초록
본 연구는 화재를 포함한 각종 재난을 상시 예방하고 재난 발생 시 가장 신속하게 대응할 수 있는 의용소방대의 역할과 중요성이 증대됨에 따라 의용소방대의 개선방안을 모색하고자 한다. 연구를 위하여 의용소방대의 법적, 행정적, 재정적 측면의 현행 제도의 문제점을 분석, 도출한 결과, 첫째, 법적 개선방안으로 의용소방대 임무에 대한 위상 제고, 정원의 탄력적 운영, 교육 및 훈련의 전문성 제고가 개선되어야 한다. 둘째, 행정적 개선방안으로 의용소방대 성격의 재구성, 지역방재 지도자로서의 역할 확대, 의용소방대 선발과정의 전문성 제고, 개인보다는 단체 가입을 통한 의용소방대원의 확충이 필요하다. 셋째, 재정적 개선방안으로는 의용소방대원의 적정한 보수 및 퇴직금 지급, 부상이나 상해 시 보장받을 수 있는 보험 가입을 도입해야 한다.

Third, as a financial improvement plan, it is necessary to introduce appropriate remuneration and severance pay for volunteer firefighters, and insurance to be covered in case of injury or injury.
