수돗물에서 미량유해물질의 체계적 관리방안 연구 (The Systematic Management for Trace Hazard Compounds in Drinking Water)

  • The study was carried out to improve and regulate the drinking water quality standard and drinking water quality monitoring substances. For the reliability and safety of finished water, It has been monitored for trace organic and inorganic compounds of 333 in finished water of water treatment plants during 1989 to 2003. As a result of monitoring, 51 compounds were detected from 333 compounds, and it has been regulated the drinking water quality standard of 26 substances and 20 mitoring substance. Improvement and regulation method of the drinking water quality standard was performed by comparing and analyzing with detection concentration, detection frequency, risk assessment and foreign drinking water quality standard.

하천 유량.수질변화 특성을 고려한 수질오염총량관리 기준유량 조건에 관한 연구 (A Study on the Suggestions for Standard Flow Conditions considering the Variation of Stream Flow and Water Quality for the Management of Total Maximum Daily Loads)

  • The variation of stream flow is the one of the most important factors which influence on that of water quality in the unit watershed. The target water quality goal is established and permissible load is allotted in the base of the standard flow condition along with its water quality for the management of Total Maximum Daily Loads (TMDLs). A standard flow selected could cause problems in the load allotment if it was not properly arranged. This study reviewed the acquisition of water quality data, the self-variation and the retainability in water quality on the specific flow conditions. This study also proposed the median and the adjusted average flow condition out of general flow conditions as alternative standard flow conditions. It is considered that the alternatives can make the water quality data easily acquired and the water quality representativeness more enhanced on the standard flow conditions.

  • The present standard of drinking water quality is not reached to the guidelines of WHO and US EPA recommended. The appraisal of safety is not appropriate by the results of intermittent and limitted analysis. 45 items of drinking water quality are regulated in the Korean standard and 9 items for inspection designated by Seoul City. This report is the results of analysis of the water quality in the water stations of Seoul which are concerned with the items of Korean water quality standard and the priolity pollutnats recommended by WHO. In the results, 45 items of water quality, and the priolity pollutants were not exceeded to the standard and criteria, while DDT, heptachlor-epoxide, THMs, benzo(a)pyrene, Ba, Al, Gross beta, $^{226}$Ra, $^{90}$Sr were detected, the levels were not exceeded to the WHO guidelines. In ordes to evalute the safety of drinking water quality, besides of the existed items of standard, new hazardouse pollutants should be considered monitored continenously. For the regulation of hazardous pollutants, it may be introduced from the risk assessment. According to the relevant assessment, the acceptable risk of pollutants estimated could be applied to set the water quality standard or recommendations or quidelines as well as the number of monitoring.

음용수질 기준과 관리방안 (Recent Development of Drinking Water Quality Standard and its Application)

  • Recently water demand is increasing as the industry prospers. The increase of water demand is followed by the increase of wastewater discharge which pollutes rivers and ground water extensively. These rivers, reservoirs and ground water are sources for drinking water and their contamination affects the quality of water supply and other potable water. In Korea there are 776 water treatment plants which supply drinking water from main rivers or reservoirs. Rivers are the biggest water source for drinking water is being contaminated, the innovation of treatment process is needed. The construction and operation of water supply facilities is under the control of the Ministry of Construction and the water supply offices of cities and provinces. However, drinking water quality is under the control of the bureau of sanitation in the Ministry of Health and Social Affairs. There are 33 items in drinking water quality standards of Korea. Trihalomethanes, Selenium, Diazinone and other three of pesticides have been included lately, The Ministry of Health and Social Affairs is planning to enhance. the level of $VOC_S$(Vola-tile Organic Compounds) standard. Drinking water quality standard is the goal to protect the quality of supply water and ground water. In order to protect the source water from domestic or industrial water, technological improvement and adequate investment should be urgently made. The ultimate goal of drinking water quality is safety and health of consumers. The more stringent the standard are, the better the water quality will be. As the drinking water quality standards become more stringent this year, various and positive solutions by the authorities concerned must be prepared.

인체건강보호를 위한 수질환경 및 먹는물 기준에 대한 외국의 도출근거 연구 : 1,4-Dioxane, Formaldehyde, Hexachlorobenzene를 대상으로 (Studies on the Derivation Basis of Surface Water Quality Standards for Human Health Protection and Drinking Water Standards in Foreign Countries: 1,4-Dioxane, Formaldehyde, and Hexachlorobenzene)

  • In 2012, the Korean Ministry of Environment (MOE) added 3 new water quality standards for the protection of human health; specifically, regarding 1,4-dioxane, formaldehyde, and hexachlorobenzene. In this study, we assimilated the water quality standards of these 3 substances from other countries, with respect to surface water quality standards for human health protection and drinking water standards. We subsequently investigated how these standard values were derived. 1,4-Dioxane is managed as an environmental standard for human health in Japan, and as a drinking water quality standard in WHO, New Zealand, and Japan with respect to both carcinogenic and non-carcinogenic effects. In New York, the oncogenic effects of formaldehyde in drinking water intake is considered, whereas WHO, Australia, New Zealand, and Japan also assess the non-carcinogenic effects of formaldehyde when setting their standards. USEPA and New York have a water quality standard for human health protection with respect to hexachlorobenzene based on carcinogenic effects. This study focuses on deriving water quality standards for the 3 new substances, or obtaining baseline information to revise the values of existing substances in the future.

동적계획법을 이용한 추계학적 하천수질관리 (Stochastic River Water Quality Management by Dynamic Programming)

  • A river water quality management model was made by Dynamic programming. This model optimizes the wastewater treatment cost of the application area, and computed water quality with it must meet the water quality standard. And this model takes into consideration tributary input, wastewater treatment plant effluent, withdrawls for several purposes. Modified Streeter-Phelps equation was used to calculate BOD and DO. Optimization problem was solved with particular exceedance probability flow, and the water quality of each point was calculated with the decided treatment efficiencies. At that time, the probability satisfying the water quality standard of constraints to the exceedance probability of the flow. The developed model was applied to the lower part of the Han-River. The reliability to meet the water quality standard is 70 % when 4 wastewater treatment plants of Seoul City are operated by activated sludge system at autumn of the year 2001. Treatment cost of this case is 121.288 billion won per year.

하천에서의 영양물질 관리를 위한 총질소 환경기준 설정에 관한 연구 (Deriving Water Quality Criteria of Total Nitrogen for Nutrient Management in the Stream)

  • The objective of this study is to suggest the water quality criteria of total nitrogen in order to efficiently manage the nutrient pollution in the stream. For this, correlations between water quality parameters were examined using the water quality data collected from the water quality monitoring network in the four rivers between 2003 and 2012. T-N showed positive correlations with T-P (0.636), COD (0.577), BOD (0.574), TOC (0.440), and SS (0.367). The statistical analysis including percentile analysis for the T-N and T-P concentrations was utilized to develop the water quality criteria of T-N. The feasibility of the suggested water quality criteria was evaluated by calculating the achievement rate to water quality target at the representative points in mid-watershed, then the draft water quality standard of T-N was suggested. The suggested water quality standard of T-N in the stream may be used to efficiently control the nutrient pollution in the public water body.

건강위해성 평가에 의한 정수용 수처리제의 불순물 관리 기준 설정 방법에 관한 연구 (A Study on the Management Criteria of Chemiclas Impurities for Drinking Water Treatment by Risk Assessment)

  • The principle and methodology of risk assessment was applied to establish the quality standard of potential impurities of drinking water treatment chemicals. The impurities(arsenic, lead, cadmium, chromium, mercury, etc.) are regulated as the contained quantity of chemicals in Korea while they are regulated as the quality standard with the idea of 10% of the national safety drinking water standard in U.S.A(NSF) and Japan(JWWA). According to risk assessment of the current standard implemented in Korea, the excess cancer risk of arsenic and lead were determined in around $10^{-5}$ and the hazard quotient(HQ) of cadmium and chromium were below $10^{-2}$, respectively. And the standard concentration of the impurities are regulated as much as 2%~6% of the national drinking water quality standard. The values are more enforced rather than the standards in U.S.A(NSF) and Japan(JWWA) regulating the concentration of impurities the 10% of the national drinking water quality standard. We conclude that the impurities standard of drinking water treatment chemicals should be reconsidered comprehensively concerning the national safety drinking water quality standard and risk assessment.

하천·호소의 유기물 지표 평가 (Index of Organic Matter in Stream and Lake)

  • This study discussed the appropriateness of organic matter indexes such as biochemical oxygen demand(BOD) and chemical oxygen demand with potassium permanganate($COD_{Mn}$) in water quality environmental standard of streams and lakes and the applicability of the items to water quality environmental standard to add or substitute COD with potassium dichromate ($COD_{Cr}$) and total organic carbon(TOC) being used as index of organic matter. And indexes of organic matter content and organic carbon concentration were distinguished between dissolved and particulate component in water sample to estimate their effect on pollutants loading in lake and stream. The ratio of $COD_{Cr}$/BOD was 5.1 under BOD concentration 3mg/L in river water quality environmental standard II, and 2.67 above it. This ratio was diminished to 2.04 when BOD concentration was more than 8mg/L, in river quality environmental standard IV. Also the ratio of $COD_{Mn}$/BOD showed 2.16 under 3mg/L(BOD), and 1.1 above it. This ratio is also diminished to 0.84 over 8mg/L(BOD). Accordingly, we should apply this ratio depending on the concentration level to add and change organic matter index of water quality environmental standard newly. The ratio $COD_{Cr}/COD_{Mn}$ both in lake and stream shows 2.37(r=0.986, p<0.001). But the ratios showed range of 2.34~2.50, which is no much difference of this ratio according to $COD_{Mn}$ concentration.

갑천 상류부의 수질오염 우려구간 수질특성 및 수질관리방안 (Characteristics and Management Plan of Water Quality at the Water Pollution Deterioration Area of the Upper Stream of Gapcheon)

  • The average annual water quality at Yongchon Bridge, Bonggok 2 Bridge, and Gasuwon Bridge in upstream of Gapcheon in 2018 was Ib grade (good) in organic matters, including BOD and TOC compared to the local environmental standard in Daejeon. However, their monthly changes for TOC partially exceeded the standard during the busy farming season at Bonggok 2 Bridge and Gasuwon Bridge. Although the annual average TP was within the standard, the monthly change at Bonggok 2 Bridge partially exceeded the standard. For Dugyecheon, the annual average water quality in 2018 at Umyeon-dong Bridge and Wonjeong Bridge, which are downstream of the Gyeryong public sewage treatment plant, exceeded the local environmental standard in BOD. COD was exceeded, and TP was within the standard. It seemed that the causes of deteriorated water quality downstream of Dugyecheon were discharges of agricultural water from agricultural land and effluent from the Gyeryong public sewage treatment plant. Assuming the pollution load of 100% based at the Mulangil point of the mainstream of Gapcheon, the ratio of BOD load and TOC load were as high as 58% and 47%, respectively. At the basin of Bonggok 2 Bridge and Mulangil, the loads downstream of Dugyecheon including the Gyeryong public sewage treatment plant were as high as 43% for TN and 56% for TP, respectively, indicating that Dugyecheon had a major impact on the water quality at the mainstream of Gapcheon.
