Agriculture reservoirs need a systematic approach that can control water purity and water improvement. The area under study, Bunam Lake exceeds the agricultural water standard level due to contamination from the upper stream. When the Taean Enterprise City was planned, the water quality improvement plan was applied to minimize the environmental change. However, in order to continuously maintain the water quality in the Bunam Lake, it was essential to apply the Total Pollution Load Management System (TPLMs). In order to achieve the targeted water quality in the Bunam Lake, standard flow rates and targeted water quality levels were applied to obtain the loading capacity which is as follows : BOD 1,891.2 kg/d, T-N 1,945.7 kg/d, T-P 131.7 kg/d. Also, the regional development load was calculated as, BOD 1,083.6 kg/d, T-N 942.2 kg/d, T-P 61.8 kg/d, which is required to be deceased :- by BOD 378.4 kg/d, T-N 198.9 kg/d, T-P 31.6 kg/d in order to safely achieve the targeted water quality in the Bunam Lake.
South Africa has developed a policy and law that calls and provides for the equitable and sustainable use of water resources. Sustainable resource use is dependent on effective resource protection. Rivers are the most important freshwater resources in the country, and there is a focus on developing and applying methods to quantify what rivers need in terms of flow and water quality. These quantified and descriptive objectives are then related to specified levels of ecological health in a classification system. This paper provides an overview of an integrated and systematic methodology, where, fer each river, and each river reach, the natural condition and the present ecological condition are described, and a level/class of ecosystem health is selected. The class will define long term management goals. This procedure requires each ecosystem component to be quantified, starting with the abiotic template. A modified flow regime is modelled for each ecosystem health class, and the resultant fluvial geomorphology and hydraulic habitats are described. Then the water chemistry is described, and the water quality changes that are likely to occur as a consequence of altered flows are predicted. Finally, the responses to the stress imposed on the biota (fish, invertebrates and vegetation) by modified flow and water quality are predicted. All of the predicted responses are translated into descriptive and/or quantitative management objectives. The paper concludes with the recognition of active method development, and the enormous challenge of applying the methods, implementing the law, and achieving river protection and sustainable resource-use.
The Ministry of Environment established a plan for advancement of livestock manure management in July 2011 and finalized the "Comprehensive Measures for Advancement of Livestock Manure Management" in May 2012 complementing and strengthening the plan. In this process, it was necessary to investigate the status of discharge of livestock manure and its environmental impact, for example on rivers, groundwater, arable outflow water and soil. We investigated types of livestock husbandry, discharge of livestock manure, and production and use of organic fertilizers and presented the improvement measures of livestock manure management and organic fertilizer use. First, it is necessary to come up with measures to calculate appropriate density and numbers of livestock animals and prevent overcrowded breeding. Second, as many of the private livestock manure treatment facilities are out-dated and their long-term aerated reaction tanks are not regularly managed, it is necessary to find ways to improve those facilities through inspection and diagnosis. In addition, since existing public treatment facilities are designed to add clean water to belt filter press, additional water is needed. Therefore, it is necessary to improve belt filter press in order to decrease the extra water. Finally, although large-scale organic fertilizer plants and resources recycling centers produce good organic (liquid) fertilizers with proper components, it is necessary to establish standards for maturity of liquid fertilizers in order to facilitate efforts to turn livestock manure into resources.
The purpose of this study was to investigate some influencing variables related to the management behavior on environmental preservation of housewives in Pusan. The subject of this study were 411 housewives and interviewed with a questionnaire. The data was analyzed by SPSS/PC+ Program for the frequency, mean, standard deviation, Cronbach's$\alpha$, t-test, F-test, Duncan's multiple range test and regression. The major result of this study were as follows : 1. The level of Environmental Management Knowledge was relatively high. The perceived level of environmental pollution was relatively high. The score of perception on water pollution was the highest. The level of management behavior on environmental preservation was relativity low. The score of management behavior on food pollution was the highest. 2. Frequencies of management behavior on environmental preservation differ according to age, education, relegion, and mass - media. 3. The influenced level of perception on air pollution was the highest among the other variables.
In order to apply a water quality indicator as a certain target pollutant, the indicator should have the representability of an index for the management of Total Maximum Daily Loads (TMDLs). Scientific groundwork and treatment technologies also should be provided for the application of the indicator. This study analyzed the applicability of major water quality indicators for target pollutants. The results showed that four water quality indicators of TOC, T-N, SS & T-Coli can be considered as target pollutants besides existing BOD and T-P. These indicators can be applied with the preparations such as essential basic data, pollution load estimation framework as well as legal criteria setting when the need is raised. As the importance of TOC, which is considered as a replacement of BOD, is emphasized, technical and institutional terms are being prepared in order to determine TOC as another target pollutant in the near future. It could be considered to combine TOC with BOD for the time being during the $3^{rd}$ stage of TMDLs in view of the present conditions for the management of TOC. TOC can be the most effective index for the organic matter and help to be managed more systematically in the waterbodies where rivers and lakes are mutually connected.
This study estimated response of water duality and pollutant behavior according to the discharge and reuse of treated wastewater by three-dimensional eco-hydrodynamic model, and suggest plan that water quality management and environmental restoration in the coastal area including urban stream of Yeosu, Korea. Dispersions of low-saline water and COD by treated wastewater loads (design facility capacity, about $110,000m^3/d$) were very limited in near of effluent site. Nutrients, however, increase compared to the other water quality factors, especially total nitrogen was very sensitive to input loads. When reuse some of treated wastewater to Yeondeung stream, nitrogen was big influence on estuarine water quality. Although current characteristics of treated wastewater such as discharge and water quality were negligible to the change of marine environment, effluent concentration of COD, TN and TP, especially 40% of TN, are reduced within the allowable pollutant loads for satisfy environmental capacity and recommended water duality criteria. Also, controls of input point/non-point sources to Yeondeung stream and base concentration of pollutants in coastal sea itself are very necessary.
It is difficult to examine the causal relation of pollution damages because the time gap between pollution cause and effect is large and new pollutants are continuously being produced. Their many environmental effects are not promptly studied. As both the study of causal relation about pollution and the pollutant treatment are becoming highly advanced by the development of science and environmental technology, both the economy and balance on environmental regulation may be discussed. It is reasonable to decide environmental policy in consideration of close relation between both the generation and resolution of environmental problems and of technological developments because environmental problems are related to complicated social problems and scientific technologies. First item in policy decision about environmental control and management is preferentially to consider the way of prevention. It is necessary to prevent pollution by regulating the installment of environmental pollution facility into the environmentally sensitive areas, like water supply source and to regulate land utilization as a method to achieve pollution prevention. Second is a consideration of environmental technology development. This is a solution which can accomplish the development of environmental technology and the reinforcement of economic competition. Third is the coexistence of environment and economy. It is necessary to consider economy in connection with environmental problems and environment in economic problem. Then, we can enjoy a healthy life as well as economic affluence. Fourth is the enlargement of environmental management means. Environmental management means must be diversified because environmental cause and effect are varied. For Improving the land use regulation system, it is necessary to consider both land use regulation status and pollutant toxicity with the development of environmental technology. Land use must be approached by classifying land to 3 levels; water source protection zone and water front zone, special zone 1 and 2, rancus and other zones. Land regulation policy to prevent any accident in water source protection zone, waterfront zone, and special zone must be continuously upgraded. However, economical consideration in other zones is required by the development of environmental technology.
The water quality in the rural areas is degrading due to a variety of causes such as the increase of the urban sewage and industrial wastes, the disposal of solid wastes, the growth of livestock waste, the growth of leisure facilities, the establishment of agricultural industry estates and etc. The water pollutants are scarce while the effluent is increasing from wide scattered sources. The technology specifically designed for the rural wastes water treatment plant needs to be implemented with improvement of agricultural water quality. 1. An integrated management measures against water pollution sources. The prevention of water pollution is the best measures in the environmental pollution. Hence, the most effective measures needs to be against the sources. Small-scale water treatment plants needs to be constructed in each village in the rural areas. As for the industrial effluent, the effluent discharge needs to be strictly monitored. Government subsidy for the establishment of treatment plant for livestock wastes is necessary. 2. The establishment of national-wide network for agricultural water quality. The network for agricultural water quality have been operated to conserve the agricultural water quality, and to develop management policies by the assessment of water pollution in the rural areas. The results of agricultural water quality network indicates that the water quality is degrading not only around urban areas but also in the distant rural areas, and the water quality at the pumping stations and weirs is worse than that of reservoirs. 3. The legal, systematic, and technical approaches for the agricultural water quality management. The actions currently implemented for the improvement of agricultural water quality involve temporary measures such as the improvement of irrigation facilities. These contingency measures are not effective in the long-term, and sometimes bring secondary pollution. Therefore, integrated measures covering the whole water environment such as the flow, quality, river morphology, aquatic ecosystem, and the surrounding environment, need be invented and implemented. Besides, the legal, systematic, and technical frameworks for the management are not fully established so far. The technology for the treatment of rural water pollution should be refined afterwards, and the research for the development of rural waste water treatment plant should be carried out.
This study aimed at the introduction of desktop method for assessment of environmental flows developed by International Water Management Institute (IWMI) recently and its application to Geum river basin. This scheme simulated the influence on aquatic ecosystem caused by watershed development and in turn the decrease of water quantity keeping the river's own flow regime. It was found to be as very effective method although it had simple structure. Flow duration curves for different environmental classes at Sutong and Gongjoo sites were estimated according to the natural conditional scenario of Geum river basin and the results were relatively compared well with the previous studies. The behaviors of monthly average runoff time series of both sites showed the level of A class. The results of this study would provide the fundamental data to establish the future plans of monitoring or management for aquatic ecosystem of Geum river basin.
도시 하천의 지속가능한 관리를 위해서는 적절한 유역 관리가 필수적이다. 현재 대전 관평천의 상류 유역은 그린벨트지역으로 보호되어 있으나 해당 유역의 농경활동이나 도로공사 등 인위적인 요인으로 인해 관평천은 지속적인 환경문제를 나타내고 있다. 관평천의 적절한 종합 수자원 관리 계획을 수립하기 위해서는 하천의 수질문제 뿐만 아니라 유량 문제도 의미있게 고려되는 것이 바람직하다. 본 연구에서는 관평천 유역에 대해 대표적인 도시형 강우 유출 모형인 storm water management model (SWMM)을 구축하고 실측자료를 활용하여 보정 및 검증을 실시하고 향후 임의의 강우 조건에 대해 하천 주요지점의 유량 및 수질을 예측할 수 있도록 하였다. 유량 보정은 상관계수($R^2$)가 0.9 이상의 양호한 수준으로 수행되었으나 수질 보정은 상대적으로 오차가 큰($0.67{\leq}R^2{\leq}0.87$) 것으로 나타났다. SWMM 모델을 이용하여 상류 유역이 개발되었을 경우 환경에 영향을 적게 미치는 LID (low impact development) 기법을 적용하는 가상의 시나리오를 구성하여 비교할 수 있는 방법을 구축하였다. 본 연구결과는 향후 관평천 상류지역을 개발하거나 환경관련 관리 계획을 수립할 경우, LID기법을 포함한 합리적인 수자원 기법 선택에 많은 도움을 제공할 수 있을 것으로 기대된다.
