본 연구는 1996년 미국 복지개혁의 성과와 한계를 분석하고 미국의 경험이 우리나라의 공공부조정책에 줄 수 있는 함의를 모색하고자 아는데 그 목적이 있다. 저소득층의 복지의존성을 줄이고 노동을 통한 자립을 강조하는 미국의 복지개혁은 공공부조의 수급기간을 제안하고 근로조건부를 강화하며 노동활동을 장려하는 여러 가지 강력한 조치들을 포함하고 있다. 때마침 이루어진 거시경제의 유례없는 호조에 힘입어 복지개혁은 공공부조 수급자의 획기적인 감소, 저소득편모가구의 노동활동 증가, 그리고 아동빈곤의 감소 등 몇 가지 긍정적인 변화를 이룩하였다. 그러나 저임금과 불안정안 고용지위로 인해 많은 공공부조 수급탈피자들이 실업의 위엄에 크게 노출되어 있는 가운데 여전히 빈곤상태에 놓여 있다. 특히, 노동활동을 강제하는 조치에도 불구하고 상당수의 저소득편모가구는 노동시장 진입을 가로막는 다양한 장애요인으로 인해 취업에 심각한 어려움을 겪고 있다. 저소득가구에 대한 소득보장과 자활의 성취라는 다소 상충되기도 하는 목표를 달성하기 위해서는 개개인이 처한 상환에 대한 세밀한 평가를 통해 노동활동 가능성을 종합적으로 판단하고 이를 바탕으로 개별적이고 포괄적인 공공부조 서비스가 제공되어야 할 것이다. 이러한 미국의 경험은 자활조건부 기초생활보장 수급을 도입한 지 얼마 되지 않은 우리나라의 공공부조정책에 유용한 함의를 줄 수 있을 것이다.

This study explicitly identifies the main values that rural welfare recipients reveal when they talk about their experiences with welfare and welfare reform. An inductive analysis of values is conducted using interview data from 49 current and former recipients of Temporary Assistance for Needy Families (TANF) residing in the states of Massachusetts, Maryland, Minnesota, and New York. Seven main values that emerge from the data are self-esteem, autonomy, uniqueness, advancement, security, independence, and fairness. Purpose: many domestic welfare programs use the amount of health insurance premiums as a way of measuring individuals' income levels for administrative convenience. As health insurance reform has been made, we examines the income level is still appropriately measured by the health insurance premiums for the employment success package as one of domestic welfare program. Methodology/Approach: we investigate whether the upper limit of the premiums of the self-employed health insured is appropriate or not after healthcare reform, which currently calculated by multiplying the insurance premium of the employee based insured by the adjustment factor (1.2). Findings: we examined appropriateness of the adjustment factors by comparing the premiums before and after the healthcare reform by utilizing the national health insurance data as well as Korea Welfare panel data. We found that the new value of adjustment factor (1.0~1.1) is smaller than the current one (1.2). Practical Implications: to improve the equity between the employee and the self-employed insured after the health insurance reform, the adjustment factor should be lower.

체제의 전환은 정책의 변화나 정부의 교체보다는 덜 자주 발생한다. 사회경제 연합, 정치경제 제도, 공공정책의 양상이라는 체제를 구성하는 세 가지 요소 모두의 변화가 이루어질 때 체제의 전환은 가능하다. 이 연구는 한국 생활보장체제의 전환 가능성이 상당히 높은 지금의 시점에서 필요한 과제를 모색하는 것을 목적으로 한다. 이를 위해 2절에서는 한국 생활보장체제의 전개과정과 특성을 필자의 선행연구들에서 주장한 '개발국가형 생활보장체제'의 관점에서 살펴보았다. 3절에서는 한국 생활보장체제의 전환을 위해 필요하다고 생각하는 3가지의 과제를 제시하였는데, 그것은 정치제도의 개혁, 재정지출 구조의 개혁, 그리고 비공식 취업의 축소 등이다. 이러한 과제들은 사회경제 연합의 변화와 새로운 정치경제 제도의 등장을 요구한다는 점에서 체제전환과 관련한 정책적 과제이다. 한편, 4절에서는 한국 사회복지의 새판 짜기와 관련하여 우리 학문 공동체에 붙여보고 싶은 두 가지의 토론거리를 결론을 대신하여 제기하였다.

본 논문은 조세제도의 개편이 (기존의 세수를 유지하는) 경제 및 효용에 미치는 영향에 대해 소국경제를 위한 동적 일반균형모델을 한국경제에 적용하여 분석한다. 여러 가지의 조세제도 개편의 효과를 분석하는데, 특히 기업의 법인세나 가계의 근로소득세를 소비세(부가가치세)로 대체하는 경우 단기 및 장기적으로 어떠한 효과가 있는가를 살펴본다. 모델의 결과에 따르면 이같은 세제개편은 대체로 경제 전체의 효용을 1~3% 정도 증가시킨다. 단기적으로는 경제가 나빠지지만 장기적인 이익이 단기적인 효용감소를 능가한다. 하지만, 기업의 법인세를 낮추고 이를 가계의 근로소득세로 대체할 경우, 경제 전체의 효용은 낮아진다.

In 1981, Chile has fundamentally reformed the public pension system from the pay-as-you-go system (PAYGs) to the full funding defined contribution system managed by the private funding companies. The Chilean privatization reform influenced not only the neighbor South American countries but also the advanced countries. The United Kingdom contracted out the state earning related pension system. Australia and Sweden recently introduced the private investment accounts system. And now the hot debates on the privatization of the social security pension is going on in the United States of America. This wind of privatizing the public pension system is being backed up by the New Liberalism, the nowadays' strongest ideology. Besides, the theoretical and idealogical debate between the World Bank and the ILO/ISSA was happened in the middle of 1990s. The World Bank, the supporter of the international financial capital, insisted the introducing of the full funding individual accounts system and the abolition of the existing PAYGs. The ILO/ISSA apposed the World Bank's policies and advocated the moderate reform of the PAYGs. In this paper, I reviewed the Chilean reform, the World Bank's report and the opposing argument of the ILO/ISSA against it, and analysed the core issues of the two sides. Also, I tried to present the suggestions to the Korean public pension systems. Through the discussing the debate, we made certain of the importance of the basic issues in the social security system like equity vs. adequacy, inter-generational redistribution vs. intra-generational redistribution and welfare vs. economy, once again.

Because of their international importance, 'the Welfare Reforms' of the Thatcher government as well as Thatcherism were studied so much, and analysed so deeply. However, the existing studies mainly focused the institutional changes of the welfare state themselves and cynically criticized the decline of it. And, there is no study explained the Thatcher's reform as the changed balance of the British class strength. This means that the nature of the Thatcher's welfare reform is not scientifically clarified yet. So, I tried to examine this one again. For the purpose, I reviewed the nature of Thatcherism, described the changed welfare state, and analysed the result of the polling, the power dynamics of the Labour Party, the changed attitude of the Labour Party and the working class to the welfare state and Keynesianism, and the political attack of the Thatcher government on the working class and their response to it.

In era of lowbirth, aging population, low growth and social polarization, the effective welfare delivery systems are taking on added significance than past years. Public housing welfare resources, such as public rental housing, housing voucher, affordable housing loan, are more diversified and expanded. These programs could work effectively by the comprehensive interlink and community based delivery system. From the standpoint of recipients, how effectively the substantial benefits of welfare resources being delivered to each individual is more important than how much welfare resources being produced totally. This study aimed to explore the reform of public housing welfare delivery system. For this purpose, diagnosed the current states and key issues related to public delivery system, and analyzed what kinds of housing welfare services should be strengthened, and finally suggested the collaboration among the public sectors (local government, LH, HUG, HF etc.) and the partnership with non-profit organizations. Main research implications are as follows. The main housing welfare services which could be categorized as the housing welfare center's role are advice & information offering, several public resources interlink and accessibility improvement, community based network construction, etc. And the most important key for successful delivery system reorganization is the collaborative operation of the public sectors and local government, non-profit organizations.
