  • The rainfall observation systems have largely been improved in Japan. The Japan Meteorological Agency, prefecture governments, and other administrative bodies have also increased the number of rain gauges thru out the country. The density of observatories is now one per several $\km^2$. Heavy rainfall information systems have been improved. Besides it, the Internet was popularized in the late 1990s, and has been used to transmit data of heavy rainfall. Internet accessible cellular phones have been popular in Japan since 1999. Such phones are expected to be useful in the field of disaster warning announcements, because they can automatically notify users bye-mail of pending disasters. The use of the Internet during natural disasters is groundbreaking in Japan today. However, in order to use disaster information effectively on Internet it is necessary to investigate how to use the information during the rainfall disaster. Therefore in our study we suggest methods on the effective construction and their use of information technology on Internet.

  • Increasingly, Grid technics are developed and demonstrated widely. These days, a point to be considered is that clients use Grid resources more easily. Grid Portals, based on standard Web technologies, are increasingly used to provide user interfaces for using Grid resources. But, due to lack of delegation capabilities in using Grid resources through Grid Portals, it is requested of the security mechanisms. That solution is to using Myproxy Server. Myproxy Server allows Grid user to use Grid resources being interact with Grid Portals. But, while users log in Grid Portals, we are faced with over the overlap of users credentials. This paper describes relationship between Portals and Myproxy, and proposes the way to solve the problem of the overlap of users credentials.

  • This study proposed to seek the future development direction of policy information service in Korea by identifying users' needs for policy information and analyzing policy information users' behavior. For this purpose, we analyzed policy information users' needs and behavior through survey and interview methods, and the results are as follows. First, the most common purpose of policy information use was figuring out policy trends, and the Internet was the most common search method used in investigating policy information. Second, electronic resources showed a high rate of use, but the domestic material utilization ratio was higher, and the U.S. resources usage of overseas data was the highest. Third, users most often used materials produced within the last 2-5 years, and Web DB (journals, academic articles, etc.) and reports were the most used material types. Fourth, in the survey of opinion about methods for improving policy information utilization efficiency, cooperation between government agencies' libraries, cooperation between agencies producing the policy information resources, and the overall national collection of policy information were rated the highest.

  • Infographics are influential and valuable communication tools for providing information, and can be used for promoting cultural learning resources and cultural tourism destinations. Therefore, this article presents values of using infographics for promoting Patum's culture and tourism in Phrao District, Chiang Mai, Thailand as cultural learning resources and tourist attractions. Employing a research and development approach, this study utilized three distinct instruments: (1) an interview form engaging 40 locals to uncover insights on promoting Patum village, (2) an assessment form evaluated by three arts and design experts, and (3) questionnaires distributed to 92 participants to gauge perceptions and satisfaction. The findings showcased the high quality and appropriateness of the eight infographics. Audiences derived six key values, including acquiring knowledge, fostering the promotion of Patum's culture, festivals, religions and beliefs, deriving aesthetic enjoyment, encouraging cultural tourism, contributing to the education sector, and enhancing comprehension of Patum's history. Participants expressed high satisfaction ($\bar{x}$=4.46) with the infographic use. The developed infographics are usable and valuable information to help audiences recognize Patum cultural learning resources and tourist destinations. They might be further tailored to the recognition of Patum village in the near future, affecting the area's development by increasing local people's incomes through cultural learning resources and tourism activities.

  • The distributed system is used that it's features of the fault tolerance and good performances. One of the distributed systems, a peer-to-peer tech, has high availability to share resources. However when peers wanna share resources, it isn't online like the peer using resources of the search time. Therefore we usually use the re-transmission method to download all resources. It's not good at the performance of the peer-to-peer system so we need to good solution. In this study, we wanna use the peer-to-peer system with the partner peer that works same download method simultaneously. We wanna have the effective performance to reduce the search stage additionally.

  • Cloud computing has got great popularity in recent times because users can easily access its resources as well as service providers can use efficiently use its resources. By the way, cloud computing are composed of heterogeneous resources and workflows of user application have various characteristics. So, the main goal of this paper is to design new efficient workflow scheduling algorithm, which classifies workflows through their importance degree and allocates resources to each workflow based on QoS metrics such as responsibility, cost and load balancing. Simulation results show that the proposed scheme can improve the responsibility as well as availability of resource.

  • There has been low use of local information services that public libraries provide, and most of those services are limited only through in-house reading or checkout. Motivated by these issues, the study has developed a mobile application (app, hereafter) entitled as LibPass (a combination of Library and Pass) to propose new local information services that reflect the information needs of users. Regarding the design of LibPass, contents of LibPass are composed of the characteristics of local resources so that users can easily search for information about local culture and tour resources through mobile app. That is, it aims to provide efficient information services on local resources by providing information on accommodations, outdoor programs, and specialized libraries, as well as introducing tour resources. Above all, the services are provided with a single card issued by the National Library of Korea and is convenient to use anywhere in the country. It not only secures reliability and currency by utilizing various contents developed by public institutions, but also provides functions to facilitate specialized services for the local information of libraries. Based on the previous research, the present study derives the factors of quality evaluation of mobile tour information services; it constructs objects of LibPass application by analyzing existing applications and develops the prototype based on logical entity relationship model. This model can contribute to the increased use of local information services and, promotes the public's positive perception of the libraries through user-friendly applications.

  • The Monitoring System developed in this study was designed to help manage the recreational forests by gathering data on visitors' profiles and their opinions about recreational use and related facilities, This data could identify for changing situations in forest recreation demand as well as providing information on planning the management and use of the forest areas in advance. The standardized questionnaire had contained visitor profiles, activities, distribution of use by area, distribution us by time, duration of the visit, expenditure of visitors and information on visitor satisfaction and motivation. Also, the questionnaire had included the evaluations visitors' perception of facilities in order to identify the importance and performance of the various facilities, such as recreational and educational facilities, accomodations, directional signs as well as infrastructure. The monitoring system was developed in the object-oriented programming (OOP) environment. Microsoft Visual Basic 6,0 for the program language, Microsoft Access, and Excel program were used to develop the system. The monitoring system was composed of data input, database, and data analysis system, Once data were put into data input system, it automatically transferred to database, and it eventually produced the results of statistical analysis with one step procedure. This study was integrated with facilities and visitor monitoring system to identify the visitor impact at the recreational forests. In addition, this monitoring system would provide necessary and useful background information for management on recreational use of natural resources in a practical manner.

  • The aims of automation efforts in libraries are the rationalization of interval work and improvement of user services. After a period of exclusive internal computer utilization, later voluntary contact with the computer (e.g., circulation control with self services), patrons of American libraries now have to go to a computer terminal if they want certain information. Online public access catalogs(OPAC) have been used in American libraries since the end of the seventies. But OP AC are accepted by patron only if they have a useful and flexible user interface. This paper briefly describes the use of online catalogs in different type of libraries, categories of user (user, non-user), aspect of catalog use in context with computer experience etc. The disscussion then focuses on the characteristics of the final report of online catalog use study of Council on Library Resources and user problems in searching, as reported in many other catalog use studies.
