In the middle of a perfect storm: political risks of the Belt and Road project at Kyaukphyu, Myanmar

  • China's Belt and Road Initiative infrastructure connectivity and other projects are presented in much of the discourse as a grand strategy to trap developing nations in debt, to exert asymmetric power and construct a new world economic order. The asymmetric relationship between China and Myanmar might therefore be expected to generate a range of political risks for stakeholders. Myanmar itself presents a "perfect storm" of problems, with dysfunctional governance, civil conflict, under-development and growing economic dependence on China. The Kyaukphyu port project and associated Special Economic Zone in Myanmar's troubled Rakhine state is investigated as a case study of risks on the Belt and Road. While worst case fears China might seize military control of the port appear unlikely, at least in current conditions, empirical observation indicates the complexity on the ground generates an array of other risks - as well as opportunities, should conditions allow. Further, despite challenges and constrained capacity, Myanmar governments have demonstrated agency, including by re-negotiating control and costs of the Kyaukphyu project. The case underlines that conditions are more complicated than simply China's asymmetric power. A sceptical approach is taken to normative discourses in order to build inductive understanding of how stakeholders and local experts perceive dynamics underway. A political risk approach is deployed to develop a framework to identify, analyse and assess risks for actors in relation to the Kyaukphyu project. The research findings are presented on an interim basis, given current constraints on field interviews due to the current crisis.

Study on the Development of an Evaluation Index for the Local Economy Activation of Community Investment Renewable Energy Projects (대규모 주민참여형 재생에너지 사업의 지역경제 활성화 평가지표 개발 연구)

  • In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

A Study on Categorization and Contents of Social Welfare Services in Rural Center Revitalization Project (농촌중심지활성화사업에서의 사회복지사업 유형 및 내용 분석)

  • In this study, we present the necessary measurements of establishment and expansion in social welfare elements, understand the social welfare approach and the reality of social welfare services to solve the physical accessibility problem of the rural center revitalization in the recent trend of various attempts. The measurements were categorized according to the nature and form of the projects through content analysis method by using a master plans and casebooks of the rural center revitalization leading districts. The results show that the social welfare project of the rural center revitalization leading districts were categorized them into three sections of job creation vitalization, lifelong education, hobby and leisure supports, visiting services, it was classified into 11 sub-types. We arrive at a conclusion through analysis results, establishment of cooperative system between related organizations, active gathering of opinions from residents, training of local workforce, convergence with existing social welfare systems and projects, building private governance, for social welfare project operate stably in the rural center revitalization.

Revision of new laws and systems are necessary for the reasonable Urban Regeneration promotion through comprehensive and systematic supporting composition revision. For the reason hereafter urban regeneration shall be various and inclusive in society, economy, culture, environment, resident participation. etc., the development model for regeneration project complying with Korean Urban Regeneration condition is required. Diversity and flexibility through governance system are required to ensure city competitive power.

A Study on Building the Regional Cluster: The Case of Fire and Emergency Industrial Cluster in Samcheok-si

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

Comparative Analysis of the Achievements and Limitations of Projects that Support Local Businesses in an Area Undergoing Gentrification: A case study on Brixton

  • This research has been conducted to find answers to the questions of how projects that support local businesses work in areas undergoing gentrification and what are the achievements and limitations of these projects, based on the case studies of Brixton Pound and Pop Brixton supporting local businesses in Brixton in the London borough of Lambeth. To this end, this study collected data through interviews with local businesses belonging to each project and analysed them based on prior research on the projects, evaluation reports, and articles in the media. It began by investigating the supporting mechanisms of projects that support local businesses in the area, and then analysed and evaluated the projects' contribution to local businesses and the impact on the local community according to these mechanisms. The two projects in the case study showed contrasts in their support mechanisms, governance, and the role of Lambeth Council, and the local businesses' evaluations of the projects' support differed depending not only on the support mechanism of each project but also on business type and perceptions of the impact of gentrification.

  • The Four Major Rivers Restoration Project was the multi-purpose green growth project on the four major rivers in South Korea. However, the Four Major Rivers Project has attracted significant criticism from various social groups and wider international groups, e.g. Friends of the Earth. This study reviews the four river restoration project from the standpoint of an evolutionary process of water paradigms. It reveals that the project has achieved its intended purpose yet, suggesting to apply some valuable lessons in the consideration of the integrated watershed management system. Finally, it urges to introduce tentatively named "Basic law on Water Management" preceded by enacting ordinances at local level, because it'll help us find out ways ahead for the Integrated Water law.

Bounded Rationality under Analysis of Relative Priorities on Multi-cultural Policy (제한된 합리성 하에서 다문화 정책에 대한 상대적 우선순위 분석)

  • The purpose of this study is to develop an AHP model to evaluate the relative importance and priorities of multi-cultural policies under bounded Rationality. The results of the study are as follows. First, in the evaluation elements for each measurement area, the following are the stable social settlement support policy (1rank), social capability development policy of multi-cultural family second generation (2rank), socio-economic activity policy (3rank), collaborative governance policy enforcement(4rank). Second, the priority of the measurement element is as follows. social settlement service target expansion policy was proved to be the top priority project stable social settlement support policy aspect and social capacity development policies of the second generation of multi-cultural families, social support policy was most important evaluated. Active economic activity support policy was as the top priority project socio-economic activity policy, and construct cooperation system of policy practice main agents was proved to be the top priority collaborative governance policy enforcement. These results will contribute to explain the reality of multi-cultural policy.

Supply Chain Analysis in Public Works: The Role of Work Climate, Supervision and Organizational Learning

  • The study aims to analyze the supply chain role of supervision, discipline, work climate, and organizational learning on the performance of community services at the public works. This study took a sample of employees through purposive sampling technique at the Public Works Office and Bina Marga in a regency in East Java. Data through questionnaire was collected through a 5-point Likert scale model. The results show that the application of employee discipline affects the performance of public services, with a contribution of 39.7%, meaning that discipline and organizational learning are implementation factors that have an effect on public service performance. In stepwise regression analysis, the supervisory factor has a correlation with service performance, but it is less relevant, while the work climate is not relevant as a predictor variable to improve public service performance. The study revealed the importance of the supply chain policy of implementing good and clean governance and the enactment of the performance appraisal of the government apparatus established through Good Corporate Governance of the state apparatus. The findings provide a basis to encourage the public sector performance to smooth every step of supply chain management of every government project work, especially in the field of public services.

A Study on Technology Innovation Framework through Analysis of RD&D Cases in Electric Power Industry (전력산업 RD&D 실증사례 분석을 통한 기술혁신 프레임워크 설정에 관한 연구)

  • This study aimed at proposing a RD&D good practice policy guidelines for energy technology innovation in electric power industry, we identified the success factors on energy RD&D through representative case analysis such as energy RD&D demonstration project and strategy plan, technology road map, etc. Based on a successful case study, we have identified the key elements needed to suggest when setting a RD&D technology innovation policy framework for technological competitiveness in the power industry sector. We have presented guidelines for energy technology innovation direction from the full cycle perspective of RD&D. The energy RD&D innovation system that we have established is meaningful in that the implications are derived and reflected through the case analysis of developed countries. The results of this study are as follows; Enhancement of R&D investment performance, commercialization of research achievements, promotion of export industrialization of electric power industry, establishment of RD&D governance system of power energy, etc.
