Effect Analysis according to the Reduction of Traffic when General Pier and Jasungdae Pier are Re-developed -Focused on the Social Cost Analysis- (일반부두 및 자성대부두 재개발시 통행량 감소에 따른 효과 분석 -사회적 비용분석을 중심으로-)

  • Since the North port in Busan started to operate in general pier (1, 2, central, 3 and 4), the business area had been expanded to Jasungdae, Shinsundae, Gamman zone and so on. However, these zones adjoin the Busan city and have caused problems to both logistics and city activities. The operation of Off-Dock Container Yard (ODCY) is a good representative example due to the limited sphere of Container Yard in this city. It increases logistics costs and causes serious social problems as a result of increasing traffic in the truck roads such as Uam and Chungjang roads. This paper aims to analyze the effects of the reduction in traffic of trunk roads in Chungjan, Uam roads and so on, when General Pier and Jasungdae Pier are Re-developed. The effects of the reduction in social cost from traffic congestion are also analyzed. Finally, we predict and evaluate the effects according to the re-development of two piers, north pier and Jasungdae pier.

On Improving the Productivity of Busan Container Terminal (부산 컨테이너 부두의 효율적인 운영방안에 관하여)

  • Since the middle of 1950's, containerization has been rapidly spread over the world in virtue of great merits providing to interensts, and the fundamental changes in port management and prot operations are resulted. As the container terminal is a complex system which is consisted of various subsystems, the treatment for improving the productivity is required in a comprehensive fashion, both in each of its parts and as an integrated system. This paper aims to make an intensive analysis of the Busan Container Terminal system, especially focusing on its subsystems such as ship operation system, storage system and transfer system. First of all, the intrinsic capacity of various subsystems is calculated and it is checked whether the current operation is being performed effectively through the formal analysis. Secondly, the suggestion is presented to improve the operation by considering the throughput that the port of Busan will have to accept in the near future. The results are as follows; 1) As the inefficiency is due to the imbalance between various subsystems at Busan terminal, transfer equipment level must be up to 31% for straddle carrier and 67% transfer crane above all. 2) The yard capacity must be increased by reducing the free dwell time of containers in order to accept the traffic volume smoothly in the near future. 3) The better way to reduce the port congestion is to change berthing rule from the FIFP to the Pre-allocated system by considering the ship arrival pattern.

  • Container terminals need decisions in the course of daily-24 hour and 365 day - operations, and all these decisions are inter-related. The ultimate goal of Decision Support System is to minimize ship loading/unloading time, resources used to handle the workload, and congestion on the roads inside the terminal. It is also to make the best possible use of the storage space available. Therefore, the necessity of decision support tools are emphasized to enhance the operational efficiency of container shipping terminals more, because of limits and complexity of these decisions. So, in thia paper, we draw evaluation items for Decision Support Systems and suggest optimization strategy of evaluation items which have the greatest influence on Decision Support system, that is, yard stacking allocation, RTGC deployment among blocks, and YT allocation to QCs. We also estimate the efficiency of Decision Support System design by simulation using G2 language, comparing ship loading/unloading time.

On the Analysis of Transportation System in Mokpo Port (목포항 운송시스템의 분석에 관한 연구)

  • Rapid change in the technological environment of marine transportation and the development of the ocean shipping industry have fostered a revolution in the port system. This in turn has caused major changes in the function and use of port in Korea. Aside from this. Mokpo Port, however continues to decline, because the existing port facilities and related subsystem are already obsolete with no chance of regaining operational effectiveness and treatment for proper implementation. Although a few studies have been done on the Mokpo Port, has not been found, any reseach for the analytical approach to the transportation system of it. This paper aims to make an extensive analysis of the physical distribution system in Mokpo Port focusing on the coordination of subsystems such as navigational aids system, quay handling and transfer system, storage system and inland transport system. The base of introduced simulation tool here is the queueing theory. The overall findings are as follows; 1. Among those vessels called at Mokpo Port in 1994, the average size of oceangoing vessels is 4,922.1 G/T, and the domestic is 317.8 G/T. The average arrival interval and service time of the domestic vessels are 6.0 hours and 24.1 hours respectively marking the berth occupation rate over 100%. Those for oceangoing vessels are 34.5 hours, 120.0 hours and 37.2%. In order to maintainin the berth occupation rate to 70% the capacity considering the 1994 of domestic piers must be extended to 145% and oceangoing vessels must be increased to 165% year called. 2. The capacity of approaching channel is enough to handle the total traffic volume. 3. Tugs are sufficiently being provided to handle all ships requiring their services 4. The capacity of storage and inland transportation systems are sufficient to handle the throughput and the yard stroage utilization rate of No.1 $\cdots$ No.5 is 4.5% and No.6 1S 30% of 1993's. 5. The utilization rate of LLc(Level Looping Crane) and PNT(PNeumaTic) are 2.7% and 18.8%, respectively. Practical solution and proposal for improvement of Transportation System in Mokpo Port are as follows; 1. To avoid the congestion in domestic pier introduction of a new port operation system is necessary allowing the domestic vessel to use the oceangoing pier. 2. To establish the port management information system to improve the efficiency of port operation. 3. To build a new storage system for high valued cargos including modernization of the present storage and handling system. 4. To insure the safety of navigation in approaching channel, The Vessel Traffic System including separation scheme is introduced. 5. To interest enormously on public relation to ship owner's association, shippers and consignees by showing that they can save cost and ship turnaround time in order to promote the call to Mokpo Port. At last, to be strategically change the function of Mokpo Port to the Leisure, Fishing & Ferry as well as Maritime port.
