스마트 도시재생 뉴딜 정책의 주민참여 수단으로서 크라우드소싱 시범 적용 연구 (An Application of Crowdsourcing to Expand Residents' Participation in Smart Urban Regeneration New Deal Policy)

  • The purpose of this study is to explore the possibility of using crowdsourcing as a means to expand the participation of citizens in the process of smart urban regeneration New Deal policy. Using mobile devices, they built a crowdsourcing prototype system that enables residents to provide location-based ideas and opinions about the urban regeneration New Deal policy and share and manage the collected data. The system was applied to the actual urban regeneration New Deal project site to draw implications. The main research results are as follows. First, crowdsourcing is a means of strengthening expertise by utilizing collective intelligence dispersed among local residents. Through the online platform developed in this study, various ideas and opinions of the community can be collected. Second, the procedural legitimacy and transparency of the rehabilitation project can be secured by expanding the participation opportunities of the residents. Third, the efficiency of project promotion can be improved through participation of residents using online platform.

도심 하천복원사업을 위한 사후 비용편익 항목 및 분석방안 제시: 청계천 복원사업을 사례로 (Development of Ex-post Cost Benefit criteria and Analysis Plan for an Urban Stream Restoration Project: The Case of Cheonggyecheon Restoration Project)

  • 도심 하천복원사업의 정책적 방향을 도출하기 위한 기초연구로서, 이미 사업이 종료된 청계천 복원사업에 대한 사후 비용편익 항목과 분석방안을 제시하고자 한다. 사후 비용편익 항목을 도출하기 위해 사전 비용편익분석의 비용과 편익항목에 대하여 비판적으로 검토하였다. 검토의견과 예비타당성 표준지침, 비용편익분석 이론 등에 근거하여 사후 비용편익 분석방안을 제시하였다. 그 결과, 비용부문에는 보상비, 갈등조정비, 연구 및 홍보비, 감면받은 유지용수, 물 값 등이 포함되었다. 편익부문에는 환경개선편익 추정시 하천의 자연도 평가를 포함한 다속성 평가기법을 적용하도록 제안하였다. 이와 같은 사후 비용편익 항목과 분석방안이 제시됨으로써 도심 하천복원사업의 효율성이 증대되고, 하천복원의 의미에 더 부합되도록 사업을 평가할 수 있다.

신자유주의적 도시화와 기업주의 도시 프로젝트 (Neoliberal Urbanization and Projects of Entrepreneurial City)

  • 신자유주의화 과정이 우리 사회 전반에 영향을 미치고 있음에도 불구하고, 신자유주의적 도시화와 이를 추동하는 도시 전략, 즉 기업주의 도시 프로젝트에 대한 관심이 매우 부족하다. 본 연구는 기업주의 도시의 개념을 매개로 신자유주의화 과정과 최근 도시화 및 도시 정책들의 특성 간 관련성을 이해하고, 우리나라에서 이와 관련된 주요 사례들을 분석하고자 한다. 기업주의 도시는 신자유주의화 과정을 특징지우는 민영화와 상품화, 금융화, 국가의 재분배, 위기의 관리 조작에 조응하여 재개념화될 수 있으며, 특히 2가지 주요 특징으로 '창조적 파괴' 와 '기업주의적 거버넌스'를 지적할 수 있다. 우리나라에서 이러한 기업주의 도시 프로젝트의 사례로 수도권의 주택 및 토지 가격 변동성과 이를 촉발했던 도시재개발(특히 뉴타운)사업, 인천 등에서 진행되고 있는 경제자유구역 건설 사업, 대구를 포함하여 전국적으로 프로젝트 파이낸싱에 의존한 민자투자 사회간접시설 건설 사업, 그리고 도시의 이미지를 제고시킬 뿐만 아니라 암묵적으로 이를 통해 역외 자본의 투입을 촉진하고자 하는 부산과 광주의 비엔날레와 같은 도시 문화판촉 사업 등이 분석되었다.

지속가능한 도시재생을 위한 사회-실험적 컨테이너 활용특성 연구 -일본 사가현 와이와이 컨테이너 프로젝트를 중심으로- (Characteristics of SocioExperimental Container Architecture for the Sustainable Urban Regeneration Focusing on WaiWai Container Project in Saga Prefecture, Japan -)

  • 도시재생 뉴딜사업 대상지 68곳이 선정되면서 마중물 사업을 통해 지역 이해관계자들이 계획과 관리, 실행을 함께 '지속적으로' 진행할 수 있는 장을 마련하여, 사업 이후에도 지속적인 지역관리가 될 수 있도록 유도하고 있다. 본 연구는 '지속가능한 도시재생'을 위한 활용수단으로서 사회-실험적인 임시점유 시설로서 컨테이너의 활용특성을 분석하는데 목적을 둔다. 공공부문의 임시점유시설로서 컨테이너 활용 프로젝트들에 대한 도시재생 측면의 한계를 밝히고 본질적 의미와 효용성에서 접근한 컨테이너 활용 도시재생의 방향을 설정하기 위한 것이다. 10가지 요소를 국내사례 3개와 와이와이 프로젝트를 비교했을 때, 국내사례는 단순히 트랜드, 경관 및 분위기에 집중하고 있는 한계를 갖고 있으며 운영 프로그램도 단순한 상업 또는 작업공간 센터로서 기존 건축물과 차별성이 없다. 지속가능한 도시재생을 위한 사회-실험적 컨테이너 건축 활용방식을 위한 결론은 다음과 같다. 첫째, 계획주체와 운영주체가 일치되어야 한다. 주체가 상이할 경우, 계획주체의 직접적인 관여가 운영부분의 부재 시 결국 상업성만을 추구하는 편협한 시도에 그치게 된다. 둘째, 한 부지에 대해 활용 용도의 다양화와 집합 분리와 그리고 여러 차례의 실험적 컨테이너의 계획이 필요하다. 셋째, 상업적 성격이 강한 용도를 수용할 경우 도시재생의 방향 및 후속사업과 연속성이 저하될 수밖에 없다. 즉, 단순한 소비나 홍보만의 기능이 아닌 보다 사회-실험적 공공활동이 포함되어야 하며, 이를 통해 추후 공공사업에 반영될 수 있도록 해야 한다.

지속가능한 도시재생을 위한 도시기본계획 평가에 관한 연구 (Evaluation of local comprehensive plan for sustainable urban regeneration)

  • The goal of this study is to examine municipality comprehensive plans by recognizing the problem that adverse impacts of urban regeneration impede the sustainability of specific renewal project. 10 major cities in Korea that are experiencing urban decline were chosen for the study area and plan evaluation indexes were adopted based on the sustainable urban regeneration principles in terms of environmental, social, and economic aspects. Plan evaluation was conducted by employing the content analysis method and developed assessment indexes for three sectors (factual basis, goal/objective, and policy/action) of plan. The findings show that policies, such as 'expansion of parks in urban area,' 'pedestrian-oriented street improvement project,' and 'countermeasures for local industry revitalization,' should be fundamentally included in adopting sustainable urban regeneration plans. Plan scores regarding sustainable urban regeneration had an insignificant relationship with the status of administrative district and plan adopted year. This is because metropolitan municipalities, including Ulsan, Daejeon, and Daegu, received relatively low plan score compared to local governments like Goyang and Suwon. Also, Daegu and Suwon, which established their comprehensive plan in 2018 obtained lower score than Seoul and Incheon, where its plans were created before 2015. Evaluation protocol and indexes that were suggested in this study can be used while reorganizing each locality's comprehensive plan, and thus, play as one of major bases in preparing future sustainable urban regeneration projects.

Improvement Measures for Projects Subject to Environmental Impact Assessment in Urban Areas

  • Purpose: The small-scale environmental impact assessment conducted during the development project stage has focused on the preservation of the natural environment centered on non-urban areas, due to the nature of urbanization, health problems for citizens of high-density urban areas have a limitation in that they are relatively neglected. In the case of strategic environmental impact assessment and environmental impact assessment in urban areas, there is no basis for evaluation in urban areas because there are exceptions to be excluded from the target projects or there are no target project regulations for buildings. Therefore, in this research, we examined the problems with the target project such as the current environmental impact assessment, and tried to establish a system improvement plan that can solve them. Research design, data and methodology: After reviewing the current environmental impact assessment-related laws (including enforcement ordinances) and national land planning laws (including enforcement ordinances), exceptions such as environmental impact assessment in urban areas were identified and problems were identified. Based on this, an amendment to the Enforcement Decree was proposed to provide institutional support for the expansion of target projects such as environmental impact assessment in urban areas. Results and Conclusions: Through this research, it is expected that the projects subject to environmental impact assessment on development projects in urban areas directly related to the health of the people will be expanded, and the net function of the environmental impact assessment system will be maximized.

  • Purpose The beginning of innovation and creation, Haenggung-dong, Paldal-gu, Suwon-si: Suwon Hwaseong Fortress, which began in 1794 by King Jeongjo in accordance with the spirit of Beopgochangsin, mobilized the abilities of traditional techniques, new science and technology, and artists New starting point for urban innovation in Suwon: Based on 5G technology possessed by leading companies in the global ICT industry in Hwaseong (Haenggung-dong), a product of cutting-edge evidence, solve various urban problems through public, private, industrial and academic governance, and a new business model It aims to reorganize into the space where this is created. Design/methodology/approach The New 1794 Project is a 2019 demonstration project requested by the Ministry of Land, Infrastructure and Transport for "Suwon Smart City Challenge Project: Haenggung-dong, Paldal-gu, Suwon-si," developed by the Dankook University SW Design Convergence Center, and the main project from 2020 to 2022. The smart city project strategy should be implemented based on partnerships with multiple stakeholders, and the bottom-up approach and the traditional top-down must be able to coexist. Therefore, the smart city solution applied a horizontal governance method. Findings In this study, the definition of the New 1794 Project, which is the key to defining smart cities in relation to all analyzed aspects, was developed.

도시 및 주거환경정비사업 매몰비용 특성에 관한 연구 - 서울시를 중심으로 - (A Study on the Characteristics of Landfill Expenses on Urban and Residential Environment Maintenance Project - Centered around Seoul City -)

  • Purpose: The purpose of this study is to find out the characteristics of service (landfill) costs (hereinafter, the "landfill costs") applied to the dissolution promotion committee and analyze the characteristics of landfill costs at the time where the dissolution of promotion body is increasing with the authority of the head of local government regarding the territory difficult with the continuous promotion by delaying or suspending the project for a prolonged period or suspending the project through the dissolution of the project body by the promotion committee and cooperative union since the flawless promotion of the maintenance project. Method: After revising the law in February 2012, the survey and analysis is made for the status of applying landfill costs and maintenance project scale of the dissolution promotion committee not confirmed in details around a total of 20 regions, including, 9 regions of redevelopment projects completed with the advance review, 7 regions of re-construction projects and 4 regions of urban environment maintenance projects from the total of 59 regions, Result: The influence on the landfill costs is shown to be greatest in the service expenses and management and supervision on this field has significance for the maintenance project perceived as private project, rather than public project, that the public management is neglected with insufficient presentation of operation criteria and so forth that it displays the tendency to lead to the discrete operation of the project body. In order to enhance the transparency of operating costs for the projects that are led by private capital, it is required to strengthen the role of public sector through enthusiastic intervention by the public sector in standardization of operation criteria, presentation of guideline and so forth.

지방 중소도시 마을정비형 공공주택사업 활성화 방안 연구 (A Study on the Activation Plan of Village Maintenance for Public Housing Project of Local Small and Medium-Sized Cities)

  • Since the village maintenance type public housing project was introduced in 2015, the resident needs for regional revitalization and pleasant living conditions are not being met due to the poor performance of the public housing complexes that reflect the surrounding area maintenance plan (village plan) and regional characteristics. The purpose of this study is to suggest a plan to revitalize the village maintenance type public housing project in consideration of regional characteristics as a result of analyzing the needs of local residents through the problems of the village maintenance type public housing project being promoted so far and resident satisfaction. As a result of the analysis based on the public housing project implementation status analysis and resident satisfaction, the plans to activate the village maintenance type public housing project are as follows. First, in order to secure the effectiveness of the village plan, it is desirable to promote the public housing project and the village plan at the same time. It is necessary to secure a budget according to the selection of public offering projects in the village plan, such as promoting public housing projects without setbacks by prioritizing land purchases for public housing sites and establishing specialized strategies considering regional characteristics. Second, a public housing project that responds to local demand is required. The evaluation factors such as continuous promotion of the urban architecture integration plan and strengthening of regional linkage plans such as specialization of regionally tailored designs should be supplemented so that regional resources and village plans are linked with the public housing specialization plan. Third, surrounding area maintenance plan (village plan) should be secured by the strengthen of the legal status or establishing related provisions. It is also necessary to promote system improvement for area maintenance plan (village plan) when selecting a publicly funded public project.

도시재생사업 건설단계의 참여주체별 위험인지 체크리스트 개발 (A Development of Risk Identification Checklist for Stakeholders in the Construction Phase of the Urban Regeneration-Projects)

  • 최근 활발히 진행되고 있는 도시재생사업과 같은 대규모 복합개발사업은 사업기간이 길고 다양한 사업주체들이 참여한다. 이러한 특성 때문에 사업추진 과정상 많은 위험요인들을 내포하게 되고 이를 관리하는 것은 사업의 성패에 큰 영향을 미친다. 그러므로 도시재생사업에서 위험을 인지하고 대응하는 일련의 위험관리 과정은 정확하고 체계적으로 수행되어야 한다. 위험관리과정에서 위험인지단계는 다양한 위험요인을 인지하고 그 위험의 성격을 규정하는 첫 단계이며, 위험을 인지하는 기법 체크리스트는 가장 보편적이고 실용적인 방법이라고 할 수 있다. 따라서 본 연구에서는 도시재생사업의 개발단계에서 사업주체들의 업무를 분석하고, 위험요인을 도출하여 사업주체별로 위험을 분류하는 체크리스트를 제안하였다. 이러한 주체별 위험인지 체크리스트는 실무자가 쉽게 위험을 파악할 수 있는 도구로써, 도시재생사업과 같이 다양한 사업주체들이 자신은 물론 다른 사업 참여자들의 위험을 인지하는데도 효과적일 것이라고 기대된다.
