This paper traces the drafting of the new EN 1991-1-4 Eurocode 1 - Actions on structures - Part 1-4: General actions - Wind actions within Mandate M/515 of the European Commission to CEN, for the evolution of structural Eurocodes towards their Second Generation. Work of the Project Team started in August 2017 and ended in April 2020, with delivery of a final draft for public enquiry. The revised document contains several modifications with respect to the existing 2005 version, and new sections were added, covering aspect not dealt with in the previous version. It has a renovated structure, with a main text limited in size and containing only fundamental material; all the remaining information, either normative or informative is arranged into thirteen annexes. Common to other Eurocode Parts, general requests from CEN were those of reducing the number of Nationally Determined Parameters and of enhancing the ease of use. More specific requests were those of (a) the drafting of a European design wind map, (b) improving wind models, (c) reviewing force and pressure coefficients, (d) reviewing the procedures for evaluation of the dynamic response, as well as (e) making editorial improvements aimed at a more user friendly document. The author had the privilege to serve as Project Team member for the drafting of the new document, and this paper brings his personal view concerning some general aspects of wind code writing, and some more specific aspects about the particular document.
The concept of Performance objective assessment is extended to wind engineering. This approach applies using the Database-Assisted Design technique, relying on the aerodynamic database provided by the National Institute of Standards and Technology (NIST). A structural model of a low-rise building is analyzed to obtain influence coefficients for internal forces and displacements. Combining these coefficients with time histories of pressure coefficients on the envelope produces time histories of load effects on the structure, for example knee and ridge bending moments, and eave lateral drift. The peak values of such effects are represented by an extreme-value Type I Distribution, which allows the estimation of the gust wind speed leading to the mean hourly extreme loading that cause specific performance objective compromises. Firstly a fully correlated wind field over large tributary areas is assumed and then relaxed to utilize the denser pressure tap data available but with considerably more computational effort. The performance objectives are determined in accordance with the limit state load combinations given in the ASCE 7-16 provisions, particularly the Load and Resistance Factor Design (LRFD) method. The procedure is then repeated for several wind directions and different dominant opening scenarios to determine the cases that produce performance objective criteria. Comparisons with two approaches in ASCE 7 are made.
One of the next frontiers in structural wind engineering is the design of tall buildings using performance-based approaches. Currently, tall buildings are being designed using provisions in the building codes and standards to meet an acceptable level of public safety and serviceability. However, recent studies in wind and earthquake engineering have highlighted the conceptual and practical limitations of the code-oriented design methods. Performance-based wind design (PBWD) is the logical extension of the current wind design approaches to overcome these limitations. Towards the development of PBWD, in this paper, we systematically review the advances made in this field, highlight the research gaps, and provide a basis for future research. Initially, the anatomy of the Wind Loading Chain is presented, in which emphasis was given to the early works of Alan G. Davenport. Next, the current state of practice to design tall buildings for wind load is presented, and its limitations are highlighted. Following this, we critically review the state of development of PBWD. Our review on PBWD covers the existing design frameworks and studies conducted on the nonlinear response of structures under wind loads. Thereafter, to provide a basis for future research, the nonlinear response of simple yielding systems under long-duration turbulent wind loads is studied in two phases. The first phase investigates the issue of damage accumulation in conventional structural systems characterized by elastic-plastic, bilinear, pinching, degrading, and deteriorating hysteretic models. The second phase introduces methods to develop new performance objectives for PBWD based on joint peak and residual deformation demands. In this context, the utility of multi-variate demand modeling using copulas and kernel density estimation techniques is presented. This paper also presents joined fragility curves based on the results of incremental dynamic analysis. Subsequently, the efficiency of tuned mass dampers and self-centering systems in controlling the accumulation of damage in wind-excited structural systems are investigated. The role and the need for explicit modeling of uncertainties in PBWD are also discussed with a case study example. Lastly, two unified PBWD frameworks are proposed by adapting and revisiting the Wind Loading Chain. This paper concludes with a summary and a proposal for future research.
Pre-stressed concrete poles are among the supporting systems used to support transmission lines. It is essential to protect transmission line systems from harsh environmental attacks such as downburst wind events. Typically, these poles are designed to resist synoptic wind loading as current codes do not address high wind events in the form of downbursts. In the current study, the behavior of guyed pre-stressed concrete Transmission lines is studied under downburst loads. To the best of the authors' knowledge, this study is the first investigation to assess the behaviour of guyed pre-stressed concrete poles under downburst events. Due to the localized nature of those events, identifying the critical locations and parameters leading to peak forces on the poles is a challenging task. To overcome this challenge, an in-house built numerical model is developed incorporating the following: (1) a three-dimensional downburst wind field previously developed and validated using computational fluid dynamics simulations; (2) a computationally efficient analytical technique previously developed and validated to predict the non-linear behaviour of the conductors including the effects of the pretension force, sagging, insulator's stiffness and the non-uniform distribution of wind loads, and (3) a non-linear finite element model utilized to simulate the structural behaviour of the guyed pre-stressed concrete pole considering material nonlinearity. A parametric study is conducted by varying the downbursts locations relative to the guyed pole while considering three different span values. The results of this parametric study are utilized to identify critical downburst configurations leading to peak straining actions on the pole and the guys. This is followed by comparing the obtained critical load cases to new load cases proposed to ASCE-74 loading committee. A non-linear failure analysis is then conducted for the three considered guyed pre-stressed concrete transmission line systems to determine the downburst jet velocity at which the pole systems fail.
Electricity is transmitted by transmission lines from the source of production to the distribution system and then to the end users. Failure of a transmission line can lead to devastating economic losses and to negative social consequences resulting from the interruption of electricity. A comprehensive in-house numerical model that combines the data of computational fluid dynamic simulations of tornado wind fields with three dimensional nonlinear structural analysis modelling of the transmission lines (conductors and ground-wire) is used in the current study. Many codes of practice recommend neglecting the tornado forces acting on the conductors and ground-wires because of the complexity in predicting the conductors' response to such loads. As such, real transmission line systems are numerically simulated and then analyzed with and without the inclusion of the lines to assess the effect of tornado loads acting on conductors on the overall response of transmission towers. In addition, the behaviour of the conductors under the most critical tornado configuration is described. The sensitivity of the lines' behaviour to the magnitude of tornado loading, the level of initial sag, the insulator's length, and lines self-weight is investigated. Based on the current study results, a recommendation is made to consider conductors and ground-wires in the analysis and design of transmission towers under the effect of tornado wind loads.

Three-dimensional (3D) computational fluid dynamics (CFD) analysis of flow around a hipped-roof building representative of UK inland conditions are conducted. Unsteady simulations are performed using three variations of the k-ϵ RANS turbulence model namely, the Standard, Realizable, and RNG models, and their predictive capability is measured against current European building standards. External pressure coefficients and wind loading are found through the BS 6399-2:1997 standard (obsolete) and the current European standards (BS EN 1991-1-4:2005 and A1:20101). The current European standard provides a more conservative wind loading estimate compared to its predecessor and the k-ϵ RNG model falls within 15% of the value predicted by the current standard. Surface shear stream-traces and Q-criterion were used to analyze the flow physics for each model. The RNG model predicts immediate flow separation leading to the creation of vortical structures on the hipped-roof along with a larger separation region. It is observed that the Realizable model predicts the side vortex to be a result of both the horseshoe vortex and the flow deflected off it. These model-specific aerodynamic features present the most disparity between building standards at leeward roof locations. Finally, pedestrian comfort and safety criteria are studied where the k-ϵ Standard model predicts the most ideal pedestrian conditions and the Realizable model yields the most conservative levels.
In the past few decades, effects of natural hazards, such as earthquakes and wind, on existing structures have attracted the attention of researchers and designers. More recently, however, the phenomenon of progressive collapse is becoming more recognized in the field of structural engineering. In practice, the phenomenon can result from a number of abnormal loading events, such as bomb explosions, car bombs, accidental fires, accidental blast loadings, natural hazards, faulty design and construction practices, and premeditated terrorist acts. Progressive collapse can result not only in disproportionate structural failure, but also disproportionate loss of life and injuries. This paper provides an up-to-date comprehensive review of this phenomenon and its momentousness in structural engineering communities. The literature reveals that although the phenomenon of progressive collapse of buildings is receiving considerable attention in the professional engineering community, more research work is still needed in this field to develop a new methodology for efficient and inexpensive design to better protect buildings against progressive collapse.
Numerical research on four typical configurations of noise mitigation structures and their characteristics of wind loads are reported in this paper. The turbulence model as well the model parameters, the modeling of the equilibrium atmospheric boundary layer, the mesh discretization etc., were carefully considered in the numerical model to improve the numerical accuracy. Also a numerical validation of one configuration with the wind tunnel test data was made. Through detailed analyses of the wind load characteristics with the inclined part and the wind incidence angle, it was found that the addition of an inclined part to a noise mitigation structure at-grade would affect the mean nett pressure coefficients on the vertical part, and that the extent of this effect depends on the length of the inclined part itself. The magnitudes of the mean nett pressure coefficients for both the vertical part and the inclined part of noise mitigation structure at-grade tended to increase with length of inclined part. Finally, a comparison with the wind load code British/European Standard BS EN 1991-1-4:2005 was made and the envelope of the mean nett pressure coefficients of the noise mitigation structures was given for design purposes. The current research should be helpful to improve current wind codes by providing more reasonable wind pressure coefficients for different configurations of noise mitigation structures.

Offshore wind turbines are considered as a fundamental part to develop substantial, alternative energy sources. In this highly flexible structures, monopiles are usually used as support foundations. Since the monopiles are large diameter (3.5 to 7 m) deep foundations, they result in extremely stiff short monopiles where the slenderness (length to diameter) may range between 5 and 10. Consequently, their elastic deformation patterns under lateral loading differ from those of small diameter monopiles usually employed for supporting structures in offshore oil and gas industry. For this reason, design recommendations (API and DNV) are not appropriate for designing foundations for offshore wind turbine structures as they have been established on the basis of full-scale load tests on long, slender and flexible piles. Furthermore, as these facilities are very sensitive to rotations and dynamic changes in the soil-pile system, the accurate prediction of monopile head displacement and rotation constitutes a design criterion of paramount importance. In this paper, the Fourier Series Aided Finite Element Method (FSAFEM) is employed for the determination of static impedance functions of monopiles for OWT subjected to horizontal force and/or to an overturning moment, where a non-homogeneous soil profile has been considered. On the basis of an extensive parametric study, and in order to address the problem of head stiffness of short monopiles, approximate analytical formulae are obtained for lateral stiffness $K_L$, rotational stiffness $K_R$ and cross coupling stiffness $K_{LR}$ for both rough and smooth interfaces. Theses expressions which depend only on the values of the monopile slenderness $L/D_p$ rather than the relative soil/monopile rigidity $E_p/E_s$ usually found in the offshore platforms designing codes (DNV code for example) have been incorporated in the expressions of the OWT natural frequency of four wind farm sites. Excellent agreement has been found between the computed and the measured natural frequencies.
The physical infrastructure of the power systems, including the high-voltage transmission towers and lines as well as the poles and wires for power distribution at a lower voltage level, is critical for the resilience of the community since the failures or nonfunctioning of these structures could introduce large area power outages under the extreme weather events. In the current engineering practices, single circuit lattice steel towers linked by transmission lines are widely used to form power transmission systems. After years of service and continues interactions with natural and built environment, progressive damages accumulate at various structural details and could gradually change the structural performance. This study is to evaluate the typical existing transmission tower-line system subjected to synoptic winds (atmospheric boundary layer winds). Effects from the possible corrosion penetration on the structural members of the transmission towers and the aerodynamic damping force on the conductors are evaluated. However, corrosion in connections is not included. Meanwhile, corrosion on the structural members is assumed to be evenly distributed. Wind loads are calculated based on the codes used for synoptic winds and the wind tunnel experiments were carried out to obtain the drag coefficients for different panels of the transmission towers as well as for the transmission lines. Sensitivity analysis is carried out based upon the incremental dynamic analysis (IDA) to evaluate the structural capacity of the transmission tower-line system for different corrosion and loading conditions. Meanwhile, extreme value analysis is also performed to further estimate the short-term extreme response of the transmission tower-line system.
