With this view, the establishment of occupational safety culture and the building of occupational communication network stand out as being more important than the past. This study has analysed the positive effects of occupational safety communication on safety consciousness and action of the employees in workplace. And it is confirmed that the occupational safety communication in workplace is the essential mechanism, through which the workers internalize safety consciousness and act safely. The safety consciousness and action of the employees are formed in safety culture, which is not only legal regulations, but a daily communication network in workplace. In these sense, the building of the occupational safety communication network is decisive for the establishment of safety culture. For these reasons, this study makes the proposition that a firm promotion of occupational communication network is necessary, which connects the safety culture and a effective safety management in workplace.

  • The government operates autonomous safety management activities in the regulated safety management in order to prevent industrial accidents. On the other side, companies are promoting safety management in the workplace, such as improving the safety level of the safety system, but the major reason for the accidents is safety ignorance in the event of big accidents. This study aims to improve the safety culture level by analyzing the difference in safety culture among six workplace sites in the manufacture of food products and drawing the improvement point. The main result is as follows. In order to enhance the safety level of the safety system, it is necessary to minimize the number of systems to be implemented, and to strengthen the small safety management activities that workers participate directly in the workforce, and the incentive policy for the promotion of the safety management activities should be coordinated by each group. Due to the high proportion of female workers, the proportion of female workers should be encouraged to actively participate in the safety of women, thereby improving safety culture levels and improving safety awareness through customized safety education. By learning work procedures through theory and practice, the level of safety culture should be increased. Employees voluntary safety participation activities should increase the level of mutual safety culture. Depending on spontaneous safety participation activities, one should promote safety culture enhancement activities by enhancing the safety level of the safety culture and enhance safety culture through safety awareness, and promote safety culture and procedures for improving safety culture.

  • In this study, a systematic survey was employed to investigate managers' awareness on the safety culture project in small- to medium-sized industries. The existing regulatory and technology-oriented disaster prevention strategy has been implemented to reduce industrial accidents within a short timeframe, but it is essential to reduce fundamental accidents as well by improving the organizational safety culture or software elements, such as safety awareness. Questionnaires and interviews were conducted to examine the managers' awareness about safety culture, consisting of 17 questions related to safety consulting and with the participation of 191 executives and safety managers. The results showed a significant difference in the self-pay rate of safety consulting depending on the size of the workplace under evaluation. Based on the results, the safety-consulting business focused on providing differentiated consulting support and realistic improvement plans according to the workplace size. The study concluded that it is possible to reduce fundamental human errors and improve organizations' safety awareness or safety culture by employing safety consulting differentiated by workplace size.

  • Depending on changes in industrial structure, industrial accident preventive measures have been developed in various forms. The focus for prevention of industrial accidents had been changed from part of the hardware to behavior and consciousness of workers. According to the change of focus, Korea's industrial accident preventive measures also has been adjusted to voluntary safety and health considering the safety culture and such attempts of preventive measures has contributed for reducing the accident rate. Safety culture is difficult to access due to the fact that factors that make up the safety culture are comprehensive and varied and there are many of external factors that affect to the safety culture. • Singapore, an island republic of over 5 million inhabitants, has 3.1 million workers. Most are employed in the service, finance and tourist/transport industry. Significant numbers work in manufacturing, construction and heavy industry. Following a series of construction and shipyard accidents with multiple deaths in 2004, the government announced its intention to reduce workplace fatalities from 4.9 to 2.5 per 100,000 by 2015. There was strong political will to achieve this target. The strategic approaches were to build workplace safety and health (WSH) capabilities; implement legislative changes with enforcement; promote benefits of WSH and recognize best practices, and enhance partnership with stakeholders. The anticipated outcomes were to reduce workplace fatality and injury rates; have WSH as an integral part of business; and establish a progressive and pervasive WSH culture. With these measures, the workplace fatality rate declined from 4.9/100,000 in 2004, to 2.2/100,000 in 2010. However, other confounding factors could also account for this decline, and have to be considered. The next target, announced by Singapore's Prime Minister in 2008, is to further reduce the workplace fatality rate to 1.8/100,000 by 2018, and to have "one of the best workplace safety records in the world".

  • The incidence of occupational injuries and diseases associated with industrialization has declined markedly following developments in science and technology, such as engineering controls, protective equipment, safer machinery and processes, and greater adherence to regulations and labor inspections. Although the introduction of health and safety management systems has further decreased the incidence of occupational injuries and diseases, these systems are not effective unless accompanied by a positive safety culture in the workplace. The characteristics of work in the $21^{st}$ century have given rise to new issues related to workers' health, such as new types of work-related disorders, noncommunicable diseases, and inequality in the availability of occupational health services. Overcoming these new and emerging issues requires a culture of prevention at the national level. The present paper addresses: (1) how to change safety cultures in both theory and practice at the level of the workplace; and (2) the role of prevention culture at the national level.

  • Recently in Korean Society, risk and safety has become a central discourse in not only the social and natural science but also political decision making. The efficient organizational management contributes to controlling the risk factors in the workplace. For the management is influenced and improved by the organizational culture, the alternatives more than simply improving the work environment or enforcing the education of safety on each workers are required. This study was the status of safety culture in organizational members(managers and workers, and specialist) including the attitude on the safety atmosphere and risk perception, and experiences, knowledges, motivation etc. For this part, the method of questionnaire and statistical analysis are mobilized. The degree of safety commitment of organization members appears relatively high (3.97 in five scale estimation), but there are variations in this results according to socio-demographic characteristics. At the same time, managers and professionals actively participation in the program related to safety than workers in production/sales. The higher income level and career is the more attention to the safety is. Based on this survey, we make an rough suggestion of several tasks to the policy -makers: improvement of communication on the risk and safety is required and in particular, the workers in the relatively low level in production/sales. The education system about safety which is, with one-side, provided by government or managers turns out to be inefficient. Rather, small group performance of the organizational members which they participate in the communication with interaction in the various discourse are able to provoke the safety mood in workplace.
