With the advent of the 5G era, smart phones and communications network technology have progressed, and mobile short video of people's life can be made, Of the new tools of communication, at present, China's social short video industry has shown rapid development, and the most representative of the short video app is Douyin (international version: Tiktok). Under the background of Uses and Gratifications Theory, this study discusse the relationship between Douyin users' preference degree, use motivation, use satisfaction and attention intention. This study divides the content of Douyin video into 10 categories, selects the form of an online questionnaire survey, uses SPSS software to conduct quantitative analysis of 202 questionnaires after screening, and finally draws the following conclusions: (1) The content preference degree of Douyin short video (the high group and low group) is different in users' use motivation, users' satisfaction degree and users' attention intention. ALL results are within the range of statistical significance.(2) Douyin users' video content preference degree has a positive impact on users' use motivation, users' satisfaction degree, and users' attention intention. (3) Douyin users' motivation has a positive impact on users' satisfaction and user' attention intention. (4) Douyin users' satisfaction degree has a positive impact on users' attention intention. Based on the research results, we suggest that Douyin platform pushes videos according to users' preferences. In addition, as the preference degree has an impact on users' motivation, satisfaction degree and attention intention of using the platform, it is important that the platform's focus should to pay attention to the preference degree of users. Collecting users' preferences at the early stage of users' entering the platform is a good way to learn from, and doing a good job of big data collection and management in the later operation.

Background: While online orthopedic resources are becoming an increasingly popular avenue for patient education, videos on YouTube are not subject to peer review. The purpose of this cross-sectional study was to evaluate the quality of YouTube videos for patient education in ulnar collateral ligament (UCL) injuries of the elbow. Methods: A search of keywords for UCL injury was conducted through the YouTube search engine. Each video was categorized by source and content. Video quality, reliability, and accuracy were assessed by two independent raters using five metrics: (1) Journal of American Medical Association (JAMA) benchmark criteria (range 0-4) for video reliability; (2) modified DISCERN score (range 1-5) for video reliability; (3) Global Quality Score (GQS; range 1-5) for video quality; (4) ulnar collateral ligament-specific score (UCL-SS; range 0-16), a novel score for comprehensiveness of health information presented; and (5) accuracy score (AS; range 1-3) for accuracy. Results: Video content was comprised predominantly of disease-specific information (52%) and surgical technique (33%). The most common video sources were physician (42%) and commercial (23%). The mean JAMA score, modified DISCERN score, GQS, UCL-SS, and AS were 1.8, 2.4, 1.9, 5.3, and 2.7 respectively. Conclusions: Overall, YouTube is not a reliable or high-quality source for patients seeking information regarding UCL injuries, especially with videos uploaded by non-physician sources. The multiplicity of low quality, low reliability, and irrelevant videos can create a cumbersome and even inaccurate learning experience for patients.

This paper presents an adaptive rate control scheme for streaming-based content sharing service. This scheme delivers multimedia contents from a user device to another device or seamlessly redirects streaming service across heterogeneous user devices. In the proposed scheme, a streaming server adjusts video quality level according to the network and client status. Our scheme is different from other rate control schemes, because the video quality at the server is decided not only based on the available bandwidth, but also based on the device characteristics and bandwidth requirement at the access network. We also propose a bandwidth estimation method to achieve more equitable bandwidth allocations among streaming flows competing for the same narrow link with different Round Trip Times (RTTs). Through the simulation, we prove that our scheme improves the network stability and the quality of streaming service by appropriately adjusting the quality of the video stream. The simulation results also demonstrate the ability of the proposed scheme in ensuring RTT-fairness while remaining throughput efficient.

This study proposed a structural and semantic framework for the characterization of events and segments in Web videos that permits content-based searches and dynamic video summarization. Although MPEG-7 supports multimedia structural and semantic descriptions, it is not currently suitable for describing multimedia content on the Web. Thus, the proposed metadata framework that was designed considering Web environments provides a thorough yet simple way to describe Web video contents. Precisely, the metadata framework was constructed on the basis of Chatman's narrative theory, three multimedia metadata formats (PBCore, MPEG-7, and TV-Anytime), and social metadata. It consists of event information, eventGroup information, segment information, and video (program) information. This study also discusses how to automatically extract metadata elements including structural and semantic metadata elements from Web videos.

Real-time video streaming scheme for multimedia content delivery and remote conference services is one of technologies that are significantly sensitive to data transmission delay. Recently, because of COVID-19, real-time video streaming contents for the services are significantly increased such as personal broadcasting and remote school class. In order to support the services, there is a growing emphasis on low transmission delay and secure content delivery, respectively. Therefore, our research proposed a packet aggregation algorithm to reduce the transmission delay of selectively encrypted video transmission for real-time video streaming services. Through the application of the proposed algorithm, the selectively encrypted video framework can control the amount of MPEG-2 TS packets for low latency transmission with a consideration of packet priorities. Evaluation results on testbed show that the application of the proposed algorithm to the video framework can reduce approximately 11% of the transmission delay for high and low resolution video.
This paper presents an efficient and automatic color and motion feature extraction algorithm for content-based MPEG-l video retrieval. Based on the proposed method. a video retrieval system is implemented. For color feature. the proposed algorithm considers dynamic color iRformation in video data, and thereby can overcome the limits of the previous key-frame based method. For motion feature, we utilize the motion vector in MPEG-l video with color information. and extract the color-motion feature. The proposed algorithm can solve the weakness of the previous location based motion feature method. Finally. the proposed method is evaluated within the implemented video retrieval system.

HTTP-based adaptive streaming (HAS) has recently been widely deployed on the Internet. In the HAS system, a video content is encoded at multiple bitrates and the encoded video content is segmented into small parts of fixed durations. The HAS client requests a video segment and stores it in the playout buffer. The rate adaptation algorithm employed in HAS clients dynamically determines the video bitrate depending on the time-varying bandwidth. Many studies have shown that an efficient rate adaptation algorithm is critical to ensuring quality-of-experience in HAS systems. However, existing algorithms have problems estimating the network bandwidth because bandwidth estimation is performed on the client-side application stack. Without the help of transport layer protocols, it is difficult to achieve accurate bandwidth estimation due to the inherent segment-based transmission of the HAS. In this paper, we propose an alternative approach that utilizes the playout buffer occupancy rather than using bandwidth estimates obtained from the application layer. We start with a queueing analysis of the playout buffer. Then, we present a buffer-aware rate adaptation algorithm that is solely based on the mean buffer occupancy. Our simulation results show that compared to conventional algorithms, the proposed algorithm achieves very smooth video quality while delivering a similar average video bitrate.
Numerous challenges have been made to retrieve video using the contents. Recently MPEG-7 had set up a set of visual descriptors for such purpose of searching and retrieving multimedia data. Among them, color and motion descriptors are employed to develop a content-based video retrieval system to search for videos that have similar characteristics in terms of color and motion features of the video sequence. In this paper, the performance of the proposed system is analyzed and evaluated. Experimental results indicate that the processing time required for a retrieval using MPEG-7 descriptors is relatively short at the expense of the retrieval accuracy.

This paper describes the scalable extension of High Efficiency Video Coding (HEVC) to provide flexible high-quality digital video content services. The proposed scalable codec is designed on multi-loop decoding architecture to support inter-layer sample prediction and inter-layer motion parameter prediction. Inter-layer sample prediction is enabled by inserting the reconstructed picture of the reference layer (RL) into the decoded picture buffer of the enhancement layer (EL). To reduce the motion parameter redundancies between layers, the motion parameter of the RL is used as one of the candidates in merge mode and motion vector prediction in the EL. The proposed scalable extension can support scalabilities with minimum changes to the HEVC and provide average Bj${\o}$ntegaard delta bitrate gains of about 24% for spatial scalability and of about 21% for SNR scalability compared to simulcast coding with HEVC.

We compare Over-the-Tops (OTTs), Netflix and Amazon Prime Video (APV) with five success factors of innovation. Firstly, Netflix offers better personalized service than APV, because APV has collaborative filtering algorithms to recommend safe bets, not the customers really want. Secondly, APV' user interface is undercooked to lock the members in, even if it has more content and better price offer than Netflix retaining its loyal customers despite the price increase. Thirdly, Netflix has simple subscription model with three tiering, but APV has complicated pricing model having annual and monthly, APV and Prime Video (AV) app, Amazon subscription and extra payment of Amazon Prime Channels (APCs). Fourthly, Amazon has fewer partnership than Netflix especially when it comes to local TV series. Instead, Amazon has live TV channel collaboration including sports content. Lastly, both have strategic and operational agility in their organization well.
