  • The welfare system and the direction of the welfare policy have been unable to escape greatly from the frame of the past against the facts that the external environments of the national economy of the world including Korea have been changing in quick and rapid speed. Such results have caused the issues related with the welfare, economy and society ended in the ideological collision in connection with the goals of the policy, the right agreement between the policies lacked, and the intervention and conflict between the interest group concerning the policy continued. Social policy of Korea in the past had the level of complementing the parts which could not be solved through the growth. Employment creation had been achieved continuously backed up by the high rate of growth. And the low aging level, the young population structure, and the high rate of childbirth had been the structures that made such achievement possible. New economic, social and welfare environment at home and abroad has been requesting new change in welfare policy. Goal of the economic and social policy is to construct the safe economic and social system. And what has been requested has been the formation of the economic and social policy orienting the welfare nation in form of social investment and welfare expansion. Also the direction in strengthening the welfare system of Korea shall have the balance between the protection and activation strength with the necessity of converting to the prevention welfare from the post welfare. Also the public part, market, the 3rd sector and the share of the role of an individual shall be achieved. And what is needed is the achievement of the transfer from the paradigm of residual welfare to the universal welfare. And such improvements of the welfare system will be able to elevate the possible continuity of the system in long term basis through the improvement of the welfare system.

  • Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.

Third, we can find the political implication from this study that welfare policy should be established and operated toward the direction of enhancing equalization effect of welfare system, and minimizing free ride or hampering the will to work, if we intend to improve social welfare officials' awareness of welfare. Fourth, this study presented the need to improve the work system of social welfare officials, through the fact that the shorter their work period is, the lower sense of welfare, duty value and duty efficiency they have. Based on the study results above, we suggest the activation of studies on social welfare officials' awareness of welfare, the need to regularly educate social welfare officials about welfare policy, system and value, the need to improve social welfare officials' positive awareness of welfare and their duty performance through deciding welfare policy toward the direction of enhancing social equality and equalization, and the need to improve social welfare officials' work system.

In addition, the aging population of tenants is on the rise, increasing the group of tenants that are in need of care. The local social community center has entered into the community of permanent affordable housing and takes partial responsibility in the tenant's social welfare. However, social community center is mainly responsible for providing welfare service to its local residents and thus limited in its ability to satisfy welfare service to tenants of permanent affordable housing. Therefore, it is required to renew the existing welfare system to better suit social demands of tenants according to its specific social group and the characteristics of housing complex. This study aims to propose methods that can strengthen welfare service and analyze the characteristics of welfare service by investigating the existing conditions of welfare system for the tenants in permanent affordable housing complex. For this purpose, this study presents with categories of service standards, by breaking down and codifying welfare service and propose applicable mixed-use service in pre-existing permanent affordable housing.

  • The paradigm of the housing policy has been transformed from housing supply to housing welfare, from the policy of housing quantity expansion to the policy of customized housing welfare. The Housing Act was newly enacted to realize the new paradigm of the housing policy. The Act establishes the role of the Housing Welfare Centers in the housing welfare delivery system, but they have some difficulties in doing their role because of limited amount of centers and their manpower. The desirable and efficient model of housing welfare delivery system, therefore, is that the demand of housing welfare is discovered on local base, and that demanders can be provided housing welfare service connected to local governments or neighborhood housing welfare centers. To do so local communities should be established and activated, and the needs of housing welfare service also be discovered. This study is a exploratory one on communities' role in housing welfare delivery system in spite of some limitations based on existing theories and studies, and is significant as a new trial.

  • This study aims to analyze fundamental dilemmas of welfare-to-work programs, which aim to introduce labor market principles to the welfare system. Through a qualitative case study of a South Korean welfare-to-work program (the self-sufficiency program), this study demonstrates that various institutional problems are an inevitable consequence of such welfare-to-work programs because they have tried to combine two contradictory values and principles of the labor market system and the social welfare system in one policy. The analysis of the collisions between social welfare and market labor in the self-sufficiency program suggests that not only institutional reforms, but also profound debates on the values and principles underlying welfare-to-work programs are necessary to solve the phenomenal conflicts and problems with such programs.
