녹색농업관광 활성화를 위한 경관농업 육성방안에 관한 연구 - 일본의 사례를 중심으로 - (The Study on the Establishment of the Agricultural Landscape Conservation Policy for the Green Tourism)

  • This study focus on the revitalization of green tourism by the agricultural landscape conservation policy. Today, agricultural landuse for food production is restricted by agricultural products import. In this context, agricultural land use policy should be paradigm shift to the consumers needs which accelerates the green tourism in the rural areas. This research screen the agricultural landscape conservation policy of Japan' system and construct the new policy implementation for agricultural landscape conservation in Korea. For this purpose, agricultural landscape guideline and support system should be established in line with the revitalization of green tourism and agricultural income diversification in the rural areas.

  • This study aims to find out the way of revitalizing of natural riverfront space in terms of ecological aspect. At the first part, theoretical made in terms of concept, planning aspects and techniques which were main bases for the study. It begins by explaining the concept of ecological riverfront space, the main aspect and techniques of its planning. After this, it analysis eight cases(four cases in Korea, Swiss, Germany, America and Japan) in terms of the objects, planning techniques and the results of development. It continues by making detailed analysis according to four objectives like 'protection from flood', 'quality of the river', 'ecological preservation' and 'active usage of riverfront space'. It ends by evaluating the relationship between objectives and the planning which will be adapted to the future development of riverfront space with ecological aspect. In conclusion, hereafter will propose desirable design-direction for revitalization about riverfront space about ecological aspect design in urban.

  • 본 연구는 선행연구에서 중요하게 도출되었던 기본적인 가로의 물리적 환경, 접근성, 밀도, 다양성 등의 보행증진요인을 기본 모형으로 가로차원의 변수를 종합적으로 포함하여 보행량 증진에 영향을 미치는지 도출해보았다. 또한 Jacobs(1961)가 가로의 보행량 활성화를 위해 중요하다고 언급했던 다양한 시설과의 연관성이 있으며, 리처드 맥코맥(1983)이 주장했던 업종별로 보행활성화에 대한 정도 차이가 존재할 수 있음을 실증 분석하였다는 데 의의가 있다. 본 연구에서는 변수들간의 영향요인의 차이를 설명하기 위해 유형별 업종의 엔터방식 회귀분석을 시행하였다. 이러한 실증연구는 Jacobs(1961)가 가로의 보행량 활성화를 위해 중요하다고 언급했던 다양한 시설과의 연관성이 있으며, 리처드 맥코맥(1983)이 주장했던 업종별로 보행활성화에 대한 정도 차이가 존재할 수 있음을 실증 분석하였다는 데 의의가 있다.

지방 중소도시 마을정비형 공공주택사업 활성화 방안 연구 (A Study on the Activation Plan of Village Maintenance for Public Housing Project of Local Small and Medium-Sized Cities)

  • Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.

  • The rapid urbanization and modernization observed in countries like Myanmar have led to significant concerns regarding traffic congestion, especially in urban areas. This study focuses on the analysis and revitalization of urban transport in selected areas of Myanmar. The core of urban transportation planning lies in travel forecasting, which employs models to predict future traffic patterns and guide decisions related to road capacity, transit services, and land use policies. Travel demand modeling involves a series of mathematical models that simulate traveler behavior and decision-making within a transportation system, including highways, transit options, and policies. The paper offers an overview of the traditional four-step transportation modeling system, utilizing a simplified transport network in the context of Mandalay City, Myanmar.

환지방식에 의한 도시개발사업의 문제분석 및 활성화대책 (Problems Analysis and Revitalization Plan of Urban Development Projects by the Land Readjustment Method)

  • 조합이 시행하는 도시개발사업이 계속해서 증가하고 있음에도 불구하고, 각종 인허가과정의 중복, 관련법규정상제영향평가(환경, 재해, 교통 등)의 중복, 체비지(替費地) 매각, 도시개발사업에 대한 환경영향평가의 장기화에 의한 시공사의 부도 등 어려움이 많다. 본 연구에서는 도시개발사업에 관련되는 사업관련자(공공기관 설계 및 감리자 조합(조합원포함), 시공사)들을 중심으로 설문조사를 실시하여 사업진행상의 문제점들을 파악하고 계층분석(AHP)을 통하여 사업진행상 문제점개선요인들의 중요도를 분석하고 환지방식에 의한 도시개발사업의 효율적인 토지이용을 도모하기 위한 활성화방안을 제시하였다. 설문조사를 통하여 35개의 문제점개선변수(PIF-problem improvement factor)를 추출하였으며, 이를 대상으로 요인분석 (factor loading 0.4 이하 1개 변수 삭제후 34개변수이용) 결과 도시개발사업의 활성화에 영향을 미치는제영향평가의 통합심의, 조합운영능력, 시공사수행능력, 기반시설부담금, 환지계획의 이해부족, 사업비조달능력, 사업주체 불명확, 조합의 전문성 결여, 민원해결 능력의 9가지 요인을 도출하였다.제영향평가의 통합심의(PIF1)가 도시개발사업의 활성화에 광범위하게 영향을 미치는 것으로 나타났으며, AHP분석결과 사업비조달능력(PIF6)의 가중치가 25.0%로 도시개발사업의 활성화를 위해서 가장 중요한 요인으로 나타났으며, 다음 사업주체의 불명확화(PIF7)가 1.8%로서 가중치가 가장 낮게 나타났다. 책임소제의 크기를 분석한 결과 PIF1(제영향평가의 통합심의)은 행정관청에 가장 중요한 책임이 있는 것으로 인식하지만 PIF2(조합운영능력)는 조합에게 PIF3(시공사 수행능력)는 시공사에게 PIF4(기반시설부담금)는 행정관청, PIF5(환지계획 이해부족)는조합과 컨설턴트 PIF6(사업비 조달능력)는 시공사에게 PIF7(사업주체 불명확)은 조합에게, PIF8(조합의 전문성)과 PIF9(민원해결 능력)은 조합에게 가장 큰 책임소재가 있는 것으로 나타났다.

일본 국영공원 관리 특성 분석 (A Management Characteristics of the National Government Park in Japan)

  • This study sought to discover new directions for management and operation national urban parks in Korea by analyzing the reality of the national government parks of Japan where these parks are already well established and managed. In the case of a Japanese national government park, its supporting system was established after the park was built. The means of management also shifted their direction from putting more priority to the administrative body to the residents. The management practices are changing process of its character with focus on residents as the main entity of activity from their existing position of participants. In other words, the national government parks of Japan are going beyond the previous practice of providing maintenance activities to providing experience, interpretation functions to these activities. Especially, they were establishing local networks to plan and execute programs in collaboration with the park management and NPOs. However, they fall short of tangible outcomes despite their continuous efforts to expand the community involvement and reduce the cost in maintenance. To facilitate the effective management of the urban parks in Korea in the near future, much thought needs to go into the management practices ensuring conservation of resources in the land of Korea, as well as people's use of recreation, community revitalization, and development and transfer of advanced technology to provide appropriate preparations to create urban parks in Korea.

공업지역 활성화 시범사업에 대한 입주기업 요구사항 분석: 부산 사상공업지역을 중심으로 (Corporate Demands Analyses of Pilot Projects for the Industrial Area Revitalization: Focused on Busan Sasang Industrial Area)

  • 이 연구는 부산광역시 사상공업지역에 입주한 기업의 지식산업혁신거점 조성에 대한 요구를 분석하여 공업지역 활성화를 위한 관련 제도의 개선방향을 제시하고자 한다. 이를 위해 부산 사상공업지역의 물리적 현황분석과 입주기업을 대상으로 한 설문조사를 이용하였다. 연구의 주요결과는 다음과 같다. 첫째, 산업물류를 다루는 공업지역임에도 도로율이 낮고, 필지 규모가 작아 대부분의 입주기업이 영세성을 면치 못하고 있다. 둘째, 공업지역 활성화 시범사업의 인지도는 낮지만 공업지역 혁신과 시범사업 필요도, 기대효과는 상대적으로 높았다. 셋째, 시범사업의 혁신거점조성에 대한 기대가 높으며(90.3%), 핵심적 도입기능으로는 연구개발센터 입주를 강하게 희망하고 있다. 이러한 분석에 기초하여, 공업지역 활성화를 위한 법·제도의 시행에 따른 정비계획의 방향을 제안하면 다음과 같다. 첫째, 대상지 내 업종 간 연계성, 어떤 업종이 성장우위에 있는지 세부적인 기초조사를 통한 검토가 선행되어야 한다. 둘째, 산업혁신거점 조성은 주변 공업지역에 파급력이 있고 업종별 지원을 할 수 있는 센터로 운영될 수 있도록 조처해야 한다. 셋째, 공업지역의 혁신적인 변화는 주요 이해당사자가 협력하여 활성화 방안을 지속적으로 개발하고 연구함으로써 실행력을 높여야 한다.

Assessment of Public Engagement Approach in Various Project Stages: The Case Study of Central Market, Hong Kong

  • The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

도시 재생 디자인 선호 요소 분석 -봉산마을 도시재생 현황을 중심으로- (Analysis on Preferred Elements of Urban Regeneration Design -Focusing on the Case of Bongsan Village-)

  • 도시 재생 사업은 낙후된 상업지역이나 주거지역을 대상으로 경제를 활성화하고 주거 지역의 생활의 개선을 통해서 도시의 공동체를 유지하는 활동이다. 본 연구를 통해서 다양한 국내 및 해외의 도시재생의 성공 사례 및 부산영도 봉산마을 내 도시 재생 관련 설문 내용을 수집하고 분석하였다. 분석에 따른 각 사례별 주요 키워드를 도출하여 이를 그룹화하고 상위 키워드를 작성하였다. 13개의 상위 키워드를 리커트의 5점 척도를 활용하여 평가하였으며, 최종 선정된 10개의 키워드를 대상으로 AHP를 진행하였다. AHP 분석 결과 "공간 및 물리적 속성"에 대한 선호도는 "공공성", "지속 가능성", "정체성" 순으로, "컨텐츠 및 시스템 속성"의 선호도는 "주민 참여", "편의성", "지역성", "지자체 참여" 순으로 도출되었다. 본 연구를 통해서 도출된 도시재생 키워드의 선호도 분석을 통해 향후 보다 더 활성화되는 다양한 도시재생 사업과 관련하여 도시재생 디자인을 수립하기 위한 디자인 가이드라인으로의 역할의 제시가 필요하다.
