Anarchy of Empire and Empathy of Suffering: Reading of So Far from the Bamboo Grove and Year of Impossible Goodbyes from the Perspectives of Postcolonial Feminism (제국의 혼동과 고통의 분담 -탈식민페미니즘의 관점에서 본 『요코 이야기』와 『떠나보낼 수 없는 세월』)

  • This paper is one of those attempts to explore some possibility of agreement between feminist discourse and postcolonial discourses through the approach of postcolonial feminism in the reading of the controversial novel, So Far from the Bamboo Grove and Year of Impossible Goodbyes. So Far from the Bamboo Grove, when read from the perspective of postcolonial feminism, reveals 'domestic nationalism' of imperial narratives in which the violence of imperial history in Korea is hidden behind the picture of every day lives of an ordinary Japanese family and Japanese women. Furthermore, postcolonial feminist's perspective interprets Yoko family's nostalgia for their 'home,' Nanam in Korea, as 'imperialist nostalgia' working as a mask to hide the violent history of colonization of Empire. In this way, postcolonial feminist reading of the story detects the ways the narrative of Empire appropriates women, family image and even nostalgia for childhood. At the same time, this perspective explains the readers' empathy for Yoko family's suffering and the concerning women issues caused by wartime rape and sexual violence by defining Yoko as a woman of Japanese Empire, whose life of interstice between imperial men and colonial men cannot be free from violence of rape during anti colonial wars. Year of Impossible Goodbyes as a counter discourse does not overcome the traditional binary opposition of nationalism which quietens gender and class issues. As an attempt to fill in the interstice between the two perspectives of feminism and postcolonialism. postcolonial feminist reading turns out to be a valid tool for the reading of the two novels chosen here.

Development of compound eye image quality improvement based on ESRGAN (ESRGAN 기반의 복안영상 품질 향상 알고리즘 개발)

  • Demand for small biomimetic robots that can carry out reconnaissance missions without being exposed to the enemy in underground spaces and narrow passages is increasing in order to increase the fighting power and survivability of soldiers in wartime situations. A small compound eye image sensor for environmental recognition has advantages such as small size, low aberration, wide angle of view, depth estimation, and HDR that can be used in various ways in the field of vision. However, due to the small lens size, the resolution is low, and the problem of resolution in the fused image obtained from the actual compound eye image occurs. This paper proposes a compound eye image quality enhancement algorithm based on Image Enhancement and ESRGAN to overcome the problem of low resolution. If the proposed algorithm is applied to compound eye image fusion images, image resolution and image quality can be improved, so it is expected that performance improvement results can be obtained in various studies using compound eye cameras.

A Study on the Introduction and Application Plan of the Mobile Saturation Diving System for ROK Navy Salvage Operations (한국 해군의 해난구조작전을 위한 이동식 포화잠수체계 도입 및 활용방안에 관한 연구)

  • This study examined how to improve the Korean Navy diving system, particularly focused on using the mobile saturation diving system. This study determined the range of navy operations, and suggested requirements of mobile saturation diving system from the analysis of previous study and current Navy Diving system. Also, this study examined the use of military strategy in terms of its technical and applicable possibility for the enhancement of current system. In addition, the study analyzed both advantages/disadvantages of importing mobile saturation diving system products and domestic development. To review measures in installing and operating such system, this study included analysis on the effectiveness of individual platform. As the result, the study suggested requirements of mobile saturation diving system to be able to be operated by more than 6 divers for more than 17 days at more than 200m depth. And the study confirmed that there are beneficial to use mobile saturation diving system and current Navy saturation diving system together. However, it is low economical efficiency to change current Navy gas diving system to Saturation diving system. To review measures in installing and operating such system, this study suggested that second ATS-II should be built to be able to install mobile saturation diving system. Also, this study generated an utilization method of the system to use it for training when peacetime, and than it should be installed on other platform to use as additional salvage strength during wartime.

South Korea's strategy to cope with local provocations by nuclear armed North Korea (핵위협하 국지도발 대비 대응전략 발전방향)

  • North Korea's continuous threats and provocative behaviors have aggravated tension on the Korean peninsula particularly with the recent nuclear weapons test. South Korea's best way to cope with this situation is to maintain the balance among three policy directions: dialogue, sanctions, and deterrence. Among the three, I argue that deterrence should be prioritized. There are different sources of deterrence such as military power, economic power, and diplomatic clouts. States can build deterrence capability independently. Alternatively, they may do so through relations with other states including alliances, bilateral relations, or multilateral relations in the international community. What South Korea needs most urgently is to maintain deterrence against North Korea's local provocations through the enhancement of independent military capability particularly by addressing the asymmetric vulnerability between militaries of the South and the North. Most of all, the South Korean government should recognize the seriousness of the negative consequences that North Korea's 'Nuclear shadow strategy' would bring about for the inter-Korea relations and security situations in Northeast Asia. Based on this understanding, it should develop an 'assertive deterrence strategy' that emphasizes 'multi-purpose, multi-stage, and tailored deterrence whose main idea lies in punitive retaliation.' This deterrence strategy requires a flexible targeting policy and a variety of retaliatory measures capable of taking out all targets in North Korea. At the same time, the force structures of the army, the air force, and the navy should be improved in a way that maximizes their deterrence capability. For example, the army should work on expanding the guided missile command and the special forces command and reforming the reserve forces. The navy and the air force should increase striking capabilities including air-to-ground, ship-to-ground, and submarine-to-ground strikes to a great extent. The marine corps can enhance its deterrence capability by changing the force structure from the stationary defense-oriented one that would have to suffer some degree of troop attrition at the early stage of hostilities to the one that focuses on 'counteroffensive landing operations.' The government should continue efforts for defense reform in order to obtain these capabilities while building the 'Korean-style triad system' that consists of advanced air, ground, and surface/ subsurface weapon systems. Besides these measures, South Korea should start to acquire a minimum level of nuclear potential within the legal boundary that the international law defines. For this, South Korea should withdraw from the Nuclear Non-proliferation Treaty. Moreover, it should obtain the right to process and enrich uranium through changing the U.S.-South Korea nuclear cooperation treaty. Whether or not we should be armed with nuclear weapons should not be understood in terms of "all or nothing." We should consider an 'in-between' option as the Japanese case proves. With regard to the wartime OPCON transition, we need to re-consider the timing of the transition as an effort to demonstrate the costliness of North Korea's provocative behaviors. If impossible, South Korea should take measures to make the Strategic Alliance 2015 serve as a persisting deterrence system against North Korea. As the last point, all the following governments of South Korea should keep in mind that continuing reconciliatory efforts should always be pursued along with other security policies toward North Korea.

  • Currently, when the military performs military operations in wartime and peace time, it is important for him to obtain repeatedly updated traffic information for security of the military supply support. The purpose of this study is to present an acquisition way of the repeatedly updated traffic information which the military is available. To achieve this Purpose, firstly, this paper finded types of traffic information which the military demanded and limitations caused by an connection of traffic information network between the military and associated government agencies. Also. grasped ITS(Intelligent Transportation systems) equipment operation by associated government agencies (Ministry Construction & Transportation, Korea Highway Corporation, Seoul Metropolitan Government, National Police Agency, Korea Institute of Construction Technology) and connection situations of traffic information network among associated government agencies. On the basis of these materials, this study presented the most efficient connection method in the field of the space and the contents of traffic information between the military and associated government agencies and ITS connection system between the military and associated government agencies was contrived. Throughout the upper processes, this paper showed a method which is available for acquiring ITS traffic information of associated government agencies. In addition to the connection method of ITS traffic information network, resolutions for the problems caused by connection of ITS network were come up with. But the more deep study for this matter is needed since resolutions for the problems of the ITS network connection, which this paper presented, were very restricted.

Unconstitutionality of Call to Arms for Police Action (치안활동을 위한 군병력동원의 위헌여부에 관한 고찰)

  • As for the anti-terrorism bills, which were submitted to the National Assembly, the mobilization of anti-terrorism commando, which was designated or established by the National Defense Minister, is mobilized the military troops without being based on marital law in light of the constitutional law, thereby possibly violating the constitution, first of all, with regards to mobilization of anti-terrorism commando, which was formed with military troops. The anti-terrorism commando is the military force, which was trained professionally for the anti-terrorism activity. Thus, the violation of human rights may be greatly reduced rather than what general soldiers are putted in the public-order activity such as anti-terrorism. However, it is thought to be desirable to make it possible for the input of special forces, which were trained professionally in relation to anti-terrorism activity, through constitutionally revising the constitutional law. As for the provision of 'support for military troops' in the anti-terrorism bill, what is a case that the nation's important facilities and multi-use facilities are difficult to be protected from terror with the anti-terrorism commando and police force needs to be constitutionally regarded as resulting in reaching the level enough to correspond to 'a state of national emergency equivalent to wartime incident.' Thus, enacting the future anti-terrorism law, it is thought to be unnecessary for having the provision of 'support for military troops' with receiving criticism obstinately for possibly violating the constitution.

A study on the railroad library under the Japanese rule (철도도서관에 관한 고찰 -특히 일제하의 도서관봉사활동을 중심으로-)

  • Among many open libraries under the rule of the Japanese imperialism, only the railroad library as the character of special library under the control of the Japanese Government General is remarkable for having opened its facilities to outsiders as well as the interior users. This study tries a) To look into what were the colonial background, aim and motive of the establishment of the railroad library under the Japanese rule, b) To analyze its activities and the change of its organization, c) And to find out its vestiges an the effects which it has on our country's library circles. The following are the result: A. The railroad library under the rule of the Japanese imperialism functioned as a public library by the outside book's circulation rather than the interior using. B. The outsiders were qualified to use it only when they got the joint guarantee for the city resident, which means that the o n.0, pportunity of the circulation was not free for the Koreans rather than the Japanese. C. From the aspect of collections, technical books such as natural science, and reference ones tended to be collected, and their whole composition was focused on the materials for the Japan-Korea identification scheme and development of the national spirit as the Japanese empire's subjects. D. In the respect of its organization, all the clerical employees, as well as the chief librarian were composed of the Japanese. Although the Koreans were in principle prohibited from working there, a few of them were employed as guard or servant as the China-Japan War was close to the end. E. The area of the outside book's, circulation service was expanded throughout the whole region along the railroad connecting Pusan with Manchuria. Such a service activity which contained several meanings, was tried by means of culture's books, circuit's books, train's books, hotel's books, mind's development books and reader's reading books etc. F. Such matters as the limitation on book circulating and the quantity of circulation book, the paid circulation and the partial restriction on free circulation mean the wartime system under the rule of the Japanese imperialism and also a n.0, ppeared as a factor of hampering the Koreans from getting accustomed to using library, which has affected them until now. G. The noticeable thing in the service activity is shown in attempting the diversified and positive way of service like free circulation in order to solidify the attitude of the Koreans toward war by organizing mind's development books as well as culture's books with the China-Japan War. H. On the other hand, it can not be passed over that the diversified service activity of the railroad library played a role of bridge in turning of today's library circles of ours to the modernization.

'Media Influence' Discourses Articulated for Crowd Control in Colonial Korea (식민지 '미디어 효과론'의 구성 대중 통제 기술로서 미디어 '영향 담론')

  • In the early 1900, photography, magic lantern and cinema were simultaneously introduced and experienced until the mid-1910s as mysterious and magical symbol of modern science and technology. The technology of vision, cinema in particular demonstrated its commercially expandable potentials through serial films in the mid-1910s, silent cinema in the 1920s and talkies in 1930s. I argue that a metaphor 'like a movie' which was would be spoken out by peoples as a cliche ever since the late 1910s whenever they encountered something uncanny, mysterious, and looking wholly new phenomena informs how cinematic technology worked in colonial society at the turning point to the early 20th century. Mass in colonial society accepted cinema and other visual technologies not only as an advanced science of the times but as texts of modernity that is the reason why cinema had so quickly taken cultural hegemony over the colony. Until the mid-1920s, discourse on cinema focused not on cinema itself, rather more on the theatre matters such as hygiene, facilities for public use, disturbance, quarrels and fights, theft, and etc. Since the mid-1920s and especially in wartime 1930s, discourses about negative influences and effects of cinema on behavior, mind and spirit of masses, bodily health, morality and crime were articulated and delivered by Japanese authorities and agencies like as police, newspapers and magazines, and collaborate Korean intellectuals. Theories and research reports stemming from disciplines of psychology, sociology, and mass-psychology that emphasized vulnerability and susceptibility of the crowd and mass consumers who would be exposed to visual images, spectacles and strong toxic stimulus in everyday lives. Those negative discourse on influences and effects of cinema was intimately associated with fear of the crowd and mass as well as new technology which does not allow clear understanding about how it works in future. The fact that cinema as a technology of vision could be used as an apparatus of ideology and propaganda stirred up doubts and pessimistic perspectives on cinema influence. Discourse on visual technology cinema constructed under colonial governance is doomed to be technology of mass control for empire's own sake.

Directions in Promoting Independence in Operational Control (전시작전통제권 단독 행사 추진의 방향)

  • Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.

Study on the Direction of Korea's National Defense Strategy Focused on the Hegemony Strategy of U.S.A. (미국의 패권전략과 한국 군사전략 발전방향)

  • This thesis is to make an appropriate national defense policy of Republic of Korea through studying the Hegemony Strategy of United States. I searched the theory of hegemony. The hegemony was differently defined by the point of time and region. The strong power nations with the hegemony have been making efforts to maintain their hegemony everytime. I have conclusion that the presence of hegemony once emerged, it brought regional stability in place whether it is coercive or beneficial. The stability and instability of international order IS not exclusively dependent on hegemony. Even if the safety of hegemony cannot guarantee absolute stability of international order, there IS on doubt that the hegemony has enormous impact on that. According to the hegemonic theory, the history of mankind equals to the history of rising and falling hegemony. The international order was changed as the hegemony changes. The United States has been making efforts to maintain her global hegemony during the post cold-war era as well. Taking all these into consideration, relevant military strategy direction able to pursue national interest is that to make up for the relative weakness in the strategic environment. South Korea have to prepare security policy response as following. First, South Korea should build the military force equipped with advanced weapons in military technology sector and solidify military diplomatic relation able to form cooperative relation in wartime. Second, South Korea should make solid Alliance of Korea and U.S. Third, develop and maintain multilateral security cooperation of East Asia. Forth, we could realize that there are means that can neutralize opponent's strong point by seeking one or two and more asymmetry in the aspect of strategy, tactics, and means through asymmetric strategy. Than the military force of South Korea should develop into a force that is able to overcome to the traditional North Korea's threat and new type of conflicts. And the force should have sufficient strength and be deployed to effectively defend the Korean Peninsula. So, we need to establish a denial and defense system against any hostile neighboring country. Therefore, ROK military forces preparing for the future should try to construct a future military power to gradually establish enough strength for self-defense to prepare for a uncertain security environment and when the Korean Peninsula is unified in a future.
