우리나라 발달장애인의 시설입소율은 다른 장애유형에 매우 높은 편이다. 따라서 발달장애인의 지역사회 삶을 지원하는 '커뮤니티 케어'는 다른 장애유형에 비해 매우 중요하다. 하지만 우리나라는 장애가족이 돌봄의 주체가 되어 부양부담을 호소하고 있다. 본 연구는 일본의 발달장애인의 지역사회 자립지원에 대한 기관방문과 인터뷰를 통해 실천사례를 분석하였다. 연구결과 일본 발달장애인의 지역사회로의 전환은 그룹홈을 중심으로 이루어지고 있었다. 민간은 그룹홈에서 중증장애인까지도 지역사회 생활이 가능하도록 지원하고 있으며, 삿포르시청은 고령부모의 발달장애인 돌봄문제 해결을 위한 민간연계를 진행하고 있었다. 이에 우리나라의 정책적 제언으로 그룹홈 확대와 장애인 거주시설의 기능전환, 고령부모의 장애인 돌봄 문제 대처, 청장년 독거인의 실태조사로 예방적 서비스의 제공을 제언한다. 실천적 제언으로는 자립을 위한 일상생활 능력향상을 위한 그림 등의 교육교재 개발과 보급, 자립생활을 위한 직업훈련에서 충분한 인력과 시설 확충, 성인 발달장애인과 보호자를 위한 쉼터 운영이 필요할 것이다.

장애인구의 고령화나 일차장애의 특성 및 사회환경적인 장애억압과 스트레스로 인해 장애인의 이차적 건강상태는 더욱 취약하다. 이에 본 연구에서는 장애인의 이차장애 경험이 어떠하며, 이차장애 발생시 어떻게 대응하였는지 살펴보고자 하였다. 총 13인의 이차장애를 가지고 있는 중증장애인을 초점집단면접하였으며, 현상학적 연구방법을 적용하여 분석하였다. 분석결과, 장애인들은 노화와 일차장애의 경험의 변주, 일차장애 관리문제와 생활사고, 장애와 건강에 대한 노동시장의 몰이해, 이차장애 위험에 대한 이해 및 예방부족 속에서 이차장애 발생을 경험하고 있었다. 이에 대한 대응으로, 장애인은 몸과 일, 몸과 학업사이에서 양자택일을 하거나, 개인차원에서 이차장애 악화를 예방하고자 애쓰거나, 병원 출입을 계속해나가거나 건강을 최우선으로 하는 삶을 선택하는 등 삶의 조율을 끊임없이 해나가고 있었다. 이차장애를 경험하면서 장애인들은 생의 위협을 경험하고, 삶을 끝까지 견디고 싸워내야 하는 것으로 인식하기도 하였고, 장애인과 비장애인의 다름을 인정하고, 이차장애를 겪어내야 하는 삶에 초연해지기도 하였으며, 사회제도적 지원을 요청하기도 하였다. 본 연구 결과를 바탕으로 의료적 차원의 방안, 노동시장에서의 제도적 지원 방안, 사회복지 실천상의 지원방안에 대하여 논의하였다.

The purpose of this study was to empirically analyze the effect of gender perception on the life satisfaction of people with developmental disabilities. Based on the results, it was intended to suggest practical measures to improve the developmentally disabled's awareness of their gender and quality of life. To achieve the purpose of the study, a survey was conducted with a significant sample of people with developmental disabilities aged 30 or older in Ulsan City. It was done. Of the collected questionnaires, 58 copies were used as final analysis data, excluding unfaithful responses. The collected data were factor analysis, reliability analysis, frequency analysis, Pearson correlation analysis, t/F-test, and regression analysis using SPSS 20.0 It was implemented. Based on the analysis results, the development of gender education programs for people with developmental disabilities to provide knowledge and information about gender and developmental disabilities. It suggested establishing experts and counseling institutions dedicated to gender and implementing and promoting social education for the general public.

이 연구는 발달장애인의 자립을 위한 개념적 모델로서 지원생활모델을 소개하고, 이의 한국 장애인복지에의 적용가능성을 탐색하고 함의를 도출하고자 한 것이다. 이를 위해 지원생활모델의 개념 및 그 의미, 원칙을 살펴보고, 이 모델이 먼저 도입된 서구 서비스 현장에서 보고된 지원생활에 대한 잘못된 인식을 함께 다룸으로써 이에 대한 정확한 이해를 돕고자 하였다. 또한 지원생활모델이 발달장애인 자립에 적용되는 실제를 이해하기 위하여 영국의 지원생활네트워크와 호주의 지원생활유형을 살펴보았다. 이와 함께 영국과 호주에서 개발 사용되고 있는 지원생활 매뉴얼을 살펴보고, 이에 나타난 지원생활 실천의 핵심요소를 도출하였다. 이를 통해 이 연구는 발달장애인의 자립에 대한 개념적 모델로서 지원생활모델의 중요성을 제시하였으며, 제도적, 기관, 이용자 차원에서의 향후 적용방안을 논의하고 있다. 이 연구는 발달장애인의 자립에 대한 가능성과 함의를 논의한 연구로서, 향후 관련분야의 기초자료로서 기여할 것이다.

Patients with acute respiratory diseases, such as Middle East Respiratory Syndrome (MERS) due to COVID-19, must wear masks, protective clothing, face shields, and gloves to prevent infection during treatment and performance. Even if it is applied to disabled people, families who protect them are severely mentally tired from severe physical fatigue and stress from exposure to high-risk infectious diseases. As such, the spread of infectious diseases such as respiratory diseases has not only caused difficulties in using existing welfare and medical services but also caused various problems throughout the daily life of disabled people due to the prolonged infectious disease, and its scope is gradually expanding. Therefore, it should not be overlooked that disabled people may experience various difficulties, from the spread of infectious diseases such as respiratory diseases to isolation, diagnosis, and treatment, and it is time to actively assess the life changes felt by families caring for disabled people and consider and research to provide adequate services. According to the survey of disabled people is being conducted in the context of the spread of infectious diseases such as respiratory diseases, while research on the spread of infectious diseases such as respiratory diseases is rare for parents with disabilities. There is a need for additional investigation into the characteristics in other areas of everyday life, including the health field, which is deteriorating through prior research. Therefore, through this survey, the purpose of this study is to investigate the life changes of parents with disabilities in the context of the spread of infectious diseases such as respiratory diseases and to compare and analyze them to find out how parents were affected by each type of disability. It will be used as evidence to identify more necessary needs and problems for parents with disabilities in the spread of infectious diseases such as respiratory diseases and to provide more appropriate health care and welfare services in the future.

이 연구는 장애인복지관 종사자의 성장욕구가 고객지향성에 미치는 영향과 이에 대한 참여적 의사결정의 매개효과를 검증하는 것을 목적으로 수행되었다. 연구 목적을 달성하기 위해 전국 장애인복지관 종사자를 대상으로 설문조사를 실시하였으며, 최종적으로 총 847부의 설문지를 분석하였다. 참여적 의사결정의 매개효과를 확인하기 위해 Baron과 Kenny가 제시한 3단계 위계적 회귀분석을 진행하였으며, 주요 분석결과는 다음과 같다. 첫째, 성장욕구는 고객지향성에 긍정적인 영향을 미쳤다. 둘째, 참여적 의사결정은 성장욕구와 고객지향성 간의 관계를 매개하였다. 이러한 연구결과를 바탕으로 장애인복지관 종사자의 고객지향성 제고를 위해 개인적인 차원과 조직적인 측면에서의 방안을 제언하였다.

본 연구에서는 장애인근로사업장 발달장애인의 일과 복지서비스 경험을 질적 사례연구방법을 통해 심층적으로 고찰하고자 하였다. 이러한 연구목적을 달성하기 위하여 국내 G장애인근로사업장내 발달장애인 8명을 대상으로 반구조화된 질문을 활용하여 심층 인터뷰하였으며, 이를 토대로 사례 내 분석과 사례 간 분석을 실시하였다. 또한, 장애인근로사업장의 일과 복지서비스와 관련된 문서자료, 현장관찰, 문헌 검토 등을 실시하고 분석하여 이들의 상호작용을 고찰하였다. 연구결과, 장애인근로사업장 발달장애인의 일과 복지서비스 경험은 총 10개의 구성요소와 22개의 하위구성요소로 도출되었으며, 이를 통해 장애인근로사업장 발달장애인의 일과 복지서비스 경험의 본질은 총 5개로 도출되었다. 장애인근로사업장에서 근무하는 발달장애인의 일과 복지서비스 경험의 본질은 경제적 자립의 안정과 자부심, 일 자체의 즐거움과 책임감, 사회 속에 정규직이라는 성취감, 직장 내 사람들의 인정 및 지지적 교류, 복지지원 및 참여확대에 대한 기대 등으로 나타났다. 본 연구의 결과를 토대로 장애인근로사업장 발달장애인을 위한 일과 복지서비스 지원의 국내 직업재활 정책적 방향과 함의를 제언하였다.

This paper concerns with the application of e-based education methodology for people with disabilities targeting to empower them. Instead of the classic educational support such as extended time to take exams, a reader and/or scribe to assist with exams and note taking services, we suggest the use of new pedagogy-the science of educations integrating the state-of-the art. In this paper, we introduce the definition of disabilities for the people who does not fully understand what they means, first, and then possible implementing tools which can empower them with accomplishments. Most of the research in the field of pedagogy has tended to concentrate on the behavioral aspects of instructional sciences. Therefore we would like to point out that we concentrate on the aspects of instructional science particularly related with people with disabilities.

본 연구는 정신장애인이 취업의 전 과정을 통해 어떤 경험을 하게 되며, 어떻게 자신의 역할을 가치화하고 궁극적으로 사회통합과정에 진입해 나가는지 심층적으로 이해하고자 하였다. 특정 현상의 본질적 모습을 참여자들의 삶과 연결하여 보다 생생하고 풍부하게 이해하기 위하여 현상학적 연구방법을 활용하였으며, Colaizzi의 분석방법을 통해 고유경험을 깊이 있게 기술하였다. 정신장애인의 취업경험에 관한 분석과 반성적 고찰을 통해 6가지의 주제묶음을 도출하였다. '좁은 문을 비집고 들어가기', '낯선 무대 위에 올려지기', '빠른 세상 속에 헛돌기', '버텨내기', '평범한 삶에 포개지기', '내 한계를 인정하며 한발 더 내딛기'이다. 참여자는 직업세계의 편견과 차별, 스스로의 기능적 제한을 경험하면서 사회적으로 성장하였고, 이를 통해 내재화된 환자역할에서 벗어나는 힘이 생기고, '장애'보다는 자신의 '능력과 노력'에 초점을 두어 자아를 통합하였다. 참여자들은 취업이 주는 정당한 고통이 자신이 지향하는 삶의 일부로 의미화하고, 한발 더 내딛어 세상에 합류하고자 하는 경험을 하였다. 본 연구는 이러한 연구결과를 통해 정신장애인의 취업지원을 위한 실천적 개입방향을 제시하였다.

On September 12, 2018, President Jae-In Moon announced the Comprehensive Plan for Lifelong Care for People with Developmental Disabilities, with representatives from the associated government branches (Ministry of Health and Welfare, Ministry of Education, and Ministry of Employment and Labor) in attendance. The goals of this plan are to provide health, medical, rehabilitative, special education, and social welfare services according to the life-stages of the affected individuals; to reduce parental pressure; to promote social interventions; and to enhance community-level participation in order to create a 'welfare society in harmony.' However, in order for the plan to succeed, additional efforts must be made in the following areas. First, an epidemiological survey is needed to understand the scale, prevalence, and incidence of developmental disabilities and to establish an evidence base to support policy development. Second, accurate definitions of developmental disabilities must be established in order to avoid policy discrimination based on impairment type and age. Third, personal evaluations to assess disabled individuals' unmet needs and customized service designs to deliver those needs are required. Fourth, the plan must fulfill the goals of accessibility and fairness that the government intends to provide. Fifth, the government should consider an integrated financial support system and to propose a detailed plan for monetary distributions. Finally, an integrated system that links health, medical, employment, educational, and welfare services must be constructed.
