Flood control of the Mekong delta should be developed over time for rural as well as urban areas. The hydraulic modelling effort is aimed an investigating flow distribution and water level. For the flood control study the flood model made with the VRSAP program is used. Concerning future improvement of the models it is recommended to improve the quality of water level and discharge, extend the number of the measuring locations needed for input for the models, systematically review and analyze future measurement campaigns in order to obtain better understanding of the complex hydraulic aspects, verify and update the topographical data used to model the rivers and cannals, carry out detailed calibration and verification of the models on water levels, discharges etc.
Floods are among the most common natural hazards in urban areas. To mitigate the problems caused by flooding, unstructured data such as images and videos collected from closed circuit televisions (CCTVs) or unmanned aerial vehicles (UAVs) have been examined for flood management (FM). Many computer vision (CV) techniques have been widely adopted to analyze imagery data. Although some papers have reviewed recent CV approaches that utilize UAV images or remote sensing data, less effort has been devoted to studies that have focused on CCTV data. In addition, few studies have distinguished between the main research objectives of CV techniques (e.g., flood depth and flooded area) for a comprehensive understanding of the current status and trends of CV applications for each FM research topic. Thus, this paper provides a comprehensive review of the literature that proposes CV techniques for aspects of FM using ground camera (e.g., CCTV) data. Research topics are classified into four categories: flood depth, flood detection, flooded area, and surface water velocity. These application areas are subdivided into three types: urban, river and stream, and experimental. The adopted CV techniques are summarized for each research topic and application area. The primary goal of this review is to provide guidance for researchers who plan to design a CV model for specific purposes such as flood-depth estimation. Researchers should be able to draw on this review to construct an appropriate CV model for any FM purpose.

As local flash flood exceeding planned capacity occurs frequently, localized preparedness and response to flood inundation are increasingly important. Using XP-SWMM model and GIS techniques, this study analyzes inundation areas by local flash flood and develops rainfall standards for evacuation with the case of Sadang-Cheon area, a local stream and its nearby highly populated watershed in the southern part of metropolitan Seoul, Flood inundation areas overflowed from drainage systems are analyzed and mapped by amount of rainfall that is derived from reference levels of stream flow. Rainfall standards for evacuation are comprised of 'watch' (40mm/hr) in preparing for near-future inundation and 'evacuation' (65mm/hr) in responding to realized inundation. The methods suggested by this case study may be applied to other urban areas for sound flood prevention policy measures and thus risk minimization.
Integrated storage function model (ISFM) is applied to some rainfall-runoff events of the selected basins in Korea to show validity of the proposed model. Comparing the numerical results of the model with the field measurements, the simulated hydrographs and peak flood discharges for the most part showed good agreements, except the occurrence time of the peak discharges which showed a bit discrepancy, and they showed it was very hard to have a sufficient lead-time to forecast the flood when the upstream inflow of the channel reach was more dominant than the inflow from the residual watershed of the channel.hannel.
This study simulated the flood inundations of the Nakdong River catchment running through Yangsan, a small city located in the south eastern area of Korea by using the depth averaged two-dimensional hydrodynamic numerical model. The numerical model employs the staggered grid system including moving boundary and a finite different method to solve the Saint-Venant equations. A second order upwind scheme is used to discretize the nonlinear convection terms of the momentum equations, whereas linear terms are discretized by a first order leap-frog scheme(Cho and Yoon, 1998). The numerical model was applied to a real topography to simulate the flood inundation of the Yangsan basin. The numerical results for urban district are visualized in three dimension. These results can be essentially utilized to construct the three dimensional inundation map after building the GIS-based database in local public organizations in order to protect the life and property safely.
This paper is on the decision of design magnitude for flood control of urban basin, based on flooding characteristic values. In Korea, a design magnitude for flood control is established based on peak discharge of the outlet of basin. However, this method is inappropriate in an urban basin because sewerage only can flow out as much as it could and other discharge overflow to basin. In order to calculate a design magnitude for flood control of an urban basin, flooding characteristic values (peak discharge of pipe, average flooded depth, maximum flooded depths of an important point, flooded area, flooded volume, flooded time) were used as a tool. Using the Gwanghwamun Square as an example, a methodology was proposed that used XP-SWMM 2010 model as a platform to predict urban flood disaster. It can help other local government and residents to better understand, prepare for and manage a flood in urban environments.

As the frequency of extreme rainfall events increase due to climate change, climate change adaptation measures have been proposed by the central and local governments. In order to reduce flood damage in urban areas, various flood response policies, such as low impact development techniques and enhancement of the capacity of rainwater drainage networks, have been proposed. When these policies are established, regional characteristics and policy-effectiveness from the cost-benefit perspective must be considered for the flood mitigation measures. In this study, capacity enhancement of rainwater pipe networks and low impact development techniques including green roof and permeable pavement techniques are selected. And the flood reduction effect of the target watershed, Gwanak campus of Seoul National University, was analyzed using SWMM model which is an urban runoff simulation model. In addition, along with the quantified urban flooding reduction outputs, construction and operation costs for various policy scenarios were calculated so that cost-benefit analyses were conducted to analyze the effectiveness of the applied policy scenarios. As a result of cost-benefit analysis, a policy that adopts both permeable pavement and rainwater pipe expansion was selected as the best cost-effective scenario for flood mitigation. The research methodology, proposed in this study, is expected to be utilized for decision-making in the planning stage for flood mitigation measures for each region.

Recent inundation damage has frequently occurred due to heavy rainfall in urban area, because rainfall has locally occurred exceeding the capability of a flood control plan by the exiting design rainfall from the data of Seoul weather station. Accordingly the objective of this study is to predict new design rainfall in order to make a future flood control plan considering climate change. In this study, for considering spatial characteristics of rainfall in urban area, data of AWS was used and for retaining insufficient rainfall data, WGR model was estimated the application of target area. The results were compared with the observation data and consequently show reasonable results. In addition, to prepare for climate change, design rainfall was calculated by applying for various climate scenarios and the result would be used in order to establish future flood control plan.

Because of climate change, the occurrence of localized and heavy rainfall is increasing. It is important to predict floods in urban areas that have suffered inundation in the past. For flood prediction, not only numerical analysis models but also machine learning-based models can be applied. The LSTM (Long Short-Term Memory) neural network used in this study is appropriate for sequence data, but it demands a lot of data. However, rainfall that causes flooding does not appear every year in a single urban basin, meaning it is difficult to collect enough data for deep learning. Therefore, in addition to the rainfall observed in the study area, the observed rainfall in another urban basin was applied in the predictive model. The LSTM neural network was used for predicting the total overflow, and the result of the SWMM (Storm Water Management Model) was applied as target data. The prediction of the inundation map was performed by using logistic regression; the independent variable was the total overflow and the dependent variable was the presence or absence of flooding in each grid. The dependent variable of logistic regression was collected through the simulation results of a two-dimensional flood model. The input data of the two-dimensional flood model were the overflow at each manhole calculated by the SWMM. According to the LSTM neural network parameters, the prediction results of total overflow were compared. Four predictive models were used in this study depending on the parameter of the LSTM. The average RMSE (Root Mean Square Error) for verification and testing was 1.4279 ㎥/s, 1.0079 ㎥/s for the four LSTM models. The minimum RMSE of the verification and testing was calculated as 1.1655 ㎥/s and 0.8797 ㎥/s. It was confirmed that the total overflow can be predicted similarly to the SWMM simulation results. The prediction of inundation extent was performed by linking the logistic regression with the results of the LSTM neural network, and the maximum area fitness was 97.33 % when more than 0.5 m depth was considered. The methodology presented in this study would be helpful in improving urban flood response based on deep learning methodology.
The objective of this study is to develop a two-dimensional (2D) flood model that can perform accurate flood analysis with simple input data. The 2D flood inundation models currently used to create flood forecast maps require complex input data and grid generation tools. This sometimes requires a lot of time and effort for flood modeling, and there may be difficulties in constructing input data depending on the situation. In order to compensate for these shortcomings, in this study, a grid-based model that can derive accurate and rapid flood analysis by reflecting correct topography as simple input data was developed. The calculation efficiency was improved by extending the existing 2×2 sub-grid model to a 5×5. In order to examine the accuracy and applicability of the model, it was applied to the Gamcheon Basin where both urban and river flooding occurred due to Typhoon Rusa. For efficient flood analysis according to user's selection, flood wave propagation patterns, accuracy and execution time according to grid size and number of sub-grids were investigated. The developed model is expected to be highly useful for flood disaster mapping as it can present the results of flooding analysis for various situations, from the flood inundation map showing accurate flooding to the flood risk map showing only approximate flooding.
