Analysis of Priorities of the 6th Industrialization Policies for Agriculture through AHP

  • The purpose of this paper is to decide priorities of policy-objectives and support measures related to the $6^{th}$ industrialization of agriculture, and prepare policy-objectives and alternatives to contribute to maintaining and promoting the community through creation of more jobs and added value. We used the Analytic Hierarchy Process (AHP) to reflect the experts' opinions about objectives, means and priorities of the $6^{th}$ industrialization of agriculture. The important objectives of the 6th industrialization of agriculture were to create jobs, to increase added values, and to maintain and activate the community. The results showed that the most important objectives for the $6^{th}$ industrialization of agriculture were maintaining and activating the community, expanding added values and creating employment in order. Policy means to achieve these objectives were financial support, human resource training & consulting, research & development, and marketing. The decision-makers determined marketing as the most important among the policy means to achieve the objectives of the $6^{th}$ industrialization.

Relationship between the infrastructure level of the 6th industrialization and its outlook

  • In Korea, the government introduced the $6^{th}$ industrialization policy for the agricultural sector in 2013, to increase farmers' incomes and the value-added of agricultural products. Although some research has been done on the $6^{th}$ industrialization of agriculture, the relationship between the level of consumers' awareness and the $6^{th}$ industrialization of agriculture has not yet been discussed. The purpose of this paper is to analyze the effect of consumers' awareness levels on the development of the $6^{th}$ industrialization of agriculture. The results of a survey and seemingly unrelated bivariate probit model present the following findings: an increased consumers' awareness of the $6^{th}$ industrialization of agriculture positively affects the agricultural sector. More particularly, it was found that consumers who agree that the $6^{th}$ industrialization increases farmers' income and creates value-added agricultural products will also have an optimistic prospect for a successful $6^{th}$ industrialization. In addition, consumers who like to experience agro-tourism type activities give higher scores to the infrastructure level of the $6^{th}$ industrialization. Consumers who think that production section should take lead the $6^{th}$ industrialization of the agricultural sector will also have an optimistic prospect for a successful $6^{th}$ industrialization. However, consumers who think that farmers or farmers' organizations, should take lead the $6^{th}$ industrialization have a more pessimistic prospect for a successful $6^{th}$ industrialization. Consumers who got information on the $6^{th}$ industrialization from the internet think that the infrastructure of the $6^{th}$ industrialization is not good enough.

The Strengthening of Export Competitiveness through the 6th Agriculture Industrialization and the 4th Industrial Revolution (4차 산업혁명 시대에 농업의 6차산업화와 이를 통한 수출경쟁력 강화)

  • Purpose - With the technology of the 4th industrial revolution, business models of agricultural sector are changing rapidly toward convergence and high value-added business models due to the 6th industrialization of agricultural. Our goals is to examine the 6th industrialization of agriculture, and then to apply the technology of the 4th industrial revolution to the 6th industrialization of agriculture, suggesting the possibility of future agriculture, and then linking the export competitiveness of agricultural products. Research design, data, and methodology - As the methodology, case studies and empirical analyzes were conducted as well as literature studies. The case analyses included tomatoes, pig breeding farms, and an empirical analysis was conducted using the AHP analysis by experts of the 6th industrialization. In addition, using 124 survey data, this study examined and analyzed the items of the 4th industrial revolution technology for the 6th industrialization of agriculture and the strengthening of export competitiveness. Results - Results showed that the technology of the 4th Industrial Revolution helped "6th industrialization of agriculture" and "the strengthening of export competitiveness" using two successful cases. The AHP analysis was also carried out, and it was found that the improvement of the technology in the 4th industrial revolution could contribute to the future industrialization as well as the 6th industrialization of agriculture. First of all, we looked many conditions were important and urgent. Among the technologies of the 4th industrial revolution, the mobile, big data were important. Moreover, it was recognized that linkage and convergence related efforts would greatly contribute to strengthening export competitiveness of agriculture such as price and quality competitiveness. Conclusions - The 4th industrial revolution such as hyper-connectivity, hyper-intelligence and hyper-predictability contribute greatly to the 6th industrialization of agriculture, and therefore it is essential to improve the competitiveness of the agricultural sector by using the technology of the 4th industrial revolution. In particular, based on analyses of the diamond model, the "demand conditions" was the most important factor for the activation of the 6th Industrialization, and then "related and supporting fields", "factor conditions" and "business context" were followed in order. The results of this study can be useful for policy, practical and academic sectors.

  • The 6th industrialization of agriculture, which promotes the virtuous cycle of creating new value with through the convergence integration of agriculture and contributing to the vitalization of local economy etc. Accordingly, the purpose of this research is to provide implication for the efficiency, vitalization of domestic 6th industrialization per regions Analysis is use of the "2015~2016 Food Agriculture 6th Industrialization Basic Reality Survey Research" report data. As an analytical method DEA(Data Envelopment Analysis), Tobit model were used for results. The following are the summary of hypothesis test. First, 6th industrialization of agriculture identify improve income growth and increase efficiency, Second, Efficiency influence factor analysis shows have a minus (-) relation that yearly rural population increase rate, and secondary industry participation rate. Third, 6th industrialization recognition of the business is plus(+) relation influenced. Through this research, There may be a limit of research data and qualitative factor etc, explanatory power, but it is meaningful in the sense that objective implication was drawn for the enhancement of the 6th industrialization per regions.

  • Our agriculture and rural villages have faced negative conditions in many reasons. To overcome this situation, a new change is needed by the 6th industrialization. Many agriculture and rural villages in Korea are pursuing the 6th industrialization through the convergence of the primary, secondary, and tertiary industries to vitalize agriculture and rural villages. But there are several problems with the 6th industrialization. There is a limit to the capacity building of the members of the rural organization and Korean agricultural base primary, secondary, and tertiary industries are weak all. In addition, it has been insufficient research for value chain management of the region as a whole; there has been no study of information sharing across the region for the 6th industrialization. This study is about value chain management model for successful the 6th industry with Quick Response System and the big data technology. In this study to provide the efficiency of 6th industry value chain management with customer's needs analysis using big data and research for the information share between the industries in the region through the information pipeline theory of the QR System. We hope that our study is helped to proceed successfully on the 6th industrialization in Korea.

A Study to Activate the Value Chain in the 6th Industrialization of Agriculture by the Living Lab (리빙랩을 통한 6차산업 가치사슬 활성화 방안)

  • In recent years, various policies have been conducted for the activation of the value chain for 6th industrialization of agriculture, which is aligned with creating job opportunities and start-up as well as value added enhancement. For this reason, this study seeks measures to kick-start application and development of a model to raise the success rate of startups and reduce the risk of market throughout surveying 168 6th industrialization management bodies about their start-up and business, and benchmarking of best practices, a case consistent with the value chain system of 6th industrialization of agriculture. Main findings are three-folds: First, it is necessary to raise the success rate of startups by means of the compatibility of the capital scale, low cost and life cycle of ideas. Second, the living lab for sharing ideas and collaboration is needed in the value chain system. Third, the living lab model is promoting rural community development and farm household income.

  • The 6th industrialization is one of the most important policies for Korean agricultural sector, and Korean government allocates the large portion of policy budget to promote the 6th industrialization. However, recently, Korean government has experienced the confusion and inefficiency due to too many policy programs for the 6th industrialization. The purpose of this paper is to analyze the current policy programs for the 6th industrialization and to suggest the several guidelines for the more efficient policy system, including the priority of policy programs for the 6th industrialization. The results of studies present a few findings as follows: First, Korean government should evenly promote the 1st, 2nd, and 3rd industry in agricultural sector. Second, the main agent of the 6th industrialization needs to be the ministry of agriculture, food and rural affairs. Third, the policy resource for the 6th industrialization should be focused on the prominent farmers or enterprises. Forth, the policy programs for the 6th industrialization need to be grouped.

  • The purpose of this paper is to explore the possibility and strategic directions of Korean agriculture in the future by analyzing domestic and foreign successful cases leading to the 6th industrialization of agriculture by utilizing 4th Industrial Revolution technologies. To do this, we surveyed the key technologies of the 4th Industrial Revolution, and examined successful cases of the US, Korea and China. As results of these case studies, we recognized that 4th Industrial Revolution technologies could play important roles in the 6th industrialization of agriculture, and suggested meaningful strategic implications using ABCD model.

  • This study aims to investigate the residents' and village leaders' complementary demand for the regional economic vitalization and 6th industrialization in the rural. Based on the field expert'(the head of the village or the chairmen of the farming association) interview, the study was conducted. For the study, 42 villages where selected to consider as 6th industry. Cross table were conducted to see if there were any differences of demand and consideration for between the type of 6th industries. This article further improve the rural environment for 6th industrialization, improve the policy measures in that rural can plan the basis for an effective strategy can be.

  • In Korea, the $6^{th}$ industrialization in the agricultural sector has increased farmers' income and value-added agricultural products. Local governments, including Chungcheongnam-do, as well as the Ministry of Agriculture, Food and Rural Affairs, introduced the $6^{th}$ industrialization to the agricultural sector and operated various programs for the $6^{th}$ industrialization in the agricultural sector. Recently, the capacity of human resources for the $6^{th}$ industrialization in the agricultural sector became one of the important problems which might limit the effect of the $6^{th}$ industrialization in Korea. Chungcheongnam-do introduced an education program in 2018 to improve the capacity of people who work for the $6^{th}$ industrialization in the agricultural sector. However, researchers have rarely studied or discussed the current status of this education program. The aims of this paper were to analyze the current status of the education program for the $6^{th}$ industrialization in the agricultural sector through a survey, frequency analysis and analytical hierarchy process (AHP) and to present a way to improve the effect of the education program. The results of this study are as follows: First, the students in the education program were generally satisfied with the lectures and achieved knowledge and social networking among the students. Second, practical lectures, including practice and field experience, need to be expanded for the students instead of theory lectures. Third, networking between students and experts should be strengthened.
