A Proposal of Urban Park Design Using DT Cafe in Post-COVID Era (포스트 코로나 시대에 드라이브 스루 카페를 활용한 도시공원 디자인 제안)

  • With the advent of the post-COVID19 era, people must maintain social distancing to quarantine. However, this rule deprives people of freedom. Therefore, this study proposes a new normal plan for urban park design using drive-thru to recreate space for people to maintain and enjoy their previous lives while complying with quarantine rules. Olympic Park has a large floating population, and is one of the places where drive-thru is available. Therefore, the study designed this place to be the only cafe that could be operated if other cafes were shut down due to social distancing. The cafes in the park were designed into five spaces based on Olympic Park's flag motifs. The results were as follows. The cafe's name is CUPPY (Cup+Coffee), while each logo letter is expressed using the colors of the Olympic flag: blue, yellow, black, green, and red. The cafe spaces were divided into five continents (Europe, Asia, Africa, Oceania, and America), as symbolized by the Olympic flag, with the driving route shaped like the Olympic logo to match the five spaces. Human beings need change and adaptation in various fields to live in a post-COVID19 era that they have never experienced before. Just as the New Normal changes with time, and should, research is essential for presenting a New Normal in urban park design that reflects this disaster situation following the COVID-19 crisis. On this very point, we expect that this research will serve as a reference for urban park design. Additionally, it is believed that continuous suggestions and research will be necessary to apply the model to more diverse environments.

Simulation and Feasibility Analysis of Aging Urban Park Refurbishment Project through the Application of Japan's Park-PFI System (일본 공모설치관리제도(Park-PFI)의 적용을 통한 노후 도시공원 정비사업 시뮬레이션 및 타당성 분석)

  • Urban parks are social infrastructure supporting citizens' health, quality of life, and community formation. As the proportion of urban parks that have been established for more than 20 years is increasing, the need for refurbishment to improve the physical space environment and enhance the functions of aging urban parks is increasing. Since the government's refurbishment of aging urban parks has limitations in securing financial resources and promoting attractiveness, they must be promoted through public-private partnerships. Japan, which suffered from the problem of aging urban parks, has successfully promoted several park refurbishment projects by introducing the Park-PFI through the revision of the 「Urban Park Act」 in 2017. This study examines and analyzes the characteristics of the Japan Park-PFI as an alternative to improving the quality of aging domestic urban park services through public-private partnerships and the validity of the aging urban park refurbishment projects through Park-PFI. The main findings are as follows. First, it is necessary to start discussions on introducing Japan's Park-PFI according to the domestic conditions as a means of public-private partnership to improve the service quality and diversify the functions of aging urban parks. In order to introduce Park-PFI social discussions and follow-up studies on the deterioration of urban parks. Must be conducted. The installation of private capital and profit facilities and improvements of related regulations, such as the 「Parks and Green Spaces Act」 and the 「Public Property Act」, is required. Second, it is judged that the Park-PFI project is a policy alternative that can enhance the benefits to citizens, local governments, and private operators under the premise that the need to refurbish aging urban parks is high and the location is suitable for promoting the project. As a result of a pilot application of the Park-PFI project to Seyeong Park, an aging urban park located in Bupyeong-gu, Incheon, it was analyzed to be profitable in terms of the profitability index (PI), net present value (FNPV), and internal rate of return (FIRR). It is considered possible to participate in the business sector. At the local government level, private capital is used to improve the physical space environment of aging urban parks, as well as the refurbishment of the urban parks by utilizing financial resources generated by returning a portion of the facility usage fees and profits (0.5% of annual sales) of private operators. It was found that management budgets could be secured.

Comparison of the Particulate Matter Removal Capacity of 11 Herbaceous Landscape Plants

  • Background and objective: Particulate matter (PM) has a fatal effect on health. There have been many studies on the use of plants such as trees and shrubs as eco-friendly and sustainable biofilter for the removal of PM. In forming more green space, ground cover plants play an important role in multi-layered planting. This study was conducted to investigate the ability of plants to reduce PM, targeting Korean native ground cover plants with high availability in urban green spaces. Methods: For 4 species of Asteraceae, 4 species of Liliaceae, and 3 species of Rosaceae, one species of plants at a time were placed in an acrylic chamber (800 × 800 × 1000 mm, L × W × H) modeling an indoor space. After the injection of PM, the amount of PM remaining in the chamber over time was investigated. Results: For all three types of PM (PM10, PM2.5, PM1), significant difference occurred in the amount of PM remaining between plant species after 1 hour in the Liliaceae chamber, 3 hours in the Asteraceae chamber, and 5 hours in the Rosaceae chamber. With Liliaceae, the leaf area and the amount of PM remaining in the chamber showed a negative (-) correlation. With the Asteraceae and Rosaceae, there was a weak negative correlation between the leaf area and the amount of PM remaining in the chamber. Conclusion: When using ground cover plants as a biofilter to remove PM, it is considered effective to select a species with a large total leaf area, especially for Liliaceae.

Vulnerability Assessment to Urban Thermal Environment for Spatial Planning - A Case Study of Seoul, Korea - (공간계획 활용을 위한 도시 열환경 취약성 평가 연구 - 서울시를 사례로 -)

  • This study aims to assess vulnerability in urban thermal environments of Seoul by using indicators frequently used in previous studies as well as effective indicators for spatial planning like urban and environmental planning. For this purpose, fifteen indicators that influence urban thermal environments such as heat waves, urban heat island effects, and urban micro-climates were identified based on literature reviews. Indicators for presenting urban structure and spatial properties were included; for example, building volume as 'exposure to climate', buildings completed before 1980 as 'sensitivity', and green space areas as 'adaptive capacity'. Among them, twelve indicators were applied to assess vulnerability in urban thermal environments of Seoul by using a GIS spatial analysis combined with fuzzy logic. The results show that the Gangnam area is identified as more vulnerable to a heat environment as compared to the Gangbuk area. In the Gangnam area, Seocho-gu, Gangnam-gu, Dongjak-gu, Yeongdeungpo-gu, Gangseo-gu were relatively high in vulnerability, while Dongdaemun-gu, Gangbuk-gu, Gwangjin-gu, Jungrang-gu were relatively high in the Gangbuk area. Gwanak-gu, Dobong-gu, Eunpyeong-gu, and Nowon-gu, which include forested areas, have low vulnerability in the sectors of 'exposure to climate' and 'sensitivity' due to the impact of Gwanaksan and Bukhansan. However, some areas with high vulnerability like Seocho-gu and Gangnam-gu may have lower vulnerability if the indicator 'status of air conditioning' from the sector of 'adaptive capacity' is used. This study could support the establishment of a practicable thermal environment policy and spatial planning to reduce heat-related risks in the field of urban and environmental planning.

The Research on Herb and Its Allocation Form in Landscape

  • In order to provide a scientific foundation for herb application in landscape, the photographs were taken from the herb landscape in urban green space and sightseeing garden. The questionnaire-based survey was also applied to analyze the cognitive situation of herb. Most investigators love herb, but have a low level of herb; Interviewees' consideration of herb function lie in ornamental, healthcare and medical treatment; The bulk of the visitors think herb landscape is insufficient; Investigators' preferences for herb application forms are landscape edging and combining with stone. We also probe into the optimum allocation form combining herb with landscape elements. When we combine herb with landscape water or landscape architecture, artistic conception and reasonable plant allocation should be considered; When we combine herb with landscape path or garden ornament, reasonable plant disposition and appearance and practical collocation should be thought over; When we combine herb with flower-border, richly colored landscape and reasonable plant allocation should be deliberated on.

The Living Environments of Leave-out lands in the Land Readjustment Project Area - Focused on Daegu City - (구획정리사업 부지내의 제척지 주거환경 실태 - 대구시를 중심으로 -)

  • This study is designed to suggest future development guidelines for leave-out lands in the land readjustment project area. For this purpose, physical conditions which affect living conditions were surveyed. The findings are follows. First, the living conditions in the lands are low with shortage of parking space and green area, narrow and low-performance road conditions, disordered fence and roof. Furthermore, illegal waste disposal made the condition even worse. Second, it is desirable to make separated plan for the leave-out lands because they have quite different living conditions from those of the land readjustment project area. Third, it is suggested that urban planning and architectural laws should pay attention to the leave-out lands to improve living conditions. It is also recommended that planning obligations for the leave out land should be imposed on land developers.

Economic Valuation of an Urban Green Space Using Double-Bounded Dichotomous Choice CVM (이단계 이선 가상가치평가법을 사용한 도시녹지의 경제적 가치평가)

  • 본 연구는 서울시 도시녹지를 1평을 늘리는 것에 대한 시민들의 지불의사금액(WTP)을 이단계 이선 가상가치법으로 계산함으로써 도시녹지의 경제적 가치를 평가하고, WTP에 영향을 미치는 변수들의 종류와 영향력 정도를 밝히기 위해 수행되었다. 지불도구는 기금이었으며, 'fat-tail problem'없이 WTP를 계산하기 위해 생존분석을 사용하였다. 분석 결과, 서울시민들은 생활녹지 1평을 늘리는데 약 23,400원을 기부할 용의가 있었다. WTP에 영향을 주는 변수는 자연환경태도(NEP), 구조적 제한요소, 소득 및 환경보전을 위해 편리함을 양보할 의사이었다. 본 연구의 결과는 도시녹지의 개발 또는 보존과 관련된 정부의 의사결정이나 도시녹지 관련 예산 확충을 요구할 수 있는 기본 자료로 활용할 수 있을 것이다.

  • This study aims at developing environmental indicators to evaluate sustainability of district unit planning in Seoul. The indicators are devised to evaluate three categories of influencing areas such as district planning area, surrounding areas of planning area, and city wide area. In order to formulate the environmental indicators, subsystems of the environment were reviewed and classified into seven sectors of the environment such as air and climate, soil, water, green space, fauna, noise, and landscape. 16 indicators were developed from the seven sectors. Weighing were given to each indicator resulting from AHP analysis of the questionnaire survey of environment and urban planning experts.

  • The Haidian Garden of Zhongguancun Science and Technology Zone is an area with high intellectual intensity. It is therefore known as China's Silicon Valley. The Summer Palace, a World Heritage Site, sits in the northwest part of it. 250 years ago, the construction of imperial gardens in this area, including the Summer Palace, gave birth to the appearance and prosperity of the town of Haidian. This will also provide various opportunities for the growth of the science and technology. Today the green space, the cultural and ecological environment of the Summer Palace, and its 3-kilometer buffer zone are becoming one important strategic factor for the Haidian Garden to attract talents, improve international competitiveness and realize sustainable development. How to taking advantage of the favorable resources, to achieve balance between protection of the environment around the Summer Palace and urban development, will be of great importance in the future plans of the science and technology.

The role of urban green space in terms of popular values (주민의 입장에서 본 도시 공원녹지의 규제에 관한 연구)

  • 공원녹지가 군시내에서 수행하고 있는 역할에 대해 학자들은 크게 '주민을 위한 위락공간으로서의 역할' '도시구조를 이루는 한 요소로서의 역할' 그리고 '도시 생태계의 기반으로서의 역할'등 크게 세가지로 구분하고 있다. 본 연구는 대도시 주민들이 인식하고 있는 도시공원녹지의 역할을 그들의 이용과 가치관을 중심으로 설문조사에 기초한 결과의 일부이다. 조사에 의하면, 주민들은 대개 공원녹지를 그들의 위락공간을 위한 장소로서 인식하고 그 역할에 동의하고 있는 것으로 나타났다. 최근, 도시·조경계획분야에서 크게 논의되고 있는 생태학적 개념에 근거한 도시공원녹지의 '도시내 자연'으로서의 역할에 대한 주민의 인식이 전문가들의 열의에 배해 많이 높지 않음을 보여 주었다. 그러나 이는 위락공간으로서 역할 다음으로 중요도가 인식되고 있는 만큼 도시내 자연으로서의 공원녹지 역할을 높이기 위해서 학자들 사이에 구체적인 논의와 실증적인 연구가 뒤따라야 할 뿐만 아니라 주민들의 의사와 합의가 있어야 할 것으로 생각된다. 한편 도시공원녹지의 역할에 대해서는 도시주민의 사회적인 변수 특히 성, 교육수준, 임금수준 등에 따라 차이가 있는 것으로 나타나 도시공원녹지 계획시 이들 변수에 대한 고려가 있어야 할 것이다.
