A Study of the Welfare Mix in Korea (한국의 복지혼합에 관한 연구)

  • In order to understand the provision of social welfare in Korea, this study puts forward a method to measure and tracks the welfare mix, and applies the method to Korea. This is the goal of this study, which is in three parts. First, I critically review the concept of welfare pluralism and develop the welfare mix model, Second, I present a methodology and technique for measuring and systematically comparing the components of the welfare mix. Third, I examine the roles of five welfare providers including state, market, non-profit organization, enterprise and family in the welfare mix of Korea. This study argues that the welfare mix in Korea has some characteristics of 'residual state, expanded market, negligible voluntary sector, and protective family'. The state in Korea has played a relatively little role in the provision of social welfare, enforcing most Koreans being with a meagre social protection. Thus, most of the 'left' needs for social welfare has to be met in the private sector composed of market and enterprises. In addition, in a situation that self/mutual help through family or community is encouraged, the family has played an important role in the welfare mix. But the role of voluntary sector in the welfare mix has remained negligible. Consequently, the characteristics of the welfare mix in Korea can be best described by a welfare society rather than a welfare state.

The Welfare Mix Structure in Korea: an Expenditure Study of 2000 (한국 복지혼합의 구조: 2000년도 지출추계를 중심으로)

  • The purpose of this article is to analyse the expenditure structure of the welfare mix; in order to grasp the holistic feature of the Korean social welfare. Most of all, the article attempts to elaborate the estimation methods of social welfare expenditure by including the components from which has been excluded so far - indirect tax expenditure of the government, nursery payments of households, life insurance pay-outs for survivors, inter-household private income transfers and the value of caring work of the family. In so doing, the article estimates that the total social welfare expenditure including state, enterprise, market, NPOs and family reached at 24.7% of GDP in 2000, which is approximately 2.5 times more than public social welfare expenditure. It implies that non-state, private sectors dominates the structure of social welfare provisions in Korea. In addition, based on the analyses of the expenditure structure, the article defines the main feature of Korea's welfare mix as the 'mixed structure of the welfare mix dominated by the protective family', or 'expanded public sector, relatively limited market, and protective family'. Such a family-dominated welfare mix structure in Korea indicates that the fundamental source of solidarity of the Korean social welfare system is family and, therefore, the welfare regime of Korea can be classified as 'Conservative'.

  • This study aims to speculate the development of sponsors of social welfare facilities through marketing mix. This is the time when the logics of economy is applied for the area of social welfare. Since July 2008 when the long-term care insurance system for the elderly executed, a number of social welfare facilities which depend on governmental budget have competed for various resources, but most of them have still had serious financial difficulties. As a supplementary method to overcome the financial problem, we have to develop how to excavate and manage sponsors who fit for conditions of the facilities to secure financial resources. To develop sponsors of social welfare facilities through marketing mix in this aspect, this study is to present strategic methods for sponsor development in seven factors developed by Fine(1992): product, price, promotion, place, producer, purchaser, and probing.

The Changes of Social Welfare Services in Korea - Analyzing the Changing Relationship between Actors - (한국 사회복지서비스의 변화 - 행위자간 관계의 분석 -)

  • This paper aims to analyse the recent changes in social welfare services from a relational perspective. Discourses of the privatization of welfare state, the welfare mix approach, and consumerism have provided frames for interpreting the changes in social services in Korea. The nature of social welfare services, being a "relational goods" requires its focus to be in its relational aspects: the relation between service user and service practitioner; the relation between service user and provider; the relation between service user and government; the relation between service practitioner and provider; the relation between service practitioner and government; and the relation between service provider and government. Analysis of such relations will explore their transformation toward formalness and equality in social welfare services. In conclude, the study reveals a process of modernization, defined as a transition from informal relations to formal contractual relations, based on one's rights, responsibilities and obligations. Previous relations, of paternalistic, arbitrary and hierarchical characteristics, can be seen as being substituted by more formal, institutionalized and equalized relations. In terms of service purchasing contract between service user and service provider and employment contract between service provider and service worker are recognized with the latter characteristics. This relational analysis leads a discussion concerning the creation of institutional basis of one's rights and responsibilities in the fields of social welfare services in Korea.

Comparative Study on Old-age Income Mix and Poverty Reduction Effects of Income transfer System for the Elderly (노후소득의 혼합구성과 이전소득의 빈곤감소효과에 관한 국제비교연구)

  • The study aims to analyse whether Korea and Taiwan have reduced the elderly poverty effectively through income transfer system in a comparative perspective. It covers 12 Western welfare states and 2 East Asian welfare states(korea and Taiwan). Utilising Luxembourg Income Study(LIS) datasets, empirical analyses focus on old-age income mix and poverty reduction effects of income transfer. Major findings are as follows. Frist, whilst public transfer income takes a major part in old-age income mix in Western welfare states, Korea and Taiwan reveal genuine mixed states - i.e., the relative proportion of private transfers and market income are high. Secondly, public transfers have effectively reduced the old-age poverty in Western welfare state. However, thirdly, those effects are still limited in Korea and Taiwan. Rather, the poverty reduction effects of private transfers are relatively high. Based on the empirical findings, the study suggests future research agendas and policy implications.

A Comparative Study on Productive Welfare in the Three Worlds of Welfare Capitalism (세 가지 복지자본주의에서의 생산적 복지, 그 성적표 : 복지국가의 경제적 효과와 평등달성의 차이에 관한 체제론적 비교연구)

  • In general, every welfare state is to be productive. If not, the welfare state itself cannot be sustainable because resource for the development of welfare only comes from a sound level of economic development However, how to mix welfare and production differs from country to country. This article tackles this phenomenon as a starting point. Granted, contemporary studies of comparative welfare state often starts from the theory of welfare regime which has been suggested by Esping-Andersen. This article also regards the framework as an analytic tool to elaborate upon the concept of productive welfare and to categorize different types of conception of productive welfare. In liberal regime, the concept is so narrowly interpreted that they emphasize micro-efficiency of specific welfare programs. On the contrary, the other two regime types recognize the concept of productive welfare as relatively wide. Therefore, conservative and social democratic regimes underscore macro-efficiency of the welfare state as a whole. Empirical analyses of this article explores each regime's success and failure in terms of achieving fundamental goals of the welfare state, i.e. economic development and enhancement of equality. A series of evidence show that liberal regime fails in achieving both goals, while the other two regimes seem to be relatively successful. In conclusion, it may be pointed out that current tendency of neo-liberalism and anti-welfarism in Korea should be overcome, which must be the prime task of social welfare academia of this country.

  • This paper presents the economic impact of consumer participation in Real-Time Pricing (RTP). A computer model was developed to analyze the impact of real-time pricing on the average price, electricity sales, and the social welfare. Four revenue reconciliation alternative were introduced to illustrate the effect of RTP. Finally a case study was done to analyze the consequent impact of the dynamic load profile on the long-term fuel mix, and the results were compared with those of $5^{th}$ national power development plan.

The Perception of Corporate Management Experts on Corporate Counseling A Study on Marketing Mix for Revitalization (기업상담에 대한 기업경영 전문가의 인식과 활성화를 위한 마케팅믹스 연구)

  • Many companies are operating and introducing the research results that corporate counseling contributes to corporate profits and improves the effective welfare of workers. This study was conducted targeting business management experts. As a research question, first, is there a difference in perception among business management experts about business counseling? Second, what is an important marketing 7P mix for revitalizing corporate counseling? Third, there will be differences in the importance of the 7P mix for marketing among business management experts. The results of the quantitative study are as follows. First, business management experts had a positive perception about the intention and necessity of corporate counseling, and marketing was higher than production management by field. The consultation model prefers an external model, and medium-sized enterprises and small and medium-sized enterprises are selected as target companies, and service and manufacturing industries are selected as target industries. The topics are recognized as interpersonal relationships and job stress. Second, price mix, product mix, people mix, and process mix are recognized as important marketing mixes, but companies consider the price mix the most important. Third, there was a difference between corporate management experts in the promotion mix and process, and marketing recognized the promotion mix as important and the process mix was important for financial management. However, there is no difference in the mixes by field except for this, so it can be said that the perception of the marketing mix is similar. Through this study, it is meaningful to present the implications of the marketing mix for awareness and activation of corporate counseling from the corporate point of view.

Mutagenicity of River Water of Nakdong River Estuary in Korea (낙동강 하구수의 변이원성에 대한 연구)

  • The mutagenicity of the river water of Nakdong river estuary was determined by Ames test using the blue rayon suspension method. Samples were collected from 10 sites in the estuary once in each season of 1998. The samples collected from the sites where industrial waste discharge on May were mutagenic, but the other samples were not mutagenic. The sample collected from the site 1 located near the industrial area (Hadan-dong) were highly mutagenic in the TA98 with (+S9) and without (-S9) mix as well as in the TA100 with (+S9) and without (-S9) S9 mix, suggesting that the river water of this site is polluted by direct and indirect mutagens of frame-shift type as well as direct and indirect mutagens of base-replacement type. The positive mutagenicity, although relatively low, was also detected in TA98 with (+S9) and without (-S9) S9 mix in the extract of the site 4 near the industrial area(Jangrim-dong), suggesting that the primary mutation type is frame-shift. The negative mutagenicity from July to December at the sites (1-4) near the industrial area seems to be affected by the low economic growth rate in 1998 in Korea. On the other hand, the negative mutagenicity in all extracts collected from the sites 5-10 near the residential area where living sewage discharge, suggests that the river water was not polluted by mutagens.
