Aim & Scope

The International Journal of Quality Innovation welcomes state-of-the-art papers from researchers and practitioners working worldwide. The Journal explores the changing role of quality innovation, which performs an array of functions from simply creating new customer value to endeavoring to effect “smart” organizations and societies. As more and more organizations adopt service-based initiatives using tacit knowledge-enabled convergence platforms, and as consumers’ perceptions of product quality overlap with perceptions of service quality in an increasingly competitive, networked and complex global marketplace, quality innovation continues to emerge as a highly charged element of competitive advantage. Publications in the Journal engage with the emphatically dynamic nature of contemporary quality innovation.

    Many studies reported that some organizations experience benefits of quality as well as the productivity due to the implementation of ISO9000. However, there are significant differences across countries, industries and organizations. This paper examines the current quality management practices in the Hong Kong construction industry under the ISO 9000 environment by a postal survey. It focuses on the success factors of ISO 9000 implementation in the industry. The findings support the views that changes in the organization are needed to realize the benefits brought by ISO 9000.

    As we know, the quality of processes is technically depicted by variation, a product or process with the best quality must naturally require the variation as less as possible. The variation is usually reduced with many ways, say, by adjusting parameters settings under robust design with many turns expensive experiments. So ones are trying to reach the robustness by detecting cheap and simple methods. In this paper, a both practical and simple technique for quality improvement, namely reducing the variation, by data classification is studied. First, all possible system factors are included, which may dominate the variation law. And then we make use of the past observations and their classification as well as boxplot charts to find out the internal rule between the variation and the system factor. Next, adjust the location of the system factor according to the rule so that the variation could, to some extent, be lessened. Finally, two typical quality improvement cases based on data classification are presented.

    This study uses MATLAB as a programming tool and applies the bootstrap method to process capability analysis. The advantage of using MATLAB in bootstrap method is to make the bootstrap method much easier to implement and apply particularly in process capability analysis. An example is provided to further illustrate the easy use of MATLAB in bootstrap method.

    As the products which innovated usability have succeeded in the market, the usability of products is now considered as a new dimension of product design. This paper deals with the following questions: How has usability been embedded in the design and development of products? In the usability context, why have some breakthrough products succeeded commercially and others failed? What should be learned from the successes and the failures? For the purpose of discussing these questions, the photography industry was examined and the results were used as an illustration of the important points.

    This paper proposes a method for quantifying the types of quality elements proposed by Kano; namely: attractive quality, one-dimensional quality, and must-be quality. Kano's classification of required quality has helped us improve our thinking in product development. However, his classification is conceptual rather than quantitative, and the conventional techniques of questionnaire and group interview cannot provide quantification of the relationship between the degree of customer satisfaction and the degree of sufficiency of required qualities. This paper describes how a quality element under Kano's quality model can be expressed as a utility function, and describes an application to quality design of a cellular phone.

    The laser-assisted seeding (LAS) process has potential to replace conventional electroless copper plating in Printed Circuit Board (PCB) manufacturing since it combines the steps of laser drilling and plating into one single process. In the LAS process, the single extra LAS step can metallize a microvia. Thus, the process steps can be greatly reduced and the productivity enhanced, but also the high aspect ratio microvias can be metallized. The objectives of this paper are to study the LAS copper thickness within PCB microvias and the thermal reliability of the microvias produced by this process. It was found that results were satisfactory in both the reliability test and also the LAS copper thickness which both comply with IPC standard, the copper thickness produced by the LAS process is sufficient for subsequent electro-plating process. The reliability of the microvias produced by LAS process is acceptable which are free from any voids, corner cracks, and distortion in the plated copper.

    This paper illustrates a prototyping framework of the documentation-standards retrieval system via the data mining approach for enhancing software development quality. We first present an approach for designing a retrieval algorithm based on data mining, with the three basic technologies of machine learning, statistics and database management, applied to this system to speed up the searching time and increase the fitness. This approach derives from the observation that data mining can discover unsuspected relationships among elements in large databases. This observation suggests that data mining can be used to elicit new knowledge about the design of a subject system and that it can be applied to large legacy systems for efficiency. Finally, software development quality will be improved at the same time when the project managers retrieving for the documentation standards.

    In this paper jobshop scheduling problem was considered on automated manufacturing systems with the closed loop and unidirectional material handling system. The objective of this research is to develop and evaluate heuristic scheduling procedures to improve productivity by minimizing makespan. Especially travel time of material handling system as well as processing time was considered in the proposed algorithms, A new heuristic algorithms are proposed and illustrates the proposed algorithm. The heuristic algorithms are implemented for various cases. The results show that the proposed algorithms provide better solutions in productivity, frequency, job waiting time and the number of waiting jobs than the random scheduling algorithm.

    Based on the creative education theory, the study of the symmetric coordinated use of both hands is the application of both the quality education ideal and the understanding principles of the creative education to the training of using hands. In the light of relevant concepts of the 'Domain' theory and the expertise of both the Chinese and foreign specialists in this field, this article discusses the relation between the tapping of mental creativity, scientific use of hands and the animation of the right hemisphere of the brain with the aim of constructing a new concept of the symmetric coordinated use of both hands.

    Personnel engaged in the medical field have implemented continual improvement by team activities in an effort to construct a system that reduces the risks involved in medical care. Knowledge in total quality management (TQM), especially statistical quality control (SQC) developed for industry, seems to be applicable to medical care. This paper describes the application of SQC to continual improvement in medical care.

    The Markov Chain approach is used to develop an economic adjustment model of a process whose quality can be affected by a single special cause, resulting in changes of the process mean by incorrect adjustment of the process when it is operating according to its capability. The $\bar{X}$ control chart is thus used to signal the special cause. It is demonstrated that the expressions for the expected cycle time and the expected cycle cost are easier to obtain by the proposed approach than by adopting that in Collani, Saniga and Weigang (1994). Furthermore, this approach would be easily extended to derive the expected cycle cost and the expected cycle time for the case of multiple special causes or multiple control charts. A numerical example illustrates the proposed method and its application.

    The revised ISO9000 family of standards represents a significant improvement on the 1994 version and, if implemented well within organizations, should facilitate the development of effective, process-oriented Quality Management Systems. This paper describes how the International Standardized Testing Organization (ISTO) tests the understanding of ISO9000 : 2000, and presents an analysis of the results of the first examinations held in the UK, USA, Mexico and Hong Kong, in February and March 2001.
