  • U-Eco City is promoted nation-wide by development of recent IT technology, method of effective countermeasure disasters, which real-time wire/wireless communication network, and 3D-Web GIS shall be connected that massive database, intelligent service be perceived. U&V-City is the four-dimensional future city that actualizes an intelligent daily ubiquitous computing service by embodying 3D-Virtual City, the reproduction of real world U-City while using Digital map, satellite image, VRML(Virtual Reality Modeling Language), which are presentation tool to describe city components and by efficiently catch and cope about nature and human disasters while employing EAI(External Authoring Interface) that provides HTML&JAVA, and interface for efficient removal/process of massive information/service and also by employing GPS/LBS/Navigation in support of the world-wide orientation concept, and RTLS(Real Time Location System).

  • The important issue for intra-city truck dispatching system is to measure and store actual travel speeds between customer locations. Travel speeds(and times) in nearly all metropolitan areas change drastically during the day because of congestion in certain parts of the city road network. We propose a back-propagation neural network model to recognize the pattern of intra-city vehicle travel speeds between locations that relieve much burden for the data collection and computer storage requirements. On a real-world study using the travel speed data[1] collected in Seoul, we evaluate performance of neural network model and compare with Park & Song model[2] that employs the least square method.

  • The important issue for intra-city vehicle scheduling is to measure and store actual vehicle travel speeds between customer locations. Travel speeds(and times) in nearly all metropolitan areas change drastically during the day because of congestion in certain parts of the city road network. We propose three models for estimating departure time-dependent travel speeds between locations that relieve much burden for the data collection and computer storage requirements. Two of the three models use a least squares method and the rest one employs a neural network trained with the back-propagation rule. On a real-world study using the travel speed data collected in Seoul, we found out that the neural network model is more accurate than the other two models.

  • Flooding usually brings in disruptions and aggravated congestions to the roadway network. Hence, right information should be provided to road users to avoid the flood-impacted areas and for city officials to recover the network. However, the information about individual link congestion may not be conveyed to roadway users and city officials because too many links are congested at the same time. Therefore, more significant information may be desired, especially in a disastrous situation. This information may include 1) which places to avoid during flooding 2) which places are feasible to drive avoiding flooding. Hence, this paper aims to develop a framework to identify the flood-impacted areas in a roadway network and their criticality. Various impacted clusters and their spatiotemporal properties were identified with field data. From this data, roadway users can reroute their trips, and city officials can take the right actions to recover the affected areas. The information resulting from the developed framework would be significant enough for roadway users and city officials to cope with flooding.

  • This case study takes a look at the hyperlink networks extracted from the websites of 367 international non-governmental organizations (NGOs) with datasets from 2010, 2012 and 2014. The first level of evaluation focuses on connections between the NGOs, identifying important nodes, groups and their relations. The second level takes into account the broad range of networked websites from the World Wide Web delivering insights into general networking patterns. The third level explores the underlying spatial configurations of the network which offers a great variety of geographic insights on information flows between and within continents, countries and cities. The most interesting findings of this study are a low level of interconnectedness between the NGOs and at the same time a strong spatial concentration of all embedded network actors.

  • U-City has been promoted nation-wide by development of recent IT technology. This paper studied the concept of 3D-virtual city in order to realize the current Ubiquitous City(U-City) efficiently, and to manage all the RFID/USN monitoring data in the real U-City. 3D-Virtual City is the concept of the reproduction of real world U-City, for embodying Ubiquitous technology while using Digital map, satellite image, VRML(Virtual Reality Modeling Language). • Recently, landslides frequently happen at a natural slope during period of intensive rainfall. With rapidly increasing population of steep terrain in Korea, landslides have become one of the most significant natural hazards. Thus, it is necessary to protect people from landslides and to minimize the damage of houses, roads and other facilities. To accomplish this goal, many landslide prediction methods have been developed in the world. In this study, a simple landslide prediction system that enables people to escape the endangered area is developed. The system is focused to debris flows which happen frequently during periods of intensive rainfall at steep slopes in Kangwondo. This system is based on the wireless sensor network that is composed of sensor nodes, gateway, and server system. Sensor nodes that are composed of sensing part and communication part are newly developed to detect sensitive ground movement. Sensing part is designed to measure tilt angle and acceleration accurately, and communication part is deployed with Bluetooth (IEEE 802.15. I) module to transmit the data to the gateway. To verify the feasibility of this landslide prediction system, a series of laboratory tests is performed at a small-scale earth slope supplying rainfall by artificial rainfall dropping device. It is found that sensing nodes installed at slope can detect the ground motion when the slope failure starts. It is expected that the landslide prediction system by wireless senor network can provide early warnings when landslides such as debris flow occurs, and can be applied to ubiquitous computing city (U-City) that is characterized by disaster free.

  • It has widely been recognized that the EXPO 2012 Yeosu Korea was a succeeded mega event, according to, at least, the international media's attention and reports. This study analysed and compared the trends of the international media's reports on Yeosu in terms of before, preparing, during, and, after periods of the event, through a semantic network analysis. It was revealed that the images of Yeosu have dramatically been upgraded. The city of Yeosu, before the event, was a small port city of South Korea's southern part of peninsula. The city, after the nomination for the next host city of the exposition, was described to a city who had a full potentiality to host a world exposition, not a southern port city of South Korea. After the event was opened, Yeosu was a city of cutting-edge technology and cultural creativity, who had contributed to solve our humankind's pending ecological problems. Even after the events closed, Yeosu was continuously impressed as a ex-city of world exposition, a hub city of Asia trade, and a center for marine ecological restoration. It was suggested that extended monitoring, differentiated communication strategies, long-term planning, and professionalization of the staffs.

  • At the present stage of the world economic development, a new economic system is being formed, in which non-economic values, in particular environmental and social parameters, have become widespread. A new vision of economic activity is being formed, which acquires the qualities of Smart-economy. The purpose of this paper is reveal the features of managing the development of smart cities as specific entities of the Smart-economy. New functions of economic entities are formed within the framework of the Smart-economy concept, while their role and weight in the localities' activity or formation have changed. Determining that the key trends in the Smart-economy development are such as digitalization, greening, socialization, institutionalization, and urbanization, this is necessary to note that all these trends are most active in the formation of urban ecosystems. These trends are determined by the general population growth and the urban population growth, which requires considerable attention to planning each city's development itself. Such planning could ensure the comfort of living for all its inhabitants, quality, safe, and modern life. The Smart-city's key elements and the intellectualized approach implementation planes to the decision of these or those tasks are definedIt is determined that a new ecosystem of governance is being formed.
