SMEs need a strategy to respond to rapid changes in the global business environment of the Fourth Industrial Revolution. In order to overcome such a business environment, SMEs must concentrate on the core competency. Because of the structural characteristics of SMEs, government support is very important, as it is difficult for SMEs to carry out the entire supply chain role. The support of GRIs is very important for ensuring competitiveness through technological innovation of SMEs. Recently, the construction of SMEs network for business expansion is demanded. SMEs can form networks to induce synergistic effects. In order to secure the competitiveness of SMEs by utilizing the advantages of mutually cooperating networks, the necessity of cooperation of SMEs is increasing. The government has proposed various support programs to support network cooperation. In this research, in order to derive an effective strategy of the SME support program, we analyzed the difference in necessity and satisfaction of the GRIs support program. We analyze the differences between government policies and perceptions for SMEs and to derive strategies for supporting SMEs in a systematic approach for the development of SMEs. In a situation where research to revitalize SMEs is insufficient, in consideration of the market demand of SMEs, we grasp the problems of the current system and try to guide improvement strategies. Also, we suggest policies that can derive and utilize support strategies for SMEs. From a long-term perspective, research related SMEs must be conducted and a sustainable support program for SMEs must be developed.

Although small and medium-size enterprises are facing the significant trends in the Fourth Industrial Revolution and Open Innovation which are increasingly in need, the subjects of absorptive capacity and entrepreneurship has not been studied sufficiently in order to enhance the competitiveness of SMEs' products and cope with the current trend. The purpose of this study is to investigate the effects of absorptive capacity of SMEs on product competitiveness and the moderating role of CEO's entrepreneurship between the absorptive capacity and the product competitiveness. The data were collected from 313 employees of 22 SMEs in the Seoul metropolitan area, Kyunggi-do and Chung-cheong province, and analyzed using hierarchical regression analysis. As a result of the hypothesis test, both the absorptive capacity of SMEs and CEO's entrepreneurship had a positive effect on the product competitiveness. In addition, also found out the innovativeness and the proactivness out of the three entrepreneurship had the moderate roles between the potential absorptive capacity out of the absorptive capacity and the product competitiveness. On the other hand, the risk-taking out of the three entrepreneurship had the moderate roles between the realized absorptive capacity out of the two absorptive capacity and the product competitiveness. These results suggest that open innovation and technological entrepreneurship are needed to help SMEs learn external resources and information to create performance. After discussing this conclusions and implications of the study, the direction for future study was presented.
Design is a knowledge service industry that is undervalued in Korea despite its large impact on the development of high - tech industries such as national industrial policy and the fourth industrial revolution. In the design industry, the strategic outsourcing system collapses. This phenomenon is not confined to the domestic market, and the design service companies of design-developed countries such as Europe and the US are also struggling with the classic. Accordingly, some implications were found through the case study of domestic design projects, including overseas, that private companies are more concerned with design cost reduction and cost structure to secure liquidity rather than improving design quality level and pursuing innovation through design outsourcing. As design is a core competency of a company, internalizing core design tasks, and as products and services become platforms, regional design countermeasures have been reduced, which has led to a decline in the cost standard for large companies' design service outsourcing. In design service industry, design outsourcing is performed at the request of the client, and the service value of the outsourcing is received. In the early 2000s, the importance of design management led global consulting companies to pursue M & A rather than cooperate with design service companies, and Samsung Electronics and other large corporations acquired a large number of excellent design personnel and developed their own design management research institute. This study investigated the design service outsourcing cases of public and private companies (large corporations, midsize companies) widely in relation to the design service price criterion, and grasped the indicators of the actual size and level of the design industry. I will make suggestions about the value and direction of the global design industry through interviews with experts and literature on the changes and influences of these cost criteria.

It is urgent in the context of the Fourth Industrial Revolution that students become creative and integrative thinkers. In this vein, in the last few years, drawing upon constructivism as an innovative learning paradigm, new coding curricula using MIT's Scratch have been introduced in the number of countries to enhance computational thinking (CT). However, constructivism encouraging collaborative and active learning may not be explicitly utilized in instructional design focusing mainly on learning to code as technical skills - some of which exist today in large numbers of school and after-school code activities. To respond to such a misleading way of developing CT through coding, the present study aims to propose the benefits of CT self-assessment rubrics for primary pre-service teachers within a CT course entitled "Problem Solving by Computational Thinking". Our findings show how meaningful collaborative CT self-assessment in a group impacts their learning of CT. We end this paper with the discussion of implications of our findings for CT assessment towards a new paradigm in education.
The fourth industrial revolution is expected to bring about great changes in information technology sector and create a variety of jobs. However, the psychological anxiety of IT staff is increasing due to stress and uncertainty created by the new technologies. Accordingly, researchers examined how professional identity moderate the effect of job stress of system maintenance staff on emotion exhaustion. For empirical studies, data was collected from 160 employees responsible for managing and supporting IS, and the hypothesis was verified using SPSS 21. The analysis results showed that role conflicts, role ambiguity, and qualitative work overload, which are components of job stress, have affected the emotion exhaustion. Professional identity had a moderating effect the relationship between qualitative work overload and emotion exhaustion. On the other hand, professional identity did not moderate the relationship between role conflict and emotion exhaustion, role ambiguity and emotion exhaustion. As professional identity lessen the psychological burden and emotion exhaustion of introducing new technologies, organizations need to provide support to enhance professional identity for system maintenance staff.

The fourth industrial revolution and digital transformation are also bringing major changes to the financial ecosystem in Korea. Already, global financial firms overseas are opening their financial markets and exploring new financial businesses by seeking ways to co-prosperity with fintech firms. However, it is also true that the domestic financial environment has failed to respond to the changes due to its monopolistic and closed structure. In response, the government began pushing for the introduction of open banking in December 2019 with the aim of fully opening the financial settlement system. However, unlike the existing simple financial transaction structure, open banking still has an unresolved part due to the unclear relationship of responsibilities between interested parties in the event of financial accidents due to the complex linkage structure of transactions such as financial firms, fintech firms and customers. This study analyzed the security threat of open banking in depth. By doing so, the government and financial firms want to present policy proposals that need to be improved to enhance the safety of open banking in korea and protect financial consumers, as well as new financial models that have improved the vulnerable parts of existing models.
In our society, the advanced, advanced, and information industries have continued to grow and now live in the era of the fourth industrial revolution. In this paper, we analyze the ground resistivity of the landfilled soil and use a computer program (CDEGS) based on KS C IEC 61936-1, We analyze the contact voltage and stratification voltage and propose a grounding design optimized for plant installation.

The proper operation and safety management of water and wastewater treatment systems are essential for providing stable water service to the public. However, various natural disasters including floods, large storms, volcano eruptions and earthquakes threaten public water services by causing serious damage to water and wastewater treatment plants and pipeline systems. Korea is known as a country that is relatively safe from earthquakes, but the recent increase in the frequency of earthquakes has increased the need for a proper earthquake management system. Interest in research and the establishment of legal regulations has increased, especially since the large earthquake in Gyeongju in 2016. Currently, earthquakes in Korea are managed by legal regulations and guidelines integrated with other disasters such as floods and large storms. The legal system has long been controlled and relatively well managed, but technical research has made limited progress since it was considered in the past that Korea is safe from earthquake damage. Various technologies, including seismic design and earthquake forecasting, are required to minimize possible damages from earthquakes, so proper research is essential. This paper reviews the current state of technology development and legal management systems to prevent damages and restore water and wastewater treatment systems after earthquakes in Korea and other countries. High technologies such as unmanned aerial vehicles, wireless networks and real-time monitoring systems are already being applied to water and wastewater treatment processes, and to further establish the optimal system for earthquake response in water and wastewater treatment facilities, continuous research in connection with the Fourth Industrial Revolution, including information and communications technologies, is essential.
