Bridge load rating calculations provide a basis for determining the load carrying capacity of bridges. Load rating requires engineering judgement in determining a rating value that is applicable to maintaining the safe use of the bridge and arriving at posting and permit decisions. Load testing is an effective means in calculating the rating value of bridge. In Korea, load carrying capacity of bridge is modified by response modification factor that is determined from comparisons of measured values and analysis results. This paper presents the development of a method for determining the response the modification factor, using traffic loads. The proposed method is based on the results of computer simulations of traffic action effects. The simulation program generates random traffic actions for defined traffic conditions and determines the frequency distribution of maximum traffic action effects. A comparison between the proposed method and the present method shows good agreement in estimating the modified load carrying capacity of bridges.

This subject,'S" apartment structural frame has not been achieved without considerable effort by all quality controller involved. Therefore, it is appropriate at this time to report by all the fact of concrete quality control in our site. These are emphasized that the average strength of placed concrete must always exceed the specified value of design strength used in the structural design phase. In general, quality of ready mixed concrete largely depends not only upon the manner of production and proper observance of recognized methods of placement, finishing, curing, transportation etc. ,but also many kinds of influential factors even more handling of the test procedure, As this practical report, approaching to judgement by analysis of sampled specimens in site weather placed concrete have satisfied quality compare the specified strength with the target strength which is applied to standard deviation related with influential factors as above mentioned. This case study is consist of 1) A foreword, 2) Site brief, 3) A precondition for analysis, 4) A formulas derivation and quality analysis, 5) Economic gains by the coefRcient of increase and 6) A conclusion.sion.

For major structural components periodic inspections and integrity assessments are needed for the safety. However, many flaws are undetectable because sampling inspection is carried out during in-service inspection. Probabilistic integrity assessment is applied to take into consideration of uncertainty and variance of input parameters arise due to material properties and undetectable cracks. This paper describes a Probabilistic Fracture Mechanics(PEM) analysis based on the Monte Carlo(MC) algorithms. Taking a number of sampling data of probabilistic variables such as fracture toughness value, crack depth and aspect ratio of an initial surface crack, a MC simulation of failure judgement of samples is performed. For the verification of this analysis, a comparison study of th PFM analysis using a commercial code, mathematical method is carried out and a good agreement was observed between those results.

Laborers have its great effect upon the quality of the manufactured goods directly. This presentation will treat its subjects to rearrange the QC Circle activities in Korea concerned with the Korean way of living and their judgement of value, and present its direction in future. Examining all the present problems such as the occupational morality of the Korean people, wages, labor productivity and its distribution, working hours, disaster, separation rates, and we will see how those factors effect the laborer`s expectation, his will to work and $\Omega$ C Circle activities, compared with those of Japan.

Distance realy is tripped by the line impedance calculated at the relay point. Accordingly the accurate operation depends on the precise calculation of line impedance. Impedance can be accurately calculated in case of overhead line. However, in case of power cables or combined transmission lines, impedance can not be accurately calculated because cable systems have the sheath, grounding resistance, and sheath voltage limiters(SVLs). There are also several grounding systems in cable systems. Therefore, if there is a fault in cable systems, these terms will severely be caused much error to calculation of impedance. Accordingly the proper compensation should be developed for the correct operation of the distance relay. This paper presents the distance calculating algorithm in combined transmission line with power cable using wavelet transform. In order to achieve such purpose, judgement method to discriminate the fault section in both sections was proposed using D1 coefficient summation in db4. And also, error compensation value was proposed for correct calculation of impedance in power cables section.

In this paper, we intend to establish the judgement of electrical fire through analysis of PT(Potential Transformer) using the power installation. The columnar structure and the void generated by abrupt heat grew at the tenter of boundary-face on the metallurgical microscope analysis. The detection of OK lines was confirmed by EDX(Energy Dispersive X-ray spectroscopy) as melting and recombination due to the layer-short of the wiring. We found that the thermal-weight decrease occurred at 300$^{\circ}C$ in case of being the thermal-deterioration on the base of the result that analyzed the insulated-materials by using TGA, and the thermal reaction limited-value of PT insulator was about 300$^{\circ}C$ on the DSC curve. As this analysis, we confirmed what the layer-short appeared in the wiring of PT.

The purpose of this study was to examine variables affecting fashion consumer ethics. 202 consumers living in Seoul and its suburb participated in this study. Data were analyzed by using descriptive statistics, factor analysis and multiple regression for this study. As the results, consumer ethics was classified into three factors such as 'Purposely illegal behavior', 'Tacitly illegal behavior' and 'Socialized illegal behavior' factors. Second, regarding ethics judgement, machiavellianism only had affected consumer ethics. Results showed that 'Tacitly illegal behavior' and 'Socialized illegal behavior' of consumer ethics affected consumer ethics on Fashion Products. Finally, results of multiple regression revealed that psychological factors such as compensatory purchasing, materialism and propensity of religion accounted for 19% of the explained variance in fashion consumer ethics. Based on these results, a fashion educational program about consumer ethics related to fashion industry would be suggested.

The vibration reduction process for the driver comfort of a forklift truck is studied in this study since the related driver comfort is a primary design target in the vehicle design recently. However, the underlying study for a vibration analysis regarding to the driver comfort is still an element stage. Thus, a preceding large work has to be needed to apply the CAE technology for the detail vehicle design, and it prevents the vehicle optimal design. To reduce the proceeding large works, the evaluated process and required data are comply with the accumulated trouble shooting experiences in this study. Since the driver comfort is a human related problem, the human vibration index associated with analysis vibration result is additionally introduced as a driver comfort judgement value.

Degree of difficulty in policy problems depends on a gap between present situation and desiriable situation. It is a international common sense that Agricultural policy is performed on the basis of protectionism, but yet it seems to be a hot issue in Korea, and there are many difficult problems in agricultural policies. Natural of these problems is interdependent. and a more efficient approach to these is to be systematic one. Therefore, in this paper, as a basic study to make more desirable agricultural policy, a basic structure for the systemization of goals or targets of Agricultural policy is studied. Because value judgement is much difficult matter in normative approach, basic goals of agricultural policy used in this study are selected among collective preference indicators which "are being required" or "should be required" clearly in our society (Korea), and the context of recent agricultural policies history in OCED countries is referenced to gain this goals in Agricultural policies.

A cost analysis for hospitalized patients was performed based on the RBRVS in order to determine an appropriate nursing fee schedule. The study was conducted through three phases as follows: 1) Nursing activities provided for the inpatients currently in Korea were identified and classified using a taxonomy which was developed by our research team through the Delphi process. 2) The resource-based relative points for every nursing activity according to nursing time, mental effort and judgement, technical skill, physical effort and stress were determined through a survey of 300 clinical RNs working at 5 tertiary hospitals from May 25 to July 25. 1998. 3) The nursing cost of every nursing activity for hospitalized patients was estimated based on the RBRVS. As a result, 136 nursing activities were identified and classified by nursing processes and nursing domains. However, our classification system of nursing activities should continue to be refined, and all nursing practices should be standardized. The nursing activities were given resource-based relative points ranging from 100 to 400 points, then each nursing activity was assigned a value for the RBRVS, which was determined by the exponential function of 2resource-based relative point/100. Thus, a value of 2 was calculated for 100 points, 4 for 200 points, 8 for 300 points, and 16 for 400 points. Meanwhile, the unit cost of nursing was calculated as 170 Won. The nursing cost of 136 nursing activities was estimated using the RBRVS as shown in
