폐기물부담금제 도입에 따른 인천시 폐기물의 에너지화 제고방안 연구 (A Study on Increasing the Energy Recovery from Waste at Incheon Metropolitan City according to Landfill Tax Introduction)

  • 본 논문은 자원순환사회 구축을 목표로 필요한 재원마련을 위해 도입예정인 폐기물부담금제에 대응하기 위한 폐기물의 에너지화 제고방안을 인천시를 중심으로 평가하고 폐기물부담금제 도입을 위해 고려하여야 할 사항들을 제안하였다. 인천시의 폐기물 에너지화를 위한 주요 문제점으로 파악된 음식물 류폐기물의 반입량 감소에 따른 폐기물의 고발열량화, 종량제봉투에 혼입되어 배출되는 금속류, 건전지 등을 해결하기 위한 대책을 도출하였다.

Planning and decommissioning of a disused Theratron- 780 teletherapy machine and the dose assessment methodology for normal and radiological emergency conditions

  • The present work represents a technical guideline for decommissioning a disused teletherapy machine model Theratron-780 and contains category one 60Co radioactive source. The first section predicts the dose rate from the source in case of normal and radiological emergency situations via FLUKA-MC simulation code. Moreover, the dose assessment for the occupational during the whole process is calculated and compared to the measured values. A suggested cordoned area for safety and security in a radiological emergency is simulated. The second section lists the whole process's technical procedures, including (preview, dismantle, securing, transport and storage) of the disused teletherapy machine. Results show that the maximum obtained accumulated dose for occupational were found to be 24.5 ± 4.9 μSv in the dismantle and securing process in addition to 3.5 ± 1.8 μSv during loading on the transport vehicle and unloading at the storage facility. It was found that the measured accumulated dose for workers is in good agreement with the estimated one by uncertainty not exceeding 5% in normal operating conditions.

  • The main reason that drives many developing countries to pursue waste-to-energy (WtE) technologies is that it produces energy while eliminating build-up of large quantities of wastes, at a time, when oil and gas reserves are declining. The rate of generation of municipal solid wastes (MSW) in any given country depends on many factors including economy, population, and modernization of industry and infrastructure developments. The United Arab Emirates (UAE) is a federation of seven emirates that has grown to be one of the Middle East's most important economic centers. UAE has also become one of the highest waste producing countries due to fast development and growth; thus, UAE pursue modern technologies to covert generated wastes into energy. In this communication, the status of on-going waste to energy projects and WtE plants that are currently under design and construction in UAE are discussed. The need for development of WtE technologies is presented based on the literature, reports, economics and the environmental regulations.

  • In this paper, we discuss the experiences during the preparation of the Wolsong Low- and Intermediate-Level Radioactive Waste Disposal Center. These experiences have importance as a first implementation for the national LILW disposal facility in the Republic of Korea. As for the progress, it relates to the area of selected disposal site, the disposal site characteristics, waste characteristics of the disposal facility, safety assessment, and licensing process. During these experiences, we also discuss the necessity for new organization and change for a radioactive waste management system. Further effort for the safe management of radioactive waste needs to be pursued.

가연성 폐기물 에너지화의 외부편익 : 조건부 가치측정법의 적용 (The external benefit of combustible waste-to-energy: A contingent valuation study)

  • 기후변화 및 화석연료 고갈에 대한 국가적 대응 차원으로 가연성 폐기물 에너지화가 진행되고 있다. 가연성 폐기물 에너지화란 비닐, 종이와 같은 폐기물을 전용보일러나 발전소에서 전기나 열을 생산하는 데 연료로 사용 할 수 있도록 고형연료로 제조하여 에너지로 전환하는 것이다. 본 논문은 조건부 가치측정법(CVM, Contingent Valuation Method)을 적용하여 폐기물에너지가 전체 에너지 소비에서 차지하는 비중을 현재의 1.89%에서 2020년까지 5%로 확대하는 정책의 시행으로부터 발생하는 외부적 편익을 추정하고자 한다. 이를 위해 지불의사액(WTP, willingness to pay)을 도출하고자 서울시 500가구를 대상으로 면대면 설문조사를 실시하여 CVM을 적용하였다. 지불의사 유도방법으로 1.5경계 양분선택모형과 영(0)의 WTP를 처리하기 위한 스파이크 모형을 결합한 분석모형을 적용한 결과 폐기물 에너지화에 대한 매월 가구당 평균 WTP는 2,724원으로 유의수준 5%에서 통계적으로 유의하게 추정되었다. 이를 서울시 전체로 확장하면 연간 137억원에 달한다.

  • 최근에 개정된 중 저준위 방사성폐기물 인도규정에서는 폐기물시설운영자는 처분 전 방사성폐기물이 인도규정에 적합함을 보장하기 위한 계획을 수립하여 운영할 것을 요구하고 있다. 앞으로 건설될 방사성폐기물 처분시설에서 방사성폐기물 인수 시에 충족되어야할 방사성폐기물인수기준이 수립될 것이며, 이 인수기준에는 물리화학적 및 방사선학적 특성규명, 물리화학적인 제한사항, 금지품목, 포장, 인식표, 라벨, 문서요건 등을 규정할 것으로 예상된다. 이들 규정을 준수하기 위하여 방사성폐기물 발생자는 방사성폐기물이 폐기물 인수기준에 만족하는지를 확인하는 폐기물 인증프로그램을 수행하여 방사성폐기물이 그 기준에 만족하는지 확인하여야 하며, 방사성폐기물에 대한 모든 인증서류를 폐기물 처분시설에 제출할 책임이 있다. 본 방사성폐기물 인증프로그램계획은 한국원자력연구소에서 발생되는 방사성폐기물의 인증프로그램에 대한 예비프로그램으로서 개발된 것이며 앞으로 처분장의 인수요건이 구체적으로 확립될 때까지 수정 보완되어야 한다.

  • The objective of this research paper is to discuss the waste coffee residue disposal and its environmental effects on the environment. As we know, coffee is one of the most demand and swallowed beverages in the world, which leads to large quantities of solid waste. Which can be toxic and a lot of environmental problems occur. In developing countries, there is a lack of proper coffee waste residue management. The coffee beans and residues contain several organic compounds. The wastewater from coffee industry emitted several pollutants (highly concentrated) and it contaminates the soil, ground waters, aquatic life, and also human health. Hence it is essential to treat the coffee waste residues. Mean while, oyster shell waste and its disposal also a big environmental challenge in the coastal regions of southeast Korea. In this paper, we focused the treatment of coffee waste residue with oyster shell waste powder. Primarily, oyster shells are calcinated at higher temperatures and investigated the calcined CaO powder as an anti microbic agent to the bacteria presented in coffee waste residues. We successfully applied calcium oxide from oyster shell waste, as an antimicrobic agent.
