Semi-diurnal internal tides and near-inertial waves are investigated using moored current meter measurements at four sites along the shelf break of the East China Sea during August 1987 and May-June 1988. Each mooring is equipped with four current meters spanning from near surface to near bottom. Spectral analyses of all current data reveal dominant spectra at the semi-diurnal frequency band, where the upper and lower current measurements show out-of-phase relationship between them with significant coherences. These are consistent with typical characteristics of the first-mode semi-diurnal internal tide. Strong intensification of the near-bottom baroclinic currents is observed only at one site, where the ratio of the bottom slope to the slope of the internal-wave characteristics at the semi-diurnal frequency is close to unity. An energetic near-inertial wave event is observed during the first half of May-June 1988 observation at two mooring sites. Rotary spectra reveal that the most dominant signal is clockwise rotating motion at the near-inertial frequency band. Upward phase and downward energy propagations, shown in time-depth contour plots of near-inertial bandpass filtered currents, are confirmed by cross correlations between the upper- and lower-layer current measurements. The upward-propagating phase speed is estimated to be about 0.13 cm $s^{-1}$ at both sites. Significant coherences and in-phase relationships of near-inertial currents at the same or similar depths between the two sites are observed in spite of their long distance of about 110 km.

Although thermal effluent from coastal power plants affects marine ecosystems, few studies have examined the spatiotemporal distribution of macrobenthic communities in a coastal area of Korea with thermal discharge. This study analyzed the species composition and abundance of a macrobenthic community in relation to environmental variables for a period of 1 year. In total 334 macrobenthic faunal species were collected; the mean density was 3,221 ind/$m^2$. The number of species and the density of macrobenthic fauna increased with distance from the thermal discharge site. Cluster analysis indicated that the macrobenthic community could be divided into two groups: group I in shallow (< 30 m deep) and group II in the outer areas (> 30 m deep). Group I showed the lowest species density and diversity. Four polychaetes, including Magelona japonica, Spiophanes bombyx, Scolotoma longifolia and Chaetozone setosa, all of which have been dominant species since 1987, exhibited higher mean densities in the area distant from the thermal discharge (the outer and north areas). Conversely, the warm-adapted and opportunistic species, such as the amphipods Urothoe convexa and Mandibulophoxus mai, the bivalve Felaniella sowerbyi, and the polychaete Rhynchospio sp., were more abundant in the thermal discharge region. The results of this study indicate that thermal effluent influences macrobenthic communities in the shallow area, while other environmental variables, such as depth, sediment grain size, and TOC, are more important determinants of the macrobenthic communities in deeper regions (> 30 m deep).

We investigated geochemical properties, and microbial sulfate- and iron(III) reduction in sediment influenced by the aquaculture of abalone in the Nohwa-do, southern coastal sea in Korea. Concentrations of ammonium, phosphate, and sulfide in the pore-water were higher at farm sites than at control sites. The differences between the 2 types of sites were most apparent in terms of the weights of abalone and the temperature increase during September. Accordingly, the rates of sulfate reduction at the farm sites during September (61 mmol S $m^{-2}d{-1}$) were 3-fold higher than the sulfate reduction during May (20 mmol S $m^{-2}d{-1}$). In contrast, Fe(III) reduction rates were highest at the control sites in May, but its significance was relatively decreased at farm sites during September when sulfate reduction rates were highest. During September, benthic ammonium flux was 3-fold greater at the farm sites (35 mmol N $m^{-2}d{-1}$) than at the control sites (12 mmol N $m^{-2}d{-1}$), and phosphate flux was 8-fold higher at the farm sites (0.018 mmol P $m^{-2}d{-1}$) than at control sites (0.003 mmol P $m^{-2}d{-1}$). Overall results indicated that the inappropriate operation of a large-scale aquaculture farm may result in excess input of biodeposits and high nutrient fluxes from the sediment, thereby decreasing diversity of the benthic ecosystem and deepening eutrophication in coastal waters.

Using results from an earth system model, the distribution of partial pressure of $CO_2$ ($pCO_2$) in surface seawater over the East China Sea is investigated. In this area $pCO_2$ shows minimum along the edge of the continental break along the path of the Taiwan-Tsushima Current System. Apparently modelled chlorophyll is also great along the current but the maximum of the chlorophyll and the minimum of $pCO_2$ do not coincide suggesting that the primary production is not the main cause of the $pCO_2$ minimum. As we move toward the Yellow Sea from the Kuroshio area the temperature decreases so that the $pCO_2$ becomes smaller. If we move further toward the Yellow Sea beyond the Taiwan-Tsushima Current System, alkalinity starts to drop substantially to intensify $pCO_2$ while overcoming the effect of decreasing temperature and salinity. Thus $pCO_2$ minimum occurs along the Taiwan-Tsushima Current System. Of course, the primary production lower $pCO_2$ during spring when it is high but the effect is local. Near the Yangtze river mouth and northeastern corner of the Yellow Sea the fresh water input is large enough and dissolved inorganic carbon (DIC) becomes low enough so that $pCO_2$ becomes lower again.

To elucidate the trophic role of heterotrophic nano- and microplankton (HNMP), we investigated their biomass, community structure, and herbivory in three different water masses, namely, south of Polar Front (SPF), Polar Front Zone (PFZ), the Sub-Antarcitc Front (SAF) in the Drake Passage in the Southern Ocean, during the austral summer in 2002. We observed a spatial difference in the relative importance of the dominant HNMP community in these water masses. Ciliates accounted for 34.7% of the total biomass on an average in the SPF where the concentration of chlorophyll-a was low with the dominance of pico- and nanophytoplankton. Moreover, the importance of ciliates declined from the SPF to the SAF. In contrast, heterotrophic dinoflagellates (HDFs) were the most dominant grazers in the PFZ where the concentration of chlorophyll-a was high with the dominance of net phytoplankton. HNMP biomass ranged from 321.9 to 751.4 $mgCm^{-2}$ and was highest in the PFZ and lowest in the SPF. This result implies that the spatial dynamic of HNMP biomass and community was significantly influenced by the composition and concentration of phytoplankton as a food source. On an average, 75.6%, 94.5%, and 78.9% of the phytoplankton production were consumed by HNMP in the SPF, PFZ, and SAF, respectively. The proportion of phytoplankton grazed by HNMP was largely determined by the composition and biomass of HNMP, as well as the composition of phytoplankton. However, the herbivory of HNMP was one of the most important loss processes affecting the biomass and composition of phytoplankton particularly in the PFZ. Our results suggest that the bulk of the photosynthetically fixed carbon was likely reprocessed by HNMP rather than contributing to the vertical flux in Drake Passage during the austral summer in 2002.

In the recent WTO/DDA negotiations, discussions are progressing to forbid fishery subsidies which have negative effect on the natural environment and the fishery resources and to lower or to eliminate the tariff/non-tariff barriers that distort trade liberalization. As a result, linking to the weak structural environment of Korea's fishing villages; such a scheme has jeopardized the livelihood of fishermen who settle down in local fishing harbors. Against this backdrop, the government is attempting to positively respond to changes in the fishing environment in a number of different ways: promotion of fishing tourism, fishing harbor reinforcement in function, developing fishing villages, and harbors. With respect to investment by priority in fishing harbor development, it is very important to appropriately select investment targets based on objective criteria. A small number of harbors are chosen and investment plans by harbor are systematically devised, economic feasibility and the effects of investment are analyzed and reviewed in relation to each target harbor. This paper is designed to review and assess objective evaluation methods and the degree of importance for the designation of target harbors, dealing with local harbors in Chung Nam Do as a model. Each local government has tried to reorganize existing harbors and develop new harbors, considering a fall in the number of fishing vessels and the expansion of maritime leisure activities. In order to overcome the limit of existing harbors in function, to raise the income of fishermen, and to activate tourism, they have shifted their focus from simple functions such as vessel evacuation and anchoring to harbor beautification, which can work as a basis for fishing tourism. This paper points out that the AHP analysis method for prioritizing local harbors in Chung Nam Do should help to be chosen target harbors in other cities and provinces. On February 11, 2011, upon request of the International Seabed Authority, 'the Seabed Dispute Chamber of the International Tribunal for the Law of the Sea(henceforth Chamber)' rendered its advisory opinion on the responsibilities and obligations of States sponsoring persons and entities with respect to activities in the Area. The advisory opinion covered three questions: What are the legal responsibilities and obligations of the sponsoring states with respect to the sponsorship of activities in the Area? What is the extent of liability of a State Party for any failure to comply with the LOS Convention and relevant instruments? What are the necessary and appropriate measures that a sponsoring State must take in order to fulfil its responsibilities? In particular, the Chamber delivered its opinion on the different responsibilities and obligations of developed and developing sponsoring states. This paper reviews the above three questions through analyzing the advisory opinion and makes some recommendations for the fulfillment of the responsibilities and obligations of Korea as a sponsoring states.

The rapid industrial and technological development has made the human activities for the utilization of marine resources more complex. Marine spatial management is a space-based approach. It is a comprehensive and integrated management approach. The ultimate goal of marine spatial management is the "sustainable use" of marine resources. The partial approach is applied in the existing marine spatial management, mainly coastal zones which involves integrated approach. Also this showed various limitations including restricted mostly to coastal zones, and limitation to implementation tools. However, for marine spatial management to have a reasonable approach that attaches importance to the relationship between humans and the holistic ecosystem, it is important to internalize a central principle in marine spatial management that focuses on the sustainable use of marine resources. In the present study, four central principles are proposed that will eventually be applied through marine spatial management planning tools. These principles are 1) the establishment of a cooperative decision making and planning system that is based on stakeholder participation; 2) scientific assessment of the current status and impact on the basis of ecology, sociology, and economics; 3) reasonable and optimal spatial assignment based on the forecasting of future-use characteristics and environmental changes; and 4) ascribing importance to the implementation of the results of rational planning processes.

Tropical Atmosphere Ocean/Triangle Trans-Ocean Buoy Network (TAO/TRITON) Array is the series of buoys for the international ocean research project, which is mostly supported by National Ocean and Atmosphere Administration (NOAA) and Japan Agency for Marine-Earth Science and Technology (JAMSTEC). We can determine the effect of the equatorial and Pacific Ocean conditions on global climate change from buoy array measurement data. The TAO/TRITON array comprises around 70 measurement buoys from $10^{\circ}$ north to $10^{\circ}$ south in the tropics and between Galpagos and New Guinea. NOAA maintains ATLAS buoys in the central and eastern Pacific between $165^{\circ}E$ and $95^{\circ}W$, and JAMSTEC maintains the 12 buoys in the western Pacific along $137^{\circ}E$, $147^{\circ}E$, and $156^{\circ}E$. The KA-10-03 cruise excursion provided us with a good opportunity to obtain knowledge on oceanic buoy operation and maintenance. Further, we learned advanced techniques and know-how on buoy operation and maintenance. Once we are confident with our buoy management and maintenance techniques, both KORDI and NOAA technicians may be able to help each other when needed and share available resources.
