The purpose of this paper is to suggest issues of South and North Korea's common fisheries policy that is expected to be realized in the process of economic integration between the two countries. The paper has shown feasible policy alternatives of fisheries cooperation according to the steps of economic integration between the two countries. The paper has examined the possibilities and economic effects of several policy alternatives as follows : South Korea's fishing in North Korea's fishing area with fishing fee, limited reciprocal fishing in the opposite countrie's fishing zone, joint, ventures between two countries, and South and Nort Korea's common fisheries policy.

U.S. monetary policy has been claimed to generate global spillover and to destabilize other small open economies. We analyze the effects of certain identified U.S. monetary shocks on gross capital flows in the Korean economy using the local projection method. Consistent with previous results on other small open economies, we initially confirm that U.S. interest rate hikes are dynamically correlated with foreign outflows and residents' inflows. That is, not only are they correlated with withdrawals by foreigners but they are also correlated with those by domestic (Korean) investors. The results are mostly driven by portfolio flows. Second, however, the marginal response to a U.S. monetary policy shock is, on average, subdued if we focus on the sample periods after the Global financial crisis of 2007-2008 (henceforth, global financial crisis). We conjecture a possible reason behind the change, an institutional change related to financial friction. If the degree of pledgeability of the value of net worth increases, the marginal responses by both investors would drop with a U.S. monetary policy shock, consistent with our findings.

U.S. lawmakers tend to organize sub-party groups focusing on regions, ideologies, policies, and foreign affairs. Examples include the conservative Freedom Caucus loyal to Trump and the Congressional Black Caucus promoting the interests of African Americans. Then how do these legislative groups affect the making of U.S. foreign policy? Paying special attention to the Korea caucus in U.S. Congress, we have analyzed the sources and processes of congressional caucus and foreign policy and have learned that structures and activities of the caucuses differ from one another. The Korea caucus seems to be a bipartisan group that focuses on issues such as trade, travel, and troubles provoked by Pyongyang. However, the Korea caucus is not really a solid voting bloc for policy alternatives; it is instead more of a constituency-oriented legislative group that prioritizes local interests. This research underscores the need for systematic and comprehensive study of U.S. legislative politics and foreign policy.

We have identified the paradigm, the knowledge structure, and the roles of S&T policy studies in Korea by empirical analysis and focus group interviews. First, it provisionally concluded that S&T policy studies in Korea are still in the pre-paradigm stage. Specifically, the level of consensus among scholars about the "academic definition of discipline" and "research scope", which is essential for an independent discipline, is still low. Next, a great part of the existing S&T policy studies in Korea is excessively weighted in specific research scopes and researcher groups. For a balanced development as an academic discipline, such imbalance must be overcome. Third, the studies in Korea showed that much of the research in the earlier stage was fragmented at the micro-level. More recently, however, S&T policy studies show co-evolutionary patterns, which increase the responsiveness of the society. Based on this analysis, the future direction of studies should form a unique flow of our own, building Korean policy cases and models rather than following those developed countries.

In recent years, how to promore the Utilization of Internet is a main issue of national information policy. In this study, we focused our approach to find promoting sttategies for Internet utilization on three sector's users, governments, enterprises, and households. Promoting the Internet utilization of these three sector's users is a very difficult problem, because their information levels are different and information gap among them can be regarded as bottleneck. And since the interactions between user's demands and diverse information seccor's factors are very complex, policy leverages can not find easily. By the system dynamics methodology, this paper examines the interrelationships between three user's demand mechanism and information policy sector. Information policy sector consist of four sectors, infrastruccure policy seccor, application-contents sector, governance sector, and access and price policy sector (free access policy, literacy policy, telecommunication price policy, etc.). To find and investigate policy leverage that will help understanding dynamic behavior of users in using Internet we build a causal loop diagrams and SD models by using survey data obtained from three sectors'specialized users, 488 persons.

본 연구는 북한의 보훈정책의 분석을 통하여 통일이후 남북한 보훈제도 통합의 기틀을 마련하는데 그 목적을 두고 연구하였다. 먼저 북한의 보훈법체계와 보훈제도 전개과정을 고찰한 후 통일기반 구축 및 통일대비 북한 보훈정책의 시사점을 분석해 보았다. 북한의 보훈정책을 체제수립 당시부터 현재까지 고찰하였다. 고찰 결과를 바탕으로 통일대비 보훈정책 이념 재정립 문제와 보훈정책 통합방안에 대하여 이념적인 사항과 제도적인 통합방안을 제시하였다. 이와 같은 연구결과는 통일 후 통합된 국가보훈정책을 어떠한 방향으로 추진하여야 될 것인지 조그마한 지표가 될 수 있을 것이다. 통일 이후에도 상당부분 남북한 구성원들 간에는 다양한 차이와 갈등의 요인을 내포하면서 국민통합으로 진행하는데 있어서 갈등 요인이 노출될 것이다. 철저한 준비와 사회적 공감대 형성이 무엇보다도 중요하다. 국가 보훈정책도 기본으로 돌아가서 재점검하고 통합의 준비를 하여 할 시기이다. 북한의 보훈제도는 시기를 달리하면서 북한체제의 근간이며 발전의 원동력으로 활용하고 있다는 사실을 알 수 있다. 보훈정책의 재이념은 통일국가와 국민정체성의 상징이며 나아가 사회통합정신의 상징성을 나타내어야 할 것이다. 아울러서 나라사랑의 정신과 국가안보의식이 반드시 내포되어야 할 것이다. 또한 통일을 대비하는 보훈정책의 통합은 남북 공히 공통의 역사 인식을 공유하는 것이 중요한 사항이며, 이러한 바탕위에서 보훈정책의 통합을 실시하여야 할 것이다.

Purpose: This study aims to analyze the factors affecting the agenda-setting process and the formation process of school-based mental health policies by applying a policy stream model. Methods: For this purpose, Kingdon's policy stream model was used as the analytical framework. Results: First, when establishing a school-based mental health policy, the agenda was set going through unpredictable and nonlinear changes. Second, for the school-based mental health policy to be selected onto the agenda and to be developed and implemented as an actual policy, the role of policy makers was considered most important in the process. Third, the policy window for school-based mental health policy was closed around the year 2013. Finally, an analysis of the school-based mental health policy stream identified two key features. One is that the school-based mental health policy first emerged when school violence prevention policy expanded its scope into relevant neighboring policies. The other is that the school-based mental health policy has taken shape through a linear decision-making process (being put on the government's agenda, searching for an alternative, selection, and implementation) during the policy implementation period after it has been selected as an alternative policy. Conclusion: Conclusions can be summed up as follows. The school-based mental health policy needs continuous development and improvement in case the window for the policy may open in the coming future. The government's support is needed to draw policy makers' interest and participation who play the biggest role in establishing policies.

본 논문에서는 정책기반 네트웍 관리 기법을 지원하는 셀룰라 망에서 효율적인 QoS를 제공하는 방안을 제시하였다. 제안된 정책기반은 DiffServ에 기반한 우선순위 조절기법을 사용하여 시스템 상항에 따라 각각 다른 우선순위를 할당하여 트래픽별 QoS 수준을 유지하도록 한다. ns-2 환경 시뮬레이션을 사용하여 Conversational, Streaming, Interactive and background 트래픽에 대해서 DiffServ에 기반을 둔 정책을 사용할 경우, 비실시간 트래픽이 많이 발생하더라도 실시간 트래픽의 QoS에는 크게 영향을 주지 않고도 요구된 QoS를 보장함으로써 비 실시간 트래픽에 의해 네트워크 Congestion이 발생하는 상황에도 실시간 트래픽의 QoS를 보장할 수 있다는 것을 검증하였다.

Science & Technology(S&T) is the most important thing to attain competitiveness in the 21st century. Our traditional S&T policies have been forcused on hardware infra structure. We should consider software of S&T to enhance effectiveness. S&T Should be had a correct understanding method of the creation for S&T culture. It implies that S&T policy should consider nonmaterial factors which include social, environmental and culture. Under this background, The purpose of this paper is to seek new S&T policy. Therefor this paper deals with how we can prepare for the future S&T policy and classify the change of S&T policy of korea. In addition, Recent construction sector integration and fusion technologies in various areas of research and planning system is being maintained by the system. Past experience of conservative management in this emerging technology-driven technology commercialization in management of technology through the convergence of various technologies and to find synergies to secure the future of construction technology because it is a need.

China's Space Activities in 2011 (thereafter 2011 White Paper) was published by Information Office of State Council of the Peoples Republic of China on December 29, 2011, and it was the third space white paper after 2000's space white paper and 2006's space white paper. The 2011 White Paper summarizes splendid achievements China had received in space area since 2006, and systematically introduces the principles of China's space activities; at the same time, it also presents the world the policies, measures and key areas of China's space activities in the following five years. This 2011 White Paper is the most detailed, concrete, and integrated elaboration of China's space policy, and it will be the guideline for China to explore outer space with peaceful purpose in the next five years. Compared with 2000's and 2006's White Papers, the 2011 White Paper indicated that Chinese government adjusted space policies under the new circumstance. The 2011 white paper stressed China's position on use of outer space for peaceful purpose and highlighted the new idea of scientific and innovative development in space industry in the next five years.
