지역균형 발전과 농촌 지역사회개발정책 (A Study on the Balance of Regional Development and Policy Tasks for Rural community Development)

  • Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

  • Modern cities need to revitalize the downtown area, which is declining due to population decline, economic recession, and deterioration of the residential environment, economically, socially, and physically by introducing and creating new functions. In addition, the hollowing out of the existing city center is getting worse due to the development of the outskirts of the city. Therefore, the discussion for the development of urban regeneration is the core task of modern cities. This study analyzed based on a basic understanding of urban regeneration projects, and through this, the problems of domestic urban regeneration projects were derived. In addition, the problem factors and major improvement plans of the urban regeneration project were analyzed from the expert's point of view using the AHP analysis technique. Based on this, the purpose is to present policy alternatives for the future development of urban regeneration projects. The problems derived to present the policy alternatives and improvement directions of the urban regeneration project were classified into problems related to goal achievement, problems related to the business itself, and problems related to project results. It was subdivided into sub-categories. This study analyzed the problem factors and major improvements from the expert's point of view by using the AHP analysis technique for the problems of the urban regeneration project. Based on the AHP analysis results and experts' opinions, five policy alternatives for the development of urban regeneration projects were presented.

국내 도시물류정책의 추세 분석과 발전 방향: 물류기본계획의 변화를 중심으로 (Trend Analysis and Development Direction of Domestic Urban Logistics Policy: Focusing on the Change of Logistics Master Plan)

  • 본 연구는 우리나라 도시물류를 대상으로 과거 추세를 분석하고 미래 변화를 전망하여 도시발전에 선제적으로 대응할 수 있는 정책 방향을 제시하였다. 연구 범위는 물류정책기본법에서 제시하는 국가물류기본계획과 지역물류기본계획의 변화를 중심으로 하였다. 연구 진행은 국가물류기본계획을 근간으로 과거부터 현재까지 도시물류와 관련된 정책 변화를 살펴봄과 더불어 장래 예상되는 물류환경 변화에 대응하는 국가의 정책기조를 파악하였다. 그리고 이를 서울시 도시물류기본계획의 내용과 접목시켜 앞으로 도시물류기본계획에서 계속 추진하거나 새롭게 추가해야 할 물류정책을 제안하였다. 정책 제안은 장래 물류환경을 정책적, 사회적, 기술적 변화로 구분하여 제시하였다. 분야별로는 도시계획(10개 정책), 교통계획·ITS(8개 정책), 물류기술·ITS(6개 정책) 및 법·제도(8개 정책) 등이다. 정책의 지속성으로 구분하면 현재 추진 중인 정책이 계속되어야 할 것은 15개, 앞으로 새롭게 도입해야 할 정책은 17개이다.

Smart City Policies Revisited: Considerations for a Truly Smart and Sustainable Urbanism Practice

  • The notion of smart cities, presently, is a highly popular topic in urban policy circles. This concept is adopted by many cities across the world-with an aim of increasing urban smartness in various ways and areas. Productivity, innovation, liveability, wellbeing, accessibility, sustainability, governance, planning, and citizen participation are among these areas. Despite good policy intentions, smart city initiatives in practice had only limited impact in delivering the desired urban outcomes. This paper aims to investigate the smart city phenomenon and its planning practice approaches from an evolutionary perspective. The study places smart city plans and strategies of a number of cities across the globe under the microscope. The findings reveal that current smart city efforts are not adequate to combat the challenges of the Anthropocene epoch-that is already upon us. This paper concludes with a consolidated definition of smart and sustainable cities and considerations for moving towards Post-Anthropocentric urbanism-that is truly smart and sustainable urbanism-to avoid an imminent urban ecocide.

Simulating the Impacts of the Greenbelt Policy Reform on Sustainable Urban Growth: The Case of Busan Metropolitan Area

  • The greenbelt of South Korea has been under the process of adjustment and removal since its first designated year. This research is aimed at predicting the effect that the removal of the greenbelt has on urban growth. The SLEUTH model was executed via three calibration phases using historical data between 1990 and 2010. The urban growth of Busan Metropolitan City was predicted under its historical trend, as well as two different scenarios including development and compact development up to the year 2030. The accuracy of model, as verified by ROC, was 85.7%. The historical trend scenario showed the smallest increase, with the urban area expanding from 175.96 km2 to 214.68 km2 in 2030. Scenario 2, the development scenario, showed the most increase, with a 39.9% growth rate from 2010 to 2030. However, according to scenario 3, the compact development scenario, the urban area decreased in comparison to scenario 2. Accordingly, it is necessary to have effective urban growth management to provoke eco-friendly development on the removed areas, and to strengthen the non-removed areas for sustainable development. The results obtained in this study showed that the SLEUTH model can be useful for predicting urban growth, and that it can help policy makers establish proper urban planning as a decision-support tool for sustainable development.

The Environmental Implication of Metropolitan Expansion in Asian Cities : The Role of Planning Practices toward Sustainable Urban Development in Asia

  • This paper focuses on examining environmental implications embedded in recent spatial expansion of the Asian megacities as well as exploring the potentials of planning practices in addressing urban environmental problems. Regardless what underlying forces of recent metropolitan expansion are, nearly all the Asian megacities suffer serious environmental problems as these cities rapidly grow in terms of population and geographical boundaries. Furthermore, the global environmental implication of urban expansion at Asian megacities implies that there must be intense endeavor to develop more innovative policy solution in order to tackle down the worsening urban environmental problems in Asian cities at a metropolitan scale. Given the situation that there has been little attention on environmental consequence of the Asian metropolitan expansion in spatial term, this paper presents the overview on the changing nature of urban environmental problems embedded in the spatial expansion of recent metropolitan area in Asia, along with exploring possible solutions from planning practices guiding sustainable urban development in Asia.

  • 도시의 발전정책에 대한 주민의 인식과 평가태도는 정책의 성공여부에 커다란 영향을 미치기 때문에 지역정책의 수립에 중요한 변수로 작용한다. 본 연구는 역사.문화적으로 전남 동부지역의 중심지로 성장해 왔고, 오늘날에는 광양만권의 중심도시로 기능하고 있는 순천시를 사례로 도시발전정책에 대한 지역주민의 인식태도를 고찰한 것이다. 도시발전정책에 대한 시민들의 인식태도를 파악하기 위하여 정주환경과 삶의 질, 도시발전정책의 문제점, 그리고 장기적인 방향에 대한 내용을 중심으로 설문지 조사법을 이용하여 자료를 수집.분석하였다. 순천시민들은 순천시의 삶의 질에 대해 비교적 만족하고 있고, 지역경제의 활성화와 문화.여가시설을 비롯한 생활편익시설의 확충에 많은 관심을 가지고 있다. 순천시 도시발전의 미래상에 대해서는 긍정적으로 인식하고 있으나 장차 교육과 문화기능의 강화를 중점을 두고 시정을 추진해야 한다고 평가하였다. 따라서 순천시가 광양만권에서 중심도시로 기능하기 위해서는 주민의 요구를 수렴한 새로운 유형의 도시발전정책의 수립과 시행이 필요한 것으로 밝혀졌다.

탄소감축과 기후변화에 대응하기위한 프랑스의 관련 정책 및 도시계획 연구 (Studies of French policies and urban planning for responding to climate change and carbon reductions)

  • This study aims to find out a institutional base in urban planning and urban project, confronted with climate change and necessity of sustainable development in France. The establishment of Grenelle Environment Law became a start point to draw concrete effect and implement urban projects. The relation in urban policy on climate change and its concrete shape in urban projects are examined in this paper, especially focused on HQE2R criteria and Eco-Quartier projects. It provides various information on ways to improve Korea urban planning, urban revitalization and development projects, which is in similar situations and necessity in France. As shown in the case of France, for the sustainable urban development related on climate change, it is necessary of Central Government's firm and clear policy framework, as well as the institutions and organizations linked to actual process of local communities are required. In addition, through the development of indicators applicable to urban development and architectural process, objective and rational framework for planning and design standards should be established.

Market Access Approach to Urban Growth

  • This paper studies urban growth in Korean cities. First, I document that population growth patterns change over time and that the current population distribution supports random urban growth. I confirm two empirical laws-Zipf's law and Gibrat's law-both of which hold in the period of 1995-2015, but do not hold in the earlier period of 1975-1995. Second, I find a systematic employment growth pattern of Korean cities in spite of the random population growth. I examine market access effects on employment growth. Market access, a geographical advantage, has a significant influence on urban employment growth. The market access effect is higher in the Seoul metropolitan area than in the rest of the country. This effect is stronger on employment growth in the manufacturing industry compared to employment growth in the service industry. These results are robust with various checks (e.g., different definitions of urban areas). The results here suggest that policymakers should consider geographical characteristics when they make policy decisions with respect to regional development.
