WQV 기반 비점오염저감시설의 강우유출수 처리비 경험공식의 개선 (The Improvement on the Empirical Formula of Stormwater Captured Ratio for Water Quality Volume Based Non-Point Pollutants Water Quality Control Basins)

  • According to the technical guideline of water pollutant load management, the rainfall captured ratio which can be estimated by the empirical formula is an important element to estimate reduction loads of non-point pollutants water quality control basin. In this study, the rainfall captured ratio is altered to stormwater captured ratio considering its meaning in the technical guideline of water pollutant load management, and the new empircal formula of stormwater captured ratio is suggested. In order to do this, we calculate stormwater captured ratio by using the hourly rainfall data of seven urban weather stations (Busan, Daegu, Daejeon, Gangreung, Seoul, Gwangju, and Jeju) for 43 years. The regression coefficients of the existed empirical formula cannot reflect the catchment properties at all, because they are fixed values regardless of regions. However the empirical formula of stormwater captured ratio has flexible regression coefficients by runoff coefficient(C), so it is allowed to consider the characteristics of runoff in catchment. It is expected that reduction loads of storage based water quality control basin can be more reasonably estimated than before.

Development of Dam Inflow Simulation Method Based on Bayesian Autoregressive Exogenous Stochastic Volatility (ARXSV) model

  • The prediction of dam inflow rate is crucial for the management of the largest multi-purpose dam in South Korea, the Soyang Dam. The main issue associated with the management of water resources is the stochastic nature of the reservoir inflow leading to an increase in uncertainty associated with the inflow prediction. The Autoregressive (AR) model is commonly used to provide the simulation and forecast of hydrometeorological data. However, because its estimation is based solely on the time-series data, it has the disadvantage of being unable to account for external variables such as climate information. This study proposes the use of the Autoregressive Exogenous Stochastic Volatility (ARXSV) model within a Bayesian modeling framework for increased predictability of the monthly dam inflow by addressing the exogenous and stochastic factors. This study analyzes 45 years of hydrological input data of the Soyang Dam from the year 1974 to 2019. The result of this study will be beneficial to strengthen the potential use of data-driven models for accurate inflow predictions and better reservoir management.

수요관리에 의한 물수급변화 분석 (A Study of Water Budget Analysis According to The Water Demand Management)

  • 본 연구에서는 물 사용관련 주요 지표인 1인1일 급수량을 이용하여 수요관리 추진 결과 분석 및 절감량을 산정하고, 수요관리를 통하여 발생하는 절감량을 물 수급전망에 연계할 수 있는 시스템을 개발하였다. 1인1일 급수량 분석결과 상수도 여건이 열악한 지자체는 상수도 보급 개선이 선행되어야 하며, 장래용수수요량 추정시에도 이를 고려하여야 할 것으로 판단된다. 금강권역을 대상으로 수요관리 절감량을 산정하고 K-WEAP (Korea-Water Evaluation And Planning System)을 이용하여 물수지분석을 수행한 결과 하천유량 변화 및 지하수와 저수지저수량 증가를 확인하였으며, 이는 다른 용도로 활용 가능하다고 판단된다.

  • Long term monthly monitoring data showed that the water quality of streams flowing into Lake Paldang has been improved by various strategy for water. However, the effect of quality on Lake Paldang is still insufficient because of nonpoint source from watershed. In order to evaluate quantifying methods for pollution source and make a suggestion on improvements, Storm Water Management Model (SWMM) was constructed by using data set from the water quality and streamflow monitoring network in the Kyoungan watershed for Total Maximum Daily Loads (TMDLs). Load duration curve (LDC) based on the result of the Kyoungan watershed SWMM indicated that the water quality criterion on $BOD_5$ was often exceeded in up-stream than down-stream. From flowrate-load correlation curve, SS load significantly increased as streamflow increases. 75.3% of streamflow and 62.1% of $BOD_5$ loads is discharged especially in the zone of high flows, but monitoring data set didn't provide proper information about the conditions and the patterns associated with storm events. Therefore, it is necessary to acquire representative data set for comparing hydrograph and pollutograph through monitoring experimental watershed and to establish methods for quantifying point and nonpoint source pollutant loads.

BASELINE MEASUREMENTS ON THE PERFORMANCE OF FOUR CONSTRUCTED WETLANDS IN TROPICAL AUSTRALIA

  • Constructed wetlands provide several benefits that are not solely limited to storm water management and are becoming common in storm water management. In this research, four recently constructed wetlands underwent in situ and laboratory water sampling to determine their efficiency in removing storm water pollutants over a 5-month period. From the sampling results, it was determined that each of the wetlands was able to reduce the concentration of pollutants in the stormwater. To aid in the assessment of the wetlands against each other, a model was developed to determine the extent of removal of stormwater pollutants over the length of the wetland. The results from this model complimented the data collected from the field. Improvements, such as increased amounts of vegetation were recommended for the wetlands with the aim of increasing the effectiveness. Further investigations into the wetlands will allow for better understanding of the wetland's performance.

연안의 효율적 수질관리 방향과 해양환경영향평가 (Effective Coastal Water Quality Management and Marine Environmental Impact Assessment)

  • 본 연구는 연안의 수질개선과 오염제어의 관점에서 효율적인 수질관리의 원리와 기법, 연안오염총량관리제 및 선진사례를 검토하였고, 현재 오염총량 산정시 나타나는 문제점 및 개선사항을 지적하였다. 또한, 오염총량제와 환경용량과의 관계, 해양환경 예측 모델로 활용되고 있는 생태계모델의 연구접근에서 중점적으로 검토해야 하는 사항을 토의하고, 나아가서 연안수질 관련 제도와 정책에서 반영하고 흡수해야 할 수질관리 내용과 개선방안을 제시하였다. 연안오염총량제의 대상이 되는 연안에서는 환경영향평가와 사전환경성검토에서 해당하는 개발사업이나 계획 중 신규 오염원에 대해서는 오염부하삭감량과 할당량을 산정해서 평가서에 구체적으로 제시할 필요가 있고, 연안관리지역계획에서는 환경관리계획에 좀 더 중심을 옮겨 기본적으로 관할 해역으로 유입하는 오염원과 오염부하량 자료를 구축할 필요가 있다. 특별관리해역 등 향후 연안오염총량제 적용대상이 되는 지자체에서는 하수도관리계획 등 도시계획을 수립할 때 이러할 점을 고려해서 장기적이고 일관성있는 하수도정책이 수립되어야 할 것이다. 연안오염총량제도는 다른 환경관리해역으로 점진적으로 확대 시행되어야 할 것이로, 그 외의 지역은 지자체장이 주부장관과의 협의를 통해 자발적으로 시행하고 인센티브를 주는 것도 검토해야 할 것이다. 해역의 수질개선을 위해서는 생태계모델링에 의한 환경용량(수질적 차원의 총허용오염부하량) 산정이 필수적이며, 이와 관련한 적용모델의 신뢰성과 과학적 타당성 확보는 환경영향평가 관련 협의시 매우 중요한 검토항목으로 고려되고 있다 연안 육역에 존재하는 오염원에 대해서는 연안환경을 관리하는 주무부처가 주도적으로 감시 감독하고 관리체제에 환한 법적 거를 마련하거나 관련 법률을 정비해서 통합 운영해야 할 것으로 사료되었다.

  • 일본에서는 자연친화형 하천사업을 많이 시행하고 있다. 바람직한 수환경을 보전하고 복원하기 위해서는 하천내외의 생태계에 대한 수질기준을 정립하여야 한다. 본 논문에서는 생물학적 지표를 사용한 수질 분류 방법을 개발하여 나가사키현의 혼묘하천에 대하여 적용하였다. 이러한 수질 분류를 위하여, 수정된 오염물 지표 분류법을 제안하였다. 비교적 단순한 방법이지만, 가장 많은 종에 대한 3가지 지표만으로 수질을 효과적으로 평가할 수 있었다. 또한, 하천유역의 통합관리를 위하여 다양한 생태계 자료를 포함하는 종합적인 자료관리시스템을 개발하였다. 본 시스템을 사용하여 건전한 수환경을 보전하기 위한 각종 생태계 자료를 쉽게 취득할 수 있다. 본 연구의 결과를 사용하여 수질자료를 개선하고, 시민들의 의식을 고양하며, 하천관리계획을 세울 수 있을 것이다. 일본에서는, 자연친화적 하천복원사업에 있어서 시민들의 의식 및 행동이 가장 중요한 요소이다.

필리핀의 수자원 평가 (Water Resources Evaluation in the Philippines)

  • This paper sought to provide information regarding the water resources in the Philippines, focusing on the issues of water quality, status of water use and water scarcity, and other threats to water availability. Although the country has sufficient amount of water resources, it was found out that water availability is still threatened by some major water resources problems: increasing water demand due to drastic growth in population, water resources pollution, droughts and flooding and weak institutional framework to address these problems. Water quality problems include increasing groundwater and surface water pollution. Moreover, drought and flooding have also increased damages in recent years due to deteriorating watersheds and high economic and population growth. In relation to these, the government enacted national laws to define and deal with water control and quality management. The objective of this research was to present and evaluate current conditions and issues on Philippine water resources.

효율적 빗물관리를 위한 하수도 요금체계 개편 방안 (The improvement of sewerage fee imposition system for efficient rainwater management)

  • As sewer flooding frequents due to localized and concentrated stormwater and increased non-permeable surface area after urbanization, building cities with sound water recycle and accordingly efficient management of rainwater is demanded. To do this, the existing sewage (including rainwater) fee imposition system should be philosophically evaluated. This study presents problematic issues of the existing domestic sewage fee imposition system considering the principle of sharing costs on the service of sewage and rainwater collection and treatment. Four methods to improve the existing sewage fee imposition system are suggested: 1) imposing stormwater fee according to Polluter Pays Principle, 2) clarification of the share of public sector, 3) reducing or exempting the sewerage fee for inhabitants reducing urban runoff by constructing their own rainwater management facilities, 4) imposing charge for discharging rainwater to sewers due to new development action. Short, mid, or long term planning for rainwater management is recommended considering the situation of each municipality.
