The vulnerability of ocean should be assessed to establish the climate change adaptation policy in field of the ocean, which has big effect on human and natural system. In this study, the criteria for assessing vulnerability of ocean to climate change were employed in terms of sensitivity, adaptative capacity and exposure. And suitable indicators for the criteria were selected and spatial data set for the indicators was prepared. In the ocean sector, the data for indicators were divided into two types, such as the inland and ocean data. The inland data were extrapolated and integrated to the coordinate of ocean data for the vulnerability assessment to climate change. As a result, the spatially diverse distribution of vulnerability on the ocean could be derived from the integration of two types of data. The results showed that southwestern ocean is much more sensitive than west and east ocean. Also southwestern ocean of exposure ratio of change is higher than the other part of ocean. On the other hand the adaptative capacity found that the highest in east ocean. The vulnerability assessment result showed southwestern ocean is more vulnerable than the other part of ocean.

The goal of this study is to apply the IPCC(Intergovernmental Panel on Climate Change) concept of vulnerability to climate change and verify the use of a combination of vulnerability index and fuzzy logic to flood vulnerability analysis and mapping in Seoul using GIS. In order to achieve this goal, this study identified indicators influencing floods based on literature review. We include indicators of exposure to climate(daily max rainfall, days of 80mm over), sensitivity(slope, geological, average DEM, impermeability layer, topography and drainage), and adaptive capacity(retarding basin and green-infra). Also, this research used fuzzy model for aggregating indicators, and utilized frequency ratio to decide fuzzy membership values. Results show that the number of days of precipitation above 80mm, the distance from river and impervious surface have comparatively strong influence on flood damage. Furthermore, when precipitation is over 269mm, areas with scare flood mitigation capacities, industrial land use, elevation of 16~20m, within 50m distance from rivers are quite vulnerable to floods. Yeongdeungpo-gu, Yongsan-gu, Mapo-gu include comparatively large vulnerable areas. This study improved previous flood vulnerability assessment methodology by adopting fuzzy model. Also, vulnerability map provides meaningful information for decision makers regarding priority areas for implementing flood mitigation policies.

Typhoons can cause significant financial damage worldwide. For this reason, states, local governments and insurance companies attempt to quantify and mitigate the financial risks related to these natural disasters by developing a typhoon risk assessment model. As such, the importance of typhoon risk assessment models is increasing, and it is also important to reflect local vulnerabilities to enable sophisticated assessments. Although a practical study of economic losses associated with natural disasters has identified essential risk indicators, comprehensive studies covering the correlation between vulnerability and economic loss are still needed. The purpose of this study is to identify typhoon damage indicators and to develop evaluation indicators for typhoon damage prediction functions, utilizing the loses from Typhoon Maemi as data. This study analyzes actual loss records of Typhoon Maemi provided by local insurance companies to prepare for a scenario of maximum losses. To create a vulnerability function, the authors used the wind speed and distance from the coast and the total value of property, construction type, floors, and underground floor indicators. The results and metrics of this study provide practical guidelines for government agencies and insurance companies in developing vulnerability functions that reflect the actual financial losses and regional vulnerabilities of buildings.

Climate change has influenced on various sectors including ecosystem, water resource, natural hazards and health and so on. Thus, it is essential to more accurately assess climate change impact and prepare adaptation strategy. However, it is difficult to assess for climate change impact on various sectors with integrated form due to various data format by sectors. In this study, we prepared criteria and indicators for assessing climate change impact and integrated GIS based data which in correspond to indicators based on spatio-temporal information using GIS. Finally we suggest a guideline to assess vulnerability of each sectors to climate change based on integrated spatio-temporal information.
Groundwater management vulnerability was assessed using TOPSIS (Techniques for Order Performance by Similarity to Ideal Solution) for 21 administrative districts in Nakdong river basin. Ten indicators were selected for 21 administrative districts in the Nakdong river basin by collecting natural, human, and social data sets. The selected indicators were standardized using rescale method, and each indicator was weighted by considering the questionnaire of expert group. The results of the weights determination survey showed that the annual average groundwater level index was 0.157 and this is the highest value. The annual average precipitation index was 0.154 and the annual groundwater recharge index was 0.152. The lowest weighted index was 0.043 for population density. Finally, the result of assessment of groundwater management vulnerability showed that Sangju-si was the most vulnerable to groundwater management among 21 administrative districts in Nakdong river basin because the annual average precipitation, annual average groundwater recharge, and annual average groundwater use indicators were highly vulnerable. The second and the third vulnerable regions were Yecheon-gun and Haman-gun respectively. The assessment of groundwater management vulnerability for the five major river basins in Korea can be a essential basis for the establishment of groundwater management policy.

Drought vulnerability index was developed by selecting drought-related indicators with trend test. Study areas were determined by considering the weir locations from the four major rivers restoration project in Nakdong and Geum river watersheds. Ten indicators were selected and they were categorized into three groups, water resources, precipitation pattern, and social aspects. Annual average surface water level, annual minimum surface water level, annual average groundwater level, and annual minimum groundwater level data sets were collected for water resources aspects. The number of non-rainy days, rainfall concentration ratio, and rainfall deviation were considered for precipitation pattern category. The amount of water available per capita, financial soundness for water resources, and water usage equity were related to social aspects. Mann-Kendall, Hotelling-Pabst, and Sen trend tests were performed for the ten indicator data sets and the results were scored for the drought vulnerability index. The results shows Gumi, Sangjoo, and Hapcheon weirs are relatively vulnerable to drought. The indices were relatively low for the regions in Geum river watershed compared to those in Nakdong river watershed.
The Standardized Precipitation Index (SPI) is a widely used drought index to provide good estimations of the intensity, magnitude and spatial extent of droughts. The objective of this study was to analyze the spatial pattern of drought by SPI index. In this paper, the patterns of drought hazard in Iran are evaluated according to the data of 40 weather stations during 1967-2009. The influenced zone of each station was specified by the Thiessen method. It was attempted to make a new model of drought hazard using GIS. Three criteria for drought were studied and considered to define areas of vulnerability. Drought hazard criteria used in the present model included: maximum severity of drought in the period, trend of drought, and the maximum number of sequential arid years. Each of the vulnerability indicators were mapped and these as well as a final hazard map were classified into 5 hazard classes of drought: one, slight, moderate, severe and very severe. The final drought vulnerability map was prepared by overlaying three criteria maps in a GIS, and the final hazard classes were defined on the basis of hazard scores, which were determined according to the means of the main indicators. The final vulnerability map shows that severe hazard areas (43% of the country) which are observed in the west and eastern parts of country are much more widespread than areas under other hazard classes. Overall, approximately half of the country was determined to be under severe and very severe hazard classes for drought.

Due to recent climate change, the amount of rainfall during the summer season in South Korea has been decreasing, leading to an increase in areas affected by frequent droughts. Droughts have the characteristic of occurring over a wide area and being unpredictable in terms of their onset and end, necessitating proactive research to cope with them. In this study, we conducted an assessment of agricultural drought vulnerability in Taean-gun, Chungcheongnam-do, focusing on irrigation facilities and paddy fields. The assessment criteria were meteorological impact, drought occurrence status, supplementary water supply capacity, and drought response capability, with nine specific indicators selected. The drought response capability was analyzed by applying a scoring system as a key component of the agricultural drought vulnerability assessment, while the other indicators were quantified using an entropy weighting technique. The results of the assessment showed that Anmyeon-eup and Taean-eup were the safest areas, while Wonbuk-myeon, Nam-myeon, and Gonam-myeon were the most vulnerable. It is expected that the findings can be utilized to enhance understanding and proactive measures for coping with agricultural drought, and to determine the priority of drought response in different regions.
The purpose of this study is to assess the climate change vulnerability of coastal and offshore fisheries in the South Sea of Korea using the RCP scenarios. Based on the vulnerability defined by IPCC, the indicator-based method was applied. Exposure indicator was calculated through weighted sum of the sea temperature and salinity forecasted by National Institute of Fisheries Science, and the weights were obtained from the time-space distribution of each fisheries. Sensitivity indicator was determined by applying the catch proportion of fisheries to the sensitivity of fish species. The adaptive capacity was measured by survey of fisheries which represent the ability of the fishermen well. As a result of summarizing the above indicators, vulnerability of coastal fisheries is higher than offshore fisheries. This shows that measures against coastal fisheries are needed. In addition, the results of each scenario are somewhat different, so it is considered that accurate prediction of climate change is important for adaptation measures.

Climate change has impacts on not only the average temperature rise but also the intensity and frequency of extreme events such as flood and drought. It is also expected that the damages on agricultural infrastructure will be increased resulting from increased rainfall intensity and frequency caused by climate change. To strengthen the climate change adaptation capacity, it is necessary to identify the vulnerability of a given society's physical infrastructures and to develop appropriate adaptation strategies with infrastructure management because generally facilities related to human settlements are vulnerable to climate changes and establishing an adaptive public infrastructure would reduce the damages and the repair cost. Therefore, development of mitigation strategies for agricultural infrastructure against climatic hazard is very important, but there are few studies on agricultural infrastructure vulnerability assessment and adaptation strategies. The concept of vulnerability, however, is difficult to functionally define due to the fact that vulnerability itself includes many aspects (biological, socioeconomic, etc.) in various sectors. As such, much research on vulnerability has used indicators which are useful for standardization and aggregation. In this study, for the vulnerability assessment for agricultural infrastructure, 3 categories of climate exposure, sensitivity, and adaptation capacity were defined which are composed of 16 sub-categories and 49 proxy variables. Database for each proxy variables was established based on local administrative province. Future studies are required to define the weighting factor and standardization method to calculate the vulnerability indicator for agricultural infrastructure against climate change.
