도시성장관리정책의 갈등 구조 및 조종 미국 도시성장관리정책의 교훈 (Conflict Structure of Urban Growth Management Policies and Conflict Mitigation Alternatives : Lessons from the United States' Experience)

  • This study aims at drawing implications for Korea's urban growth management policies from U.S.A's experience on this issue. This study analyzes two types of contradictions in planning and implementing urban growth management policies: 1) value conflicts in goal setting and 2) contradictions among different level of governments (local, province, nation). As mentioned by Campbell (1996), there are three types of conflicts in objective values (efficiency, equity, and environment protection): property contradiction between economic growth and equity, resource conflict between efficiency and environment protection, and development conflict between equity and environment protection in urban growth management policies. In implementing urban growth management three types of conflicts in goal values should been taken into consideration. Contradictions among local governments, province, and central government are also found in implementing growth management policies. The lessons from the United State are as follow: 1) growth management plans are initiated by the local government and during the planning process adjacent local governments review a local government's growth management plans and give inputs for the plan, 2) local government and State work together for growth management planning and specially, the State provides technical and financial assistance to local government, and 3) the State plays leading roles in local government's planning and implementing of growth management policies with carrot and stick policy.

주상복합건물의 성장관리형 도시재생 효과에 관한 연구 (A Study on Effects of Urban Growth Management Style Urban Regeneration of the Mixed Use Building in Seoul)

  • In the urban area where rapid suburbanization trend continues, the role of mixed use building is controversial. It is argued that the mixed use building is an effective tool to recover residential function of urban core(urban regeneration). It is also argued that the building is a cause of serious urban problems, such as congestion, public service shortages. The fundamental purpose of this study is to examine the role of mixed use building in terms of urban growth management in Seoul. For this purpose, data of mixed use building from 1981 to 2007 are collected and analysed. The results show that most of mixed use buildings are located in either sub-centers or population losing areas, rather than traditional urban core. Therefore, it is hard to accept that the two controversial arguments. The mixed use building noncore areas in most cases. However, it dose help to increase population inflow in non-core areas. it is difficult to accept the public service assertion which states that super-high rise mixed use building causes public service congestion, because the building is built in population losing or demand decreasing area. Based on these findings this study suggests some policy alternatives such as urban service boundary or concurrency program to management urban growth.

도시동태모형을 이용한 도시성장관리정책의 평가 (Evaluation of Urban Growth Management Policy using Urban Dynamics Model)

  • This paper evaluate and compare effectiveness of urban growth management measures in Korea using system dynamics model. Simple urban dynamics model was used to compare urban growth management measures. Since the late 1960s, Korean government has been implementing various urban growth management measures without much success. In the 1960s, factories, universities, and public agencies were strongly encouraged to move out to local areas. During the 1970s, regulations on greenbelt area was adopted to prevent urban sprawl. Besides, regulations to prevent location of population inducing facilities, and promoting dislocation of those facilities were implemented simultaneously. During the 1990, regulations on total number of factories in the metropolitan area, development fees were adopted. These various method of urban management were compared. Simulation results shows that promoting decentralization of population, preventing population immigration, expanding greenbelt area are effectiveness ones compared to controlling total number of population inducing facilities, and preventing construction of new industries. Some implications of the findings were discussed.

  • 주택문제, 도심 오픈 스페이스의 감소, 난개발, 교통체증, 도심쇠퇴와 같은 문제점을 겪고 있는 현대도시의 지속가능성을 논의함에 있어서 도시성장관리는 지방자치정부의 차원에서 중요한 이슈중의 하나이다. 이러한 지속가능성을 가능케 하는 실천전략으로 본 연구에서는 스마트성장의 개념을 살펴보았다. 또한 도시의 지속가능성에 가장 큰 걸림돌 중의 하나는 지속가능한 전략을 일관성 있게 추진할 수 있는 선순환 구조가 결여된 자치단체의 내부구조상의 문제점을 들 수 있다. 본 연구에서는 지역혁신시스템(RIS)에 기반하여 각종 도시성장관리 전략에 있어서 지속적인 선순환 구조를 가능케 할 수 있는 지방정부조직의 개념적 모형을 제시하였다.

인구감소 시대의 도시관리 정책에 대한 동태적 분석 (Alternative Urban Management Policies in the Depopulation Era)

  • Since the mid-1990s, Korea has recorded low population growth rate. Based on the figures provided by the Statistical Korea, Korea may be even confronted with decreasing trends in the total population at the end of 2010s. In addition, Korea may experience the hyper-aged society in the mid-2020s. In the depopulation era, we have to devise alternative urban management policies reflecting low and reversed trends in the urban population. It is almost certain that urban policy-makers have to deal with a new series of urban problems, even jeopardizing the continuity of urban territories. In order to minimize the negative impact derived from depopulated phenomena, they have to develop sound and sustainable urban policy alternatives. This research adopts system dynamics approaches, revealing key factors exerting significant impact on the existing urban management policies. In specific, it pays attention to major causal loops, reinforcing or balancing behavioral.

지속 가능한 도시경영을 위한 중국 후난성 주요 도시의 공간적 성장 특징분석 (Analysis of Spatial Growth Characteristics of Major Cities in Hunan Province, China for Sustainable Urban Management)

  • Urban space expansion is an important symbol of the urbanization process and has always been an important topic in urban studies. In addition, for sustainable city management, it is important to identify factors that can influence, such as the driving force and direction of urban space expansion, from the stage of establishing an urban development plan. To understand these factors, by observing the expansion process of a specific city, it is possible to sufficiently observe how the urban spatial dimension changes. Through a series of processes, the spatial growth characteristics of the city are analyzed, and the influence and results of important factors are analyzed. For this purpose, this paper examines the changes in the city's outer boundary and land use structure through monitoring data on urban areas of 14 cities in Hunan Province, China from 2000 to 2016. Temporal and spatial regularity according to the urban space expansion of these cities were analyzed, and a preliminary assessment was made on whether the urban space expansion is coordinated with the urban population growth. The assessment result showed: (1) The urban space of most cities has been extended rapidly in 2000-2015 however, the rate and the intensity of urban space expanding has been declining. (2) The construction of the industrial park is the core driving force of the urban space expanding, and the change of the urban space structure is manifested as enclave city expansion because that the industrial park is usually far away from the city center. (3) The population agglomeration is another driving force of the urban space expanding. At this time, the urban space expanding is like boundary extension. (4) Except Changsha city, all of the cities has a high urbanization-area-growth elastic coefficient. It means that most of the cities should enhance the land use degree.

  • 급격한 도시화로 인한 난개발, 도시의 과대팽창 등을 막기 위해 다양한 방법의 성장관리 기법들이 제시되어왔다. 우리나라의 많은 도시들도 예외가 아니며, 특히 개발의 압력을 받는 많은 수도권내의 도시들이 그러하다. 본 연구는 GIS와 계량적 방법을 통해 도시의 미래 성장을 예측하고 성장관리를 위한 모델을 구축하는 것이 연구의 목적이다. 특히, 계획적 제도와 수요를 고려한 예측시나리오를 제시함으로써 보다 합리적인 관리방안을 제시한다. 이를 위해 GIS 기법과 계량분석을 이용하여 과학적이고 객관적인 근거를 마련하도록 하였으며 시뮬레이션을 통해 향후 계획의 의사결정 및 집행을 위한 기반을 마련하였다.

성장관리방안 정책수단의 영향력 분석 (Analyzing the Influence of Policy Measures for Growth Management Plan)

  • 성장관리방안의 주요 정책수단이 성장관리지역 내에서 개발 입지에 어떠한 영향력을 미치는지를 확인하고자 세종시의 수립 사례를 대상으로 이항로짓모형을 이용하여 분석하였다. 2012년부터 2017년까지 세종시의 필지기반 자료를 사용하여 자연환경요인, 인문환경요인, 제도적 요인, 성장관리방안 정책수단요인을 독립변수로, 필지별 개발여부를 종속변수로 하는 이항로짓모형을 구축하였다. 분석 결과, 성장관리지역 내에서 인센티브와 물리적 규제는 영향력이 없는 것으로 나타났으며 시간적 규제는 연접필지 개발을 억제하는 영향력을 발휘하는 것으로 나타났다. 성장관리방안 시행 이전과 이후를 비교하여 분석한 결과, 성장관리방안 시행 이후에 시간적 규제의 영향력이 강화된 것으로 나타났다. 본 연구를 통한 정책적 시사점은 다음과 같다. 첫째, 성장관리방안의 용적률 인센티브는 효과가 미미한 바 지역적 특성이나 용도별 특성에 맞게 적용할 수 있도록 인센티브를 다양화할 필요가 있다. 둘째, 세종시 성장관리방안에서 적용하고 있는 시간적 규제는 간접적으로 개발시기를 조절하고 기허가지 내 기반시설 확보를 앞당기는 효과가 있으므로 규모·입지 규제 위주로 이루어진 현 성장관리방안을 보완하는 정책수단으로서 활용될 수 있을 것으로 기대된다.

도시성장관리 지표설정에 관한 연구 -경기도 31개 시 군을 평가 대상으로- (Research on Index Configuration of Urban Growth Management -31 cities and Counties in Gyeonggi Province, Korea-)

  • 본 연구는 크게 도시성장관리 지표개발과 적용으로 구분하였고, 전문가 면담조사를 바탕으로 AHP기법을 적용하여 지표별 가중치를 산정하였다. 산정된 가중치를 바탕으로 도시성장관리가 필요한 대표적인 지역인 경기지역을 대상으로 예시적 평가를 한 뒤, 도시성장관리방안 수립시 적용가능한 시사점을 제언 하였다. 본 연구의 결과를 요약해보면, 도시성장관리 목표부문에서 '무질서한 도시확산 방지' 부문의 가중치가 가장 높았으며 다음으로 '납세자 보호', '효율적인 도시개발 유도', '삶의 질 향상)' 의 순이다. 이를 경기도 지역에 적용해 본 결과, '무질서한 도시확산 방지(11개 시 군)', '납세자 보호(11개 시 군)', '삶의 질 향상(5개 시 군)', '효율적인 도시개발 유도(4개 시 군)' 순으로 나타나, 가중치 산정 결과가 유의함을 알 수 있었다. 또한 균형잡힌 도시성장관리를 위해서는 삶의 질 향상 부문 및 효율적인 도시개발 유도 부문도 함께 고려되어야 함을 알 수 있었다. 각 시 군별 예시적 평가점수 결과를 통해 향후 도시성장관리방안 수립 시 개선 방향에 도움이 될 것으로 판단된다.

시스템다이내믹스를 활용한 도시개발밀도의 적정성 평가 모델 구축 연구 (Establishment of the Measurement Model about the Adequate Urban Development Density using System Dynamics)

  • The purpose of this paper was developing a development density control model for urban growth management, using system dynamics modeling. The density control model was developed to see how urban growth, transition, and decay occur depending on the interaction among population, houses, industry structure, land and urban infrastructure such as road, water supply, and sewage treatment facilities. Suggesting adequate level of development density control using the model was another purpose of this paper. The model was applied to An'yang city to estimate the maximum number of population, industry structures, houses, and cars that can be adequately sustained with the current An'yang city's infrastructur capacity. The computer simulation results shows that the city is overpopulated by some 90,000 people. To reduce the population to the adequate level that the current urban infrastructure can sustain, the current city regulation on floor area ratio are needed to be strengthened at least 20 to 35%.
