The increasing utilization of radioactive isotopes in industry, medicine and research has raised the question, 'How should hospitals deal with radiation injuries when they occur?' A system for initial management of radiation injuries has been developed by Radiation Management Corporation. Radiation injuries are classified and a treatment plan outlined for each at the emergency and short term medical care phase. This system includes clinical prognosis as well as a detailed plan for quick set up or a Radiation Emergency Area in any hospital. Procedures for patient admission, preparation of the facility, general decontamination, sample taking, and wound decontamination are included.

This paper presents a valuation methodology for optional calling plan contracts on free-phone calls in the telephone industry. Utilization of the model is not limited to valuation and consequent decision making for the subscribers; it provides a useful guideline for telephone companies in designing calling plans and assessing subscribers' behavior.

Our country is constructed the digital map in the first NGIS plan. Through digital map construction, it was had the potentiality that can more easily activate GIS. But these data included numerous problems from user's view. In the second NGIS plan, our government try to construct the framework data for the maximization of GIS utilization. This paper is showed a step of update that considered relationship between the national framework data themes, suggested the structure of maintenance activity for national framework data.

Moon Jae-in Government announced the Government's 5-Year Plan on July 19, 2017, President Moon directly announced the Government's Plan for Benefit Expansion in National Health Insurance on August 7, 2017. The main contents of the announced expansion include benefit coverage for all medically necessary services with control over non-covered service occurrence, a decrease in the cost-sharing upper limit, and monetary support for catastrophic medical costs. Although past governments have been continuously striving for benefit expansion in the last 15 years, this plan has its breakthrough aspect in that all medical services will be covered by the National Health Insurance. In alignment, there are important tasks to solve: attaining a proper fee schedule, reforming the healthcare delivery system, and improving healthcare quality. This plan is a symptom oriented action in that it is limited in reducing patients' out-of-pocket money, unlike the systematic approach of the National Health Insurance. The sustainability of the National Health Insurance is being threatened due to South Korea's low birth rate, rapidly aging society, and low economic growth, in addition to the unification issue of the Korean Peninsula, medical utilization of the elderly, management of non-communicable diseases, and so on. Therefore, the Government needs to plan the National Health Insurance system reformation including actions addressed toward medical consumers.

The Consultation about Energy Use Plan is prescribed by the Energy Use Rationalization Act. In order to reset Examination Criteria for Energy Use Plan, consultation case analysis from 2001 to 2010 were carried out and National Energy Master Plan was reviewed. This study proposes that Examination Criteria for Energy Use Plan be should divided into Urban & Tourism complex development project and Industrial complex development project for the prevention of civil complain. Also predicts that effect of energy savings calculated by Reset Examination Criteria on $1^{ST}$ energy demand BAU at 2030 is 2.2%, effect of new & renewable energy utilization at 2030 is 3% and the rate of $CO_2$ reduction to greenhouse gas emission BAU at 2020 is 1.1%.

일본은 1990년 이후 사회복지제도를 개혁하는 과정에서 이용자본위의 서비스지원, 자기결정에 따른 서비스이용, 자립생활을 지원하는 서비스 등을 새로운 개혁이념으로 제시하면서, 이를 실천하는 제도적 장치의 하나로써 서비스에 대안 이용지원제도를 제시하였으며, 개호보험제도의 개호지원전문원이 당해 역할을 담당하게 되었다. 따라서 개호지원전문원의 도입은 사회복지서비스의 이용과정의 따른 패러다임의 변화를 가져왔다. 즉, 조치제도에 따른 서비스이용의 타율성과 서비스의 이용과정의 복잡성을 고려할 때, 개호지원전문원이라는 단일창구를 통한 서비스의 종합적 상담 지원 그리고 시장기능에 따라서 움직이는 개호지원전문원의 역할을 고려할 때, 요원조고령자의 서비스 선택폭은 크게 확대 강화되었다. 한편, 개호지원전문원제도는 구조적 취약점도 지니고 있다. 즉, 개호지원사업자(소)를 중심으로 한 개호지원기능 개호지원사업자와 서비스사업자간의 병행 운영, 개호지원전문원의 업무내용과 범위의 모호, 개호지원전문원의 겸무허용에 따른 업무과다, 처리역량을 벗어난 사례담당에 따른 어려움, 사회적 지원제도의 부족, 역할과 신분을 초과하는 의무와 처벌 등이 이에 해당된다. 한편, 일본의 개호보험제도와 비슷한 노인수발보장제도와 평가관리원의 도입을 추진하고 있는 한국의 입장에서 보면 이와 같은 개호지원전문원제도의 구조와 특징은 많은 시사점을 줄 수 있을 것으로 본다.

최근 IT기술의 발달과 공간정보기술의 고도화는 방재분야에 있어서 효과적인 피해조사 기술 개발의 필요성을 증대시키고 있다. 자연재해에 효과적으로 대응하고, 복구계획을 수립하기 위해서는 신속한 피해조사가 필요하며, 이러한 점에서 UAV는 신속한 피해조사를 위한 유용한 수단이 될 수 있다. 본 연구에서는 효율적인 자연재해 피해조사를 위한 UAV 기반 실시간 공중자료획득시스템의 활용성을 평가하고자 하였다. 시스템의 적용성 평가를 위해 정확도 분석을 수행하였으며, 국내 규정을 바탕으로 재난 유형을 구분하여 재해 유형별로 시스템을 적용한 피해조사의 활용성을 평가하였다. 연구 결과, 주택피해, 농경지 및 농림시설 피해, 공공시설 피해 등의 피해조사가 가능하였다. 향후 다양한 자연재해 현장을 대상으로 실시간공중자료획득시스템을 통해 취득된 영상자료를 활용함으로써 효율적인 자연재해 피해조사 및 복구계획 수립이 가능할 것이다.

Purpose: This study is to identify the implications and improvement solutions to plan the local community spaces bringing empty homes back into use that fit for regional characteristics, by analyzing the Empty Home Utilization Project implemented in Nam-gu, Incheon. Methods: Among 20 homes sponsored by the Project, five homes being currently operated were analyzed in depth, and features of exterior and interior spaces, and operational characteristics of the subject homes having been renovated through the project sponsorship were examined. Results: A plan is being established to systematically manage deserted or empty homes by assigning classification to each home in Nam-gu, Incheon and they are being utilized as a community space, a place of business or a cultural art space. Most of the physical improvements only included minor repairs such as redoing interior finish, as no major renovation was implemented including layout change and wall removing. Absence of major changes including improvement of house structure resulted in problems regarding accessibility and safety. Also, there was a limit to utilize the spaces only with support on physical improvement cost for empty homes, and it was identified that positive support for renovation should be conducted in accordance with its uses for the purpose. Implications: To complete the Empty Home Utilization Project successfully, it is most critical to reflect the resident opinions and demands, and discover local operators. Furthermore, for sustainable operation of local community space, additional plans for support would be required including financial support and training local leaders, consulting support for operation, encouraging community participation, and connecting with neighbor community.

With the development of 3D-based CAD (Computer Aided Design), attempts at freeform building design have expanded to small and medium-sized buildings in Korea. However, a standardized system for continuous utilization of shape data and BIM conversion process implemented with 3D-based NURBS is still immature. Without accurate review and management throughout the Freeform building project, interference between members occurs and the cost of the project increases. This is very detrimental to the project. To solve this problem, we proposed a continuous utilization process of 3D shape information based on BIM parameters. Our process includes algorithms such as Auto Split, Panel Optimization, Excel extraction based on shape information, BIM modeling through Adaptive Component, and BIM model utilization method using ID Code. The optimal cutting reference point was calculated and the optimal material specification was derived using the Panel Optimization algorithm. With the Adaptive Component design methodology, a BIM model conforming to the standard cross-section details and specifications was uniformly established. The automatic BIM conversion algorithm of shape data through Excel extraction created a BIM model without omission of data based on the optimized panel cutting reference point and cutting line. Finally, we analyzed how to use the BIM model built for automatic conversion. As a result of the analysis, in addition to the BIM utilization plan in the general construction stage such as visualization, interference review, quantity calculation, and construction simulation, an individual management plan for the unit panel was derived through ID data input. This study suggested an improvement process by linking the existing research on atypical panel optimization and the study of parameter-based BIM information management method. And it showed that it can solve the problems of existing Freeform building project.

In Japan, apartment housing occupies a great proportion of residence due to high population density like Korea. Although Korea and Japan are similar in big proportions of apartment housing, and apartment housing management systems and utilization behaviors, there are considerable differences. This paper examined Japanese public facilities and the status of public facility management and utilization, which differ from those in Korea. In order to analyze the status of public facilities from a perspective of management companies, a preliminary survey was conducted targeting apartment management companies in the top 100 and a field study on public facilities was conducted targeting chief directors and managers of individual housing facilities to look into public facility utilization methods, problems with public facility management, demands of residents, and utilization situations. Also, the present state of facility utilization and utilization promotion plans were investigated, based on the drawings of facilities collected. As the result, results were found in three respects; 'elements, related to building plans', 'elements, related to utilization promotion', and 'elements, related to facility remodeling, including changes of uses'. In relation to the use of public facilities in the future, a more active communication between managers and users would be needed for planning. Also, there would be a need to provide public facilities for visitors when there are events for both occupants and visitors in order to promote the use of facilities and management companies would have to share information of excellent facility models.
