A Multi-attribute Index for Assessing Environmental Impacts of Regional Development Projects: A Case Study of Korea (다속성 효용이론을 이용한 다속성 지수의 개발 - 지역개발에 대한 의사결정을 중심으로 -)

  • Evaluating environmental impacts of regional development projects has critical importance in environmental management aspect. This paper uses multi-attribute utility theory as a basis for obtaining a value index to assess the environmental impacts and applies the theory to a specific Korean case study. To structure and quantify basic values for the assessment, we elicited important attributes, then refined and structured them into a hierarchy. An environmental multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and a decision-maker at Korean Ministry of Environment. The implications of the results are also discussed. We found that the work and results can provide valuable insights for assessment of environmental consequences.

  • Wrinkle and fracture are two major defects frequently found in the sheet metal forming process. In this process there are more than one design attributes to optimize and several uncontrollable factors which cannot be ignored in determining the optimal values of design variables. Therefore, attempts to reduce defects through a traditional optimization technique are often led to failures. In this research, a new design method for reducing the wrinkle and fracture under uncontrollable factors is presented by using decision-making theory. To avoid the psychological difficulties in determining the scaling constants of the multi-attribute utility function by using the ordinary lottery questions, a pair-wise comparison procedure is adapted to avoid this problem. The effectiveness of the proposed method is illustrated through a robust design of sheet metal forming process of a side member of an automotive body.

  • As the number of deteriorated infrastructures increases, research on decision-making methods for efficient budget allocation is required. Thus, this study considered the application of utility theory for asset management of deteriorated infrastructure. In decision-making, methods that enable quantitative measurement were proposed, attributing the aging, economic feasibility, and ripple effects. This study is meaningful as a basic study of decision-making methods, and we will conduct research applied to case studies in the future.

  • In the previous double auction research for the market optimization, two basic assumptions are usually applied - (1) each trader has a linear or quasi-linear utility function of price and quantity, and (2) buyers as well as sellers have identical utility functions. However, in practice, each buyer and seller in a double auction market may have diverse utility functions for trading goods. Therefore, a flexible and integrated double auction mechanism that can integrate all traders' diverse utility functions is necessary. In particular, the flexible mechanism is more useful in a synchronous double auction because traders can properly change utilities in each round. Therefore, in this paper, we propose a flexible synchronous double auction mechanism in which traders can express diverse utility functions for the price and quantity of the goods, and optimal total market utility is guaranteed. In order to optimize the total market utility which consists of multiple complex utility functions of traders. We show the viability of the proposed mechanism through a several simulation experiments.

  • 5G vehicular communication is one of key enablers in next generation intelligent transportation system (ITS), that require ultra-reliable and low latency communication (URLLC). To meet this requirement, a new hybrid vehicular network structure which supports both centralized network structure and distributed structure is proposed in this paper. Based on the proposed network structure, a new vehicular network utility model considering the latency and reliability in vehicular networks is developed based on Euclidean norm theory. Building on the Pareto improvement theory in economics, a vehicular network uplink optimization algorithm is proposed to optimize the uplink utility of vehicles on the roads. Simulation results show that the proposed scheme can significantly improve the uplink vehicular network utility in vehicular networks to meet the URLLC requirements.

  • This study investigated consumer convergence preferences for healthcare information service in social media using the multi-attribute utility theory. The multi-attribute utility theory is an approach for compositional modeling attributes wherein researchers compute the overall service utility by aggregating the evaluation results for attribute values. We found that healthcare information service consumers in social media evaluate the service preference through the multi attributes - Update, Cost, Usefulness, Usability, Reliability. And the study shows that individual preference by estimating weight of each attribute in the services influences the service use intention. So we believe that estimating preferences with multi-attribute utility theory will predict business success of the services in a new media, and for a successful business of the social media services marketers should assess the consumer's preference using the multi-attributes.

However, in practice, these assumptions are unrealisitc. Therefore, a flexible and integrated double auction mechanism that can integrate all traders' diverse utility functions is necessary. We propose a double auction mechanism with resource allocation based on nonlinear utility functions, namely a flexible synchronous double auction system where each participant can express a diverse utility function on the price and quantity. In order to optimize the total market utility consists of multiple complex utility functions of traders, our study proposes a genetic algorithm (GA) We show the viability of the proposed mechanism through several simulation experiments.

Knowledge Management Research Based on Social Network Theories: A Review with Future Directions

  • This review aims to synthesize social network theories by drawing on the importance of social network perspectives in understanding knowledge management with technology in organizations. I provide an overview of prior social network research with the following core ideas: the primacy of relations between organizational actors, the utility of actors' embeddedness in social fields, the social utility of network connections, and the structural patterning of social life. On top of that, I summarize critical social perspectives (the social capital theory, the structural hole theory, the embeddedness perspective, the social exchange theory, the organizational learning theory, and the innovation diffusion theory) to suggest potential research questions for future studies in social network research in the knowledge management discipline.

Maximal United Utility Degree Model for Fund Distributing in Higher School

  • The paper discusses the problem of how to allocate the fund to a large number of individuals in a higher school so as to bring a higher utility return based on the theory of uncertain set. Suppose that experts can assign each invested individual a corresponding nondecreasing membership function on a close interval I according to its actual level and developmental foreground. The membership degree at the fund $x{\in}I$ is called utility degree from fund x, and product (minimum) of utility degrees of distributed funds for all invested individuals is called united utility degree from the fund. Based on the above concepts, we present an uncertain optimization model, called Maximal United Utility Degree (or Maximal Membership Degree) model for fund distribution. Furthermore, we use nondecreasing polygonal functions defined on close intervals to structure a mathematical maximal united utility degree model. Finally, we design a genetic algorithm to solve these models.
