도시계획정보체계 개발모델 연구 (A Study on Developing Model of Urban Planning Information System)

  • 도시의 무분별한 개발과 성장으로부터 도시공간의 보전과 이용의 조화를 도모하기 위해서는 합리적이고 투명한 도시계획이 수립되어야 한다. 이러한 사회적 요구를 수용하며 조화로운 공간질서를 확립하기 위해 도시공간내 토지이용에 관한 계획수립체계가 변화되고 보다 강화되었다. 그거나, 강화된 도시계획수립체계가 순기능적으로 작용하기 위해서는 도시공간에 환한 다양한 정보를 신속하게 수집, 정리, 분석하여 도시의 현황과 문제점을 정확하게 판단할 수 있어야 한다. 도시계획 분야에서의 이리한 요구와 수요는 다양한 정보를 신속 정확, 편리하게 수집하여 수집된 정보를 체계적으로 분석, 관리하고 이를 공간상의 분포현황 등 시각적으로 표현할 수 있는 G[S관련 정보기술의 발달로 가능하게 되었다. 본 연구에서는 도시계획법을 근거로 하여 도시계획분야에서의 정보화 요구와 수요를 충족하기 위한 도시계획정보체계의 기본구상을 제시하고, 최근 GIS관련 정보기술동향을 활용한 도시 계획정보체계의 개발모델을 제안하였다.

  • This study suggested 'Environmental Friendly City Model' and 'Energy Planning Process' according to the increasing necessity of 'Energy Saving Green City and 3 technologies like (1)Urban Spatial Modeling, (2)Urban Energy Consumption, (3)Urban Energy Supply Planning technologies were suggested which are able to support sustainable urban energy planning'. The results are as follows. (1)E-GIS modeling system was suggested as a 'Planning Supporting System'. (2)Urban Energy Consumption Algorithm was systemized with planning information of E-GIS DB. (3)Urban Energy System Location was deduced by integrating E-GIS DB and ANN algorithm.

  • 도시계획정보시스템은 전 국가적 네트워크상에서 운용되어야 하는 도시계획분야의 핵심 시스템으로서 구축 초기에서부터 표준화에 대한 면밀한 검토가 필요하다. 따라서 본 연구에서는 도시계획정보시스템 구축과 관련된 국제표준, 국내법률, 상위계획 및 현재 구축된 2008년 표준시스템에 대한 분석을 통해 문제점을 파악하고, 향후 성공적인 도시계획정보시스템 구축을 방향을 제시하였다. 본 연구를 통해 제시한 도시계획정보시스템 구축의 방향은 첫째, 도시계획정보시스템 구축을 위한 표준을 선제적으로 작성하고 사후에 국제표준을 제정함을 추진하고, 둘째, 개방형 구조로 제작해야 하며, 셋째, 상위계획인 국가공간정보체계의 구축방향을 준수하여 연계통합이 가능한 방향으로 진행되어야 한다는 것으로 정리할 수 있다.

Urban Land Use Planning with a PSS-based Land Use Change Projection Model

  • Planning Support System (PSS), an alternative framework of computer-aided planning system combining geographic information system (GIS), urban models, and visualization tools, has been actively researched and applied in many developed countries. This paper introduces a PSS-based land use change model, What if\ulcorner PSS, by applying it to Chongju City, Korea. This model application study used the spatial database, Restricted Development Zone (RDZ), and other hypothetical land supply- and demand-related policies of Chongju City. The collaborative PSS model supported land use planning process by helping users to speedily and easily create and test policy-oriented scenarios. The study found that the fully operational PSS model was readily applicable and useful to Korean local land use planning. The paper discusses the conceptual model framework, data requirement, application process, model output, and practical usage. This study would be considered as a prototypical approach of PSS-based land use plan making for Korean cities.

도시계획분야의 환경변화에 적응하는 도시계획정보체계의 발전방향에 대한 연구 (A Study on the Urban Planning Information System under the Paradigm Shift of Urban Planning)

  • 본 연구는 최근 도시계획분야가 당면한 개념적 기술적 변화들을 포착하고 이들 변화가 도시계획에 미치는 영향을 최근에 제정 및 개정되고 있는 법과 제도에서 어떻게 수용하고 있는지를 살펴본 후, 이러한 환경변화 속에서 도시계획정보체계가 어떤 모습으로 발전해 나가야 할 것인지에 대해 몇 가지 제안을 하고자 시작되었다. 결론으로 새로운 법체계에서 요구하는 새로운 기능을 담당하기 위한 새로운 기법들이 신속히 개발해야 한다는 단기적인 요구뿐만 아니라, 도시계획정보체계의 위상을 현재와 같은 부문별 단위시스템으로서가 아니라 도시공간에 관련된 제반 정책을 총괄하는 상위 의사결정지원시스템으로 자리하도록 해야한다는 점과, 도시계획에 영향을 미치는 각종 개념변화 법과 제도의 변화에 따라 요구되는 계획 및 의사결정을 위해 요구되는 방법들을 종합적으로 검토한 후 이를 바탕으로 도시계획분야의 업무전반에 걸친 재구조화 작업의 필요성, 그리고 도시계획업무의 편익을 단기적인 효과나 비용절감의 측면에 국한하지 말고 도시계획업무의 특성을 감안한 편익평가가 필요함을 제시하였다.

The Development of Extended Urban Land Information System for Sustainable Urban Management

  • This study aims to develop the Extended Urban Land Information System (EULIS) which can support the sustainable urban management. Although the existing Urban Land Use Information system (ULUIS) that aids the micro-level land use information is a good means for the understanding of urban spatial structure and district-level planning and management (such as urban design, redevelopment planning and district-level transportation planning, etc.), it has some limitations in supplying the information for sustainable urban management, such as environmental and traffic analysis, urban infrastructure's carrying capacity analysis, etc. The EULIS is designed to efficiently supply the information for sustainable urban management. For the successful construction of EULIS, the followings have to be considered. 1) the integration of topographic maps which contain the building's footprints and cadastral maps which contain the parcel's boundary, 2) the integration of EULIS and FM (Facility Management) system for the full utilization of information about capacity analysis of infrastructure, 3) the construction of standardized georeferencing system and spatial unit for the combined use of environment and traffic census data. This study shows 1) why EULIS is needed for the sustainable urban management and which elements are needed for the system,2) the E-R data model for the EULIS, 3) the strategies for the construction of EULIS and 4) the conclusion.

싱가포르 도시계획체계와 디자인가이드라인의 특징에 관한 연구 (Study on Characteristics of Urban Planning System and Design Guidelines in Singapore)

  • Even if Korea has established various legal guidelines as well as plans for the purpose of systematic management of urban citycapes, various problems have been pointed out, such as a decrease in operational efficiency because the legal framework is not clearly defined and the guidelines do not fully reflect regional characteristics. In the midst of this, Singapore is being mentioned as a representative example of enhancing international competitiveness by forming an outstanding urban cityscape through successful urban planning and operating system. Therefore, this study aims to suggest a direction for the improvement of Korea's urban planning and design guidelines by investigating and analyzing the characteristics of Singapore's urban planning system and design guidelines. As a result of the research and analysis, it was concluded that Singapore's urban planning system was based on the unified planning and management system. In particular, the Singapore Urban Design Guidelines provide differentiated guidelines to maintain and strengthen regional characteristics based on linkage with higher-level plans as detailed practical guidelines, and were operated as flexible guidelines reflecting the changes of the times and the needs of members of society. It also provides a direction for the improvement of the Korean urban design system, such as to increase the executionablity of the plan and the efficiency of operation by utilizing various guidance and support policies, rational and simplified deliberation procedures, and allow a platform that enhances the accessibility and convenience of related information.

Urban facility construction planning system using location-time information

  • In this paper, a shared model of systematic urban facility construction planning system is proposed. As the scope of construction on urban facilities has expanded, the construction process may occur simultaneously in the same location and short period of time by the different public agencies. This kind of construction duplications may cause the inefficiency of construction time and cost. In order to improve this, we studied the sharing method of the construction information which are produced by the different construction agencies. And also studied the method of find out the duplicate constructions occurring in the same place and short period of time. And Then we suggest a system that can rearrange the order of urban facility construction.

유비쿼터스 도시계획에 있어서 주거계획 문제에 관한 고찰 (A Study on the Housing Complex Planning in the Ubiquitous City)

  • Ever-developing information and communications technology has changed the ways of life from that of industrial society to the information-oriented community, and is widely used in a variety of social and economic contexts. Besides, urban problems in today's society are intricately involved so that the possibility of any reliable breakthrough may not to be likely. To work out these complicated problems as well as to understand the crux of the matter more comprehensively, ubiquitous urban planning has been laid out, and as a result attempts to reflect this system are cautiously made in metropolitan areas. However, most u-City planning, integrating uibiquitous technology, has focused on creating urban infrastructure and its services, therefore neglecting the importance of housing in urban space. Consequently, thorough u-City planning has yet to be defined in relation with urban space, and housing planning, established on the basis of the user-oriented housing environment, needs to be urgently made. Centering on the importance of housing in the construction of an improved future urban environment, this study aims to discuss the role of urban environment planning where metropolutan residents can enjoy a comfortable and convenient life. As well, this research paper seeks to focus attention on the consideration for users that is often disregarded but requires reflecting in the u-City planning.

Extraction of Some Transportation Reference Planning Indices using High-Resolution Remotely Sensed Imagery

  • Recently, spatial information technologies using remotely sensed imagery and functionality of GIS (Geographic Information Systems) have been widely utilized to various types of transportation-related applications. In this study, extraction programs of some practical indices, to be effectively used in transportation reference planning problem, were designed and implemented as prototyped extensions in GIS development environment: traffic flow estimation (TFL/TFB), urban rural index (URI), and accessibility index (AI). In TFL/TFB, user can obtain quantitative results on traffic flow estimation at link/block using high-resolution satellite imagery. Whereas, URI extension provides urban-rural characteristics related to road system, being considered one of important factors in transportation planning. Lastly, AI extension helps to obtain accessibility index between nodes of road segments and surrounding district areas touched or intersected with the road network system, and it also provides useful information for transportation planning problems. This approach is regarded as one of RS-T (Remote Sensing in Transportation), and it is expected to expand as new application of remotely sensed imagery.
