A Study on the Street Revitalization for Downtown Regeneration -Focused on the Myeong-dong Fashion Street in Cheonan City- (기존도심재생을 위한 가로활성화 방안에 대한 연구 -천안시 명동패션거리 일대 가로를 중심으로-)

  • This study is an attempt to seek ways to revitalize the main streets in local city with regard to urban regeneration. It focuses on the case of Myeong-dong Fashion Street located in front of Cheonan Station, which recently lost its vitality. In order to explore causes of the decline and solutions for restore, this paper investigate the concerned urban area by approaching through three different aspects: physical and environmental aspects, social and economic aspects, historic and cultural aspects. In addition, the street visitors were surveyed on their visiting patterns, priorities and discontents about the components of street, and preferences for its restoring, etc. The investigation resulted in following findings and proposals. In physical and environmental dimension, it is needed to create legal incentives for encouraging local residents to develop their own district, and suggested to plan green space for relaxation and cultural arts space by using existing buildings, along with the expansion of public parking. In regard of social economic aspects, it is proposed to give each street specialized commercial theme. At the historic and cultural level, it is suggested to plan the pedestrian network which links the Fashion Street with surrounding historic elements.

Implication of policy on the evaluation and utilization of modern industrial inheritance of Daejeon (대전지역 근대산업유산의 가치와 활용에 관한 정책적 함의)

  • The Old Town of Daejeon has significantly gone down due to population decrease and vacancy of buildings. To resolve these problems, it is necessary to develop revitalization measures with unique features, but it is also important to use historical and cultural resources from a certain point for the regeneration of local community. The Old Town of Daejeon has a number of industrial structures and architectural heritages that give character to the spaces, but most of them are being impoverished without any use although they have universal value. This study examined the standards to evaluate the importance and value of modern industrial heritages as historical resources that contributed to the development of local community and discussed case studies to review the value and use of industrial heritages that laid the foundation of Daejeon's development as a modern city to address the needs for urban regeneration through preservation and use of modern industrial heritages. Also, the limitations of administrative efforts were identified and the solutions were sought to address the needs to gather efforts with local government offices and the private sector. In conclusion, this study suggests an active and open policies to use cultural heritages through the use of modern industrial heritages for the revitalization of local communities based on the study of policies for the communication of urban users and community cultural spaces, preservation of landscapes including industrial heritages, and preservation in connection to social organizations and social companies, and that it is necessary to provide policies followed by efforts, i.e., to arbitrate the owners.

  • Korea experienced rapid urbanization due to high growth of economy. As people left the country and gathered in the city, the size of city has been expanded, resulting in unbalanced development of the land. In addition, it appears in diverse aspects from nationwide phenomenon to the local development in each city unit. In particular, it even tends to become social problems in the metropolitan cities. As a solution for it, this study conducts theoretical consideration on sustainability in the aspect of balanced urban development and suggests measures through analysis on Siheung-city. The result is as follows. First of all, comprehensive approach is required based on sustainability. It is required to derive balanced city development by expanding it to the social, cultural and economic aspects. Second, integrated management policy is required for the original city along with new development. It should be considered together with diverse social and physical aspects. Third, approach from the aspect of city planning is required through consideration on flat city expansion and connection with city space structural. Fourth, in order to foster balanced urban development, it is needed to grope for solutions for imbalanced urban development through the participation of diverse groups such as local residents, private enterprisers, and the non-profit civic groups of the local community along with the mediation among persons interested. And continuous support of administrative authorities should be obtained to create such environment.

A Study on the Application of District Unit Planning Techniques to Activate Efficient Urban Regeneration (효율적 도시재생 활성화를 위한 지구단위계획기법 적용에 관한 연구)

  • The purpose of this study is to derive the linkage between urban regeneration and district unit planning, in order to supplement the limitations of the spread of the effects of individual urban regeneration projects. To this end, institutional changes and previous studies with theoretical backgrounds were reviewed, the urban regeneration strategic plan and district unit plan cases in the spatial scope of Jeju Island were analyzed, and a unified administrative procedure to strengthen linkages was proposed. In addition, when selecting priorities for active regions, we reviewed how to use the indicators of involvement of residents, which enabled the project to be performed smoothly by grasping the participation of residents and the elements of complaints. Also a hypothetical target site was set up and suggested how to establish a district unit plan by type. Depending on the circumstances and environment of the site, the use of the land use plan and the regulation and mitigation of the district unit plan may be appropriately used to expect the inhabitants to expand their participation and revitalization. This study suggests ways to revitalize decayed areas beyond systematic urban planning in connection with systematic plans, to improve administrative procedures, and to promote bottom-up projects.

A Study on Operational Systems & Planning Contents of Parks & Green Space Plan - Focused on London, New York, Berlin, Sydney, Seoul - (공원녹지기본계획의 운영체계 및 계획내용에 관한 연구 - 런던, 뉴욕, 베를린, 시드니, 서울 사례를 중심으로 -)

  • Recent trends in urban policies show the increasing importance of urban parks. Moreover the park policy and planning are increasingly important for the good urban park system. Comparative studies in the operational system and planning contents of the parks and green space plans of the major cities would be timely and meaningful. This study aims to provide a comparative study in operational system and planning contents of the Parks and Green Space Master Plan at urban scale. Sites include London, New York, Berlin, Sydney and Seoul. Analyses are focused on the master plans and strategy reports of each city. Frameworks for analysis are divided into operational system and planning contents. The results are as follows. First, the Parks and Green Space Plans as an open space planning linked to related resources would contribute to both integrated resources management and practice of the fairness. Second, evolution from quantity to quality of the parks and green space plan enhances revitalization and regeneration. Third, shift from the 'supply oriented plan' to 'need based plan' model provides flexible planning model to meet the demographic change, trend change, preference and use. Fourth, planning agents, enlarged opportunities for participation within each phase, diversified of the participants lead the changes from the passive participation to active one. In order to improve the practicability of the parks and green space master plan, a flexible planning strategy including social awareness changes and park governance is required.

  • Economy-based urban redevelopment is the main priority in Malaysia, but has resulted in social problems such as gentrification, loss of heritage and identity, inequity, etc. Hence, it is crucial for the government to seek other alternatives rather than being solely reliant on urban redevelopment. Neighborhood renewal is a strategy involving the integration of redevelopment, rehabilitation, revitalization and preservation that aims to improve deprived areas using a more holistic approach. The aim of this paper is to review the neighborhood renewal policies in developed countries and to identify those elements that can be adopted in Malaysia. This study is conducted via a literature review. It was found that neighborhood renewal which integrates people-based, place-based and system-based policies highlights the importance of diversity, thereby aiming for resource optimization, community engagement and urban governance with the focal point of the fair, equity and systematic provision of resources. This paper concluded that neighborhood renewal in Malaysia should be initiated by locals with an emphasis on real local participation and a sustainable funding system. The government and local authorities should be observers rather than implementers.

Case Study of the Roles and Characteristics of Community Gardens in Four North American Cities (북미 4개 도시 커뮤니티가든 사례조사에 의한 역할과 특성 비교 연구)

  • As urban regeneration and revitalization projects become increasingly popular in Korea, interests in residential environment, landscape improvement and community activities have risen, resulting in increased interest in community garden, a type of urban agriculture. However, the concept of community garden in Korea is yet to be defined apart from the general concept of urban agriculture. Also, any discussion regarding a practical scheme for community gardens remains nascent. Therefore, in order to define and to understand community gardens, and to draw meaningful implications for the community garden research in Korea, this study conducted a preliminary field survey of four North American cities from where the idea of community gardening originates. A total of 166 community gardens in Seattle, New York, Philadelphia and Vancouver were visited during this survey. Four community gardens from each city were selected for further analysis, with particular emphasis on spatial organization and social functions. The results showed that the community gardens in each city perform a diverse array of functions depending on location, type and societal needs. Community gardens in Seattle and Vancouver, which may be classified as 'uptown,' focused on their roles as fields of 'community participation.' Those in New York and Philadelphia, which are classified as 'downtown,' emphasized their function in 'urban beautification.' This study demonstrates that the community gardens in North America serve their roles as urban amenities and multi-functional public spaces for the entire local population. The implication of the results is that considerations for the social roles the community gardens serve and the spatial elements that allow the space to perform such functions are necessary for the further developments in the community garden research in Korea.

A case study on Urban Regeneration utilizing Community Cinema from Japan: Focused on Fukaya Cinema (일본 커뮤니티 시네마를 활용한 도시재생 사례 연구 - 후카야 시네마(深谷シネマ)를 중심으로 -)

  • It is a known fact that the spread of multiplexes has contributed to movie industry flourish and extending public rights for enjoying movies. However, in terms of Urban Discourse, Multiplexes centered in new downtown have given rise to Doughnut Phenomena in old downtown. It is especially regrettable that the local theaters which have been symbolic cultural spaces storing the 'memory of life' of local communities are disappearing due to a recession of business zone in old downtown. Japan has long been worked in various activities spotlighting on movie/image contents as the major means of creative urban regeneration. Among them, the 'Community Cinema' has made a contribution to regional revitalization by improving movie screening environment of the local community through renewal of local theaters and further creating related culture and industry in the local area. In this study, I focus on 'Fukaya Cinema' which started from NPO(Non-Profit Organization) and reused a closed industrial facility to a movie theater in cooperation with local TMO(Town Management Organization). Fukaya Cinema, which operates in the form of a business community, plays important roles as the core cultural facility in the local community and is regarded as a significant case showing a possibility of urban regeneration using movie/image contents. I investigate the specific founding process and activities of Fukaya Cinema and intend to derive the implications from that. Through this, I aim to provide the basic urban regeneration data utilizing movie/media contents.

Study on the Activation Plan Using Specific Cultural Cluster -Focus on religious cultural town composition in Andong City- (특정 문화시설 집적지의 활성화 방안 연구 -안동시 종교문화타운 조성을 사례로-)

  • When a urban religious cluster is transformed into a religious cultural town, it will help restore the urban community spirit and boost the social, cultural competence of a city. It can be achieved through the desirable values associated with love, service, reconciliation, and communication of each religion combined together. Also, it can facilitate urban regeneration and local revitalization. This study has established measures to stimulate Mokseong-dong in Andong City, an area with lots of religious, cultural facilities, by transforming it into a religious cultural town. The purpose is to play a key role in leading the regional education and culture and stimulating the area. To establish an identity of the religious, cultural town with multiple religions, a development concept was created under the theme of reconciliation, communication, and service. Specifically, a measure to reorganize the area into a space for reconciliation, communication, and service was created with an operation and stimulation program, focusing on the religious facilities. In addition, in order to transform the religious town into a hub of urban regeneration, measures to achieve the following were created: growing together with the surrounding area; establishing a cooperation system involving local residents; establishing an administrative, financial support system. If the religious, cultural town is revitalized, it can boost the quality of local residents and stimulate the local economy.

Implementation of Service Model for Data-Driven Integrated Urban Management Service Operation Using Blockchain Technology (블록체인 기술을 활용한 데이터 기반 도시 관리 서비스 통합 운영을 위한 서비스 모델 구현)

  • This paper proposes a blockchain-based urban service-operation model that can enhance usability by integrating several data-driven services operated in a city. In the proposed model, in order to encourage the participation of service users, the providers of data and values that can be consumed and utilized by each service acquire incentives, and consumers can use various services by paying the incentives. In this way, the proposed service model provides a structure in which various services can be interworked within the incentive system. The characteristics of blockchain technology can also guarantee service operation and management transparency. In addition, in this paper, by establishing and operating a prototype, the efficiency and operability of the proposed model are verified. As a result, three implemented data-driven urban management services are organically inter-compatible based on the concept of the proposed integrated incentive system. In the future, the proposed service model can be applied as an elemental technology of urban operational and management architectures based on citizen participation using local currency, and by cooperating with local economic revitalization projects of interest to many local governments. It is expected that the expansion of the blockchain technology area will also be possible through convergence with smart city services.
