The World Commission on Dams (WCD) in November 2000 published "Dams and Development" as its only and final report. The report proposed "internationally acceptable criteria and standards" Despite the (act that the WCD itself did not regard the report as a blue print, many NGO's strongly support the report and the guidelines, and demand that they be adopted in their current form by funding organizations. The WCD recommendations and guidelines were found to have several "generic" problems, and the proposed guidelines appear unable to be applied as they stand. The authors assume that only several of these guidelines are operational and many of these are either too experimental or theoretical to be put into use. Furthermore, some seemingly "ready for operation" guidelines still need to be enhanced to be really operational in the real world. About 2,000 large dams were constructed in Japan after the Second World War. Various principles and mechanisms were then developed to better address the issues related to involuntary resettlement. The knowledge accumulated through large dam construction projects in Japan may be applied to other countries. The aim of this paper is to identify the lessons, out of the experiences gained in Japan through large dam construction projects in the past, which could be applicable for future large dam construction projects in other nations. The socio-economic settings as well as legal frameworks in Japan may differ other nation. Nevertheless, the following aspects of the experiences gained in Japan are found to be both applicable and useful for future large dam construction projects abroad: (a) Integrity of community in the negotiation process, (b) Provision of alternative occupations, (c) Funding mechanism in the post-project period, (d) Measures needed during planning process, and (e) Making resettlers "shareholders". These lessons may prove useful to enhance the WCD guidelines.
A creative innovation and an innovative problem-solving of industrial companies can be achieved by overcoming the challenges of technical and physical contradictions. The approaches to address conflicting and paradoxical problems, such as technical and physical contradictions have a crucial role in advancing the quality assessment for manufacturer and service provider. The term, technical contradiction, depicts the state that improvement of one ends of IFR (Ideal Final Result) leads to unfavorable condition of the other ends, and results in conflicting problem. Another type of contradictions that's discussed in this study is a physical contradiction which is due to two mutually opposing states of the means of ends, and gives paradoxical situation. By integrating the means-ends chain perspectives, the physical contradiction that is a specifically root-causes, "means", can be initially addressed to resolve the downstream problem of technical contradiction which represents a general and abstract goals, "ends". This research suggests IFR resolution processes to handle both physical contradiction of means and technical contradiction of ends by employing causal relationship with IFR, effects and causes. In summary, the study represents three major processes that resolve such contradictions are demonstrated as follows: 1) Derivation of causal and hierarchical relationship among IFR, ends and means by considering CAED (Cause-And-Effect Diagram) and LT (Logic Tree). 2) Identification of causal relationship between physical contradiction and technical contradiction by using TPCT (TRIZ Physical Contradiction Tree) and TCD (Technical Contradiction Diagram). 3) Application of integrated TRIZ principles by classifying 40 inventive principles into 4 general conditions of the separation principle of mutually opposite states in space, in time, based on conditions, and between the parts and the whole. In order to validate the proof of proposed IFR resolution processes, the analysis of the TRIZ case studies from National Quality Circle Contest in the years, 2011 to 2014 have been proposed. The suggested guidelines that are built based on TRIZ principles can uniquely enhance the process of quality innovation and assessment for quality practitioners.
This paper presents a monitor positioning algorithm to identify the power quality event source in the distribution system with distributed generations. This algorithm determines the appropriate number of monitors and their locations considering power system topology together with distributed generation. This paper summarizes the guidelines of monitor positioning into five principles and defines the weighting factors according to the principles. To evaluate the adequacy of monitor positioning results, ambiguity indices considering monitor location and system topology are proposed. The optimal number and locations of monitors are determined from optimization routine using the weighting factors and the monitor positioning results are evaluated in terms of ambiguity indices. The algorithm is applied to IEEE 13 bus test feeder and suggests the optimal number and locations of power quality monitors. The proposed approach can realize the expert's knowledge on monitor positioning into a sophisticated automatic computing algorithm.
Jumping is considered as a suitable way for realizing fast locomotion on the ground. As for the issue of developing mobile robots that can jump up and forward enough for accomplishing useful missions, this paper first introduces two types of jumping principles that are found in biological animals or insects. We also present how the principles are applied to several jumping robot examples that include outcomes for the past a few years and also our recent one. Design ideas and features of the robots are explained and compared in order to discuss important issues and guidelines for the design of jumping robots.
One of the activities to improve software quality in ISO 26262 is to apply the design principles for software unit design and implementation mentioned in ISO 26262-6, including the evaluation activity. Before evaluation activity, the tool is compared and selected for evaluation. Because the results of the tool a company selected might have an effect on product quality. In this paper, we suggest the method to compare industrial static analysis tools with some of "MISRA C : 2004 Exemplar Suite" and all lessons learned from comparing tools are described. The result on comparison shows that we just couldn't rely on a result of Static Analysis Tool and need to have another appropriate processes and guidelines to evaluate a software.
With the coming demographic avalanche as the number of elderly aged 65 and older is expected to double in 20 years in South Korea, the concept of retirement living will be changed in a whole new way. The newest design principles as environmental affordance system for them need to be considered. This study started with the premise that 'Aging in Place' might be the most desirable alternative for the elderly and if so, they may be at greater challenge of living in the home, especially in kitchen. The purpose of this study is to analyze various universal design kitchen products according to five Universal Design criteria with physical or mental characteristics of aging. The five Universal Design principles are 'Supportiveness', 'Adaptability', 'Communicability', 'Pleasantness' and 'Accessibility', which were developed from the previous research. The profile and the trends of the universal design kitchen products were identified with the concrete design examples. The results will be expected to make contributions to developing universal design guidelines for kitchen products, to understanding the nature of universal design paradigm, and to establishing directions for sustainable living of the elderly.
Adhesive joining technique is considered as one of hot issues in developing advanced composite structures. The designer should be familiar with important guidelines of fundamental principles and ideas underlying the design and application of adhesive joints for a correct joint design. This study deals with the following characteristics of adhesive joining techniques: (1) design parameters the affect the performance of joining, (2) fundamental principles and design methods of joining, (3) adhesive selection, (4) surface pre-treatment of the adherand, and (6) test methods. The results would be used to predict the performance of adhesive joints subjected to a thermal aging.
The intent of this study is to investigate the current situations and planning implications of elementary schools in urban housing blocks, and to propose the planning and design guidelines for them. The premise of this research is that an elementary school should function as a communal facility, shared by its community, so called open-school. 32 schools in three new towns were selected as sample cases and they were closely surveyed in terms of their site planning issues in residential blocks, and three sample open-elementary schools were analyzed in a comparative manner for finding their roles and functional fulfillment as a communal facility in the neighborhoods. Based on the findings, several planning principles and design techniques or devices are suggested for the utilization of elementary schools by local residents, mainly making issues of location, relationship to other facilities and open spaces in residential blocks, access, apartment layout, school building and outdoor spaces, and open program.
Facing the issue of global climate change, it is important for environmental educators to prepare a person who is able to understand of, communicate about, and make informed decisions on the climate change. Climate change education is to help learners understand of human influence on climate and climate's influence on them and society. This study was conducted in a way to discuss how climate change education could be implemented in Korean context. For this purpose, several documents and research articles on climate change education and communication were analyzed: Climate literacy, guidelines for K-12 global climate change education, and guidelines for effective climate change communication and message and so on. Many of the documents emphasize age appropriateness, positive thinking, participation and empowerment in climate change education while suggesting not to burden young learners with fears. Some documents such as the climate literacy suggest key concepts and/or essential principles of climate change education. Based upon the analysis, several considerations to incorporate the concepts in climate change into educational programs were suggested for further discussions.
