of this study is to analyze how Korean Arts and Culture Education of School Policy Contents from the Kim Dae-jung government to Lee Myung-bak government are changed. The sequence will be examined by analyzing the Arts and Culture Education of School of Kim Dae-jung government to Lee Myung-bak government. Above all, the Arts and Culture Education of School Business and Policy Contents will be mainly studied. First of all, this study will be deal with two forms that present sequence analyze methode of each government Arts and Culture Education of School Policies. The criterion of the analysis of the sequence are repetition, difference, emphasis, development, and expansion. This study is analysed on the each government policy contents of the books published by Ministry of Culture, Sports and Tourism(MCST), Korea Arts and Culture Education Service, Korea Culture and Tourism Institute, particularly the Culture Policy white paper from 2001 to 2009, 2006 Arts and Culture Education Policy white paper.

  • Korean Film Industry is focused on the Seoul Metropolitan Areas. Recently regional governments are interested in Film Industry and they are constructing the Film Industry Cluster powerfully. Especially the Government of NoMuHyun's the policy of the regional development is changed to the central focused development in the Governmen of LeeMyungbak. And somebody insisted that Film Industry Cluster is based on the Seoul Metropolitan Areas and the moving of the film related public organization to the Busan City should be cancelled for the development of the Korean Film Industry. But the Busan should be the main city in constructing the Film Industry Cluster and the public film organizations should be moved to the Busan.

  • "과학기술인이 우대받는 사회, 과학기술이 경제활동의 중심이 외는 사회, 과학기술이 국가 운영의 중심이 되는 과학기술중심사회를 만들도록 하겠습니다." 오명(吳明) 신임 과학기술부 장관은 이런 세 가지 철학이 실현될 수 있도록 재임기간 중 최선을 다할 것이라고 강조했다. 노무현 대통령은 오 장관에게 산업자원부 · 정보통신 · 건설교통 · 보건복지부 등 국가 과학기술분야를 총괄, 기획 · 조정하는 부총리급의 역할을 맡게 하기 위해 발탁했다고 국무회의 등 공식석상에서 여러 차례 강조하기도 했다. 지난 1월 한국과학기술회관에서 가진 과학기술인 신년인사회에서도 노 대통령은 다과를 들며 김시중 과총회장에게 "올해 안에 관련 법을 고쳐 과학기술부 장관을 부총리로 격상시키겠다"고 말했고, 김 회장은 곧바로 회의장내에 공개하기도 했다. 이에 따라 앞으로 오 장관이 이끄는 과학기술부는 그 어느 때 보다 더 국가 과학기술분야의 중심에 설 것으로 기대되고 있기도 하다.

  • 대한민국을 대표하는 기업!!! ''삼성전자''. 대한민국 국민이면 대부분 인정할 것이다. 그럼 대한민국의 물류산업을 대표하는 기업은? 한진, 대한통운, 현대택배, 범한 등등 우수한 기업들이 많이 거론될 것이다. 그러나, 이들 기업이 우리나라 물류를 대표한다고 하기엔 아직 성급한 면이 있다. 노무현 정부가 들어서면서 동북아 물류중심국가 건설을 위한 종합물류기업 육성을 표명한바 있다. 우리나라에도 외국의 페덱스, DHL, UPS와 같은 글로벌 종합물류기업을 육성하자는 것이다. 그럼, 국제적기업인 페덱스, DHL과 같은 기업을 육성하기 위해 우리나라에서는 어떻게 하면 될까? 다양한 의견이 물류전문가로부터 제시되고 있으며, 추진중에 있지만, 국내에 있는 모든 물류기업을 글로벌 종합물류기업으로 육성하는 것은 다소 무리가 있을 것이다. 그럼, 자생적으로 성장하여 글로벌 종합물류기업이 될 업체는 어떤 업체일까? 이에 본지는 최근 12월 결산법인 기업 중 물류 관련기업을 대상으로 손익계산서상의 매출액과 당기순이익을 기준으로 페덱스와 같은 기업으로 성장할 수 있는 업체를 분석해 보았다. 국제적 물류기업으로 성장할 기업을 재무제표만으로 평가하는 것이 다소 억지가 있지만 외형적 규모를 비교해 보고자 한다. 여기에서 거론된 40여개 기업들은 물류관련업체중 지명도가 다소 있는 기업이지만, 이들 기업이 물류기업을 대표하는 것은 아니다는 것을 밝히며, 여기에서 제외된 우수한 물류기업도 많이 있다는 것을 미리 밝혀둔다.

2010년 우리 국군의 첨단병기

  • 한마디로 막강한 위용을자랑하는 최강의 군으로 변모해 있을 것이라는 낙관적 전망이 지배적이다. 자주국방에 대한 우리 군의 비전은 동아시아 긴장의 핵이자 일촉즉발의 전운이 감도는 한반도를 전쟁의 위험으로부터 차단하는 사전 억지력을 확보하기 위한 독자적인 첨단 정예군 육성으로요약된다. 중장기적으로 주한미군을 대신할 수 있는 첨단장비를 다수 배치해 유사시 미군에 의존하지 않는 자주방위를 실현하겠다는 것이다. 아울러 미국이 추진하고 있는 미사일방어체제의 일환인 전역미사일방어 참여를 위한 무기체제의 수립도 병행해 나갈 예정이다. 지난 5월 6일 조영길 국방장관이 노무현 대통령에게 분야별 전력증강 목록과 달성시기, 소요 예산 등을 요약해보고한 '자주국방 비전'과 이전에 각군별로 발표한 군전력강화방안, 지난 6월 27일 미국 워싱턴D.C. 에서 열린 한 · 미 국방장관 회담에서의 논의사항 등을 중심으로 향후 도입될 첨단 무기 시스템을 살펴본다.

A Comparative Study on the Arms Control Approach Method toward North Korea in between the Past and the Moon Government (과거와 현 문재인 정부의 대북 군비통제 접근방법 비교 연구)

  • The purpose of this study is provide appropriate arms control measures between South and North Koreas by comparing and analyzing the former proposals and agreements in the past and the current Moon Government's approach representing the 9.19 military agreement. For this, I established the most appropriate framework for analysis through comparing and analyzing the arms control theories. The policies of the past governments and of the current Moon Jae-in government are analyzed. The most highlighted characteristic was that the arms control policies were projected by not from the military confidence, but political confidence building measures or both concurrently. In conclusion, I suggested the strategies of projecting confidence building measures and arms control or disarmament in the process of projecting the peace settlement. Nonetheless, the most important point is that the policies of arms control and unification should be pushed ahead complementally.

  • The stamp commemorating the inauguration of a president is the smallest historical symbol that contains a nation's vision and wishes of the times. The stamp itself is just a collection of images but contains the meaning of the highest leader's perceived image at the time through their face and a symbol. This paper regarded presidential inauguration commemorative stamps in the context of advertisement or promotional materials to structurally analyze the images of the political leaders embedded in stamps utilizing 'semiology' theory, which is considered to be a useful method of advertisement. In accordance with social and cultural changes, the 2000s, when the changes in the presidential inauguration stamp was most distinctively noticeable, was set as the time frame. Only the presidential inauguration commemorative stamps of Moo-hyun Roh, Myung-bak Lee, Geun-hye Park, and Jae-in Moon were selected for this study. In order to interpret the image, a semiotic structure was applied to reconstruct the meaning of the image of the political leaders. Since this can lead to subjective judgment in image analysis, it attempted to find the truth through comprehensive interpretation and approach it from the social and cultural contexts, not a static approach. In this paper, the images of the Korean political leaders in the 2000s shown on stamps are no longer influenced by traditional political factors such as political parties, political ideologies, and regional origins due to the evolution of democracy. This study derives the characteristics of the images of independent and characteristic leaders centered on a person according to the situations and social phenomena of the times.

Presidential Archives Management in Crisis - An Archival Approach to the Solutions - (위기에 처한 대통령기록물관리, 문제의 인식과 해결을 위한 접근 방식)

  • This paper reviews recent records issues surrounding former president Roh Moo-Hyun's private possession of the copies of the presidential records in Korea. While the former president transferred his records to the National Archives of Korea, he copied his electronic presidential records and kept them in his house after the term. His retention of the "records copies" arouse critical records issues and criminal charges. In this paper, I examined the definition of presidential records and legal status of records copies, authenticity of electronic copies of public records in public and private records systems, nature and scope of presidential privilege of access to his records, and most importantly, political neutrality of national archives. I examined these issues comparing with foreign experience, especially that of the United States which has the Presidential Records Act like Korea. All issues are examined in the professional spirit of archives principles and archives ethics. Legal status of the electronic copies of presidential records is not firmly established and the criminal charge seems groundless. However, it is against public archives principles and ethics that private former president privately possesses and manages private information and national security information held in the electronic copies of the presidential records. Presidential Records Act of Korea provides an effective tool to protect the presidential records for 15 years and it should be respected. It is time to consolidate the public records management institutions in Korea, not to disintegrate them.

A Study of the Transition Process in Presidential Electronic Records Transfer and Improvement Measures : Focused on the Electronic Records of the 19th President Moon Jae-in's Administration (대통령 전자기록물의 이관방식 변천과 개선방안 연구 19대 문재인 정부 대통령 전자기록물을 중심으로 )

  • Since the enactment of the Act on the Management of Presidential Archives in 2007, the cases of electronic records transfer in the 16th President Roh Moo-hyun's administration have played the role of an advance guard in managing public records and served as a test bed for new electronic records management. When transferring the electronic records of the 19th President Moon Jae-in's administration, the electronic records transfer method of President Roh's administration was inherited, while several innovative attempts were made. For instance, the Presidential Archives have for the first time converted the electronic documents from institutions advising the President into a long-term preservation package and transferred them online. In addition, considering the characteristics of the data, the administrative information dataset of the Presidential record creation institutions was transferred to the SIARD standard. Furthermore, the Presidential Archives had websites transferred in the form of OVF as a pilot test and collected social media directly through the API. Thus this study investigated the transition process of the presidential electronic records transfers from the 16th President Roh Moo-hyun's administration to the 19th President Moon Jae-in's. In addition, major achievements and issues were analyzed centering on the transfer method by type of electronic records during President Moon Jae-in's administration, and future improvement plans were presented.
