  • At a turn of the third millennium the world storms and quickly changes. It became difficult to expect what expects us tomorrow. The most important are questions of recovery from the crisis and rescue of mankind from forthcoming global changes: warming of climate, water and food problems, social, economic and political conflicts that are shaking the world and other various cataclysms, accidents, negative processes. It puts before mankind the problem which never solved by our civilization. All this is caused by ignoring of objective economic laws, laws of wildlife and also by violation of cyclic development management's laws. In article the concept of strategy of mankind's survival in XXI and next centuries, the principles of creation of planetary house of universal civilization for post-industrial world based on spirituality scientific and technological revolutions, ecology, space exploration, economy and world safety are considered. Introduction of uniform universal measurement of currency for the whole world in the form of "power" is offered. Important aspect of a research is theoretical postulate on integrated innovative society. The author puts forward a new paradigm of government on a basis of 5 spirals. The basic model of forced development of small and medium business, including 9 projects, is developed.

A Study on Dynamic Characteristics and Durability of Multi-joint Boom for Demolition Water Vehicle (파괴방수차 다관절 붐의 동특성 및 내구성에 관한 연구)

  • This paper discusses the dynamics stress of each boom, which occurs as a result of the conflicts on a multi-joint boom at the end effector and structure. In this process, CATIA was applied to create 3D modeling, ADAMS and ANSYS were then performed using mesh analysis by obtaining the stress data to create a MNF(Modal Neutral File) of multi-joint boom. Two types of MNF models were analyzed using ADAMS FFT(Fast Fourier Transform) performing to check the validity of each model. In this process, the models were verified by ADAMS, which performs the dynamic characteristics of conflict. The ADAMS Durability was used to analyze the maximum stress between the multi-joint boom and structure.

  • The main purpose of the study is to analyze the features of ensuring information security in the system of public administration of the constant development of the region. The actualization of the research topic is because the information has become a powerful means of manipulating the public and individual consciousness, as well as a real weapon used in new types of conflicts, confrontations, and confrontations. Creating opportunities for everyone to access information sources, developing the ability to use it, and at the same time protecting people from dirty information flows create a kind of subject-research field, one of the most relevant aspects of which is the problem of forming and implementing information security policy at the state, public and civil levels. The research methodology involved the use of theoretical and scientific methods. As a result of the study, the key features of ensuring information security in the system of public management of the continuous development of the region of the EU countries were identified.

Daegu metropolitan government's plan of relocation of water intake plant and collaborative governance between regions (대구시 취수원 이전계획과 지역 간 협력적 거버넌스)

  • This paper is to consider the development process of conflict between Daegu and Gumi which has been arisen from Daegu city's plan of relocation of water intake plant. It first argues that water is a major common and public resource which is circulated through the social process as well as the natural one, and hence that conflicts within or between regions due to its allocation should be resolved or managed by construction of collaborative governance in which all stake-holders participate. In particular, it is pointed out that collaborative governance would be not only oriented to a normative goal, but also be mobilized as a strategic means. On the basis of this conceptual consideration, this paper explores the development process of conflict caused by Daegu city's plan of relocation of water intake plant, and analyze the starting conditions and deliberation process of the public-private committee which has been constituted through a consensus between Daegu and Gumi city government. It concludes that the current interruption of the committee has happened, because it has been mobilized politically as a strategic means for regional hegemony, not as a normative one to resolve the conflict.

Assessment of Economic Value of Youngsan River Estuary (영산강 하구역의 경제적 가치 평가)

  • This study tried to estimate the environmental value of Youngsan river estuary as there are conflicts on the management policy about Youngsan river estuary. For estimating the detailed functional values of Youngsan river estuary, this study used the contingent valuation method with multi attribute utility theory for. In addition, the survey was separately practiced to on-site and off-site. According to estimating results, the annual value of Youngsan river estuary is about 27.4 billion Korean won. The results of this study are expected to contribute to determine the appropriate level of investment and management policies with regard to the estuary and to provide methodological guidelines for follow-up study.

Rice Growth Response and Soil Quality by Domestic Wastewater Irrigation on Rice Paddy Field - Lysimeter experiment - (하수종말처리장 방류수를 논 관개용수로 처리시 벼 생육 및 토양환경 영향 조사 - 라이시미터 재배실험 -)

  • The application of domestic wastewater on rice paddies results in the accumulation of sodium(Na$^+$) to the soil. Excessive concentration of sodium may cause the deterioration of the physical characteristics of the soil, change in the osmosis of the soil, destruction of soil aggregates as well as ion toxicity due to sodium accumulation. Using domestic wastewater as irrigation water should be preceded by measures to prevent or control the soil salinization caused by sodium. Agricultural reuse of domestic wastewater were found not to cause serious problems with food safety due to heavy metals. However, pre-treatment using ultraviolet or ozone is recommended to reduce the number of bacteria and gem and for public health reasons. Using domestic wastewater has shown that reducing the standard application of chemical fertilizers by as much as 50% reduced the harvesting index by only 10%. This study has shown that it is feasible to reuse domestic wastewater on rice paddies. In order to facilitate the application, it is deemed necessary to establish wastewater treatment technologies in the future, to review criteria for recycling domestic wastewater for agricultural purposes such as conditions of soil and cropping system and to resolve conflicts with farmers and public health issues.

  • Small vessels of less then 20 tonnage and leisure boots such as motor boots, sailing yachts, water motorcycle, etc have been excluded from the rules and regulations such as Marine Leisure Safety Act, Ship Act and Ship Safety Act for a long time in Korea As a result, these small vessels and leisure boots have remained within the blind area of maritime safety and environment protection Among these vessels and boots, some leisure boots such as motor boots of 20 horse power or more(excluding motor boots equipped with engine inside the vehicles), water motorcycles and robber boots of 30 horse power or more are incorporated into the Marine Leisure Safety Act through the registry, safety inspection, insurance early 2005 in Korea In relation to the scope of application of the national Acts concerned, I consider the conflicts between Acts and suggest the subordinate enforcement ordinance and regulations.

Combined TPH and BTEX Analytic Method to Identify Domestic Petroleum Products in Contaminated Soil (오염토양 내 석유제품 판별을 위한 TPH 및 BTEX 분석)

  • The significance of maintaining the soil environment is gradually increasing owing to soil and underground water contamination by petroleum leak accidents. However, the purification of soil is an expensive and more time-consuming process than the purification of contaminated water and air. Moreover, determining the source and people responsible for soil pollution gets often embroiled in legal conflicts, further delaying the cleanup process of the contaminate site. Generally, TPH (total petroleum hydrocarbon) pattern analysis is used to determine the petroleum species and polluter responsible for soil contamination. However, this process has limited application for petroleum products with a similar TPH pattern. In this study, we analyze the TPH pattern and specific sectional ratio (${\sim}C_{10}$, $C_{10}-C_{12}$, $C_{12}-C_{36}$, and $C_{36}{\sim}$) of various domestic petroleum products to identify the petroleum product responsible for soil contamination. Also, we perform BTEX (benzene, toluene, ethyl benzene, xylene) quantitative analysis and determine B:T:E:X ratio using GC-MS. The results show that gasoline grade 1 and 2 have a similar TPH pattern but different BTEX values and ratios. This means that BTEX analysis can be used as a new method to purify soil pollution. This complementary TPH and BTEX method proposed in this study can be used to identify the petroleum species and polluters present in the contaminated soil.

Cooperative Framework for Conflict Mitigation and Shared Use of South-North Korean Transboundary Rivers (남북한 공유하천의 갈등해소와 공동이용을 위한 협력체계)

  • The Imjin and North Han River are sharing watershed between South and North Korea. In Imjin river basin, the April 5th dam and Hwanggang dam which are already constructed or on constrution, causes problems in water supply in the downstrean area. At the same time, in the North Han River basin, the Imnam dam is being operated for diversion to Anbyeon Youngman Hydropower Plant and it gives rise to conflict between South and North by reducing streamflow in the North Han River of South Korean side. Therefore, a cooperative framework needs to be built for settling the pending issues. In this study, based on the theory of conflict resolution in the international shared river basin, the practical alternatives are suggested. These approaches are expected to help in preparing reasonable resolution ahead of seeking political decision. Also, in order to preparing consistent and reasonable river management measures, the South-North shared river management commission was suggested.

A Study on the Land Suitability Analysis Based on Site Selection Variables using Macro Language (매크로 언어를 이용한 입지인자 변수조정에 따른 토지적합성 분석에 관한 연구)

  • This study is to validate the use of macro language for the land suitability analysis aiming to help to resolve land use conflicts. The silver-town suitability analysis is conducted on the Geejang Gun, Busan Metropolitan city. Such digital maps as terrain, road, facility, and water body were created for various cartographic models. A cartographic model identified the best suitable areas for silver-town development based on the such site selection variables as a distance to facility and road, slope and aspect of terrain, land use etc. Then, the other cartographic model identified the most favorable site among the candidate sites based on the comparison of the aspect of proximity, usage and environmental quality. Macro language was used for these modeling process and was used for the manipulation of all these spatial variables used in the models to resolve land use conflicts relating to the decision making process of the final site selection. This study will improve the effectiveness and rationality of the traditional site suitability analysis.
