A Study on Aircraft-Target Assignment Problem in Consideration of Deconfliction (최적화와 분할 방법을 이용한 항공기 표적 할당 연구)

  • This paper investigates an aircraft-target assignment problem in consideration of deconfliction. The aircraft-target assignment problem is the problem to assign available aircrafts and weapons to targets that should be attacked, where the objective function is to minimize the total expected damage of aircrafts. Deconfliction is the way of dividing airspaces for aircraft flight to ensure the safety while performing the mission. In this paper, mixed integer programming model is suggested, where it considers deconfliction between aircrafts. However, the suggested MIP model is non-linear and limited to get solution for large size problem. The 2-phase decomposition model is suggested for efficiency and computation, where in the first phase target area is divided into sectors for deconfliction and in the second phase aircrafts and weapons are assigned to given targets for minimizing expected damage of aircraft. The proposed decomposition model shows outperforms the model developed for comparison in the computational experiment.

Stochastic Weapon Target Assignment Problem under Uncertainty in Targeting Accuracy (명중률의 불확실성을 고려한 추계학적 무장-표적 할당 문제)

  • We consider a model that minimizes the total cost incurred by assigning available weapons to existing targets in order to reduce enemy threats, which is called the weapon target assignment problem (WTAP). This study addresses the stochastic versions of WTAP, in which data, such as the probability of destroying a target, are given randomly (i.e., data are identified with certain probability distributions). For each type of random data or parameter, we provide a stochastic optimization model on the basis of the expected value or scenario enumeration. In particular, when the probabilities of destroying targets depending on weapons are stochastic, we present a stochastic programming formulation with a simple recourse. We show that the stochastic model can be transformed into a deterministic equivalent mixed integer programming model under a certain discrete probability distribution of randomness. We solve the stochastic model to obtain an optimal solution via the mixed integer programming model and compare this solution with that of the deterministic model.

The Threat of AI and Our Response: The AI Charter of Ethics in South Korea

  • Changes in our lives due to Artificial Intelligence (AI) are currently ongoing, and there is little refutation of the effectiveness of AI. However, there have been active discussions to minimize the side effects of AI and use it responsibly, and publishing the AI Charter of Ethics (AICE) is one result of it. This study examines how our society is responding to threats from AI that may emerge in the future by examining various AIECs in the Republic of Korea. First, we summarize seven AI threats and classify these into three categories: AI's value judgment, malicious use of AI, and human alienation. Second, from Korea's seven AICEs, we draw fourteen topics based on three categories: protection of social values, AI control, and fostering digital citizenship. Finally, we review them based on the seven AI threats to evaluate any gaps between the threats and our responses. The analysis indicates that Korea has not yet been able to properly respond to the threat of AI's usurpation of human occupations (jobs). In addition, although Korea's AICEs present appropriate responses to lethal AI weapons, these provisions will be difficult to realize because the competition for AI weapons among military powers is intensifying.

  • Security environment we face in the Korean Peninsula is unexpectable. Tensions between Seoul and Pyeongyang and its threats are continuously evolving. Kim Jung Un will keep on conducting provocations and DPRK's isolation will result uncertainty to their objective and intention. KPA is centered on ground forces with conventional weapons but they possess modernized missiles and nuclear capabilities. What's more concerning is that North Korea continuously pursue and develop nuclear weapons and missile capabilities. Pursuing defense reform is inevitable for the ROK to deal adequately against the security threats posed by the North and to prepare for the environment of future warfare. If we are satisfied with the current capabilities then our military capabilities and security status will retrogress. We have to reorganize our units to make a small but FMC, smart military organization. Organization analysis is an urgent issue for reorganizing units. However, it isn't an easy task to reform an organization. There are vague parts for analysis and strong resistance from the people within the organization. Therefore should not focus on the reduction of people and the organization. Organization reform should be done with the acknowledgement of most of the personnel and should focus on the task and its method. These should be reflected to the organization analysis.

Comparison of North Korea's Military Strategy before and after Nuclear Arming (핵무장 전.후 북한의 대남 군사전략 비교)

  • After successful nuclear tests Pakistan launched a more severe surprise attack toward India than before. It is highly possible that North Korea will adopt this Pakistan military strategy if it is armed with nuclear weapons. The North Korean forces armed, with nuclear bombs could make double its war capability through strengthening aggressive force structure and come into effect on blocking reinforcement of the US forces at the initial phase of war time. Therefore we may regard that Pyongyang's nuclear arming is a major one of various factors which increase possibility of waging a conventional warfare or a nuclear war. North Korea's high self-confidence after nuclear arming will heighten tension on the Korean Peninsula via aggressive military threat or terror toward South Korea, and endeavor to accomplish its political purpose via low-intensity conflicts. For instance, nuclear arming of the Pyongyang regime enforces the North Korean forces to invade the Northern Limit Line(NLL), provoke naval battles at the West Sea, and occupy one or two among the Five Islands at the West Sea. In that case, the South Korean forces will be faced with a serious dilemma. In order to recapture the islands, Seoul should be ready for escalating a war. However it is hard to imagine that South Korea fights with North Korea armed with nuclear weapons. This paper concludes that the Pyongyang regime after nuclear arming strongly tends to occupy superiority of military strategy and wage military provocations on the Korean Peninsula.

Optimal Allocation Model of Anti-Artillery Radar by Using ArcGIS and its Specifications (지형공간정보와 제원 특성을 적용한 대포병레이더 최적배치모형)

  • It is very crucial activities that Korean army have to detect and recognize enemy's locations and types of weapon of their artillery firstly for effective operation of friendly force's artillery weapons during wartime. For these activities, one of the most critical artillery weapon systems is the anti-artillery radar (hereafter; radars) for immediate counter-fire operations against the target. So, in early wartime these radar's roles are very important for minimizing friendly force's damage because arbiters have to recognize a several enemy's artillery positions quickly and then to take an action right away. Up to date, Republic of Korea Army for tactical artillery operations only depends on individual commander's intuition and capability. Therefore, we propose these radars allocation model based on integer programming that combines ArcGIS (Geographic Information System) analysis data and each radar's performances which include allowable specific ranges of altitude, azimuth (FOV; field of view) and distances for target detection, and weapons types i.e., rocket, mortars and cannon ammo etc. And we demonstrate the effectiveness of their allocation's solution of available various types of radar asset through several experimental scenarios. The proposed model can be ensured the optimal detection coverage, the enhancement of artillery radar's operations and assisting a quick decision for commander finally.

The Study on the Methodology for Naval Ship(Craft Air Cushion) Vulnerability Analysis (함정(공기부양정) 취약성 분석방법 연구)

  • One of the considerations in weapon systems procurement is the objective of maximizing the current force. Also, offensive effects, rather than defense are valued in weapons system development and procurement. Especially, the survivability of a naval ship is equally important as the offensive effect of onboard weapons. In case of naval ships, development of attack tactics and research regarding damage minimization must be conducted through live fire exercise against actual targets in order to minimize damage from the enemy. However, it is difficult to conduct such adequate measures due to realistic limitations such as time and budget in order to verify and calculate a weapon system's attack and damage effects along with the lack of practical studies in this subject despite numerous interests. Research are being conducted utilizing M&S to estimate attack effects and study damages due to such reason, but the lack of authoritative data and development ability are limiting calculation of reliable results. Therefore, this study will propose a measure to increase survivability of a weapon system(ship/vessel) utilizing research of vulnerability from enemy attacks analysis method against a naval ship(Craft Air Cushion).

An Estimation of RCS through Configuring Element Analysis (형상요소분석을 통한 레이더단면적의 추정)

  • Radar Cross Section(RCS) is a measure of how detectable an object is with a radar. A larger RCS indicates that an object is more easily detected. Informally, the RCS of an object is the cross-sectional area of a perfectly reflecting sphere that would produce the same amount of reflection strength as the object in question would. In order to estimate RCS of aircraft weapons the external surface is modeled as a collection of simple shape elements. And the overall RCS is estimated as a vector sum of configuring elements' cross-sections which are well known given by analytic formulae. A RCS estimation code is developed for a typical shape of Air-To-Surface bombs and missiles. Size of weapons and location of fins are implemented in the code in addition to the presence of canards. The ability to predict radar return from flying vehicles becomes a critical technology issue in the development of stealth configurations. This simplified method of RCS estimation is known to be fast and accurate enough in an optical region of high frequency incident radio wave.

Mean Field Game based Reinforcement Learning for Weapon-Target Assignment (평균 필드 게임 기반의 강화학습을 통한 무기-표적 할당)

  • The Weapon-Target Assignment(WTA) problem can be formulated as an optimization problem that minimize the threat of targets. Existing methods consider the trade-off between optimality and execution time to meet the various mission objectives. We propose a multi-agent reinforcement learning algorithm for WTA based on mean field game to solve the problem in real-time with nearly optimal accuracy. Mean field game is a recent method introduced to relieve the curse of dimensionality in multi-agent learning algorithm. In addition, previous reinforcement learning models for WTA generally do not consider weapon interference, which may be critical in real world operations. Therefore, we modify the reward function to discourage the crossing of weapon trajectories. The feasibility of the proposed method was verified through simulation of a WTA problem with multiple targets in realtime and the proposed algorithm can assign the weapons to all targets without crossing trajectories of weapons.

Identification and conservation of Kongchong Jung's relics (정공청 장군 유품(중요민속자료 38호)의 분석과 보존처리)

  • The Kong-Chung Jung's relics made of wooden materials were pre-examined for conservation. Kong-Chung Jung was a General of the Chosun Dynasty and his weapons were made of wood. The pre-examining method was focused on the quality and species of the wooden weapons. X-ray radiation was used for the observation of wood structure, and the condition of the relics was relatively good although they contained some cracks. The examination of species using optical microscope showed that the species of each relics were Pinus densiflora of hanging scroll pole, Lozoste lancifolia of a top of flagnole, Fraxinus sp. of a flagpole, Phyllostachys sp. of arrow shafts. For the conservation of the relics, celyl alcohol as dimensional stability chemicals was used and poly(vinyl acetate) and epoxy adhesives were also used for the joining and restoring of the relics.
